A Study on Foreign Cases for the Management of Extreme Heat Response Plan in Korea (우리나라 폭염종합대책의 효율적 운영에 관한 외국사례 연구)

  • In most developed countries, Extreme heat alter system operates every summer and the response plan to be issued according to this system is composed of some government agencies sub-plans. The National Emergency Management Agency in Korea develops response plan but it is not composed of the definition of the heat vulnerability and the concrete agency roles. Therefore, this study analyses foreign cases in three processing: preparedness, response, recovery and reviews the status of heat response plan. As a conclusion, the study suggests two ways of Extreme heat management into Korean heat response plan such as strengthening its institutional position and complementing its context.

  • Response and recovery plan is necessary to protect against urban flood which can cause damage on property and human life. In this research, urban flood response and recovery plans were studied to improve an establishment method for local autonomous entities. The result of this research will be applied to make a manual for forming response and recovery plan in Korea.

Reducing hydroelastic response of very large floating structures by altering their plan shapes

  • Presented herein is a study on reducing the hydroelastic response of very large floating structures (VLFS) by altering their plan shapes. Two different categories of VLFS geometries are considered. The first category comprises longish VLFSs with different fore/aft end shapes but keeping their aspect ratios constant. The second category comprises various polygonal VLFS plan shapes that are confined within a square boundary or a circle. For the hydroelastic analysis, the water is modeled as an ideal fluid and its motion is assumed to be irrotational so that a velocity potential exists. The VLFS is modeled as a plate by adopting the Mindlin plate theory. The VLFS is assumed to be placed in a channel or river so that only the head sea condition is considered. The results show that the hydroleastic response of the VLFS could be significantly reduced by altering its plan shape.

  • The provability of major oil spill acidents around Korean coast is very high due to increase of sea traffic and decrease of quality of ships crews and increase of the old-ship. The Strategies of establishment of a advanced response management system against this mass pollution incident are as follows;. 1. Development of Regional Contingency Plan, which is scientifically illuminated, in order to implement the National Contingency Plan efficiently. 2. Early completion of a national response capability twenty thousand tons. 3. To strengthen training and exorcise specialized in the field of marine pollution response. 4. Establishment of a system of response cooperation among neighbor countries by promoting the NOWPAP tasks etc. The response policy in the 21th century should be concentrated to promote a practicle response capability through response operation scientifically specialized and internationalized by establishing the advanced response system early.

  • In surveys on sensitive issues which respondents are unwilling to answer, response bias usually occur since respondents tend to answer untruthfully or evade answer. Warner(19650 introduced the Randomized Response Technique (RRT) which protected the privacy of the individual respondent to reduce these response biases. Though this technique are theoretically good it has some problems in applying this technique to field survey. Therefore in order to apply easily RRT to practical survey we present the practical plan through comparing and analyzing the several cases which RRT was applied. Also we take the field survey according to this plan.

  • In this study, we analyzed the accident scenarios of chemical plants through the analysis of lots of chemical accidents and using experts knowledge, and looked into the method of prevention and response. Moreover, we developed a systemic and actual Emergency Response Plan Software(ERPS) that could prevent, prepare and respond totally for the chemical industry facilities using the data from the accident effect estimation from the local society and the geographic information of a chemical plant. The ERPS consists of the information for the plant and process, the consequence analysis and the ERPTA(Emergency Response Plan Tree Analysis). In conclusion, the program developed in this study could help effectively all the chemical industry facilities to prevent and respond to possible accidents.

  • Recently, scale and complexity of disaster are increasing by natural social factor, and there is limit for emergency response by single agency thereby. Therefore, when multi-agency conduct a response for disaster together at the scene, they need preparation for joint response in the advance for systematic mutual cooperation. Preparedness consist of various factors such as planning, securing of Organizations and resource, continuous education and training. This paper focus on emergency response plan and examine the existing state and problem of various plans and manuals. Also submit development way for establishing emergency response plan that had effectiveness through the foreign case analysis.

  • The purpose of the establishment of corporation's Business Continuity Plan(BCP) is to maintain corporations' own business and establish the response plan in order to resume operation in a short time period when crisis situations occur due to natural disaster and human error. This study has presented all types of procedures and criteria which are needed to establish the airport crisis response system in order to maintain the business continuity by utilizing BCP technique. Basically the risk response procedures must be established in the process of (1) preparation stage, (2) plan development stage, (3) documentation stage, (4) test & maintenance stage. The guideline has been suggested that each stage must be carried out in the sequence of Policy & Planning Responsibility, Business Impact Analysis, Recovery Strategy & Plans, Emergency Plan & SOP, Training Awareness and Maintenance & Review

  • The current study aims to propose a reorganization plan for the national emergency management system to improve the current organizational structure for responding to national disasters and emergency situations. As a theoretical framework, the current study identified four key elements of successful disaster response systems: responsiveness, controllability, expertise, and devotedness. On the basis of the four key elements of disaster response systems, this study critically reviewed the current state of the organizational structure of the Korean national emergency response system by discussing the issues inherent in the current structure and by doing a comparative analysis of two high-profile national disaster cases-the Sewol ferry disaster in 2014 and the Gwangsan Rescue of buried people in 2013. Then, this study proposed the reorganization plan for the national disaster response system in which the NEMA is under direct control of the Prime Minister of Korea. It coordinates and controls the related government departments, such as the police, maritime police, and military during the national disaster and emergency situation. This study also proposed a reorganizational plan for the regional disaster response system in Korea. Finally, it was suggested that the status of firefighters should be elevated to the national public servant level in order to achieve organizational efficiency and solve existing problems that come from the current separated systems.
