Public Awareness and Acceptance of Carbon Dioxide Capture and Storage (이산화탄소 포집 및 저장에 대한 대중의 인식과 수용도)

  • CCS(Carbon Dioxide Capture and Storage) is considered as the most effective counterplan in the mitigation of climate change. Even though the risk of leakage of $CO_2$ stored in the geologic formation is very low, the public is expected to disagree with the initiation of a CCS project without proper management plans ensuring the safety. In this study, recognition of laypeople were surveyed about CCS, climate change, characteristics of carbon dioxide, storage concepts, ground pressure, the impact of carbon dioxide, and carbon dioxide for leakage. Thereafter the factors that could affect to recognition of CCS were analyzed by regression analysis. A survey was carried out to find out the public understanding and awareness about climate change and CCS. It is the purpose of this study to propose appropriate risk management strategies based on the findings from the survey.

  • 오염부지 관리 기조가 매체 중심에서 수용체 중심으로 변화하면서 우리나라에 위해성평가 제도가 도입되었으나, 이를 오염현장에 충분히 활용하기 위한 체계와 관련 기술들은 아직 제대로 확립되어 있지 않다. 특히, 여러 가지 이유로 정화곤란부지로 분류가 되는 오염부지의 정화 및 관리와 그러한 부지에 적용될 수 있는 위해저감기술들에 대한 기술적, 사회적 논의와 합의도 부족한 실정이다. 본 연구에서는 그동안 오염토양의 정화에만 초점이 맞추어진 우리나라의 토양환경정책이 오염부지의 관점에서 그와 연결된 수용체를 보호하는 방향으로 나아가기 위해 필요한 위해성기반 오염 부지관리 의사결정체계를 제안하고, 그러한 관리체계가 현장에서 적절히 적용되도록 하기 위해 필요한 위해저감기술들을 조사, 분류하여 위해저감 방식에 따른 위해저감기술의 활용성 및 적용성을 평가하는 방안을 제안하였다.

  • 가뭄은 인간이 극복하기 힘든 자연재해로 사회, 경제, 환경등에 막대한 피해를 가져온다. 따라서, 이를 극복하기 위해 지속적인 가뭄 모니터링이 필요한데, 현재 가뭄의 모니터링은 대부분 기상학적 인자를 고려한 가뭄지수의 심도에 의해 이루어지고 있다. 본 연구는 이러한 가뭄모니터링 방법을 좀 더 현실적으로 개선시키고자 가뭄심도를 근거로 가뭄발생 빈도와 가뭄발생 시 취약인자의 선정을 통해 가뭄위험평가기법을 제안하였다. 이를 위해 가뭄의 위험정도를 정량화하고 가뭄발생으로 인해 발생 가능한 피해 요소들을 정량화하여 가뭄재해지수(Drought Hazard Index)와 가뭄취약성지수(Drought vulnerability Index)를 산정하고, 두 지수의 결합으로 가뭄위험지수(Drought Risk Index)를 산정하였다. 가뭄재해지수는 가뭄지수 EDI를 바탕으로 가뭄심도에 따른 발생확률을 근거로 산정하였으며, 가뭄취약성지수는 가뭄 발생 시 취약한 인자를 선정하여 이를 지수화 하였다. 가뭄위험평가의 적용을 위해 2001년의 경상도 지역의 가뭄을 평가하였다. 가뭄위험지수를 바탕으로 경상도 지역의 가뭄의 위험정도를 평가할 수 있는 가뭄위험지도를 작성한 결과 경상북도 지역이 경상남도 지역보다 가뭄발생빈도와 취약정도가 컸음을 확인할 수 있었으며, 경상도 내륙지방을 중심으로 가뭄의 위험이 높음을 확인할 수 있었다.

Impacts of Asian Dust on Atmospheric Environment (황사의 대기환경영향)

  • ACE-Asia (Asian Pacific Regional Aerosol Characterization Experiment) in spring 2001 was a turning point to trigger international research interest on Asian dust (AD). This basically arose from the lack of research on AD, the important natural phenomenon to characterize the Northeast Asia. In contrast, health risk related to AD has been the primary concern in Korea. Although due in part to severe AD events of 2001~2002, research and mitigation measures on AD in Korea are typically based on the assumption that AD events are increasing in frequency and severity. However, contrary to the trend in Korea, the number of AD days and emission amounts of AD in China have decreased since 1980s. This paper reviews the impacts of AD on ambient air quality and variations in toxic substances during the AD event, reflecting the concern in Korea. While a great amount of dust particles flow into Korea during the AD event, a considerable amount of dust particles are locally generated as well. Since dust particles are mixed with toxic substances as they pass over polluted areas, the levels of toxic substances become lower in dust particles that do not pass over polluted areas. Broadening the research scope on AD is warranted to understand the AD as an important natural phenomenon, irrespective of its associated health risk.

Risk Assessment for the Converted Lump-sum Turnkey Project (전환 정액일괄도급 계약방식 프로젝트의 리스크 분석)

  • Due to the recent uncertainty of market situations such as the escalation of petroleum prices, increased production capacities of plants, limitations of the available EPC (Engineering, Procurement, Construction) contractors, and the increase of raw material prices, EPC contractors have had a tendency to include a higher reserve contingency in the lump-sum turnkey contract price. In order to overcome the changes in the market, the plant project construction industry has started to apply the converted lump-sum turnkey contract in plant construction market. This study was focused to find the associated risks and to analyse the identified risks on recent trend of application of the new contract type, which is the converted lump-sum turnkey contract. It was recognized from the analysis that quality and cost have more high priority risks than other project objectives. This paper also suggests the mitigation plan for identified risks to achieve project objectives appropriate to the converted lump-sum turnkey project from the viewpoint of an EPC contractor keeping transparency with owner.

