  • Nowadays managers of fisheries enterprises and users of accounting information have a considerable interest in the fishery right. The fishery right, which is given by administrative quarters, is referred to exclusive fishing right in a certain coastal fishing ground, and it has been one of the property rights since the turn of the century. The main purpose of this study is to provide an improved accounting method of the fishery right from the side of accounting. To achieve this purpose, legal nature of the fishery right should be understood in the first place, for the fishery right, an intangible asset, is a sort of property right guaranteed by the fisheries laws, According to the basic law in the fisheries "Fisheries Law, " the fishery right is broken down largely into three categories; culture fishing right, set fishing right and common fishing right. The legal characteristics of these fishery rights are as followings: 1. The fishery right is a private right. 2. The fishery right is a property right. 3. The fishery right is a right in rem, and legal provisions pertaining to land are applied to the fishery right with necessary modifications. In addition to the above fishery rights, the Fisheries Law provides some provisions on the so-called entrance right, and those who obtained the right are authorized to access to a certain common fishing right fishing ground where they have been traditionally fishing. In the inland fisheries, the fishery right system similar to that of the coastal fisheries discussed above is adopted in conformity with the Inland Fisheries Developing and Expediting Law. Viewing from an angle of accounting, there are two kinds of additional fishing rights which are dealt as assets. These fishery rights dealt as asset include the license of entry in the so-called permitted fishing which is also called as fishery right in plain language, and tile entrance right obtained abroad. Although these two kinds of rights are not the fishery right from a viewpoint of law, they are regarded as fishing rights in accounting which intends to provide a useful economic information.formation.

  • We study the structure of rings whose factor rings modulo nonzero proper ideals are right duo; such rings are called right FD. We first see that this new ring property is not left-right symmetric. We prove for a non-prime right FD ring R that R is a subdirect product of subdirectly irreducible right FD rings; and that R/N∗(R) is a subdirect product of right duo domains, and R/J(R) is a subdirect product of division rings, where N∗(R) (J(R)) is the prime (Jacobson) radical of R. We study the relation among right FD rings, division rings, commutative rings, right duo rings and simple rings, in relation to matrix rings, polynomial rings and direct products. We prove that if a ring R is right FD and 0 ≠ e2 = e ∈ R then eRe is also right FD, examining that the class of right FD rings is not closed under subrings.

  • Purpose The purpose of this study is to find out in extent to which the companies in Korea and oversea, which has been subjected by different laws of their country, have guaranteed the personal information rights and have provided proper 'right to access' to the information subjects. Design/methodology/approach This study compared Korean laws with 'General Data Protection Regulation (GDPR)' of EU and 'California Consumer Privacy Act (CCPA)' to check each of the level of 'right to access' guarantee. In terms of the difference in guaranteeing the right, this study compared Korean IT leading companies with US global leading IT companies to find out how much 'right to access' are properly implemented in their policies and functions they provide. Findings The result of the study shows that 'right to access' has not been well guaranteed by Korean law, as it does not provide the right to choose method and medium by information subjects and does not clarify the types of diverse information. This was clearly opposite with the other laws providing the right to choose what method and medium that subjects want with clarifying every types of personal information possible to be more. In addition, 'right to access' has not been well guaranteed by Korean companies in comparison with by the oversea companies which proactively guarantee the right by setting the function enabling subjects to browse their information through their websites or applications.

  • Recently, the demand for three-dimensional spatial information has continuously been increasing, and especially, studies of indoor/outdoor spatial information or data construction have actively been conducted. However, utilization of spatial information does not universally spread to the private sector, but it is mostly used for the government offices. Thus, this study deals with the creation of three-dimensional right objects and the technique of expression to further vitalize the private sector, three-dimensional right objects, aiming to create and express three-dimensional right spaces in a particular system or open platform more conveniently. Unlike a plane text or apartment building used in existing maps was iconified and displayed simply, this study proposes a method of extracting data from the outer border of the building by the relevant level based on the existing structured three-dimensional building, a method of providing two-dimensional right spatial objects in XML, and expressing them as three-dimensional right objects efficiently. In addition, this study will discuss a method of creating right objects in a way in which an owner who was provided with a cross section of a building involves the direct detailed right objects in additional production or reproduction to utilize three-dimensional data (right objects) produced through this study.

