Study on Linking a Submerged Marine Litter Collection Project to a Marine Environment and Resources Investigation Project (침적 해양폐기물 수거사업과 자원 및 해양환경 조사사업의 연계방안에 대한 고찰)

  • While fishery has been continuously suffering from deteriorating economic feasibility, the amount of the deposited marine litter has been increasing due to an increased number of marine leisure tourists which are caused by an improved quality of life and five-day work week. In addition, the fishery area has been reduced by the reclamation projects and it is being destroyed by marine pollution with a variety of contaminants coming from land and sea. To protect and improve fisheries in these poor conditions, Korean governments have implemented the submerged marine litter collection projects. However, previous research results on the marine environment and resources indicate that it requires a lot of time investment to achieve tangible results of such improvement. The 300 billion won marine environment and resource investigation project has been executed since July 2004 by Korean governments, which demands strategic approaches to obtain more effective and satisfactory results before the project expires in 2013. Ocean environment research institutes and governments need to cooperate each other to gain efficient and reasonable achievement by identifying and linking related projects. This study suggests that the marine environment and resources investigation projects should run parallel with the submerged marine litter collection projects on mutually agreed research items in the identical area of the ocean to obtain cost-effective improvement of marine environment and fishery conditions.

Economic Valuation of the Creation Project of Snow Crab Spawning and Habitat Ground (대게 산란·서식장 조성사업의 경제성 평가: 울진·영덕군의 사례를 중심으로)

  • This study is to evaluate economic effect of the creation project of snow crab, Chionoecetes opilio, spawning and habitat ground in Uljin and Youngdeok county. The main results of this study are summarized as follows: first, 14,400 million won was invested in the creation project cost of Chionoecetes opilio spawning and habitat ground of Uljin and Youngdeok County from 2015 to 2020. Second, the creation project of Chionoecetes opilio spawning and habitat ground directly provides fishing benefits, festival benefits, research and development benefits and employment benefits. Third, on the basis of above benefits, the creation project of Chionoecetes opilio spawning and habitat ground has net present value of 29,900.53 million won, internal rate of return 16.9%, and benefit-cost of 2.91 under a 4.5% social discount rate. Also, the creation project creates 195 jobs. This indicates that the creation project of Chionoecetes opilio spawning and habitat ground not only contributes to the increase in the income of coastal fishery and fishing villages but also to the job making. The result of this study provides useful information to policy makers or project managers as it shows that the project to create spawning and habitat ground should be carried out in consideration of the resource and biological characteristics of individual fish and that economic assessment logic should also be developed based on this. Also, it proves that the project to create a snow crab spawning and habitat ground is a national and local infrastructure project that increases the actual fishing income in the region. At the same time, it maintains the reproducibility function of most fish species, along with enhancing the people's benefits such as fishing village tourism and marine product consumption. Moreover, it provides useful information on budgeting for the continuous development of snow crab spawning and habitat ground in the mid to long-term.

Analysis of Initial Mass Distribution and Facility Shape to Determine Structural Alternative for Hazardous Zone Vulnerable to Debris Flow Disaster (토사재해 위험지역의 구조적 대안 설정을 위한 사태물질 초기 질량분포 및 방어시설물 형상의 영향 분석)

  • A 2-D hydrodynamic model for predicting the movement of debris flow was developed. The developed model was validated against a dam break flow problem conducted in EU CADAM project, and the performance of the model was shown to be satisfactory. In order to suggest structural alternative for hazardous zone vulnerable to debris flow disaster, two types of initial mass distribution and two shapes of defensive structure were considered. It was found that 1) the collapse of debris mass initiated with square pyramid shape induced more damage compared with that of cubic shape; and 2) a defensive structure with semi-circular shape was vulnerable to debris flow disaster in terms of debris control or primary defense compared with that of rectangular-shaped structure.

