  • Ubiquitous society to build basic infrastructure in the power supply and power equipment safety is important. U-City in order to prevent the disaster of U-IT Power Equipment Performance Module and the security for the safety of the U-City is necessary. In this paper, the power unit of U-IT module, temperature sensor, humidity sensor, equipped with sensors arranged throughout the fire, and home distribution boards, Home Network Wall-Pad, Blocker, MPNP black boxes, arc detection, arc safety equipment, outlet of the modular performance evaluation and security measures will be studied. U-IT power devices and sensors to analyze the information conveyed by proactive risk and ensure safety, access control, authentication, security safeguards, such as U-IT integrated management system for electrical safety and strengthen the security, safety and security with a U-City will contribute to the construction and operation.

Evaluation of the Management of Sanitation in Food Service Establishments in Korea and Strategies for Future Improvement (국내 급식위생관리의 현황고찰 및 발전방안)

  • The quality of the management of sanitation in food service establishments (school lunch programs, hospital patient food services, and commercial catering food services) in Korea was reviewed and evaluated, and ten strategies fur future improvement were suggested. They were: (1) An increase of qualified manpower and improvement of the professional training of the staff; (2) Obtaining special facilities exclusively for food service; (3) Improvement of facilities especially the kitchens; (4) Improvement of policy fur procuring raw materials and being assured of their quality by designing some standards and specifications for the raw materials to be purchased; (5) Production and use accurate and reliable kitchen apparatus and instruments; (6) An increase of the laboratory apparatus and instruments for inspection and evaluation of the sanitary level of raw materials and food service environments; (7) Enforced improvement of personal hygiene of the staff; (8) Use of a variety of methods in sanitary education and training; (9) Actively inspect the quality of imported foods; (10) Strengthening the research and accumulation of background data regarding sanitation management. There is a long process from the production of food to eating. The cooking process is the ultimate end of preparation of food before eating. This process sometimes increases the occurrence of food-borne diseases if we mishandle the food, even we obtained safe food. The process can also remove health hazards and reduce the risk from the hazards if we handle the food well although we have unsafe foods. This means the cooking process is a major key to preventing food-borne diseases. The concepts of hazard analysis critical control point (HACCP) should be applied and practiced in food service establishments in Korea as soon as possible.

  • In this study, the management polices of micropollutants (MPs) were reviewed and the future management strategy was discussed considering climate change and etc. In Korea, the investigation of drinking water has been actively carried out for the priority contaminants as well as MPs. Recently river and lake waters have been also examined for MPs. However, the coverage and depth of the investigation is limited. Moreover, climate change is likely to increase air & water temperature and it will affect the hydrological cycle. Such changes may increase the residual concentrations of MPs in water system. As water reuse increases, the residual MPs of the recycled water may create public concerns. Thus, in a viewpoint of the precautionary principle, more stringent management of MPs is recommended for the drinking water and the body-contact water use. For the surface water, more studies are necessary to understand the ecological risk by MPs.

  • To minimize the damage from chemical accidents, a risk management plan (RMP) has been implemented since 2015. According to this regulation, operators who handle more than the designated quantity of the accident preparedness chemicals should provide emergency response information to the public within the affected areas of accidents. The information, including chemicals, affected areas and evacuation instructions should be provided to the public in advance so that they can evacuate immediately in the event of a chemical accident. Currently, the information notification can be provided in various methods by being registered in the notification system, sent with written documents or delivered directly to the public. To examine the status of the operation method, this study analyzed similar cases overseas, investigated the degree of awareness of providing information through the number of the annual visitor of the Information Provision System, and obtained survey results from some residents. This current operation method are problems because the public, who do not have sufficient information about chemicals, do not understand the emergency information properly or it is difficult to recognize where the residents should find this information because of the convenient operation based on the information provider. In this study, measures were proposed to minimize the damage by making it easier for the public to understand the emergency information and the information communicated appropriately in advance by dividing them into an information providing method and post management.

  • To solve the problem of frequent component failure in guided weapons, a process of component failure in developed countries was investigated and analyzed. The suitability of component control, including risk assessment, analysis of operational impact, and the establishment of response measures, was also demonstrated. In addition, the economic effects of component control were presented by estimating the costs incurred if component control is performed in advance, after-sales, and non-management. DMSMS problems refer to losses or impending losses of an item, raw material, or software manufacturer or supplier. A problem with the discontinuation of parts occurs when the manufacturer or supplier ceases to produce and support the necessary parts, materials, or software, or when the supply of raw materials is no longer possible. Hence, it is important to recognize that failure to all parts of the system can occur.

  • Rapid urbanization has elevated the risk of urban flooding due to the increase in the impervious surface, causing environmental disasters and environmental pollution problems, such as lowering the groundwater level and increasing water pollution. In Korea, low impact development (LID) techniques have been introduced to minimize these environmental impacts and maintain the water cycle soundness. However, most small-scale development projects are in blind spots because there is no legal basis for rainfall runoff management. Small-scale development projects that increase the surface runoff of rainwater are required to mandate the application of LID facilities in accordance with the polluters' responsibility principle. Therefore, it is necessary to implement a preliminary consultation system for water cycle recovery. This study focuses on the cost-benefit analysis on the application of LID techniques for small-scale development projects. The scale of nationwide small-scale development projects used for cost-benefit analysis were defined as buildings with a land area of more than 1,000 ㎡ or a total floor area of 1,500 ㎡. As a result of analyzing the cost-benefits from the installation of LID facilities, they were found to be much lower than the economic standard value of 1. This might be due to the high cost of facilities compared to the scale of the project. However, considering the overall environmental value of improving the water environment and air quality by the installation of LID facilities and the publicity of reducing the operating cost of sewage treatment facilities, the introduction of a prior consultation for small-scale development projects is inevitable. In the future, institutional and financial support from local governments is required to improve the cost-benefits with the introduction of a prior consultation for small-scale development projects.

