Suggestion for Change in Risk Management Based Government Quality Assurance Activities of Military Supplies (위험관리기반의 군수품 품질보증업무 변화를 위한 제언)

  • Recently, Recently, many quality problems in military supplies are raised such as K-series weapons(K-2 tank, K-9 Self-propelled artillery and K-11 Armoured Car and etc.) quality issues, leaking combat shoe issue and so on. Existing one and only national quality assurance agency for military supplies, Defense Agency for Technology and Quality(DTaQ) adapted risk management based framework to perform the government quality assurance activities. However, risk framework established by DTaQ seems lack of objectivity, consistency and efficiency. In this research, we first reviewed the DTaQ's regulations to identify the possible problems, and then suggested the alternatives which are based on advanced risk management framework and plan-do-check-action(PDCA) cycle. In conclusion, we suggested the new risk management framework, so called visual PDCA fishbone chart, and illustrated the use of the framework via real instance.

Comparative Study on the Institutional Framework of Risk Assessment between German, UK and Korea, Japan in Asian Countries (독일, 영국과 한국, 일본 등 아시아 국가 간의 위험성평가 제도 비교연구)

  • This paper is a comparative study on risk assessment policy between Asian countries such as Japan, Korea, Singapore and EU countries, German, UK. Risk assessment is a tool adopted currently in many countries in order to reduce occupational risk in workplace because it help employers to identify their hazard arousing in their working conditions then to settle the issues. This paper compares institutional framework posed in EU and Asian countries. As a result of comparative study, EU countries have more concrete legal system for risk assessment than Asian countries. But Asian countries are now interested in risk assessment such as Japan, Korea and Singapore. The author also suggests successful ways to settle down the risk assessment policy in a country. These findings help to understand occupational health and safety policy on risk assessment in Asian countries.

  • A risk analysis consists of a triplet, , where Si is the scenario identification; Pi is the probability of each scenario; and Xi is the consequences of each scenario. A new computing framework, OMAM (ORIGEN-MAAP4-MMCS), has been developed and applied for assessing the risk of a reference plant as well as radiation source terms using the concept of risk triplet. The result of this study using the OMAM framework presented in this paper, can contribute to producing domestic nuclear power plant's risk data base as well as to establishing severe accident management plans.

Development of a regulatory framework for risk-informed decision making

  • After the Fukushima Daiichi accidents, public concerns on nuclear safety and the corresponding burden of nuclear power plant licensees are increasing. In order to secure public trust and enhance the rationality of current safety regulation, we develop a risk-informed decision making (RIDM) framework for the Korean regulatory body. By analyzing all the regulatory activities for nuclear power plants in Korea, eight action items are selected for RIDM implementation, with appropriate procedures developed for each. For two items in particular - the accident sequence precursor analysis (ASPA) and the significance determination process (SDP) - two customized risk evaluation software has been developed for field inspectors and probabilistic safety assessment experts, respectively. The effectiveness of the proposed RIDM framework is demonstrated by applying the ASPA procedure to 35 unplanned scrams and the SDP to 24 findings from periodic inspections.

  • Background: Emerging infectious diseases, such as Middle East respiratory syndrome or coronavirus disease 2019, pose a continuous threat to public health, making a risk assessment necessary for infectious disease control and prevention. Therefore, we aimed to investigate the risk assessment methods for infectious diseases used by major foreign countries and organizations. Methods: We conducted an investigation and comparative analysis of risk assessment and risk determination methods for infectious diseases. The risk assessment tools included the strategic toolkit for assessing risks, influenza risk assessment tool, pandemic severity assessment framework, and rapid risk assessment methodology. Results: The most frequently reported risk elements were disease severity, antiviral treatment, attack rate, population immunity, and basic productive ratio. The risk evaluation method was evaluated quantitatively and qualitatively by the stakeholders at each institution. Additionally, the final risk level was visualized in a matrix, framework, and x and y-axis. Conclusion: Considering the risk assessment tools, the risk element was classified based on the duplicate of each indicator, and risk evaluation and level of risk assessment were analyzed.

  • Increasing global market of used electric vehicle (EV) battery encourages international firms to establish its subsidiary companies or business units specializing in battery recycling. Such kind of companies predominantly use closed loop supply chain (CLSC) for their operations of battery manufacturing and used battery recycling/reusing in global scale. However, EV battery recycling, as a relatively new industry, makes its global CLSC be exposed to various types of risks, which leads to inefficiency of supply processes and makes supply chains more complicated and vulnerable. Identifying, evaluating, and analyzing possible risks in CLSC has a great importance for optimization and increasing effectiveness for the global supply chain of used EV battery. Itwill assist to elaborate the efficient CLSC management and possible risk mitigation strategies to keep the global EV battery supply chain resilient and sustainable. This study aims to develop a conceptual framework for risk assessment in this new sector. Therefore, it will populate the framework with possible failure modes identified from various literature on EV battery recycling and closed loop supply chains so that future research can validate and utilize the conceptual framework.

