This study aims to explore information seeking behavior of natural scientists when they are writing a research proposal for applying to funding. It focuses on understanding their information needs and information seeking behavior, and factors influencing the behavior. Based on the conceptual framework of task-based information seeking, qualitative research methods including in-depth interviews and diary study are used. The results reveal that a variety of communicative subtasks take place in the process of research proposal writing. Also, the scientists tend to need information related funding opportunities and to research design, and access sources including human resources, documents, online databases and websites to meet their information needs. Finally, the study shows that the scientists' information seeking behavior when writing a proposal is influenced by personal, task-related, and sociocultural factors. This study will be helpful to design effective information services and strategies to assist science scholars applying to research funding.

This study aims to analyze data management policies offered by 15 government funding agencies in the U.S., UK, Canada, and Australia, and to make recommendations for developing data management policies in Korea. For the analysis of data management policies, five criteria were suggested based on literature review as follows: 1) the definition of research data, 2) principles of data management, 3) data management plan, 4) the implementation of data management, 5) legal and ethical issues. It was found that there was no policy that covers all the criteria for the analysis. Several funding agencies, however, commonly dealt with each criteria in their data management policies. Based on the findings from the analysis, this study made the following suggestions: First, data policies provide definitions and types of research data based on the understanding of data creation in the fields of funding interests. Second, data policies include principles of data management applicable to data practices in Korea. Third, data policies implement data management plans to promote responsibility of researchers for managing data. Fourth, data policies specify data management implementations to facilitate and support data sharing practices. Fifth, data policies should minimize legal and ethical challenges in data sharing through the review of the applicability of related laws and regulations and their improvement.
The purpose of this study is to examine the unique characteristics of the Korean academic system with regard to brain circulation, with a specific emphasis on the influence of overseas-trained academics on research activities within the Korean academic system. We have analyzed the statistical data on individual characteristics and performances of 48,499 Korean academics in science and engineering. We have examined the results at both the system and individual levels within the broader context of the macro characteristics of the Korean academic system. Our analysis reveals that the total number of domestically-trained academics exceeds the number of overseas-trained academics. However, in terms of research funding, overseas-trained academics tend to receive more funding than domestically-trained academics. Furthermore, after controlling other factors such as funding, personal attributes, and environmental factors, our analysis demonstrates that overseas training has a significant and favorable impact on the publication of internationally renowned journals. As such, the presence of overseas returnees has been essential for the effective functioning of the Korean academic system in the global research network and for conducting high-quality academic research. Therefore, the advantages of dependence on scientific core countries such as the US for overseas training have persisted. Nevertheless, upon scrutinizing the group of recently appointed 5,806 academics exclusively, we have discovered that junior academics who received their education domestically exhibit sufficient academic proficiency compared to their colleagues educated overseas. This observation highlights the potential for the Korean academic system to evolve into a self-sustaining system.

Of late, natural disasters are becoming more frequent and the damages caused by these are quite substantial. All these are mainly due to a climate change. Many scientists from various countries are therefore engaged in research on atmospheric sciences and seismology. Korea meteorological administration (KMA) has established an advanced research and development center "CATER" for atmospheric sciences and earthquake. CATER has been managing and promoting the five major fields of research such as strategic meteorology, applied meteorology, climate change/countermeasure, earthquake, and research planning for CATER. Compared to 2006, CATER in 2007 has increased the funding by 7% and 5% for the climate change/countermeasure and the earthquake research fields, respectively. Also, the distribution rate of funding in 2007 has increased in 12% for basic research, 6% for university research organization, and 13% for the local area. CATER is trying to construct basic system and infrastructure for atmospheric sciences and earthquake research based on information technology. KMA has also a middle-term vision plan "World Best 365" for atmospheric science and earthquake research. These will give us a chance to become advanced nation in field of atmospheric sciences and seismology.
This study explores how the technology commercialization process leads to either success or failure after transfer from PROs to SMEs by conducting a binomial logistic regression analysis. We found that the more additional development a firm implements on the transferred technology, the more likely the commercialization is to fail. The higher number of alternative technology and bigger market risk are associated with a greater likelihood of failure. On the other hand, the existence of complementary technology, the degree of cooperation with the technology provider, the size of the target market, the willingness of the CEO, and the funding availability are known to have positive effects on the success of technology commercialization. In addition, the case studies we conducted from the sample companies demonstrated that "market uncertainty," "technological issues depending on the technology-specific characteristics," and "a lack of funding capability" are some of the causes for failure of technology commercialization.

