Determinants of Economic Growth in Indonesia: A Dynamic Panel Model

  • This study aims to analyze the effect of public spending, macroeconomic variables, and BPK opinion on economic growth. This study is motivated by the inequality of fiscal policy effectiveness between regions in Indonesia in influencing the economic growth of different regions, the ability of local governments to attract foreign investors, and the transparency of regional financial management in designing development programs to encourage regional economic growth. The analytical tool in this study is a dynamic panel regression model with data from 2008 to 2017. The results of this study show that, in the short term, the population affects regional economic growth, while in the long term, the economic growth is affected by the number of people, the poor, General Allocation Fund, health budget, foreign investment and BPK opinion. The findings of this study are that in the long term the General Allocation Fund becomes an obstacle to economic growth, this is because the general allocation funds is widely used to cover the lack of funds for routine regional activities, thereby reducing activities for development programs. Another research finding is that fiscal policies carried out by local governments make a small and ineffective contribution to promoting economic growth.

Study on the Development of an Evaluation Index for the Local Economy Activation of Community Investment Renewable Energy Projects (대규모 주민참여형 재생에너지 사업의 지역경제 활성화 평가지표 개발 연구)

  • In Korea, various community investment renewable project models are being implemented to increase community acceptance of renewable energy. An important factor for enhancing local acceptance is that renewable energy projects have a positive effect on revitalizing the local economy such as income increase or job creation for residents and local companies. To maximize the local economic effect of large-scale community investment renewable energy projects, this study developed an evaluation index for local economy activation, whose indicators are the local return on investment, local companies' participation, local job creation, regional cooperation, transparency, and governance. Analysis of existing evaluation indicators and current renewable projects, financial analysis, and expert interviews were used in this research. The pilot evaluation determined that, the local economic effect was high in the following order: a fund investment wind project (Gangwon), benefit-sharing wind project (Jeju), and general wind project. In particular, residents' investment amount, the number of participating residents, and the amount and transparency of the regional cooperation fund were key factors to expand the effect of local economy activation. This evaluation index could be used in public bidding for renewable energy projects such as offshore wind zoning areas of local government.

  • Economic growth is influenced by various factors, including support from the banking world in channeling funds ownedthrough bank credit which will be a stimulus from economic activities as a source of economic growth. Purpose: Thisstudy aims to analyze the determinants of bank lending in supporting regional economic growth in South Sulawesi Province. Research Design, Data, and Methodology: This study uses secondary data taken from banking data and analyzed using path analysis Data analysis is carried out using the help of SPSS statistical analysis tools. Results: Non-Performance Loan, Three Partied Fund, Inflation, Exchange Rate directly affect economic growth. For the analysis of the indirect effect of Non-performance loans and Three Partied Funds have an indirect effect on economic growth through lending while the Loan to deposit Ratio, Inflation and exchange rate do not indirectly affect economic growththrough lending. Credit disbursement has a positive and significant effect on economic growth Conclusion: Economicgrowth of a region is influenced by many factors and these factors are influences from the banking world, the results ofthis study show that economic growth is strongly influenced by bank support through lending to support the economy by considering other factors such as interest rates and currency exchange rates

The effect of Korea's policy to support the purchase of raw materials for export of livestock products

  • The Livestock Raw Material Purchase Fund is a policy to increase the export of livestock products by providing loans to exporters of livestock products (including byproducts). The policy started in 2015 and the annual budget is about 26 billion won. However, a quantitative evaluation of policy effects has not yet been made. Therefore, in this study, the economic surplus of the policy was analyzed using the equilibrium displacement model (EDM). From the results of the welfare analysis, from 2016 to 2019, producer surplus in the chicken and duck market increased by KRW 70.9 billion, while consumer surplus decreased by KRW 70 billion. In other words, the total economic surplus of the chicken and duck market increased by about one billion won during the same period due to the increase in export demand according to the policy. Therefore, the Livestock Raw Material Purchase Fund can be viewed as a policy to maintain and increase export demand for export livestock products and to improve the economic surplus of the livestock product market. Also, since the policy is based on loans, it does not place a burden on the government's finances. Therefore, this policy should continue in the future.

