A Study on the Perception of Personal Mobility Vehicle for the Improvement of Pedestrian Environment for the Disabled

  • Objective: In order to secure the right to walk for the weak, such as the disabled, this study aims to suggest ways to improve the pedestrian environment by identifying factors that cause obstacles to walking. Design: Data Analysis and Perception Survey. Methods: The questionnaire was conducted separately between users of personal mobility vehicle and non-users. A total of 207 effective questionnaires were collected, and the analysis analyzed the perception of personal mobility vehicle by conducting frequency analysis using SAS 9.4. The survey focused on basic information on respondents, walking conditions, understanding of personal mobility vehicle, awareness of pedestrian space passage and parking, and awareness of the possibility of securing pedestrian rights due to new regulations. Results: First, when moving a pedestrian path by personal mobility vehicle, it shall be limited to less than the walking speed of pedestrians. Second, the parking location of the personal mobility vehicle is located at the boundary of the pedestrian road and the lane. Third, pay a fair price to park in a pedestrian space. Conclusions: It is necessary to improve the system to strengthen the contents of education to take into account the safety of pedestrians in education on how to use personal mobility vehicle.

  • A wheel chair lift can be useful to make a social integration by expanding the economical and cultural activities through enhancing the mobile areas for the mobility handicapped. This research is about the guide when designing a wheel chair lift which extracted demands of wheel chair riders by the new paradigm of the high-speed railroad and social integration by securing the mobile areas and analysis on the user. Also the basic size was extracted to be applied to the design through analysis on the outer size of wheel chairs and researches on their mobility. The wheel chair lift design guideline was offered by reviewing the current law on wheel chair lifts.

"All This is Indeed Brahman" Rammohun Roy and a 'Global' History of the Rights-Bearing Self

  • This essay interrogates the category of the 'global' in the emerging domain of 'global intellectual history'. Through a case study of the Indian social-religious reformer Rammohun Roy (1772/4-1833), I argue that notions of global selfhood and rights-consciousness (which have been preoccupying concerns of recent debates in intellectual history) have multiple conceptual and practical points of origin. Thus in early colonial India a person like Rammohun Roy could invoke centuries-old Indic terms of globality (vishva, jagat, sarva, sarvabhuta, etc.), selfhood (atman/brahman), and notions of right (adhikara) to liberation/salvation (mukti/moksha) as well as late precolonial discourses on 'worldly' rights consciousness (to life, property, religious toleration) and models of participatory governance present in an Indo-Islamic society, and hybridize these with Western-origin notions of rights and liberties. Thereby Rammohun could challenge the racial and confessional assumptions of colonial authority and produce a more deterritorialized and non-sectarian idea of selfhood and governance. However, Rammohun's comparativist world-historical notions excluded other models of selfhood and globality, such as those produced by devotional Vaishnava, Shaiva, and Shakta-Tantric discourses under the influence of non-Brahmanical communities and women. Rammohun's puritan condemnation of non-Brahmanical sexual and gender relations created a homogenized and hierarchical model of globality, obscuring alternate subaltern-inflected notions of selfhood. Class, caste, and gender biases rendered Rammohun supportive of British colonial rule and distanced him from popular anti-colonial revolts and social mobility movements in India. This article argues that today's intellectual historians run the risk of repeating Rammohun's biases (or those of Hegel's Weltgeschichte) if they privilege the historicity and value of certain models of global selfhood and rights-consciousness (such as those derived from a constructed notion of the 'West' or from constructed notions of various 'elite' classicized 'cultures'), to the exclusion of models produced by disenfranchised actors across the world. Instead of operating through hierarchical assumptions about local/global polarity, intellectual historians should remain sensitive to and learn from the universalizable models of selfhood, rights, and justice produced by actors in different spatio-temporal locations and intersections.