Evaluation of Microbiological Safety of Lettuce and Cultivation Area (상추와 생산환경의 미생물 안전성 평가)

  • Produce, including leafy vegetables, has been implicated in several outbreaks of food illness. To evaluate microbiological safety of lettuce and it's cultivation area, a total of 147 samples were collected from lettuce farms and post harvest facility at Icheon, Gyeonggi province. The collected samples were assessed for presence of sanitary indicator microorganisms (Aerobic plate count, coliform count, Escherichia coli) and foodborne pathogens (Escherichia coli O157:H7, Salmonella spp., Staphylococcus aureus, Listeria monocytogenes, Bacillus cereus). The population of APC was over 4.0 log CFU from most of the samples. While the numbers of APC, and coliform of lettuce at 62 days after transplanting were 4.18 log CFU/g, and 1.00 log CFU/g, respectively, those of 10 days after transplanting were 5.37 log CFU/g, and 2.87 log CFU/g, respectively. B. cereus was highly detected from soil and balance which were contaminated with 3.5 log CFU/g, and 2.6 log CFU/100 $cm^2$, respectively. The number of E. coli recovered from gloves was 3.5 log CFU/hand. However, E. coli O157:H7, Salmonella spp., and L. monocytogenes were not detected. These data suggested that risk management system should be introduced to lettuce farms to enhance safety of lettuce.

Micro-Study on Stock Splits and Measuring Information Content Using Intervention Method (주식분할 미시분석과 정보효과 측정)

  • In most of studies on market efficiency, the stability of risk measures and the normality of residuals unexplained by the pricing model are presumed. This paper re-examines stock splits, taking the possible violation of two assumptions into accounts. The results does not change the previous studies. But, the size of excess returns during the 2-week period before announcements decreases by 43%. The results also support that betas change around announcements and the serial autocorrelation of residuals is caused by events. Based on the results, the existing excess returns are most likely explained as a compensation to old shareholders for unwanted risk increases in their portfolio, or by uses of incorrect betas in testing models. In addition, the model suggested in the paper provides a measure for the speed of adjustment of the market to the new information arrival and the intensity of information contents.

  • Recently, environmentally friendly technology are becoming important due to reconsideration about climate change and environmental pollution. In addition, as well as technical skills and social interaction through an analysis of the nonlinear transition management and policy implementation are emerging. This study of the development of photovoltaic industry in Korea 10 years analyze with strategic niche management (SNM) based on the theoretical and multi-layered perspective (MLP) is used as the analytical framework. Choose the gerverment-support project for niche technology, through a process of quantifying and alnalyze the phase transition to Regime with the numerical method and policy vision, learning effects, and network that key elements of SNM, MLP. Through the analysis of the photovoltaic industry technology-commercialization phase was investigated. This conventional overall and step-by-step model for technical management is proposed to replace exiting linear and narrow method and through the case study its validity was confirmed.

Effect of the Community-Based Chronic Disease Management Service Using Information and Communication Technology (정보통신기술을 이용한 지역사회 기반 만성질환관리 서비스 효과 평가)

  • Objective: This study aimed to empirically evaluate the effectiveness of chronic disease management services utilizing ICT for patients with chronic illnesses. Methods: From May to December, 2023, 452 people who were diagnosed with hypertension and diabetes at 9 participating public health centers were provided with customized health care services for 24 weeks, and 15 performance indicators were analyzed to evaluate their effectiveness. Results: Health behavior indicators and health risk factors decreased before and after participation in the project, blood pressure control rate, hypertension and diabetes management rate, medication compliance, weight, BMI, BP, WC, FBG, and HDL-cholesterol improved(p<0.001). Service factors that influence the improvement of health behaviors included the number of activity monitor transmissions(p=0.049), confirmed concentrated consultations on physical activity(p=0.003) and nutrition(p=0.005), and the adherence to medication missions for hypertension(p=0.020). As for service factors influencing chronic disease management, the improvement in blood pressure regulation rate was due to the number of times the blood pressure monitor was linked(p=0.004), and the number of confirmed intensive consultations on physical activity(p=0.026), and nutrition(p=0.049); the improvement in hypertension control rate was due to the number of times the activity monitor and blood pressure monitor were linked(p<0.001), and the number of hypertension medication missions carried out (p=0.004); and the improvement in diabetes control rate was due to the number of times the blood pressure monitor(p=0.022) and blood sugar system were linked(p=0.017). Conclusion: Although this study has limitations as a comparative study before and after the service, it has proved that chronic disease management using ICT has a positive effect on improvement of health behavior indicator, reduction of health risk factors, hypertension, diabetes management index, weight, BMI, TG, BP, FBG improvement.
