Analysis of PM2.5 Impact and Human Exposure from Worst-Case of Mt. Baekdu Volcanic Eruption (백두산 분화 Worst-case로 인한 우리나라 초미세먼지(PM2.5) 영향분석 및 노출평가)

  • To quantitatively predict the impacts of large-scale volcanic eruptions of Mt. Baekdu on air quality and damage around the Korean Peninsula, a three-dimensional chemistry-transport modeling system (Weather Research & Forecasting - Sparse Matrix Operation Kernel Emission - Comunity Multi-scale Air Quality) was adopted. A worst-case meteorology scenario was selected to estimate the direct impact on Korea. This study applied the typical worst-case scenarios that are likely to cause significant damage to Korea among worst-case volcanic eruptions of Mt. Baekdu in the past decade (2005~2014) and assumed a massive VEI 4 volcanic eruption on May 16, 2012, to analyze the concentration of PM2.5 caused by the volcanic eruption. The effects of air quality in each region-cities, counties, boroughs-were estimated, and vulnerable areas were derived by conducting an exposure assessment reflecting vulnerable groups. Moreover, the effects of cities, counties, and boroughs were analyzed with a high-resolution scale (9 km × 9 km) to derive vulnerable areas within the regions. As a result of analyzing the typical worst-case volcanic eruptions of Mt. Baekdu, a discrepancy was shown in areas between high PM2.5 concentration, high population density, and where vulnerable groups are concentrated. From the result, PM2.5 peak concentration was about 24,547 ㎍/㎥, which is estimated to be a more serious situation than the eruption of Mt. St. Helensin 1980, which is known for 540 million tons of volcanic ash. Paju, Gimpo, Goyang, Ganghwa, Sancheong, Hadong showed to have a high PM2.5 concentration. Paju appeared to be the most vulnerable area from the exposure assessment. While areas estimated with a high concentration of air pollutants are important, it is also necessary to develop plans and measures considering densely populated areas or areas with high concentrations of susceptible population or vulnerable groups. Also, establishing measures for each vulnerable area by selecting high concentration areas within cities, counties, and boroughs rather than establishing uniform measures for all regions is needed. This study will provide the foundation for developing the standards for disaster declaration and preemptive response systems for volcanic eruptions.

Study on Horizontal and Vertical Temperature Analysis of Cable Fire in Common Duct using Room Corner Experiment (룸코너 실험을 이용한 공동구 케이블 화재 시 수평·수직 방향 온도 분석에 관한 연구)

  • Purpose: Underground common duct fires are steadily occurring, and the proportion of property damage is particularly large among property and human casualties caused by fires. Especially, cable fires that occur in common areas can spread vertically quickly and pose a great risk. This paper aims to scientifically analyze the nature of the fire by reproducing the fire through experiments. Method: To analyze the characteristics of cable fires in underground common duct, heat release rate and temperature changes were measured through Room-corner (ISO 9705) test, and the vertical and horizontal propagation of cable fires was quantitatively compared and analyzed. Result: The Room Corner Test (ISO 9705) was used to compare the temperature changes at each data logger point. The results showed that the time it took for the fire to reach the ignition temperature in the horizontal and vertical directions from the center point of the first-tier cable was 589 seconds and 536 seconds, respectively, which means that the vertical fire propagation is 53 seconds faster than the horizontal propagation. This proves that the vertical propagation of fire is relatively faster than the horizontal propagation. The horizontal propagation speed of the fire was also compared for each floor cable tray. The results showed that the third-tier cable propagated at 3.4 times the speed of the second-tier cable, and the second-tier cable propagated at 1.5 times the speed of the first-tier cable. This means that the higher the cable is located, the faster the fire spreads and the larger the fire becomes. Conclusion: This study identified the risks of cable fires and analyzed the risks of vertical fire propagation during cable fires based on the results of the Room Corner Test. Studies to prevent the spread of fire and fire response policies to prevent vertical fire propagation are required. The results of this study are expected to be used to assess the fire risk of common areas and other fires.