장애인 건강권 향유를 위한 디지털 헬스 적용 방향 고찰 (Examination of the Application Directions of Digital Health for the Enjoyment of Healthcare Rights by People with Disabilities)

  • This study aimed to propose application directions for South Korea's digital health policy by conducting a literature review, data analysis, and examining foreign cases. The objective was to enhance the healthcare rights of individuals with disabilities, considering the potential expansion of the digital health policy. The findings indicate that digital health holds significant promise in improving mobility and accessibility for the healthcare rights of disabled individuals in Korea. However, addressing the digital gap is crucial for achieving smooth utilization. To ensure seamless use of the digital health system, it is imperative to attain digital inclusion, encompassing digital technology, connectivity, and accessibility. Additionally, establishing governance for digital health and expanding infrastructure for affordable access to high-quality internet are essential. Despite the study's limitations arising from relying on literature research, it is anticipated that the findings can serve as foundational data for preemptive responses and provide insights into the direction of the government's digital health policy to enhance the healthcare rights of individuals with disabilities.

텔레프레즌스 로봇을 통한 권리행사의 세대간 수용성 격차 (Generation Gap of Expected Rights through Telepresence Robots)

  • There exists a popular belief that the elderly are more conservative than the younger people in acceptability of new technology. This study explores whether the generation gap in technology acceptance exists in the case of using telepresence robots, which project the presence and mobility of remote operator, for the universal purpose of social participation rather than for specific applications. Two groups of senior citizens and undergraduate students in their twenties personally experienced the telepresence robots operation and conducted a survey on how they perceived the social participation of a remote operator mediated by telepresence robot and to what extent the remote operator deserve equal rights to be treated as if one really exists in the local environment. The results show that the elderly have higher expectation on the role and functions of telepresence robots, and more favorable in principle for a remote operator to exercise equal rights by operating telepresence robot. It suggests that the stereotypes, the elderly lag behind younger generation in accepting new technology, is unlikely to fit into the telepresence robot market, for the elderly have more favor and support using telepresence robots as an universal avatar for social participation.

교통약자를 위한 공항이용서비스시스템 개선방안 연구 (An Approach to Improving the Quality of Airport Services for the Mobility Handicapped)

  • The types and characteristics of services that airport service systems provide have recently been diversified and specialized to meet various needs of users and their travelling activities. A service for the mobility handicapped is one of the newly demanded services. However, current services for them, which are provided by most of the Korean airports, are not sufficient to satisfy their needs. Additionally, there exist a lot of constraints in the use of those services, which makes it difficult for the mobility handicapped to use them effectively. Another problem is that a lot of the mobility handicapped do not even know that airports now offer services specialized for them. Considering that Korean airports have been recognized as a top-level service provider for about decades, it can be claimed that such an inferior quality of services for the mobility handicapped should be urgently improved. With this issue in mind, this study aims to propose an approach to improving the quality of airport services for the mobility handicapped. Firstly, we examined the actual conditions of the services for the mobility handicapped and identified the limitations of the current services, based on the results of literature review and questionnaire survey against the mobility handicapped and stakeholders of the services currently provided. Then we established a set of design improvement requirements and suggested several ways to improve the services for the mobility handicapped. Finally, we pointed out several issues to be resolved to design better specialized services for the mobility handicapped.

고령화사회의 DRT(Demand Responsive Transit)시스템 도입방안에 관한 연구 - 김해시를 중심으로 - (A Study on DRT System Introduction for Aging Society : A Case Study on Kimhae City)

  • Rapid increase of aging population and progressed migration from rural areas to urban areas have caused deficit of bus routes in local cities. This increasing burden of operation deficit affects the movement strategy of the transportation vulnerable who are using buses. Along with dramatically increased aging in Korea, there is an urgent need to implement a new method which can guarantee mobility rights of public transportation especially for the elderly. This study focuses on the case of Demand Responsive Transit(DRT) system that has been operating in America, Europe, Japan, etc. Kimhae(Sangdong-myeon and Saengnim-myeon) is selected as a study area. This study investigated the possibility of adopting DRT system on the perspectives of the consumer and provider by the analysis of traffic condition such as the number of transportation vehicles, present bus service and regulation and conduct of questionnaire survey which includes present bus service and DRT system and so on. In conclusion, DRT system in Kimhae city will reduce transport cost, increase affordability through the betterment of service level and secure mobility rights for the transportation vulnerable.

