The study on the depreciated compensation system for residual land (잔여지 감가보상에 관한 연구)

  • The compensation system for residual land in our country is largely composed of the three sub-systems, that is, the purchasing compensation, depreciated compensation and construction expenses compensation. Among those, the purchasing compensation system mainly has problems in eligibility for compensation of the land, meanwhile, there is almost no problem in construction expenses compensation system. This study aims to examine the current depreciated compensation system for the residual land and its accompanying problems, and also review and compare those systems in USA and Japan with that of our country, and thereby discover the ways for the alternative solution for the compensation system in the viewpoint of policy.

Automatic Generation of Land Cover Map Using Residual U-Net (Residual U-Net을 이용한 토지피복지도 자동 제작 연구)

  • Land cover maps are derived from satellite and aerial images by the Ministry of Environment for the entire Korea since 1998. Even with their wide application in many sectors, their usage in research community is limited. The main reason for this is the map compilation cycle varies too much over the different regions. The situation requires us a new and quicker methodology for generating land cover maps. This study was conducted to automatically generate land cover map using aerial ortho-images and Landsat 8 satellite images. The input aerial and Landsat 8 image data were trained by Residual U-Net, one of the deep learning-based segmentation techniques. Study was carried out by dividing three groups. First and second group include part of level-II (medium) categories and third uses group level-III (large) classification category defined in land cover map. In the first group, the results using all 7 classes showed 86.6 % of classification accuracy The other two groups, which include level-II class, showed 71 % of classification accuracy. Based on the results of the study, the deep learning-based research for generating automatic level-III classification was presented.

A Case Study of Measuring Residual Groundwater Level on Reclaimed and Dredging Clay Layer (준설점토 지반상 잔류 지하수위의 계측 사례 연구)

  • Grounwater level applied on dredged and reclaimed clay layer was assumed to be the same value under design criterion as field test one, but actually differences are found through the monitoring test. In this study, a case study of measuring residual groundwater level is performed in ground improvement construction of Gwangyang container terminal and hinterland. With priority given to residual groundwater level measured during construction and management period of 9 years, it is investigated that residual groundwater level (R. GWL) could be applied reasonably to the design, construction, and use stages of the container harbor and land development.

  • In the situation where the number of anguished people are increasing recently related to the remained lot purchase, there occurs the need for the specification of the 'regulation on the remained lot's purchase'. The remained lot is the remained land that is left after the allocation to the public business, and is compensated for its loss by the business implementor through the 'remained lot purchase request' by the people accommodated. This thesis presents issues based on the case studies on the remained lots that was accommodated and adjudicated in the local autonomous entity, and has the objective of implementing the protection of rights and effective compensation administration through the just compensation of the loss to the people who are accommodated.

Enhanced Primary Production in Response to Freshwater Inflow in the Nakdong River Estuary: Characteristics of land-Ocean Coupling (LOC) (낙동강 하구에서 담수 유입에 따른 연안 클로로필-a 증가 : 낙동강의 육상-해양 coupling 패턴 분석)

  • Since terrestrial input plays a major role in coastal primary production, an understanding of land-ocean coupling (LOC) is key to understand coastal ecological changes. In this study, the LOC has been classified into three stages (i.e., the baseflow, plume event and residual flow). In order to characterize its pattern in Nakdong River estuary, multi-platform data were obtained from remote sensing (geostationary ocean color image (GOCI)), in-situ measurement (marine environment information system (MEIS)), on-site measurement (discharge data and meteorological data). The MEIS data were grouped into three stages of LOC using principal component analysis (PCA), and the LOC (2013 ~ 2018) was examined at each stage using multi-platform data. In the Nakdong River estuary, the maximum value of chlorophyll-a (chl-a) was unexpectedly appeared during the plume event. It is assumed that there was no significant increase in turbidity, expected during the typical plume event, together with the weak flushing effect, caused the enhanced phytoplankton growth. Compared with other estuaries, LOC is common in estuaries affected by freshwater inflow, but LOC has different pattern depending on the size of the plume. While estuaries that form small plumes of about 10 km (low freshwater discharge and weak flushing effect) observed high chl-a in the plume event because the phytoplankton can response to the increased nutrient more rapidly. estuaries that form large plumes of more than 100 km est (high freshwater discharge and strong flushing effect) follow the typical LOC pattern conceptualized in this study (high chl-a in the residual flow).

Application of Residual Statics to Land Seismic Data: traveltime decomposition vs stack-power maximization (육상 탄성파자료에 대한 나머지 정적보정의 효과: 주행시간 분해기법과 겹쌓기제곱 최대화기법)

  • Two representative residual static methods of traveltime decomposition and stack-power maximization are discussed in terms of application to land seismic data. For the model data with synthetic shot/receiver statics (time shift) applied and random noises added, continuities of reflection event are much improved by stack-power maximization method, resulting the derived time-shifts approximately equal to the synthetic statics. Optimal parameters (maximum allowable shift, correlation window, iteration number) for residual statics are effectively chosen with diagnostic displays of CSP (common shot point) stack and CRP (common receiver point) stack as well as CMP gather. In addition to removal of long-wavelength time shift by refraction statics, prior to residual statics, processing steps of f-k filter, predictive deconvolution and time variant spectral whitening are employed to attenuate noises and thereby to minimize the error during the correlation process. The reflectors including horizontal layer of reservoir are more clearly shown in the variable-density section through repicking the velocities after residual statics and inverse NMO correction.

