콘크리트 폐도의 생태복원 방안 모색에 관한 연구 - 경부선 영동군 황간지역 시험시공지를 중심으로(경부고속도로 227.24~229.04km 지점) - (A Study on the Method for Ecological Restoration on Abandoned Concrete-paved Road - Focused on the Experimental Construction Site in Young Dong Province of GyungBu Express Highway(227.24~229.04km) -)

  • The unmanaged abandoned concrete roads are vulnerable toward the issues on soil and water pollution, which requires flexible managing method such as eco-corridor after the process of ecological restoration. Among various alternations of abandoned concrete-paved roads, ecological restoration technique may be the most suitable method in sites including high quality of natural environment. Therefore, as in Young dong province, GyungBu express highway (227.24~229.04km), which is near to Hwang-gan IC, the survey to measure its effect of soil under the paving and water pollution by abandoned concrete roads was discussed. Then, the restoration method of plantings of landscape trees and hydro-seeding methods of artificial soil media was appraised through consecutive monitoring. The soil adequacy analysis shows lower percentage of heavy metal substance in each depth level compared to standard limit stated by the Ministry of Environment, along with low concerns raised after the analysis on heavy metal content of the spilled water on the concrete roads. Meanwhile, Korean Weigela (Weigela subsessilis L.H. Baily) was found to be withered in small-scale landscape trees planting sites. Among the seeding plants. the family of leguminosae, Silene armeria, Dendranthema boreale, Caryopteris incana and Aster yomena show good establishment results. Overall studies on planting of small and large landscape trees, planting method of container plants, planting method of ground cover plants, and germination and development trend of seeding plants of the experimental restoration site on abandoned concrete roads are revealing specific trends in the way landscape woody plants establishment and growth. Finally, this study suggests further studies and survey on varied plant restoration methods on abandoned concrete-roads for developed design guidelines of their methods.

폐도로 복원의 경제적 가치 추정 (Valuing the restoration of the Abandoned Roads)

  • 폐고속도로를 포함한 폐도 혹은 폐도로란 구 국도 중 자체 활용계획이 없고 지방자치단체에 이관하더라도 도로로 존치할 필요가 없는 구간으로 유지관리가 제대로 되지 않아 지표면 침식에 의한 지하수 오염, 야생동물 서식처의 파편화 및 생태 단절 등 여러 가지 문제를 초래하는 경우가 많다. 폐도로 복원사업은 용도폐기된 고속도로를 친환경적으로 복원하여 환경적 심미적 차원에서 긍정적인 효과를 얻고자 하는 사업으로 사업비용은 명확하게 존재하나 그 편익의 경제적 가치를 측정하기 어렵다. 본 연구에서는 비시장 재화의 편익을 측정하기 위해 광범위하게 이용되고 있는 조건부 가치측정법(contingent valuation method, CVM)을 이용하여 폐도로 복원사업의 경제적 가치를 추정하였다. 추정 결과는 우리나라 전체 가구의 약 40%가 폐도로 복원사업에 양(+)의 지불의사를 가지고 있는 것으로 나타났으며 환경이나 동 사업에 대한 인식이 높을수록 지불의사비용이 높아지는 것으로 나타나 개별 경제주체들의 환경복원에 대한 인식을 제고함으로써 폐도로 복원사업의 사회적 지불의사를 높일 수 있음을 확인할 수 있었다.

  • In the recent years, the incidence of abandoned concrete roads have been increasing rapidly due to road improvements and facilities route construction, these abandoned expressway and unused roads are scattered throughout the country but the management system is not clear, they does not be an effectively managed because there is no maintenance cost. In response to these social concern and expectation, the Korea Expressway Corporation that is management authority of the expressway is developing policy initiatives and various projects to restore the closed road to ecological for eco-friendly projects of the existing expressway. And as part of these projects, Hwanggan IC unmanaged abandoned concrete roads restoration project was done and it was conducting monitoring for ecological restoration that is not one-off but sustainable. After test construction over seven years at the time, test construction of four ways enforced but the boundaries have become blurred over time. And Pinus koraiensis, Callicarpa dichotoma and Sorbaria stellipilla var. typica planted in the site are dominating, else Amorpha fruticosa and Indigofera pseudotinctoria sowed are dominating. Invasive species is that Robinia pseudoacacia was growing in the colony. Over monitoring result time, the vegetation was taking root and the ecosystem was being restore. But the disturbance of vegetation happens due to planting of tree species that doesn't fit in the restoration area and advent of ecosystem Disturbing Species. The study will be providing a basic data that identify change of plant environment by monitoring of the site and soil environment during June to November 2016 and secure an objective evaluation data by analyzing the effects of ecological restoration for revegetation test bed evaluation for ecological restoration of expressway in ecological restoration construction in later.