  • 장애인권리협약은 장애인이 인간으로서 가지는 존엄성을 확인하고 장애인의 인권보장을 위해 노력할 의무를 밝힌 국제인권조약이다. 본 연구에서는 장애인권리협약을 효과적으로 이행하기 위해 공간정보 분야에서 추진해야할 과제를 도출하였다. 우선적으로 공간정보 분야에서 고려해야 할 사항으로는 접근성과 개인의 이동, 그리고 의견 표현 및 정보접근의 자유 등이다. 그리고 위의 사항을 보장하기 위한 공간정보를 장애인 공간정보라 정의하였다. 또한 장애인권리협약의 효과적 이행을 위한 공간정보 구축방안으로 먼저 장애인 대상 수요조사와 전문가 의견을 토대로 구축대상 장애인 공간정보 항목을 도출하였고 이를 구축하기 위한 전략으로 목표, 추진전략 및 추진과제, 추진체계를 제시하였다. 특히 장애인 공간정보 구축전략의 목표를 '장애인 등 사회적 약자가 비장애인과 다름없이 관련 정보를 획득하여 생활의 편리성을 추구하고 삶의 질을 향상하는 것'으로 설정하였다.

교통약자의 이동편의를 위한 최적경로 탐색 기법 (Optimized Path Finding Algorithm for Walking Convenience of the People with Reduced Mobility)

  • 최근 교통약자의 이동권에 대한 관심이 증가하고 있으나 대부분 제도적 시설 공급측면에 치중되어 일시적 이동상의 불편함만을 해소할 뿐이며 실제 교통약자에게 향상된 이동편의를 제공하지 못하고 있다. 따라서 본 연구에서는 교통약자의 보행에 영향을 미치는 경사로, 계단과 같은 물리적 장애 요소들을 고려하여 교통약자 유형별 최적경로를 탐색하는 기법을 제안함으로써 교통약자의 이동편의를 직접적으로 향상시키고자 한다. 선행연구 및 관련 제도를 분석하여 교통약자의 보행에 방해가 되는 보행장애요소를 선정하고 계층적의사결정법(Analytic Hierarchy Process; AHP)을 이용하여 각 보행장애요소의 상대적 중요도를 산정하였으며 마지막으로 퍼지 시스템을 통하여 교통약자의 보행에 방해되는 정도를 나타내는 링크별 보행방해도를 도출한다. 보행방해도를 바탕으로 거리 요소를 포함한 보행 경로비용을 계산하고 이 값이 최소가 되는 경로를 다익스트라 알고리듬을 통해 탐색함으로써 교통약자 유형별 최적 경로를 제공한다. 본 연구에서 제안한 기법을 적용하여 도출된 19개 경로를 대상으로 실제 현장 실험을 통하여 각 경로에 대한 만족도 설문조사를 수행하였고 이를 통해 실제 교통약자의 이동에 편의를 향상하는 유의미한 경로가 도출되었음을 확인하였다. 본 연구에서 제안한 최적경로 탐색 기법이 내비게이션 서비스에 적용된다면 교통약자의 이동복지향상을 도모할 수 있을 것으로 보인다.

충남지역 지체장애인의 이동권 실태 및 개선방안 연구 (The Status of Mobility Disadvantaged Persons with Physical Disabilities & Suggested Improvements in Chungnam)

  • 본 연구는 충남에 거주하는 지체장애인의 이동권 현황을 파악하여, 이들의 이동권을 향상시킬 수 있는 방안을 제시하고자 한다. 이를 위해 2단계에 걸쳐 설문지를 개발하였으며, 일반적 특성, 외출 및 이동현황, 저상버스 및 장애인 콜택시 사용현황, 서비스 개선사항, 광역이동지원센터 관련 문항으로 구성되었다. 연구대상은 충남에 거주하는 지체장애인으로 총 219명이 참여하였다. 조사 결과 응답자 중 54.6%는 매일 외출하였으며, 17.0%는 거의 외출을 하지 않았다. 53.4%의 응답자만 홀로 외출이 가능했으며, 외출하지 않는 주된 이유로는 계단과 대중교통의 불편함을 꼽았다. 응답자 중 26.9%는 저상버스를, 71.1%는 장애인 콜택시를 이용했으며, 이를 위해 각각 66.57분, 42.65분 동안 기다린 것으로 나타났다. 78.7%는 광역지원센터가 필요하다고 한 반면, 49.8%만이 센터를 인지하고 있었다. 연구결과에 기초하여 이동권 향상 방안으로 특별교통수단의 확대, 지체장애인의 보행환경 개선, 광역이동지원센터 기능 활성화 등에 대해 논의하였다.
