실시간 IoT 정보 활용 피난시스템의 피난성능 연구 (A Study on the Evacuation Performance of Evacuation System using Real-time IoT Information)

  • In order to reflect complex and diverse building types, resident characteristics and disaster factors, it is necessary to introduce a flexible situation-based response system based on real-time information. Intelligent CCTV, hybrid sensor, location scanner, and customized broadcasting device were examined to introduce for the real-time response intelligent response system and its feasibility was verified through field test. In addition, based on the real-time information, the evacuation simulation was executed by assuming the dormitory building and the resident of the school, and the safety of the evacuation and the shortening of the pinnacle time were confirmed. The feasibility of real time information based evacuation comparing with the existing evacuation system were verified in the case of evacuation.

  • The purpose of this study is to know how visual-field obstruction from fire smoke influences a resident's necessary time to reach fire escape and evacuation movement in a high-rise apartment housing. Generally, fire smoke not only gives visual-field obstruction and breath troubles to residents but interrupts their evacuation behavior. If a fire smoke layer is formed in the core department when evacuee enters at the evacuation staircase until, residents will be made to undergo a range of vision obstacle. In order to set a situation like that, participants wore eye bandage which had been made especially before the experiment. Also as a comparative standard, through no.1442 Japanese construction ministry notices about the building evacuation safety verification method, this study calculated smoke layer's dissent time and evacuation time. Then to compare with the former, the participants without an eye bandage joined a experiment once again. This study has understood how fire smoke effects on one's evacuation delay by analyzing residents' evacuation time to reach the staircase and movement route, however, in this study a toxic gas is not considered because it might threaten participants not to breathe.

생활인구를 고려한 대피시설 접근성 분석: 서울 중구지역 지진 옥외 대피장소를 사례로 (Analyzing Accessibility of Emergency Shelters Based on Service Population: The Case of Outdoor Evacuation Places for Earthquake in Jung-gu, Seoul)

  • 연구목적: 이 연구는 지진 옥외 대피장소를 대상으로 생활인구(유동인구)를 측면에서 공간적 접근성을 분석한 후, 접근성 취약지역에 추가 신규 대피장소를 확충할 경우의 모의분석을 하여 개선효과를 비교함으로써 시사점을 도출하는 것을 목적으로 한다. 연구방법: GIS 네트워크분석 기반의 최적화 모형인 입지배분모형을 적용하여 접근성을 분석하고 취약지역을 식별하였다. 입지배분방법은 일정한 시간 내에 신속한 이동이 중요한 대피시설의 성격에 비추어 'Maximize Coverage(수요영역 최대화)' 방법을 적용하였고, 대피를 위한 한계 거리 및 시간기준은 보행속도를 고려하여 500m(7.5분), 1,000m(15분), 1,500m(22.5분)의 세 가지로 구분하여 분석하였다. 사례분석 대상지역은 지진 발생 시 신속한 대피와 일시적인 체류를 위한 옥외 대피장소의 기능을 고려하여 거주인구에 비해 생활인구가 월등히 많고 대피장소로 활용할 수 있는 가용공간이 크게 부족한 고밀 도심지역으로서 서울 중구지역을 선정하였다. 연구결과: 분석 결과, 전반적으로 거주 인구에 비해 생활인구 기준으로 볼 때 접근성이 취약한 집계구 수와 인구 수가 훨씬 많고 비율도 높았으며, 접근성 취약지역에 가용한 신규 대피장소를 확충할 경우의 모의분석에서 접근성이 크게 개선됨을 확인할 수 있었다. 다만, 고밀 도심지역으로서 가용지가 절대적으로 부족한 대상지역의 특성상 잠재적인 대피인구 전체의 접근성을 완전히 해소하지는 못하였다. 결론: 유동인구로 인해 주·야간 인구 차이가 심한 서울 도심의 지역 특성을 반영하기 위하여 생활인구 첨두시간대를 적용하여 실제 대피수요를 고려할 필요가 있으며, 입지배분모형을 이용하여 접근성이 불리한 취약지역을 식별하고 신규 대피장소 설치의 우선순위를 부여함으로써 과학적 근거 기반의 의사결정이 필요하다.

