Task-Oriented GIS for Water Management at Taipei Water Resource District

  • Taipei Water Management Office (TWMO) is one of the eleven district offices in Water Resource Agency. Water management is the top priority to be pursued both on daily management and long-term management at TWMO. There are five departments to perform a wide range of tasks in addition to water management. All management prescriptions are simply to provide sustainable clean water for about four millions population in Taipei. TWMO has gone through 16 years experience of development and implementation of GIS in water management. The objectives of this paper are to provide the major ingredients of successful and operational GIS for water management. The five departments at TWMO have performed tasks such as city planning, construction management, forest management, land use enforcement, soil and water conservation, water quality monitoring and protection, garbage collection, and sewage disposal management. Data base creation was one of the major jobs to be done. Update of data base has to be done on a daily basis. Computers, its peripheral, and software are essential for GIS developed at TWMO. Know-how and technical skill on computers and GIS for every technician are contributing significantly such that GIS can be implemented on most of jobs performed at TWMO. Implementations of GIS have been pursued by application modules on a task-oriented basis. Application modules are simple, easy to use, and menu driven with only Chinese. Web-based and mobile GIS are the new components that make water management at TWMO stay on the right course. To solve problems encountered in water management by GIS at TWMO can be easily and user-friendly may be the most important experience.

Does Big Data Analytics Enhance Sustainability and Financial Performance? The Case of ASEAN Banks

  • This study analyzes the key drivers (commitment, integration of big data, green supply chain management, and green human resource practices) of sustainable capabilities and the influence to which these sustainable capabilities impact the banks' environmental and financial performance. Additionally, this study analyzes the impact of green management practices on the integration of big data technology with operations. The theory of dynamic capability was deployed to propose and empirically test the conceptual model. Data was collected through a self-administrated survey questionnaire from 319 participants employed at 35 banks located in six ASEAN countries. The findings indicate that big data analytics strategies have an impact on internal processes and banks' sustainable and financial performance. This study indicates that banks committed towards proper data monitoring of its clients achieve operational efficiency and sustainability goals. Moreover, our results confirm that banks practising green innovation strategies experience better environmental and economic performance as the employees of these banks have received advance green human resource training. Finally, our study found that internal and external green supply chain management practices have a positive impact on banks' environmental and financial performance, which confirms that ASEAN banks contributing in reduction of environmental impact through its operations will ultimately experience increased financial performance.

  • Over the past, the Korean Textile Industry has been able to establish as one of the most competent textile producer of the world. Today, however, with rapidly changing market requirements, the Korean Textile Industry is requested to improve systems for highvalue textile's market. In this regard, the purpose of this study is to propose suggestions for the strategy recommendations in the Korean Textile Design, researching on the highvalue-added Como Textile Design in Italy. As we analyzed them, the bases of their global success are as follows. 1) Participating in the making of the Global Trend in textile design market, Italian design companies lead to move international market influentially. 2) Dividing target depending on the country's textile market, Italian design companies build up their global marketing capability to increase design sale's effect. 3) Organizing and Participating in the international textile design show and fair, Italian companies attempt to set up Italian image creation as the global advertising. 4) Ensuring an adequate supply of human resource, Industry, Labor Unions, Government and Academy have a cooperative relationship to assist each other. In the basis of the above mentioned, we can suggest the strategies to accelate improvement and development in the Korean Textile and Textile Design Industry. 1) It needes to establish a monitoring system for current information in the International Textile Design Industry. 2) It needs to start building up Korean textile companies global marketing capability to produce adaptable design in market's request. 3) It needs to study and to find our traditional motifs continuosly for creating modern design following the recent Design Trend. Finally, It needs to have a close relationship between industry and education to establish human resource for the Korean Textile Industry's future success in the global market.

  • The translog cost function of Korean Walleye pollock fishery is used to examine the impact of surface water temperature change led by global climate change. Catched of walleye pollock are very sensitive to water temperature and material cost. Elasticities of production to water temperature are -9%, significantly lower than we expected. There may be alternative explanations for the productivity decrease, including the possibility of overfishing and water pollution. However, the impact of climate change is obvious and inevitable. Therefore the government may encourage local fishermen to change from current cold water to warm water fisheries. Moreover continuos monitoring for the possibility of illegal activities at the East Sea. Finally, collaborated political efforts may be needed among the nations in the East Sea to conserve a Walleye Pollock fishery.

A 4-year Follow-up Survey of Flora at the Human-made Wetlands Along Boknaecheon of Juam Lake (주암호 복내천 인공습지 조성 후 4년간의 식물상 변화연구)

  • A field survey was performed at the Human-made Wetlands along Boknaecheon of Juam Lake from March 2004 to October 2007 for the purpose of investigating changes of flora for 4 years since its creation. A total of 15 species including 10 families, 13 genera, 12 species and 3 varieties were planted at the Human-made Wetlands along Boknaecheon of Juam Lake which was completed in December 2002. The survey conducted in 2004, 15 months after creation of the Human-made Wetlands, revealed a flora composed of 47 families, 102 genera, 112 species and 19 varieties, 131 taxa in total. In 2007, further increase was registered with 46 species added compared to 2004 reaching 177 species in total. A 4-year monitoring of naturalized plants showed that no quick but constant increase was featured yearly in their number of species with 12 in 2004, 17 in 2005, 18 in 2006 and 19 in 2007. As for changes in life form, 13 species of perennial plants and 2 woody species, 15 in total, were planted initially but, in the survey 2004, 1- or 2-year old therophytes numbered 73, perennial plants 54 and woody species 4, indicating a large change of life form accompanied with increase in overall number of species. The number of 1- or 2-year old therophytes and perennial plants featured a steady increase each year from 2005 to 2007. The distribution ratio of 1- or 2-year old therophytes, however, showed a gradually decreasing tendency while perennial plants tended to increase, instead. As evidenced in changes of flora at the Human-made Wetlands, most of species in it have been determined to be fit or not within 1 to 2 years after its creation and, since the stable settlement of these species onward, its life forms have undergone stepwise changes together with the number of species and individuals in parallel with repeated extinction and penetration of plants.