Research on Farmer's Response to the Farm-customized Early Warning Service for Weather Risk Management in Korea (농장맞춤형 기상재해 조기경보서비스의 농업인 반응조사)

  • This study analyzed farmer's responses to the pilot project in advance of the nationwide expansion of the farm-customized early warning service for weather risk management by conducting a survey among all farmers who received text messages of this service. We analyzed not only the satisfaction of farmers with the early warning service, but also the effectiveness of the service in preventing agrometeorological disasters through cross-tabulation analysis of survey results. More than 330 farmers participated in the survey, and more than 60% of the respondents said that they had prevented or mitigated crop disasters by using the early warning service. The cross-tabulation analysis showed that farmers who perceived the field-specific weather information of the early warning service to be more accurate than the weather forecast were statistically significantly more likely to prevent crop disasters than those who did not. According to our case study, farmers who grew open field fruit crops were particularly sensitive to weather information and confirmed that early warning services, along with disaster prevention facilities, were effective in preparing for freezing and frost injury that had been occurring frequently under the influence of climate change. This study is significant in that it is the first to systematically analyze the effectiveness of the farm-customized early warning service for weather risk management based on extensive surveys. It is expected to contribute to exploring ways to develop the service ahead of the nationwide expansion of the early warning service in the near future.

  • In order to improve the effectiveness of carbon neutrality in Jeju Special Self-Governing Province, this study identifies the current state of social environmental education through literature research, excluding school environmental education being implemented in elementary, middle, and high schools in the province, and identifies shortcomings or problems. The purpose is to establish a plan to systematically and integratedly operate social environmental education, and the derived plan can be used as a guide to change environmental awareness and induce eco-friendly behavior to improve the effectiveness of carbon neutrality. As a result of the study, Jeju Special Self-Governing Province established a consultative body with environmental education institutions, organizations and expert groups operating dispersed throughout the province through the substantial operation and support of the environmental education center currently being entrusted, to identify the current status and develop content necessary for establishing environmental education policies, establishing a platform to enable information sharing, role division, regular communication, empathy, and policy feedback, and on-site environmental education centered on the field to stimulate emotions and personalize environmental problems so that environmental problems can be properly recognized. Emphasizing the necessity.

IoT-based Smart Tunnel Accident Alert System (사물 인터넷 기반의 스마트 터널 사고 경보 시스템)

  • Tunnels have limited evacuation areas, and It is difficult for cars coming from behind to recognize the accident situation in front. Since an accident is very likely to lead to a serious secondary accident, a IoT-based smart tunnel accident warning system was studied to prepare for traffic accidents that occur in tunnels. If the measured values from the flame detection sensor, gas detection sensor, and shock detection sensor in the tunnel exceed the standard, it is judged to be an emergency situation and an alert system is designed to operate. The accident information message was designed to be displayed on the LCD and transmitted to drivers inside and outside the tunnel through a Wi-Fi communication network. A performance test system was established and performance evaluation was performed for several accident scenarios. As a result of the test, it was confirmed that the accident alert system can accurately detect accidents based on given reference values, perform alert procedures, and transmit alert messages to smart phones through Wi-Fi wireless communication. And through this, its effectiveness could be confirmed.

A Study on Estimation of Levee Safety Map for Determining the Priority of River Maintenance (하천 유지관리 우선순위 결정을 위한 제방안전도맵 산정방법 연구)

  • Owing to recent climate change, the scale of rainfall tends to increase gradually and the risk of flooding has increased. Therefore, the importance of improving the levee management and disaster response is increasing. Levee management in Korea is carried out at the level of damage recovery after the occurrence of damage. Therefore, it is necessary to develop a technology for predicting and managing the levee safety with proactive river management. In this study, a method to estimate the safety against erosion and overflow was suggested. A map of levee safety that can be used as basic data is presented by displaying the levee safety on the map. The levee erosion safety was calculated as the ratio of the internal and external force for each shore type. The levee overflow safety was calculated as the ratio of the maximum conveyance and design flood. The maximum conveyance was a discharge when the level of the river was equal to the level of the levee crown. The levee safety was classified into 5 grades: very safe, safe, normal, dangerous, and very dangerous. As a research area from downstream of Nam River Dam to Nakdong River Junction, the levee safety against erosion and overflow was estimated for all levees and all cross-sections of the river. The levee safety was displayed on a map using GIS. Through the levee safety map as a result of this study, the levee safety can be observed intuitively. Using the levee safety map, a maintenance plan for a river can be easy to build. This levee safety map can be used to help determine the priority of investment for efficient budget used.