The Effects of Tidal Currents and Residual Flow on the Sea Dike (해안방조제가 조류 및 잔류흐름에 미치는 영향)

  • Three-dimensional hydrodynamic numerical simulation is carried out to investigate the effects of the coastal land reclamation on the marine hydrodynamics, environment and ecosystem. The changes of tide, tidal currents and residual currents, including tide-induced, wind driven and density driven components due to the construction of the sea dike system are simulated numerically The governing equations transformed into o-coordinates are solved by an implicit finite difference method. The numerical model is calibrated using the tide charts of 4 major tidal constituents, M$_2$, S$_2$, $K_1$ and $O_1$. The numerical solutions show that there are significant changes of residual currents, especially induced by both tidal and wind-driven currents.

Studies on the Use of Hilly Land (경사지(傾斜地) 및 산지이용(山地利用)에 관(關)한 연구(硏究))

  • This study was carried out to judge the use of hilly land and Development. Data collected from detailed soil survey were analyzed for the study. The results obtained were as follows. 1. Only a few crops were cultivated on the residual soils and old alluvium soils, and the yield of these crops was low. The farmars in the area are pool. 2. The cultivated land in the study area comprises 58.4%. Soil conservation practices in this area were very poor. The 37.2% forest land in the area contained only a few trees and was gradually deteriorating because lack of management 3. The twelve soil series were investigated. There were various soils such as reddish brown and dark brown loam derived from residium, yellowish red and brown clay derived from old alluvium, and dark brown and grayish brown loam derived from narrow local valley alluvium. 4. The soil reaction of the old alluvial soils (pH 4.7 to 4.8) was more acid than that of the residual soil (5.0 to 5.2). The organic matter content of the old alluvial soils (3.3 to 3.6%) however, was higher than that of the residual soils (2.6 to 2.8%). The cation exchange capacity was 8 to 16 me/100g soil and was closely related to the content of organic matter, clay and silt. 5. The hill land was classified into sixteen land suitability groups by the soil characteristics. 6. There were significant differencies between the present land use and the recommended land use after the soil survey 7. The forest land was mainly converted to grass, nut tree, orchards and mulberry lands.

Risk Assessment of Micro and Emerging Contaminants in Domestic Effluent Environment: Targeting on 80 First-class substances assigned by Ministry of Environment (미량 및 신종유해물질의 국내 방류 환경에서의 위해성 평가: 환경부 지정 1순위 80종 대상으로)

  • In 2018, total 263 micro and emerging contaminants were selected as target substances by the Ministry of Environment, and 80 of them were first-class substance including endocrine disruptors, residual Pharmaceuticals and Personal Care Products (PPCPs), residual organic pollutants, pesticides and heavy metals. In this study, in order to evaluate the Hazard Quotient (HQ) of the 80 types in the domestic water environment the concentration of discharged effluent and nearby water environment reported by Korean institutes since 2010 was investigated. There were 45 substances reported to be detected, and Measurement Environment Concentration (MEC) were obtained by collectively converting them into water environment concentration. For biotoxicity, half maximal Effective Dose (EC50) to Daphnia magna, a water fleas species widely adopted in Material Safety Data Sheet (MSDS) was applied. As for the biotoxicity level, the Predicted No-Effect Concentration (PNEC) was obtained by applying the Assessment Factor (AF) and the HQ was derived by dividing it from the MEC. As a result of calculating the HQ, more than 1 substances were Cabamazepine, Mefenamic acid, Acetaminophen, Ibuprofen, Nonylphenol, Nickel, Erythromycin, Acetylslic acid, etc. Meanwhile, perfluorinated compounds were identified as hazardous substances in the water env ironment, with 5 out of 14 species included in the 20 ranks of first-class substance.

Relation of Groundwater Quality to Land Use on Ulsan Urban area (토지이용도별 울산지역 지하수의 수질특성)

  • 216 groundwater samples for inorganic constituents and 168 samples for VOCs in the Ulsan urban ares and analyzed to relate groundwater chemistry to four land use zones, residence․commercial, industrial, agricultural, and forestry. In general, Na and Cl concentrations in groundwater were high in residence․commercial zone near Taehwa river due to residual saline. Although NO3 contents is high in agricultural zone and VOCs content is high in industrial zone, it seems difficult to relate groundwater pollution to land use zone. Even though groundwater pollution of the area is still low, continuous monitoring is necessary because the city is expanding.
