A Study of the Change Method of Korean Resident Registration Number (주민등록번호 변경 방법에 대한 연구)

  • The Korean resident registration number has been used since 1962 as a personal identification number. The Korean government assigns this number to each korean citizen and it is not able to be changed. In 2000s, as the Internet was rapidly spreaded out, personal information such as the Korean resident registration number, name, home address, and phone number was leaked. The companies provide diverse internet service while collecting personal information. However, personal information was sometimes leaked because of hacking, poor information management and so on. As s results, some of citizens asked government and court of Korea to change the Korean resident registration number because they suffered material damage and emotional distress. The constitutional court decided to be able to change the number from 2018. In this study, the Korean resident registration number which is possible to change, serial number, public certificate, I-PIN, and My-PIN were analyzed comparatively. In addition, considerations when the Korean resident registration number was changed were discussed. The public certificate and I-PIN were appropriate to the case of on-line Korean resident registration number. The Korean resident registration number, serial number, My-PIN were appropriate to the case of off-line Korean resident registration number. Lastly, it would be efficient to manage the Korean resident registration number separately such as on-line and off-line.

Safety Improvement Methods of Personal Identification Services using the i-Pin (아이핀 기반 본인확인서비스의 안전성 강화 방안)

  • Due to development of IT, various Internet services via the non-face-to-face are increasing rapidly. In the past, the resident registration numbers (RRN) was used a mean of personal identification, but the use of RRN is prohibited by the relevant laws, and the personal identification services using alternative means are activated. According to the prohibition policy of RRN, i-PIN service appeared as an alternative means to identify a person. However, the user's knowledge-based i-PIN service continues to cause fraudulent issuance, account hijacking, and fraud attempts due to hacking accidents. Due to these problems, the usage rate of i-PIN service which performs a nationwide free personal identification service, is rapidly decreasing. Therefore, this paper proposes a technical safety enhancement method for security enhancement in the i-PIN-based personal identification service. In order to strengthen the security of i-PIN, this paper analyzes the encryption key exposure, key exchange and i-PIN authentication model problems of i-PIN and suggests countermeasures. Through the proposed paper, the i-PIN can be expected to be used more effectively as a substitution of RRN by suggesting measures to enhance the safety of personal identification information. Secured personal identification services will enable safer online non-face-to-face transactions. By securing the technical, institutional, and administrative safety of the i-PIN service, the usage rate will gradually increase.

A Comparative Study on Reforming the Resident Registration Number (주민등록번호 개선방안 비교연구)

  • Resident Registration Number(RRN) has been used broadly by public institutions or civilian departments as a means of personal identification due to its effectiveness and convenience in managing the information. Recently, because of personal information leakage including resident registration number, the potential damage is increasing public anxiety. In this situation, there have been demands requiring systems that can end the link between the resident registration number and personal information. In order to solve the problem, multiple alternatives are under consideration. In this research, we will discuss limits, needs for change of the system, and the basic concepts or traits that new registration number require. Also, by comparing the alternatives being discussed, we will analyze personal information security level and the cost required for reorganizing the system to present alternative that has high effectiveness.

Coastal Resident Stock of Bottlenose Dolphins in the Jeju Islands (제주 연안에 출현하는 큰돌고래(Bottlenose dolphins) 연안 정착성 개체군)

  • Recently, bottlenose dolphins have frequently appeared in coastal waters of the Jeju Islands. To determine whether these individuals belong to one or more pods, the Cetacean Research Institute (CRI) established visual and photo-identification surveys in the Jeju Islands from November 2007 to July 2009. During visual surveys, pods composed of 10 to 80 individuals were sighted mainly in the northeastern and northwestern of Jeju Islands. Eighty-nine individuals were identified and cataloged by photo-identification using natural nicks and notches on their dorsal fins. Thirty-six individuals were identified three times or more, and nine individuals were identified five times during seven surveys. One individual appeared in November 2007, August 2008, October 2008, April 2009, and July 2009. The results of our study confirm that these dolphins represent a coastal resident stock. Futhermore, we will establish dolphin abundance, management, and usage studies using continuous visual and photo-identification surveys.