An Empirical Study on the Effect of Laboratory Start-up Support Projects on Start-up Performance (창업지원사업의 창업성과에 미치는 효과 실증 연구)

  • This research aims to validate the effectiveness of the "Specialized Entrepreneurship University Program," which was conducted as part of government entrepreneurship support initiatives from 2018 to 2022. Based on previous studies, a research model was derived consisting of three laboratory entrepreneurship support factors that influence program satisfaction and entrepreneurial outcomes (infrastructure support, educational mentoring support, and business linkage support). Surveys were collected and analyzed from 126 laboratory entrepreneurship firms participating in the program, and empirical analysis of the research model was conducted using SPSS 23.0 statistical software. The analysis results indicated that the three variables, namely infrastructure support, educational mentoring support, and business linkage support, were significant factors affecting program satisfaction, and program satisfaction was confirmed to influence entrepreneurial outcomes. Furthermore, it was found that the three business operation factors indirectly influenced entrepreneurial outcomes by partially mediating program satisfaction. This study is considered significant as an empirical study for the initial stage of the second-phase program enhancement, verifying the effectiveness of laboratory entrepreneurship support factors. The findings can be applied to similar government entrepreneurship support initiatives and contribute to the effective strategy and planning of stakeholders involved. The limitations of this study include the need for further research on the perception of the extent to which it contributes to entrepreneurial outcomes, emphasizing caution in interpreting the research model, and the necessity for expanding the survey population and improving survey items in future research.

An Analysis of the Economic Effects of the Pilot Project for Multiple-Purpose Utilization of Paddy Fields Focusing on Income and Welfare Changes (소득 및 후생 변화를 통한 농지범용화 시범사업의 경제적 효과 분석)

  • The food self-sufficiency rate of agricultural products in Korea, excluding rice, is around 20%, and the government is promoting various policies including a Multiple-Purpose Utilization of Paddy Fields project, to increase the self-sufficiency rate of major grains. The project for Multiple-Purpose Utilization of Paddy Fields is being promoted as a part of a program to create farmland infrastructure to facilitate the cultivation of crops other than rice in rice paddies, and pilot projects were started in four regions in 2020. The purpose of this study is to analyze the economic effects of the pilot project for Multiple-Purpose Utilization of Paddy Fields, and to propose policies to increase the effectiveness of the project. In order to analyze the economic effect, we estimated the change in farm income generated by switching from rice to other crops, and measured the effect of welfare change using the Equilibrium Displacement Model (EDM). As a result of the analysis, social welfare is expected to increase when the pilot project for Multiple-Purpose Utilization of Paddy Fields is implemented, and the income of the beneficiary farmers is also expected to improve compared to that of single-cropping when double-cropping is implemented. However, it was found that the economic feasibility of the project differs depending on the crops converted. Juksan-myeon, Gimje-si, which is an area where soybean production was successful, was analyzed from the viewpoint of increasing the economic feasibility of the pilot project. Their success factors were analyzed into four major factors: infrastructure, farming methods, education, and collaboration with local agricultural organizations. If such a success story can be utilized in the future project implementation process, it can contribute to the improvement of farm household income and national economic welfare.

A Study of Priority Setting of Healthy City Project Indicators with the use of AHP Model (계층 분석적 의사결정 방법(AHP)에 의한 건강도시 사업 평가기준의 우선순위 결정에 관한 연구)

  • Objectives: Since 2000 interests in Healthy City Project has been growing fast in Korea. Amid this atmosphere, the need for establishing priorities when planning Healthy City Project and carrying forward the plan has arisen. Therefore, this study tries to conduct practical research on the manner of setting priorities of business valuation standard about Healthy City Project. Methods: The research was carried out with Healthy City experts and government official. And in this research the responses of 28 participants among 37 have been taken into consideration due to their consistent responses. Results: The results of Level 1 showed that the "social & environmental approach" accounted for more than the "individual approach". In the case of Level 2, fields resulted in order of "environment", "infrastructure", "behavior", "evaluation and reflection", "disease prevention and rehabilitation", and "setting approach". Conclusions: The findings derived from this study are first, it is feasible to suggest the ways of establishing priorities as to the evaluation standards for the Healthy City Project and second, the results present the ways to proceed in terms of what tasks should be done for the healthy City Project development.

