위험도 평가 기반의 전철/전력분야 안전확보 방안에 관한 연구 (A Study on Ensuring Safety in Electric Railway Based on the Risk Assessment)

  • Recently the railway safety is very important issue in Korea because there are lots of changes like the separation of operation and facility of national rail network, the inauguration of high speed train and Daegu subway fire accident. Railway safety management system is based on risk assessment of rolling stocks, electrical system, signaling, operation & maintenance and human element. With this process, railway risk will be reduced as low as reasonably acceptable level. Through risk assessment on accident data, this study predicted the current risk level of railway electrical system and presented the proper safety ensuring measures.

안전교육의 효과성 향상에 관한 연구 - 제조업 위험성평가 담당자 교육을 중심으로 - (A Study on the Effectiveness Improvement of Safety Education - Focused on the Education of Manufacturing Risk Assessment Officer -)

  • 연구목적: 안전보건공단에서는 위험성평가를 용이하게 하기 위해 웹 기반의 KRAS 개발하여 각 사업장의 유형별 평가 모델을 제공하고 있다. 위험성평가의 이해를 돕기위해 민간 기관에서는 위험성평가 담당자 교육을 개설하여 운영하고 있다. 기업의 규모에 따른 제조업 위험성평가 담당자 교육의 효과성을 분석할 것이다. 연구방법: 2017년부터 2021년까지 5년 이내 위험성평가 담당자 교육을 이수한 670개 사업장을 대상으로 SPSS 22를 이용하여, 재해 발생 관련 데이터를 통해, 100인을 기준으로 100인 미만 집단과 100인 이상 집단을 나누어 상관분석과, t-검정을 통해 재해율을 분석하였다. 연구결과: 가설 1번~5번 채택, 5~8번 기각 되었다. 결론: 100인 이상의 기업 교육을 대상으로 한 기업의 규모에 따른 교육과정의 편성을 고려하고 위험성평가 인정 시의 혜택을 상향하는 부분에 대하여 제고해 볼 수 있다.

An optimal classification method for risk assessment of water inrush in karst tunnels based on grey system theory

  • Engineers may encounter unpredictable cavities, sinkholes and karst conduits while tunneling in karst area, and water inrush disaster frequently occurs and endanger the construction safety, resulting in huge casualties and economic loss. Therefore, an optimal classification method based on grey system theory (GST) is established and applied to accurately predict the occurrence probability of water inrush. Considering the weights of evaluation indices, an improved formula is applied to calculate the grey relational grade. Two evaluation indices systems are proposed for risk assessment of water inrush in design stage and construction stage, respectively, and the evaluation indices are quantitatively graded according to four risk grades. To verify the accuracy and feasibility of optimal classification method, comparisons of the evaluation results derived from the aforementioned method and attribute synthetic evaluation system are made. Furthermore, evaluation of engineering practice is carried through with the Xiakou Tunnel as a case study, and the evaluation result is generally in good agreement with the field-observed result. This risk assessment methodology provides a powerful tool with which engineers can systematically evaluate the risk of water inrush in karst tunnels.

임상가를 위한 특집 1 - 우식위험도평가에 근거한 한국형 치아우식증 관리 모델 (Korean Caries Management by Risk Assessment (K-CAMBRA))

  • Caries Management by Risk Assessment (CAMBRA), published by California Dental Association in 2003, is a customized caries care system that classifies individuals' caries risk into 4 risk groups based on objective evidences and provides chemical treatments targeted for each caries risk level. However, this system was not only developed but also optimized for situation in the United States, resulting into many limitations to be used in Korea, and thus Korean CAMBRA (K-CAMBRA) that considers the clinical situation in Korea needs to be developed. K-CAMBRA includes various techniques that are newly developed in order to overcome the limitations. First, Q-ray, a new optical technology, is utilized in order to avoid the subjectivity of visual inspection during assessment of disease indicators and risk factors. Moreover, Cariview? that reflects the paradigm shift in cariology as a new form of caries assessment kit is used. In addition, considering the situation in Korea, where it is impossible to use high concentration fluoride product, Oral pack with a customized tray is added to increase the contact time of chemical substance. CAMBRA is believed to be the key clinical tool that overcomes the limitations of the paradigm of the conventional restoration-based surgical model of dentistry. Furthermore, it can be expected that Korean dentists can act as oral physicians who are able to control and care individuals' caries risk rather than operative experts who only care about the outcome of caries.

Collision risk assessment based on the vulnerability of marine accidents using fuzzy logic

  • Based on the trend, there have been numerous researches analysing the ship collision risk. However, in this scope, the navigational conditions and external environment are ignored or incompletely considered in training or/and real situation. It has been identified as a significant limitation in the navigational collision risk assessment. Therefore, a novel algorithm of the ship navigational collision risk solving system has been proposed based on basic collision risk and vulnerabilities of marine accidents. The vulnerability can increase the possibility of marine collision accidents. The factors of vulnerabilities including bad weather, tidal currents, accidents prone area, traffic congestion, operator fatigue and fishing boat operating area are involved in the fuzzy reasoning engines to evaluate the navigational conditions and environment. Fuzzy logic is employed to reason basic collision risk using Distance to Closest Point of Approach (DCPA) and Time of Closest Point of Approach (TCPA) and the degree of vulnerability in the specific coastal waterways. Analytical Hierarchy Process (AHP) method is used to obtain the integration of vulnerabilities. In this paper, vulnerability factors have been proposed to improve the collision risk assessment especially for non-SOLAS ships such as coastal operating ships and fishing vessels in practice. Simulation is implemented to validate the practicability of the designed navigational collision risk solving system.