Modeling of Public Risk Perception and Risk Communication Research: In A Social-Cognitive Direction

  • This study begins with a review of commonly discussed dimensions of public risk perception that may influence public opinion toward risks. Factors that have been revealed by the literature to have substantial impact on risk perception, such as demographic background, trust, and media environment, are also discussed. Meanwhile, we evaluate two well-known research models in the realm of risk analysis: 1) the psychometric paradigm, and 2) the social amplification of risk framework (SARF). Based on a literature review, this study suggests that, besides the psychological and social approach, models of risk perception and risk communication research should shift to a more comprehensive one by considering the interrelations between laypeople and the environment. This study proposes a research model from the perspective of social cognitive theory (SCT) as a potential framework for future studies: 1) in the societal environment, individuals' risk perception and information seeking behavior, which is determined by risk perception will be influenced by trust in regulators and interpersonal trust; 2) in the media environment, individuals' risk perception and information seeking behavior will be influenced by individuals' perceived information characteristics. Knowledge about risk accumulated through information seeking will change risk perception in a longitudinal process.

A Study on the Factors Affecting the Information Systems Security Effectiveness of Password (패스워드의 정보시스템 보안효과에 영향을 미치는 요인에 관한 연구)

  • Rapid progress of information technology and widespread use of the personal computers have brought various conveniences in our life. But this also provoked a series of problems such as hacking, malicious programs, illegal exposure of personal information etc. Information security threats are becoming more and more serious due to enhanced connectivity of information systems. Nevertheless, users are not much aware of the severity of the problems. Using appropriate password is supposed to bring out security effects such as preventing misuses and banning illegal users. The purpose of this research is to empirically analyze a research model which includes a series of factors influencing the effectiveness of passwords. The research model incorporates the concept of risk based on information systems risk analysis framework as the core element affecting the selection of passwords by users. The perceived risk is a main factor that influences user's attitude on password security, security awareness, and intention of security behavior. To validate the research model this study relied on questionnaire survey targeted on evening class MBA students. The data was analyzed by AMOS 7.0 which is one of popular tools based on covariance-based structural equation modeling. According to the results of this study, while threat is not related to the risk, information assets and vulnerability are related to the user's awareness of risk. The relationships between the risk, users security awareness, password selection and security effectiveness are all significant. Password exposure may lead to intrusion by hackers, data exposure and destruction. The insignificant relationship between security threat and perceived risk can be explained by user's indetermination of risk exposed due to weak passwords. In other words, information systems users do not consider password exposure as a severe security threat as well as indirect loss caused by inappropriate password. Another plausible explanation is that severity of threat perceived by users may be influenced by individual difference of risk propensity. This study confirms that security vulnerability is positively related to security risk which in turn increases risk of information loss. As the security risk increases so does user's security awareness. Security policies also have positive impact on security awareness. Higher security awareness leads to selection of safer passwords. If users are aware of responsibility of security problems and how to respond to password exposure and to solve security problems of computers, users choose better passwords. All these antecedents influence the effectiveness of passwords. Several implications can be derived from this study. First, this study empirically investigated the effect of user's security awareness on security effectiveness from a point of view based on good password selection practice. Second, information security risk analysis framework is used as a core element of the research model in this study. Risk analysis framework has been used very widely in practice, but very few studies incorporated the framework in the research model and empirically investigated. Third, the research model proposed in this study also focuses on impact of security awareness of information systems users on effectiveness of password from cognitive aspect of information systems users.

  • To develop computer and communication in the information society, difficulties exist in managing the enormous data manually. Also, loss of data due to natural disasters or hacker attacks, generate a variety of disasters in the IT securities. Hence, there is an urgent need for an information protection management system in order to mitigate these incidents. Information Security Management System has various existing frameworks for IT disaster management. These include Cyber Security Framework, Risk Management Framework, ISO / IEC 27001: 2013, and COBIT 5.0. Each framework analyses and compares the entry for IT disaster recovery from among the various available data. In this paper, we describe a single integrated management scheme for fast resolution of IT disasters.

  • This study proposes a big data based risk analysis framework to analyze more comprehensive disaster risk and vulnerability. We introduce a distributed and parallel framework that allows large volumes of data to be processed in a short time by using open-source disaster risk assessment tool. A performance analysis of the proposed system presents that it achieves a more faster processing time than that of the existing system and it will be possible to respond promptly to precise prediction and contribute to providing guideline to disaster countermeasures. Proposed system is able to support accurate risk prediction and mitigate severe damage, therefore will be crucial to giving decision makers or experts to prepare for emergency or disaster situation, and minimizing large scale damage to a region.
