Power supply system of electric railway has a diversity of safety problems since it should supply high electric power to the trains moving high speed with a lot of passengers on board. This paper provides a risk assessment approach to safety management of the electric railway facilities. Construction of database from field accident information, risk assessment and management of the risk are carried out systematically to ensure the safety. The risk assessment includes hazard identification, cause analysis by FTA(Fault Tree Analysis), consequence analysis by EVA(Event Tree Analysis), and loss analysis. In terms of the severity and the probability of the accidents deduced by these analyses, the risk of the accidents is assessed by using a risk matrix designed for electric railway facilities. Based on the risk assessment, possible risk mitigation options are identified and evaluated by analyzing their impact on the risk reduction and their cost benefit ratio. The long-term safety of the electric railway facilities can be ensured by renewal of the risk assessment and the risk mitigation option analysis with continuous accident database update. The proposed approach is applied to the electric railway facilities of Korean railway based on the accident data from 2002 to 2008.

BOT(Build-Operate-Transfer) 프로젝트 파이낸스(PF: Project Finance)는 민간이 자본조달, 건설, 그리고 운영을 맡고 운영수입에서 투자비와 수익을 회수하므로 사업의 위험으로부터 정부를 보호하며 사업자도 특수목적회사를 설립하고 부외 및 비소구 금융을 통해 자본을 조달하기 때문에 채무불이행의 책임으로부터 보호되는 특징을 지닌다. 이와 함께 BOT PF 사업의 금융구조와 특성에 의한 채무불이행위험 완화는 금융시장 경색, 새로운 국제회계기준(IFRS) 도입, 그리고 건설사의 우발채무 등과 맞물려 그 중요성이 부각되고 있으나 현금흐름의 불확실성과 여러 계약조항들이 유발하는 비대칭수익으로 인해 전통 금융 경제이론에 기반한 평가가 어려웠다. 그러므로 본 연구는 BOT PF 고유의 금융구조와 특성에 의한 채무불이행위험 완화효과의 평가를 위해 옵션가격결정 및 관련 금융 경제이론을 토대로 이론모델을 구성하고 사례를 분석함으로써 BOT 사업의 위험관리를 위한 이론적인 틀을 제시하고자 한다. 연구결과에 의하면 BOT 사업의 금융구조 및 특성이 사업자의 채무불이행위험을 완화시키며 특히 관련변수들이 수익성을 악화시키는 방향으로 변화할 때 그 효과가 증가함을 알 수 있었다.

As the chemical industry becomes more advanced, the awareness of chemical accidents is rising, and legal systems for chemical safety management are strengthened. In this study, quantitative risk assessment of liquid chlorine leak was conducted. Risk assessment was performed in the order of frequency analysis, consequence analysis, and risk calculation. The individual risk was presented in the form of contour lines. The social risk was expressed by the FN curve. The risk of day and night was in an unacceptable area, so it was required to mitigate risk. Therefore in-building, which could trap the pool, was selected as a risk mitigation measure. As a result of the cost benefit analysis, it was concluded that this measure should be reasonably implemented.

항공기 개발 및 개조를 위한 비행시험 또는 항행안전시설 및 관련 구성품 개발을 위한 비행 검사 등을 위한 목적으로 국가종합 비행성능시험장 구축이 추진되고 있다. 비행시험 업무는 특성상 안전 리스크가 높기 때문에 운용에 앞서 철저한 리스크 관리 프로세스의 엄격한 적용이 요구되고 있다. 또한 비행시험장은 현행법상으로 비행장 규정을 적용받기 때문에 안전관리시스템을 도입하면 일반 공항처럼 안전이 제고될 것이다. ICAO 기준을 기반으로 한 안전관리시스템 구축은 비행시험장의 안전하고 원활한 운영을 위한 최적의 보증 수단으로서, 비행시험 시에 발생할 수 있는 리스크를 크게 완화할 것이다. 본 논문에서는 비행시험장 안전관리에 요구되는 리스크 평가 및 완화 방안을 중점적으로 다루었다. 이전 연구에서 식별된 비행시험 위해요인에 대하여 리스크 평가를 실시하였다. 그리고 고 리스크 군의 위해요인을 선별한 후 회피, 감소, 수용, 통제 등의 리스크 완화 기법을 적용한 비행시험 리스크 경감 방안을 제시하였다.

자연재해로부터 야기되는 피해를 줄이고 자연재해저감활동을 전개하기 위해서는 기상정보와 재해자료에 근거한 정확한 예보와 방재활동이 요구된다. 또한 사전방재활동을 위해서는 방재기상정보로의 처리가 필요하다. 이를 위하여 본 연구에서는 행정자치부에서 발행하는 통계연보와 재해연보, 중앙재해대책본부에서 발행한 최근 10년간 자연재해 피해 현황, 기상청에서 발행한 기상연보를 이용하였다. 이들 4가지 자료를 이용하여 자연재해의 원인과 피해요소, 발생빈도, 취약지역 등을 분석하였는데, 이들 자료는 피해내역과 기상현상에 대한 분류 및 용어가 일치하지 않으므로, 재해의 종류와 피해액을 비교 분석한 결과, 기상재해 원인과 피해 요소, 피해액, 피해지역 등과 같은 재해 변수를 선정하고, 재해연보를 이용하여 database를 구축하였다. 이렇게 구축된 database는 앞으로 자연재해 저감계획과 risk model을 개발하고 자연재해를 평가하는데 유용하게 쓰일 수 있다.

This study is carried out in order to propose a drought risk assessment methodology. This methodology is required to deal with practical questions that a variety of stakeholder often raise in the course of discussions on mitigation measures. With a focus on the socioeconomic aspect of drought, more particularly, residents' hardship from water scarcity, it suggests basic concepts and a system of methods in order to assess hazard, exposure, vulnerability and risk. The case study shows a considerable possibility of the methodology in evaluating potential levels of damages in a certain area, in identifying the boundary of districts where risk is disproportionately concentrated, and also in understanding the underlying risk factors of those districts. The authors think that the proposed methodology is able to offer risk information in terms of socioeconomic damages, and therefore contribute to reducing information gaps that policy-makers are currently encountered with.

The various risk factors that affected schedule, costs and mission success, etc. in development of the satellite. This paper derives the considerable "Cost of Quality" factors in the satellite development phase through the survey of practical techniques in respect of measurement of quality cost in the commercial products manufacturing, and proposes mitigation strategy of quality cost using the approach that can be minimized it.