  • PURPOSES : The objective of this study is to establish the traffic volume-based warrants of right-turn lanes at unsignalized intersections and to introduce a risk probability methodology based on the warrants. METHODS : In this study, a risk probability of a potential rear-end collision is applied between a right-turn vehicle and the immediately following through vehicle. Using the shifted negative exponential model and the compound probability theorem, the risk probability can be expressed as the function of directional volumes and the percentage of right-turns for a two-lane and four-lane highway, respectively. RESULTS : Based on the risk probablity, guidelines for installing right-turn lanes on two-lane and four-lane highways were developed. The risk probability also showed rationality by comparing with right-turn same-direction conflicts observed in-situ. CONCLUSIONS : The results of our study define the total approaching volumes to encourage a right-turn lane as a function of operating speed, percentage of right-turn, and number of lanes.

  • This study aims to analyze and evaluate the outcomes of the far-right parties in the 2019 European Parliament (hereinafter EP) elections. To this end, this study refrains from the conventional method of analyzing the number of seats of the political group(s) classified as far-right in the EP. Instead, the study takes a method based on the party family classification by summing up the number of the EP members who have been elected to the far-right party within individual member states. There are two reasons for the analysis of EP election results based on this far-right party family. Firstly, some of the far-right members of the EP do not join the political group(s) classified as far-right, and secondly, some of the political group(s) classified as far-right tends to be inhomogeneous. In this vein, this study attempts to analyze the outcomes of the far-right party in the 2019 EP elections based on the classification of the far-right party family. As a result, this study shows that the assessment of the European major press based on the number of seats of the political group(s) classified as far-right in the EP was inconsistent with the actual political landscape. According to the analysis of election results based on the classification of the far-right party family, the number of seats secured by the far-right parties in the 2019 EP elections corresponded to or significantly exceeded the results of previous polls. In addition, this is a significant increase in the seats of the far-right parties compared to the 2014 EP elections, and it is reasonable to affirm that the far-right parties have made great strides in the 2019 EP elections.

  • The development of the biomedical science and technology has extended an argument about a status in constitutional law of unborn human life and a protection of the potential human life to that of an embryo and a gamete beyond a fetus. This argument has been focused on whether we should provide unborn or potential human life with human dignity and the right to life that are guaranteed by the constitutional law altogether or separately. If the right to life is given to unborn or potential human life, on what grounds can we restrict this right. Those who argue for the unity of the right to life with human dignity and the inseparability of those two claims that the right to life in itself should be guaranteed absolutely. According to the constitutional law, however, any constitutional right of the human person within the protection of essential part of the right can be compared with each other and restricted with some valid reasons from the legal perspective. This measure is unavoidable in reality because one right can come into conflict with another right frequently. Since fetus and embryo are in a process of developing into the human person, it is difficult to think that they are the same with the human person. For that reason, it is hard to consider that the right to life of fetus or embryo is the same with that of the human person. However, since a fetus has a special status as a potential human person, and an embryo also has a special value as a potential fetus upon an implantation, the right to life of fetus or embryo should be judged differently according to the stage of their development. A study on a constitutional status and protection of a fetus and an embryo is essential because unborn or potential human life is the origin of human person. Therefore, we have to make much account of their right to life and seek the legal respect for their inherent value.

  • The right hip abductor musculature has been reported to demonstrate "stretch weakness" attributable to chronic elongation imposed by standing posture common to right-handed healthy persons. Kendall and associates have described the concept of "stretch weakness",. The purpose of this study was to assess isometric hip abduction torque and surface electromyographic activity (using MYOMED 432) in a sample of 40 healthy right-handed persons (20 male, 20 female), all of whom agreed to participate in the study, and compare side difference in the hip abductor musculature. In order to assure the statistical significance of the results, the paired t test was applied at the .05 level of significance. The results were as follows: 1) The difference in apparent leg length of right and left legs was significant at the .05 level. 2) There was a significant difference between right and left pelvic height (standing position) at the 05 level measurements, and scapula height at the .05 level. 3) Power measurements and action potentials of right hip abductor were greater than the left hip abductor regardless of the range of joint motion (inner range, outer range) 4) The difference in muscle power and action potentials according to inner or outer range of both hip abductor were significant at the .05 level. 5) In supine during active left hip abduction, the appearance of action potentials in the right hip abductors is indicative of contra-lateral effect (p<.05) These results suggest: In healthy right-handed persons, the apparent leg length on the right is longer than on the left, and pelvic height is elevated on the right side. Muscle those and muscle action potentials of the right hip abductor are higher than those of the left hip abductor in the lengthened position. Therefore, the results in this study are contrary to Kendall's. This type of study should be carried out in many physical therapy departments.