  • As the rapid and various changing of social aspects, the structures are getting bigger, higher and more complex. The importance of evacuation is on the rise as increased using frequency of multiplex sale facility and it's high population density. According to the result of a survey with 4 domestic wholesales mart's population density, the average and maximum was 0.41(人/$m^2$) and 0.46(人/$m^2$). considering evacuation dangerousness, the maximum value will be suitable for computation of evacuation capacity and this will be submitted as a basic data for computation of evacuation capacity.

동일본 대지진 당시 일본의 비상 발령 및 주민대피에 관한 실태 조사와 시사점 도출: 문헌조사연구 (Implications of Emergency Alert and Resident Evacuation in Japan during the Great East Japan Earthquake: Literature Survey Study)

  • 연구목적: 후쿠시마 원자력 발전소 폭발사고 발생 당시의 재난상황, 주민보호를 위한 비상발령 상황, 주민 피난 상황에 대한 조사와 더불어 당시 주민보호 시스템에 있어서 제기된 문제점 및 조치사항에 대한 조사를 수행함으로서, 국내 원자력 재해를 대비한 주민 피난 대책 수립 과정에서 검토해야만 하는 시사점을 도출하고자 한다. 연구방법: 동일본 대지진 직후부터 현재까지 일본의 국가, 국회, 지자체 및 관련기관으로부터 발행된 보고서를 중심으로 문헌조사를 수행하였다. 연구결과: 후쿠시마 원자력발전소 폭발사고 발생 당시의 주민의 피난과정에서 도출된 문제점과 대응방안에 대한 조사 결과를 통하여 국내의 방사능 재해 대책 수립과정에 있어서 검토해야만 하는 사항을 도출하였다. 결론: 검토 사항을 크게 4가지로 분류하였으며 각 분류에 따른 상세 검토사항을 제시하였다.

Development of human-in-the-loop experiment system to extract evacuation behavioral features: A case of evacuees in nuclear emergencies

  • Evacuation time estimation (ETE) is crucial for the effective implementation of resident protection measures as well as planning, owing to its applicability to nuclear emergencies. However, as confirmed in the Fukushima case, the ETE performed by nuclear operators does not reflect behavioral features, exposing thus, gaps that are likely to appear in real-world situations. Existing research methods including surveys and interviews have limitations in extracting highly feasible behavioral features. To overcome these limitations, we propose a VR-based immersive experiment system. The VR system realistically simulates nuclear emergencies by structuring existing disasters and human decision processes in response to the disasters. Evacuation behavioral features were quantitatively extracted through the proposed experiment system, and this system was systematically verified by statistical analysis and a comparative study of experimental results based on previous research. In addition, as part of future work, an application method that can simulate multi-level evacuation dynamics was proposed. The proposed experiment system is significant in presenting an innovative methodology for quantitatively extracting human behavioral features that have not been comprehensively studied in evacuation. It is expected that more realistic evacuation behavioral features can be collected through additional experiments and studies of various evacuation factors in the future.

화재시 가시도 변화에 따른 대피속도 산정에 관한 연구 (A Study on the Evacuation Time by the Influence of Decreasing Visibility on Fire)

  • The computer program is developed to simulate the evacauation time for a building which is made geometrically complex. The program is intended for use both as a search and a design tool to analyze the evacuation safety through a wide range of structure environments. The computer program has a function of importing FDS's result to each individual resident in the building. These attributes include a walking speed reduction by producing visibility reduction for each person on the fire. $A^*$ pathfinding algorithm is adopted to calculate the simulation of escape movement, overtaking, route deviation, and adjustments to individual speeds due to the proximity of crowd members. Finally, a case study for a theater is presented to compared the calculated evacuation time with SIMULEX in detail. This program contribute to a computer program that evaluates the evacuation time of individual occupants as they walk towards, and through the exits especially for building, underground spaces like a subway or tunnel.