This study adopted the descriptive survey research method. The population of this study comprised of the hearing impaired students in selected government secondary schools in Rivers state. The population of hearing impaired students in Rivers State is 257. A simple random sampling technique was used to select a sample size of 159. A self-developed instrument titled "Availability and Utilization of Library Information Resources Questionnaire (AULIRQ)" was utilized for data collection. 153 responses were collated, indicating a 96.2% response rate. The data collected was arranged and analyzed using frequency count, percentages, and mean and standard deviation. Finding reveals that information resources in the libraries understudied were inadequate and under-utilized. Also, it was established that among other barriers, under-funding is a major barrier to making information resources available for the physically challenged. It was recommended that schools offering special education for the hearing impaired should pace up in their developmental gap by providing such resources and ensure adequate funding by all stakeholders.
With the development of the Internet environment, cross-border crowdfunding has emerged as a novel method to attract foreign investors online. Focusing on 324 South Korea-based crowdfunding projects from Kickstarter, which is a representative cross-border crowdfunding platform, this study explores the trends of South Korea-based funding projects and examines the effects of key determinants on crowdfunding outcomes. Regarding the characteristics of crowdfunding projects, analysis results show that the appropriate goal amount and funding period, sufficient updates of project status, and active communication is critical for success. Additionally, from the perspective of project creators, this research finds that creators need to pay greater attention to writing their detailed biographies. Finally, examining the characteristics of project backers, this study shows that attracting project backers from various countries would be desirable rather than focusing on Korean sponsors from the start.
Since the positive listing system for prescription drug reimbursement has been introduced in Korea, the number of pharmacoeconomic evaluation studies has increased. However it is not clear if the quality of pharmacoeconomic evaluation study has improved. Due to the lack of randomized clinical studies in Korean health care setting, Korean economic evaluation studies have typically integrated the local cost data and foreign clinical data. Therefore methodological issues can be raised in regard to data coherence and consistency. But the quality of data was not questiened and the potential bias has not been investigated yet. Even though changes in policy have encouraged the undertaking of pharmacoeconomic evaluations, there is few public-side funding for validation study of cost-effectiveness models and data. Several companies perform economic evaluation studies to be submitted on behalf of their own products, but do not want the study results to be disclosed to the academic community or public. To improve the present conduct of pharmacoeconomic evaluations in Korea, various funding sources need to be developed, and, like other multidisciplinary areas, the experts in different fields of study should collaborate to ensure the validity and credibility of pharmacoeconomic evaluations.

In the era of super-aged societies, research and development (R&D) projects related to aging are very important agenda for establishing the direction of future R&D planning and technological competitiveness in the country. In order to respond promptly to this agenda, it is essential to establish a national-level convergence R&D policy. In this study, we utilized the global R&D funding project data from major nations (US, Europe, Japan), and then standardized them with the same fields. To analyze the current status of global R&D related to aging, we performed cluster analysis based on the co-occurrence matrix to explore convergence R&D areas in the US, Europe, and Japan related to aging. In addition, comparative analysis by country suggested that different points on the interdisciplinary area and the convergence of aging-related R&D by each country. These results provide fundamental understandings for the status of convergence in aging-related global R&D, the current technology trends, and establish the direction and strategy of R&D policy.