Improvement of Digital Identify Proofing Service through Trend Analysis of Online Personal Identification

  • This paper analyzes the trends of identification proofing services(PIPSs) to identify and authenticate users online and proposes a method to improve PIPS based on alternative means of resident registration numbers in Korea. Digital identity proofing services play an important role in modern society, but there are some problems. Since they handle sensitive personal information, there is a risk of information leakage, hacking, or inappropriate access. Additionally, online service providers may incur additional costs by applying different PIPSs, which results in online service users bearing the costs. In particular, in these days of globalization, different PIPSs are being used in various countries, which can cause difficulties in international activities due to lack of global consistency. Overseas online PIPSs include expansion of biometric authentication, increase in mobile identity proofing, and distributed identity proofing using blockchain. This paper analyzes the trend of PIPSs that prove themselves when identifying users of online services in non-face-to-face overseas situations, and proposes improvements by comparing them with alternative means of Korean resident registration numbers. Through the proposed method, it will be possible to strengthen the safety of Korea's PIPS and expand the provision of more reliable identification services.

  • A resident registration number is used to confirm and prove his/her identity in a government/non-governmental agency. It is a essential requirement to become the registered member on internet website in Korea. It is serious problem that the resident registration number and name are outflowed in internet and misused by others. So the MIC(Ministry of Information and Communication) in Korea plans and operates the identification system using I-PIN that integrate 5 alternative methods of resident registration number. In this paper, we analyze the problem about the method of 5 I-PIN services and show the security analysis on the implementation vulnerabilities of I-PIN services. we also analyze 17 websites that provides identification system using I-PIN. Finally, we analyze the overall problem of I-PIN service and propose the countermeasure about the problem.

The Factors related in An Urban Resident's Drinking State and Drinking Problem (일부 도시지역 주민의 음주실태와 음주문제 관련 요인)

  • Purpose: The purpose of this study was to identify the factors related in an urban resident's drinking state and drinking problem. Methods: The data was collected from Oct. 2008 to Sep. 2009. Data were collected by questionaire from 359 urban resident over 20 years old and drinking experience residing. The instruments for this study were the alcohol use disorder identification test(AUDIT), the related factors of alcohol drinking. The data were analyzed using descriptive statistics, t-test, ANOVA, hierarchical multiple regression with the SPSS 18.0 program. Results: The problem drinking were 35.7% on AUDIT. (a) Male had significant effect on drinking problem; (b) If you drank alcohol for the first time prior to high school graduation had significant effect on drinking problem; (c) Permanent rental or unlicensed residential had significant effect on drinking problem; (d) Experience in drunk driving had significant effect on drinking problem. Conclusion: It is nessary to education at early childhood for the prevention of drinking problems and regular management for high risk.

A Study on Reforming the National Personal Identification Number System : The Unconnected Random Personal Identification Number System (국가 개인식별번호체계 개선에 관한 연구 : 독립적 난수기반 개인식별번호체계로 전환)

  • The Resident Registration Number(RRN) system has been effectively acted as a national identification system since it was enforced. On the other hand, there are some problems such as leakages of personal informations including RRNs on a large scale and each RRN makes a pair with each person in all areas of the society. Nevertheless leakages of them might cause a big damage, there is no radical countermeasure for they are never changed in actual fact. In Republic of Korea, a RRN acts as a primary key of a database, so it has to be protected by severing the connectivity between leaked RRNs and the other personal data. In this paper, the Unconnected Random Personal Identification Number system is proposed for preventing damage of data spills by removing a dependency which the RRN has. Furthermore, this paper suggests the solutions against some potential issues in the system.

  • Recently by the privacy & data security law, when a user registers the online membership, we need to take action to check a progress of identification without resident registration number. On the most of websites, I-PIN is used by identification instead of the resident registration number. However, I-PIN causes dangerous situations if someone steals the ID and a password, the personal data can be easy to exposure. In this paper, we propose the OTP, which can solve all these problems by guaranteeing the identification of unlinkability. This type of method would help the process of membership registration without fixed data like ID and a password in online so it would be very useful to security of private data.

  • In recent years, because of the development of ubiquitous technology in healthcare research is actively progress. Especially, healthcare service area is change to home for the elderly or patients from hospital. The technology to identify residents in a home is crucial for smart home application services. However, existing researches for resident identification have several problems. In this case, residents are needed to attach of various sensors on their body. Also relating private life, it is difficult to apply to resident's environment. In this paper, we used constraint-free sensor and unconscious sensor to solve these problems and we limited using of sensor and indoor environment in the way of working economical price systems. The way of multi-resident identification using only these limited sensors, we selected elements of personal identifications and suggested the methods in giving the weight to apply these elements to systems. And we designed the SABA mechanism to tract their location and identify the residents. It mechanism can distinguish residents through the sensors located each space and can finally identify them by using the records of their behaviors occurred before. And we applied the mechanism designed for applications to approve this location tracking system. We verified to the location tracking system performance according to the scenario.