초고층 공동주택의 USN기반 피난시스템 도입을 위한 수직적 피난위계 설정에 관한 연구 (A Study on Setting the Grade of Vertical Evacuation Rank to Introduce an USN-based Evacuation System into Super High-rise Apartment Housing's)

  • The purpose of this study is to secure an evacuation time and to ensure safety by using an Ubiquitous Sensor Network computing when a fire breaks out at a super high-rise apartment housing. A super high-rise apartment housing that is a type of building to solve the problem of separation of the urban function and the phenomenon of hollowing out downtown has been on the increase, high-rise apartment housings occupying 52.7% of whole housings in 2005. However, if a fire breaks out, there would be serious damage since it accommodates many people and facilities as existence of vertical gigantism in the city. The architectural law in force has no clause on it which is universally applicable to general building, it is difficult to be applicable to a densely super high-rise apartment housing and there would be in danger of a resident's evacuation in the fire. Therefore, as a previous study to introduce an USN-based fire-warning facility and evacuation equipment, this study shows the improvement way after analyzing factors that are barriers to evacuaee's behavior of a super high-rise apartment housing and also shows establishment of the grade of vertical evacuation rank by SimuleX, one of the best computer simulation program.

농촌지역 재난안전마을 만들기 활성화를 위한 컨텐츠 마련에 관한 연구 (A Study on the Preparation of Contents for Promoting the Establishment of a Disaster Safety Village in Rural Areas)

  • 연구목적 : 한국과 일본의 재난안전마을 관련 운영 컨텐츠 사례를 조사 및 분석하여 농촌지역 특성에 맞는 재난안전마을 구축사업 시 적용하기 위함이다. 연구방법 : 한국과 일본의 재난안전마을 관련 사업 컨텐츠 현황을 주민참여, 구조적, 법 제도 환경적으로 분류하여 조사 및 분석을 통해 특성을 살펴보았으며 농촌지역 특성에 맞는 재난안전마을 컨텐츠(안)을 제시하였다. 연구결과 : 주민참여 컨텐츠는 유관기관과 연계한 기초안전교육, 심폐소생술 교육, 대피소 생활 체험 훈련, 대피 훈련, 농촌활동과 재난활동 병행 훈련, 마을 안전지도 만들기 등이 있으며 법 제도 환경적 컨텐츠는 재난안전마을 구축을 위한 법, 조례 제정, 전문가 파견제도, 풍수해보험 제도, 마을만들기 기금조성을 위한 펀드 제도 등을 제시하였다. 또한 구조적인 컨텐츠는 자립형 대피소, 무선 대피 안내 방송시스템, 하천재해 방재시스템, 재난안전 안내 표지판, 마을안전지도 표지판 제작, 방재공원 구축 등을 제시하였다. 결론 : 법 제도 환경적 컨텐츠는 법/제도 마련을 위한 기반 구축이고 구조적 컨텐츠는 안전성을 확보하는 것과 더불어 농촌지역 환경을 고려한 친환경 공법을 활용하여 설치해야 한다. 또한 주민참여는 농촌마을의 주민의 연령, 특성, 환경 등 다양한 항목을 고려하여 컨텐츠를 활용해야 한다.

급경사지 주민대피를 위한 강우기준 설정에 관한 연구 (Establishing rainfall Evacuation Criteria for residents of steep slopes)

  • In this study, not only the increase in rainfall for a short period of time but also the increase in rainfall for a longer duration is frequently occurring according to climate change. Changes in rainfall patterns due to climate change are increasing damage to steep slopes. The Ministry of Public Administration and Security has been operating the criteria for evacuation of residents in steep slopes since 2015. However, the damage to steep slopes due to torrential rains in 2020 has been increasing. In this study, rainfall data from areas affected by steep slopes from 1999 to 2020 were collected and compared with the existing criteria(2015) for evacuation of residents at steep slopes of the Ministry of Public Administration and Security, and the status of the issuance of resident evacuation forecast was compared. Through this study, the rainfall criteria for each region were calculated and presented by reflecting the rainfall characteristics of the steep slope destruction area due to climate change, and it is believed that it can be used as a standard rainfall to reduce human casualties in the steep slope area in the future.