  • Korean Land Spatialization Program(KLSP) is the R&D program of the National GIS Project for developing ubiquitous GIS core technologies under control of Ministry of Land, Transport and Maritime Affairs(MLTM). The first program of KLSP, from 2006 to 2012, initiated with $132 million (US dollars) of national fund and $42 million of matching fund. KLPS which aims 'Innovation of the GIS technology for the ubiquitous Korean land' consists of 5 core research projects and 1 research coordination project to practically utilize and commercialize the results of core research. Korean Land Spatialization Group(KLSG) is planning the KLSP proving ground for testing, integrating, exhibiting the KLSP's outcomes. In the near future, this proving ground would be utilized as a national ubiquitous GIS proving ground. The key objective of this paper is to present the conceptual designs and basic plans. In addition, this paper discusses characteristics of the outcomes which are applied to KLSP proving ground.

Efficiency Rating by Types of Public Institutions and Identification of Inefficiency Sources (공공기관의 유형별 효율성 평가와 비효율성 원인의 규명에 관한 연구)

  • In recent years, attention to the high debt ratio in public institutions has pushed the government to make efforts in reducing the debt ratio. However, in order to stimulate the economy, the government needs drastically innovative measures that reduce debt by improving efficiency rather than moderate approaches that focus solely on debt reduction. Despite this need, no study has yet systematically analyzed the overall efficiency of domestic public institutions and identified the source of inefficiencies in each public entity. Therefore, largely two research questions are examined. First, this study compares the efficiency levels by types of public institutions. Second, this study identifies the cause of inefficiencies in each public institution and proposes directions for improving efficiency. Based on a 5-year data of 302 public institutions published in public business information systems and organizational websites from 2009 to 2013, Data Envelopment Analysis (DEA) was performed. The input variables include the number of employees and total costs while the output variables include sales and net income. Reflecting the characteristics of public institutions, the input-oriented CCR model and input-oriented BCC model were utilized. Analysis results are as follows. First, market-oriented public institutions showed the highest efficiency while fund management quasi-governmental agencies showed the highest inefficiency. Second, scale efficiency score was measured by applying the CCR model and the BCC model on the organizations with the lowest efficiency level, fund management quasi-governmental agencies. Based on these analysis results, the source of inefficiency and detailed directions for improvement were proposed for Decision Making Units (DMUs) with low CCR and BCC scores.

A proposal and analysis of finance evaluation indicators for actuarial review of the national pension (국민연금 재정평가지표의 제안 및 분석)

  • This study suggests both modification reserve ratio and cover rate for expenditure as new finance evaluation indicators. Firstly, modification reserve ratio is an evaluation indicator which shows how long can the accumulated reserves at the beginning of the year afford future benefit expenditure. Modification reserve ratio has an advantage both to present what the scale of annual accumulated reserves means and to know the exhaustion speed of accumulated fund through analyzing the trend of modification fund ratio. Secondly, this research classifies resources for expenditures as premium income and reserves, thereafter, presents cover rate for expenditure as finance evaluation indicator. We can know how premium income and reserves can cover future expenditure during the evaluation period, and how deficient are resources through these indices. The researcher anticipates this research to contribute to policy researches for financial stabilization of the national pension scheme.

Conjoint Analysis on the Academia-Industrial Cooperative Research Project Attributes for Culture Technology Research (문화기술 관련 산학협력 연구과제의 속성들에 대한 컨조인트 분석)

  • As culture technology is recognized as the important element of national industry, the necessity of the related policy development for enhancement of culture technology is magnified. In this study, we use conjoint analysis to investigate how the researchers from industry and academia think differently on the importance of several attributes in government-supported culture technology research project such as research period, size of research fund, inter-affiliated research requirement and interdisciplinary research requirement, and preference on those attribute levels. Also, we describes how a simulation experiment is designed to simulate participation shares of four alternative hypothetical research project profiles. This study will help establish the more effective policy of the national research program by understanding the preferential differences between industry and academia on the research project attributes.

  • Recently foodservice industry marketing environment changes rapidly and the qualitic change of demand is accelerated from high growth phase to low growth on industrial environment. To actively competely with the foreign brands that runs with the developed management skills and enough fund, the domestic should classify the customers first and develop the menu. To introduce the modern management technique to pursue the management utility by establishing the market segmentation forcusing the target market and discriminating strategy of menu and service. The method of this study is focused on the changes of foodservice industrial environment and alternatives.

Dynamic Power Management Structure for Energy Harvesting Pervasive Computing System

  • In this paper, a novel power management structure for an energy harvesting pervasive system is proposed. The system considers the power state of each subsystem to assign proper power sources. The switch matrix structure utilizes each power source to reduce the peak current of the battery. The power management structure can be interfaced to an embedded system power supply without significant design change.