Efficient Compression Algorithm with Limited Resource for Continuous Surveillance

  • Energy efficiency of resource-constrained wireless sensor networks is critical in applications such as real-time monitoring/surveillance. To improve the energy efficiency and reduce the energy consumption, the time series data can be compressed before transmission. However, most of the compression algorithms for time series data were developed only for single variate scenarios, while in practice there are often multiple sensor nodes in one application and the collected data is actually multivariate time series. In this paper, we propose to compress the time series data by the Lasso (least absolute shrinkage and selection operator) approximation. We show that, our approach can be naturally extended for compressing the multivariate time series data. Our extension is novel since it constructs an optimal projection of the original multivariates where the best energy efficiency can be realized. The two algorithms are named by ULasso (Univariate Lasso) and MLasso (Multivariate Lasso), for which we also provide practical guidance for parameter selection. Finally, empirically evaluation is implemented with several publicly available real-world data sets from different application domains. We quantify the algorithm performance by measuring the approximation error, compression ratio, and computation complexity. The results show that ULasso and MLasso are superior to or at least equivalent to compression performance of LTC and PLAMlis. Particularly, MLasso can significantly reduce the smooth multivariate time series data, without breaking the major trends and important changes of the sensor network system.

A Study on the Difference Job Satisfaction Between Korean Brand and Foreign Brand in the Restaurants Business (국내.외 외식업체 종사원의 직무 만족도 차이에 관한 연구)

  • The purpose of this study is to compare employee's job satisfaction in the Korean and Foreign brand restaurants, and to suggest some guideline for efficient human resource management. Korean and Foreign brand restaurants are highly showed high vision, pride oneself, and job satisfaction in the restaurant business but payroll is recognized low. Overall job satisfaction is recorded highly in the Korean brand restaurants, but turnover intent is for high foreign brand restaurants. Payroll is the strongest correlates of employee turnover. The guidelines are to continuous evaluation, monitoring about job satisfaction as well as incentive for the high achievement, to establish distinct employee program for reaching high goal & achievement, to provide opportunity self -development and motivation for raising worker's skill, and to utilize regularly video program which discuss complaints between employee and seniors.

  • IEEE802.11 Wireless LAN(WLAN) is being widely used in public space such as airport, and increases the networking boundary in campus and enterprise, and it has lastly attracted considerable attention for mesh network and converged network with other 3G mobile communication networks. In WLAN, load balancing among Access Points(AP) is an important issue for efficient resource management or supporting the Quality of Service(QoS) of traffic, but most researches focused on the AP selection in network entry or roaming of Stations(STA). In this paper, we propose an AP-Initiated Flow Redirection(FR) for AP load balancing by monitoring AP's availability in the true sense. When the AP's resource becomes almost saturated, that is used more than a specific threshold, the AP queries the roaming possible neighbor APs about their availability and calculates the distribution of traffic load with statistical methods such as entropy or chi-square. Finally, the AP decides flows and new APs for redirection and performs it. Our simulation results show that our FR mechanism increases the performance in the various views.

A Statistical Analysis of JERS L-band SAR Backscatter and Coherence Data for Forest Type Discrimination

  • Synthetic aperture radar (SAR) from satellites provides the opportunity to regularly incorporate microwave information into forest classification. Radar backscatter can improve classification accuracy, and SAR interferometry could provide improved thematic information through the use of coherence. This research examined the potential of using multi-temporal JERS-l SAR (L band) backscatter information and interferometry in distinguishing forest classes of mountainous areas in the Northeastern U.S. for future forest mapping and monitoring. Raw image data from a pair of images were processed to produce coherence and backscatter data. To improve the geometric characteristics of both the coherence and the backscatter images, this study used the interferometric techniques. It was necessary to radiometrically correct radar backscatter to account for the effect of topography. This study developed a simplified method of radiometric correction for SAR imagery over the hilly terrain, and compared the forest-type discriminatory powers of the radar backscatter, the multi-temporal backscatter, the coherence, and the backscatter combined with the coherence. Statistical analysis showed that the method of radiometric correction has a substantial potential in separating forest types, and the coherence produced from an interferometric pair of images also showed a potential for distinguishing forest classes even though heavily forested conditions and long time separation of the images had limitations in the ability to get a high quality coherence. The method of combining the backscatter images from two different dates and the coherence in a multivariate approach in identifying forest types showed some potential. However, multi-temporal analysis of the backscatter was inconclusive because leaves were not the primary scatterers of a forest canopy at the L-band wavelengths. Further research in forest classification is suggested using diverse band width SAR imagery and fusing with other imagery source.

A Study on Stability of Internet Information Resources for Academic Communications in LIS Domain of Korea (학술 커뮤니케이션을 위한 인터넷 정보자원의 안정성에 대한 연구 - 국내 문헌정보학 분야를 중심으로 -)

  • Rapid development and dissemination of ICT have brought about vast change in people's lives, including academic research and communication. Considering that the purpose of constructing Internet was to facilitate information exchange among research institutions and to secure stability through distributed preservation of critical information of the countries, increase in utilizing Internet resources for academic research seems to be natural consequences. This study examines the stability of Internet information resources by analyzing the following four factors. First, monitoring whether there is a change in accessibility to information resource as time passes. Second, examining various factors affecting the accessibility. Third, checking if there is a change in the content of information, if still accessible. Lastly verifying if any alternative access path is provided in case of original resource is no longer accessible.