지리정보시스템(GIS)을 이용한 도심지 내의 위해시설 관리시스템 구축에 관한 연구 (A Study on the Control of Hazard Facilities Management system in Urban area by utilizing GIS)

  • 본 연구는 도심지에 위치한 LPG 충전소를 연구범위로 하여 공간정보의 활용이 가장 많이 요구되는 안전관리 분야의 업무를 중심으로 공간정보를 효율적으로 구축 활용하기 위하여 데이터베이스를 중심으로 위험관리정보 시스템을 개발하였다. 이를 바탕으로 정량적 위험성 평가의 자동화를 통해 나타난 위험성을 실시간에 제어하기 위한 필요조건을 표준화하여 기초 정보자료로 구축, 이를 지리정보기능과 연동하여 LPG 충전소의 안전검사의 효율화, 사전 위험성 평가, 사고대응 판단의 효과적인 의사결정을 유도 할 수 있는 기반을 제공한다. 위험관리정보시스템(RMIS, Risk Management Information System) 개발절차는 다음과 같다. 첫째, 도심지에 위치한 LPG 충전소 위험성 평가를 수행함에 있어서 기본적인 데이터인 부지내(On-site) 관련 자료와 부지 외(Off-site) 관련 자료를 관계형 데이터베이스(RDB, Relational Database)로 개발하였다. 둘째, Visual Basic을 이용하여 사용자가 효과적으로 위험을 관리 제어 할 수 있는 위험관리 통합 데이터베이스 시스템 개발하였다. 셋째, 위험관리 통합 데이터베이스 시스템과 지리정보시스템에 연동을 통한 의사결정 방안 제시하였다. 위험관리정보시스템(RMIS) 프로그램을 개발을 통하여 다음과 같은 결과를 도출하였다. 첫째, 위험관리 데이터 이용하여 사용자와 검사자가 효과적으로 위험을 사전관리 할 수 있는 공유정보를 구축하였다. 둘째, 위험 관리를 부지 내와 부지 외로 나누어 관리함으로서 시설 내부 뿐 만 아니라 시설외부에 미치는 영향을 모두 고려하여 구축하므로 서, 중대사고에 대응 할 수 있는 종합적인 안전관리 기반을 조성하였다. 셋째, 사용자 인터페이스를 바탕으로 비상사태 발생시에 신속하고 정확한 의사결정을 할 수 있는 기반을 조성하였다.

  • Risk Management does not mean accepting a risk but having a good grasp of, eliminating and controling the exact causes of known hazards. Good safety management plan or system for the safety of any systems need to include the procedures about standing safety goals, related technical information, time schedule, audit programs, etc at least. In this paper the summeries on general risk assessment techniques and the examples of risk assessment system and railway risk management strategies used in UK, Australia and Canada are introduced, and applicable establishment procedures for domestic railway industries are proposed.

  • As one of promising solutions to overcome high oil price and energy crisis, the construction market of high value-added LNG plants is spotlighted world widely. The purpose of this study is to introduce LNG-RBI system to develop risk assessment technology with RAM(Reliability, Availability, Maintainability) modules against overseas monopolization. After analyzing relevant specific features and their technical levels, risk assessment program, non-destructive reliability evaluation strategy and safety criteria unification class are derived as core technologies. These IT-based convergence technologies can be used for enhancement of LNG plant efficiency, in which the modular parts are related to a system with artificial optimized algorithms as well as diverse databases of facility inspection and diagnosis fields.

웹 기반 EDCs 생태 독성 자료베이스 모델 및 시스템 개발 (Developing a Multi-purpose Ecotoxicity Database Model and Web-based Searching System for Ecological Risk Assessment of EDCs in Korea)

  • Objectives: To establish a system for integrated risk assessment of EDCs in Korea, infrastructure for providing toxicity data of ecological media should be established. Some systems provide soil ecotoxicity databases along with aquatic ecotoxicity information, but a well-structured ecotoxicity database system is still lacking. Methods: Aquatic and soil ecotoxicological information were collected by a toxicologist based on a human readable data (HRD) format for collecting ecotoxicity data that we provided. Among these data, anomalies were removed according to database normalization theory. Also, the data were cleaned and encoded to establish a machine-readable data (MRD) ecotoxicity database system. Results: We have developed a multi-purpose ecotoxicity database model focusing on EDCs, ecological species, and toxic effects. Also, we have constructed a web-based data searching system to retrieve, extract, and download data with greater availability. Conclusions: The results of our study will contribute to decision-making as a tool for efficient ecological risk assessment of EDCs in Korea.