Determining the Location of Urban Planning Measures for Preventing Debris-Flow Risks: Based on the MCDM Method (MCDM 기법을 이용한 도심지 토사재해 예방을 위한 도시계획적 대책 위치 결정방법 제안)

  • The landslide disaster damage has been increased by mountain development, leading to construction of educational facilities, medical facilities, petty industrial facilities, and large housing complexes. Therefore, effective regulation is required as an effort in urban planning solutions. For suggesting specific mitigation strategies on urban landslide, this study aims to define evaluation criteria for urban planning management of debris-flow disaster. AHP (Analytic Hierarchy Process), one of the multiple criterion decision making methods, was utilized in this study. This study makes use of 16 sub-criteria under the framework of hazard, exposure, and vulnerability, and well-planned expert survey measures their weights. The weights are also applied to evaluate each grid in urban space (min $10{\times}10m$) and classify it with red, orange, yellow, or green grade so that areas at higher risk are clearly identified. This study concludes that the suggested method is useful to support a strategies for urban planning management of debris-flow disaster, particularly in a GIS base.

Advanced In-Vessel Retention Design for Next Generation Risk Management

  • In the TMI-2 accident, approximately twenty(20) tons of molten core material drained into the lower plenum. Early advanced light water reactor (LWR) designs assumed a lower head failure and incorporated various measures for ex-vessel accident mitigation. However, one of the major findings from the TMI-2 Vessel Investigation Project was that one part of the reactor lower head wall estimated to have attained a temperature of 1100$^{\circ}C$ for about 30 minutes has seemingly experienced a comparatively rapid cooldown with no major threat to the vessel integrity. In this regard, recent empirical and analytical studies have shifted interests to such in-vessel retention designs or strategies as reactor cavity flooding, in-vessel flooding and engineered gap cooling of the vessel Accurate thermohydrodynamic and creep deformation modeling and rupture prediction are the key to the success in developing practically useful in-vessel accident/risk management strategies. As an advanced in-vessel design concept, this work presents the COrium Attack Syndrome Immunization Structures (COASIS) that are being developed as prospective in-vessel retention devices for a next-generation LWR in concert with existing ex-vessel management measures. Both the engineered gap structures in-vessel (COASISI) and ex-vessel (COASISO) are demonstrated to maintain effective heat transfer geometry during molten core debris attack when applied to the Korean Standard Nuclear Power Plant(KSNPP) reactor. The likelihood of lower head creep rupture during a severe accident is found to be significantly suppressed by the COASIS options.

Fraud Scenario Prevalent in the Banking Sector: Experience of a Developing Country

  • Banks are the engines that drive the operations in financial sector, money markets and growth of economy. With growing banking industry in India, frauds in Banks are increasing and fraudsters are becoming more sophisticated and ingenious. Shockingly, banking industry in India dubs rising fraud as "an inevitable cost of doing business." As part of study, a questionnaire-based survey was conducted in 2012-13 among 345 Bank employees "to know their perception towards bank frauds and evaluate factors that influence the degree of their compliance level." The study reveals, "there are poor employment practices and lack of effective employee training; usually over-burdened staff, weak internal control systems, and low compliance levels on the part of Bank Managers, Offices and Clerks. Although banks cannot be 100% secure against unknown threats, a certain level of preparedness can go a long way in countering fraud risk. Internal audit professionals should play an integral role in organization's fraud-fighting efforts. Some other promising steps are: educate customers about fraud prevention, make application of laws more stringent, leverage the power of data analysis technologies, follow fraud mitigation best practices, and employ multipoint scrutiny.

Review of the regulatory periodic inspection system from the viewpoint of defense-in-depth in nuclear safety

  • The regulatory periodic safety inspection system is one of the most important methods for confirming the safety of nuclear power plants and the defense in depth in nuclear safety is the most important basic means for accident prevention and mitigation. Recently, a new regulatory technology based on risk-informed and safety performance has been developed and used in advanced countries. However, since the domestic periodic inspection system is being used in the same way over 30 years, it is necessary to know how the inspection contributes to the safety confirmation of the nuclear power plants. In this study, the domestic periodic inspection system currently in use was analyzed from the perspective of defense in depth in nuclear safety. In addition, the analysis results were compared to the U.S. NRC's safety inspection system to obtain consistency and lessons in this study. As a result of analysis, the NRC's safety inspections were distributed almost evenly at the all levels of defense in depth, while in the case of domestic inspection, they were heavily focused on the level 1 of defense in depth. Therefore, it appeared urgent to improve the inspection system to strengthen the other levels of defense in depth in nuclear safety.

Factors Influencing Roadkill Hotspot in the Republic of Korea

  • Road structures play an important role in collisions involving vehicles and wildlife. Our study aimed to determine the effect of various types of road structures on the risk associated with roadkill. We surveyed 50 previously identified roadkill hotspots, ranked from one to five according to roadkill density. We collected nine types of road structure data on each hotspot road section. Structures with similar characteristics were grouped together, resulting in five categories, namely, median barrier, high edge barrier, low edge barrier, speed, and visibility. We examined the existence of each road structure category at each hotspot rank. The cumulative link model showed that the absence of bottom blocked median barrier increased the roadkill hotspot rank. Our study concluded that a visual obstacle in the middle of roads by the median barrier decreases wildlife road crossing attempts and roadkill risk. We suggest that future roadkill mitigation plans should be established considering these characteristics.