G-RAID: A Green RAID Mechanism for enhancing Energy-Efficiency in Massive Storage System (G-RAID: 대용량 저장장치에서 에너지 효율향상을 위한 그린 RAID 기법)

  • In the global IT market, a lot of issues for responding to various environmental regulations emerged. In case of the data centers, it is consuming huge amounts of energy to maintain. So there have been various technical attempts as Consolidation, Virtualization, Optimization to efficiently manage energy and data storage to fix the problems. In this paper, we propose a new RAID(Redundant Array of Independent Disks) mechanism which is differing the intensity of power consumption and works to provide data protection and disaster recovery(backup, mirroring etc.) to stratify multiple volumes. G-RAID minimize the power consumption and the lower of I/O performance by selecting the volume depending on the frequency of data access while classifying the power consumption between volumes in storage system. Also, it is possible that a filesystem and block map information of G-RAID is processed by basic unit which is group located in a row for the blocks to work efficiently and can minimize the performance degradation of block mapping load by the access frequency in each groups. As a result, we obtained to elevate a little bit of response time caused by block relocation work, but showed the decrease of power consumption by 38%.

  • The Korea Coast Guard(KCG) is the only comprehensive maritime administrative agency in Korea that performs various tasks taking place in the ocean, including rescue operations, disaster management, policing, Drug and smuggling crackdown, responding to Response to invasion of maritime territory, environmental conservation, and maritime security. It is vital to inform the public of the role and mission of KCG as the only comprehensive maritime administrative agency in Korea. However, most citizens, excluding residents of the coastal and island areas, have little knowledge of the security administration services of the KCG due to lack of exposure. This study reviewed the KCG's public relations(PR) organization and current status using KCG promotional materials, diagnosed the actual conditions of KCG's PR, and suggested ways to improve public relations activities through a questionnaire survey of public relations personnel. Through literature research and questionnaire survey, the KCG's public relations status was estimated and the measures to enhance publicity was derived as follows: strengthening the PR organization by reinforcing the personnel in charge of PR, improving customized promotion by clarifying the promotion strategy according to the promotion target, enhancing job training for PR personnel, and increasing the interest and support of commanders and internal members in charge of PR work.

Development for rainfall classification based on local flood vulnerability using entropy weight in Seoul metropolitan area (엔트로피 가중치를 활용한 지역별 홍수취약도 기반의 서울지역 강우기준 산정기법)

  • Recently Flood damage volume has increased as heavy rain has frequently occurred. Especially urban areas are a vulnerability to flooding damage because of densely concentrated population and property. A local government is preparing to mitigate flood damage through the heavy rain warning issued by Korea Meteorological Administration. This warning classification is identical for a national scale. However, Seoul has 25 administrative districts with different regional characteristics such as climate, topography, disaster prevention state, and flood damage severity. This study considered the regional characteristics of 25 administrative districts to analyze the flood vulnerability using entropy weight and Euclidean distance. The rainfall classification was derived based on probability rainfall and flood damage rainfall that occurred in the past. The result shows the step 2 and step 4 of rainfall classification was not significantly different from the heavy rain classification of the Korea Meteorological Administration. The flood vulnerability is high with high climate exposure and low adaptability to climate change, and the rainfall classification is low in the northern region of Seoul. It is possible to preemptively respond to floods in the northern region of Seoul based on relatively low rainfall classification. In the future, we plan to review the applicability of rainfall forecast data using the rainfall classification of results from this study. These results will contribute to research for preemptive flood response measures.

Analysis of the Effect of Objective Functions on Hydrologic Model Calibration and Simulation (목적함수에 따른 매개변수 추정 및 수문모형 정확도 비교·분석)

  • An automatic optimization technique is used to estimate the optimal parameters of the hydrologic model, and different hydrologic response results can be provided depending on objective functions. In this study, the parameters of the event-based rainfall-runoff model were estimated using various objective functions, the reproducibility of the hydrograph according to the objective functions was evaluated, and appropriate objective functions were proposed. As the rainfall-runoff model, the storage function model(SFM), which is a lumped hydrologic model used for runoff simulation in the current Korean flood forecasting system, was selected. In order to evaluate the reproducibility of the hydrograph for each objective function, 9 rainfall events were selected for the Cheoncheon basin, which is the upstream basin of Yongdam Dam, and widely-used 7 objective functions were selected for parameter estimation of the SFM for each rainfall event. Then, the reproducibility of the simulated hydrograph using the optimal parameter sets based on the different objective functions was analyzed. As a result, RMSE, NSE, and RSR, which include the error square term in the objective function, showed the highest accuracy for all rainfall events except for Event 7. In addition, in the case of PBIAS and VE, which include an error term compared to the observed flow, it also showed relatively stable reproducibility of the hydrograph. However, in the case of MIA, which adjusts parameters sensitive to high flow and low flow simultaneously, the hydrograph reproducibility performance was found to be very low.