  • Expressways are often upgraded by widening the lanes and/or by reshaping the roads to be more linear for faster travel time. However, during the process of improving the route of the expressways, the areas where the old expressways used to be are often unused and abandoned. When these neglected sites are left alone, they often become dump sites causing pollution and impacting the surrounding environment. Therefore, it is important to restore the abandoned expressway sites to its full natural beauty. In this study, the abandoned expressway at the Soksa interchange in Pyungchang county, located in Kangwon province was studied for establishing the model of ecological restoration project. Considering the characteristics of the site, the target flora species was chosen to be Quercus species and the target fauna species as amphibians. After the target species were carefully chosen, each species' habitat requirements were studied in order to figure out the appropriate methods toward habitat restoration specifically for these species. In addition, to determine the most efficient method toward restoration of abandoned expressways, the study utilized the planting hole techniques, the crack techniques, and the colonization techniques. In terms of the spatial organization, public education program is incorporated at the main entrance area and the programs for experimenting, and developing vegetation and habitat restoration techniques are placed in the vicinity. In the master plan-to provide natural ecosystem at the site-ASCON (asphalt concrete) was removed first, then plans for restoration including species' habitat restoration were established. Furthermore, the project included plans for improving water quality polluted through non-point source considering the surrounding nearby road and farm lands. Finally, the study established a planning process that will experimentally apply to the abandoned expressway restoration method. In the future, there will be a continuous monitoring of the methods applied to verify if the restoration methods are effective. Also, new restoration techniques should be available according to a variety of abandoned expressways' characteristics.

유휴농경지에서 발생되는 습지의 현황 및 특성에 관한 연구 (The Status and Characteristics of Wetlands Created from within Abandoned Rice Paddy Fields in South Korea)

  • As the imports of foreign agricultural products are liberalized and the consumption of agricultural products declines, abandoned rice paddy fields continues to rise. However, such abandoned rice paddy fields has not been precisely surveyed yet. In this backdrop, a necessity to develop technology to utilize such abandoned rice paddy fields has emerged. Utilization of abandoned rice paddy fields as wetlands may be a good example. This study aimed to survey the current status and characteristics of wetlands created within abandoned rice paddy fields by selecting abandoned rice paddy fields throughout the nation and conducting field surveys on the sites that had transformed into wetlands. The abandoned rice paddy fields almost transformed into wetland and the types of wetlands transformed from abandoned rice paddy fields were mainly Inland/Moutain/Depression/Abandoned rice paddy fields/Marsh/Phragmites communis community and Inland/Moutain/Depression/Abandoned rice paddy fields/Swamp/Salix koreensis community. Abandoned rice paddy fields that had transformed into wetlands was depending heavily on waterways for water supply than other reservoirs and lakes do. Abandoned rice paddy fields transformed into wetlands was most observed in mountainous area. Abandoned rice paddy fields are because agricultural land is no longer profitable due to international and social changes and is not cultivated as government policy. Wetland period and dimension originated from abandoned rice paddy fields are very various and its surrounding land its mostly forest and the next largest follow roads and rural community. The abandoned rice paddy fields transformed into wetlands is mostly deserted currently. Despite their value as wetlands, no restoration and utilization efforts are made in Korea today. Therefore, it is imperative to conduct a precise current status survey on these areas and introduce management and restoration plans at the government level in the case of important habitats.

  • To date, restoration ecology has focused on local areas, particularly small-scale ecosystems. As such, restoration ecology has been applied to areas with clear boundaries, such as roads, abandoned mines, wetlands, and forest ecosystems. However, those involved in these restoration efforts, due to their tendency to implement comprehensive plans to change the landscape structure, and their mismanagement of the restoration process, have more often than not wound up weakening the ecological functions of surrounding ecosystems, and in further degrading the ecosystem which they were trying to restore. To resolve these problems and restore a comparatively large-scale region, methods to assess the impact of such restoration efforts on surrounding ecosystems must be developed. These include expanding the scale of restoration efforts; in other words, moving from the local to the landscape scale. As a conclusion, practice of ecological restoration is increasingly moving towards landscape scale in order to deal with these problems.