Institutional and Technical Improvement Measures to Facilitate the Use of Smart Construction Safety Technology (스마트 건설안전 기술 도입 촉진을 위한 제도적⋅기술적 개선 방안에 관한 연구)

  • Efforts to reduce on-site safety incidents have expanded, leading to active research in this domain. However, a systematic analysis to improve the utility of technology is lacking. In this study, we conducted a survey on the various institutional and technical improvement measures to promote the application of smart construction safety technology over three years after the implementation of the "Smart Safety Equipment Support Project." The results showed that financial constraint was the primary obstacle in the adoption of this innovation. Fostering a flexible environment in the utilization of management fees and financial support of projects was determined to aid in the extensive application of the technology. Ensuring cost efficiency and user-friendliness were principally necessary for technical enhancements in the smart construction safety technology. Technologies, such as VR/AR safety education, real-time location tracking, wearable devices, and innovation on streamlining safety-related work efficiency, had been anticipated to contribute to on-site safety. Operating a smart safety control center was expected to be beneficial in the systematic securing of data and reduction of safety blind spots. Effective methods had been suggested to overcome the barriers that hindered the development and application of smart construction safety technology. This study facilitates in the technological improvements in this field.

Evaluating the Impact of Transportation Infrastructures on Social Equity: A Review Study

  • Evaluating infrastructure's impact on social equity is an emerging area of research in transportation construction engineering. Transportation agencies have been trying to include sustainable development. The three components of sustainable development are environmental protection, social equity, and economic development. Although social equity is one of the essential components of sustainable development, most transportation agencies do not consider this component. The research publications in this area are limited. The principal objective of this study is to synthesize existing studies related to the impact of transportation infrastructures on social equity. This study will also identify social equity indicators, the correlation between social equity and transportation infrastructures and their services, and the impact of transportation infrastructures' on social equity. In addition, this study will identify current issues of social equity and will provide some recommendations. This synthesis study revealed that transportation infrastructures impacted social equity in various ways. Some effects are positive, such as new job creation on the market. Other effects are adverse, such as diminishing socio-economic and environmental degradation. Studies also showed that the current practices evaluated infrastructures' impact on a case-by-case basis. The authors recommend adopting a multi-disciplinary holistic for assessing infrastructure's effects on social equity. The multi-disciplinary fields of study include civil engineers, construction engineers/managers, public policy researchers, environmentalists, and social scientists.

  • The samll-medium sized cities do not have enough infrastructure for the construction work, especially in terms of concrete supply. This research surveyed the capacity of remicon companies in Gunsan related with production and delivery. Their production capacity is bigger than the daily quantity required, however the delivery capacity is not enough to supply the daily quantity required and it is inevitable to use the several remicon using different admixture. It might cause the harm to the structure. This research studied the way to remove the quality risk when using different admixture at the same time.

Economic Valuation of the Off-Shore Fisheries Stock Enhancement Project (근해 수산자원 증대사업의 경제적 타당성 평가)

  • This study is to evaluate the prior economic feasibility of the off-shore fisheries stock enhancement project. The main findings of this study can be summarized as follows: first, offshore fisheries stock enhancement project shall be implemented by dividing them into 1st·2nd·3rd projects for efficient promotion. The 1st·2nd·3rd projects will be conducted in a total of 50 locations (the eastern sea, the western sea, the southern sea, and the jeju sea areas), and the project period per unit will be five years, which will cost 1 trillion won. Second, according to the results of the survey on public awareness, the most consumed marine species in Korea over the past year were analyzed in the order of mackerel, hairtail, squid, yellow corvina, blue crab, and cod. The dominant response to the reason for consuming marine products in Korea was healthy well-being food and safe food. In addition, 67.9% of them have hesitated to purchase offshore fish species over the past year due to high prices, indicating that they are burdened by high prices. On the other hand, 79% of the respondents said that the government's policy was insufficient, according to a survey on whether the government's coastal marine resource creation policy was sufficient. Third, as a result of preliminary economic analysis of offshore fisheries stock enhancement project, the benefit-cost ratio is 4.01, net present price is 1,283.7 billion won, and internal rate of return is 91.7% per year, which means that the economic analysis ensures the feasibility of the projects. The results of this study provide useful information on securing or organizing budgets for offshore fisheries stock enhancement project by securing economic feasibility as a national infrastructure project that increases fishery income and public benefits such as consumption of marine products.
