Analyzing data-related policy programs in Korea using text mining and network cluster analysis (텍스트 마이닝과 네트워크 군집 분석을 활용한 한국의 데이터 관련 정책사업 분석)

  • This study endeavors to classify and categorize similar policy programs through network clustering analysis, using textual information from data-related policy programs in Korea. To achieve this, descriptions of data-related budgetary programs in South Korea in 2022 were collected, and keywords from the program contents were extracted. Subsequently, the similarity between each program was derived using TF-IDF, and policy program network was constructed accordingly. Following this, the structural characteristics of the network were analyzed, and similar policy programs were clustered and categorized through network clustering. Upon analyzing a total of 97 programs, 7 major clusters were identified, signifying that programs with analogous themes or objectives were categorized based on application area or services utilizing data. The findings of this research illuminate the current status of data-related policy programs in Korea, providing policy implications for a strategic approach to planning future national data strategies and programs, and contributing to the establishment of evidence-based policies.

A Survey of Open Access Institutional Repositories in Nigerian University Libraries: The Current State

  • The purpose of the study is to investigate the development of institutional repositories in university libraries in Nigeria. The study adopted a survey research design. Online questionnaire, IRs investigation, and interview methods were used to collect data from the 21 university libraries that have developed IRs in Nigeria. The study revealed that only few universities have successfully developed open access IRs to preserve and manage their intellectual outputs emanating from their universities. Contents such as journal articles, theses/dissertations, and conference / workshop papers were found to be the most popular contents that are hosted in the IRs. The interview revealed that although few respondents mentioned having IR policy statements in areas such as access policy, submission policy, preservation policy, content policy and copyright policy, the majority mentioned not having any defined policy in their IR. Also in the interview, inadequate fund, challenge of collecting contents for the IR, shortage of skilled ICT personnel, and inadequate facilities were the most mentioned challenges encountered in the development of IRs in Nigeria. Findings from this study will inform University Librarians, university management and policy makers on the need to provide the necessary infrastructure and formulate policies for smooth development of institutional repositories to make research visible globally. The results will therefore provide important data and insight into the development of institutional repositories in university libraries in the context of developing countries.

Reciprocal Capital Structure and Liquidity Policy: Implementation of Corporate Governance toward Corporate Performance

  • The research objective examines the effect of corporate governance on capital structure and its effect on liquidity policy and corporate performance. It tests the effect of capital structure and liquidity policy on corporate governance. It also examines the effect of liquidity policy on capital structure and the effect of capital structure on liquidity policy. The study population is all manufacturing companies that went public on the Indonesia Stock Exchange in the period 2010-2019. The research population is 182 manufacturing companies. The Judgment Sampling was used and 109 companies meet the research criteria. The study used panel data for ten years so that the amount of data observed was 1090 observations. The analysis tool uses Warp Partial Least Square (WarpPLS). The results showed that corporate governance had a significant positive effect on capital structure, but corporate governance had a significant adverse effect on liquidity policy, and corporate governance had a significant positive effect on corporate performance. Furthermore, capital structure has a significant negative effect on corporate performance, but liquidity policy has no significant effect on corporate performance. Capital structure and liquidity policy are proven to be reciprocally significant positive correlations for manufacturing companies in Indonesia.

  • Purpose - Research on the ability of domestic public institutions to conduct business is being conducted. Research on government support policy for public technology projects, emphasizes technology creation. Public agencies are encouraging evolutionary barriers at the stage of realistic business. This paper presents the policy possibilities by presenting policies and strategies based on corporate public policy. Research design, data, and methodology - In this study, we surveyed the actual state of public technology commercialization based on the data on state of technology commercialization of public institutions. We collected and analyzed the literature data to enhance the competitiveness of technology commercialization by identifying success cases of public technology commercialization. In Korea, there are not many research papers that provide policy alternatives for technical commercialization of public research institutes. Therefore, in this paper, we review various government policies and check the status of technology commercialization to increase its value. Results - As a result of this study, it is suggested that various policy development is necessary for the commercialization of public technology, because it is important to increase the value of technology users, suppliers, investors and customers through various network activation. In particular, it is necessary to establish differentiated Korean public technology commercialization model for the proliferation of public technology commercialization by presenting methodical model of technical commercialization. Conclusions - Through this study, it is important to raise the competitiveness of domestic public technology commercialization, to create economic value, and to improve the performance of technology commercialization. Therefore, it is necessary to contribute to the creation of research achievement, research method of excellent technology, and method of commercializing technology, and to create achievement of technical commercialization in the future. In addition, from the viewpoint of commercialization of technology, strategies for creating value through utilization of public technology should be prepared, and a plan for mutual prosperity among domestic companies should be prepared. Policy alternatives of various public technology commercialization to build national competitiveness have been developed, and various examples of performance for the performance of public technology commercialization should be derived.

Current Trend of Mibyeong Health Policy and Service in China through Investigation Activity of Mibyeong Technology -Report of China Technology Research Group- (현지 기술 조사활동을 통한 중국의 미병 정책 및 의료서비스 최신 동향 보고)

  • Objectives : This study aims to report current trend of Mibyeong health policy and service in China from interview of China Technology Research Group. Methods : China Technology Research Group visited Guanganmen hospital, Yanhuang Dongfang Company, Xinjingzhen health center, and Shanghai Shuguang hospital. With an interpreter, We had interviews about Mibyeong health service and policy trend, medical instrument, and research issue. Results :Mibyeong health service was performed based on KY3H system and collaboration with traditional Chinese medicine hospital. Mibyeong health service consists of diagnosis with nine constitutional type, health guide and preventive treatment. Community health center also provide Mibyeong health service, with cooperative treatment of traditional Chinese medicine and western medicine. China's Mibyeong health policy is established by Top-down decision, even though there is not enough evidence for providing health service to consumer. Through constitutional diagnosis, examinations, and treatment, huge data have been stacked; however, assessment and research based on these data are not processed well. Cooperative treatment of traditional Chinese medicine and western medicine is widely provided to patients, and their works are relatively well classified. Conclusions : China plays leading role in Mibyeong service and it seems to be developed more than Korea's. Further study is necessary to establish Mibyeong policy and health service in Korea.

A Technical Approach for Suggesting Research Directions in Telecommunications Policy

  • The bibliometric analysis is widely used for understanding research domains, trends, and knowledge structures in a particular field. The analysis has majorly been used in the field of information science, and it is currently applied to other academic fields. This paper describes the analysis of academic literatures for classifying research domains and for suggesting empty research areas in the telecommunications policy. The application software is developed for retrieving Thomson Reuters' Web of Knowledge (WoK) data via web services. It also used for conducting text mining analysis from contents and citations of publications. We used three text mining techniques: the Keyword Extraction Algorithm (KEA) analysis, the co-occurrence analysis, and the citation analysis. Also, R software is used for visualizing the term frequencies and the co-occurrence network among publications. We found that policies related to social communication services, the distribution of telecommunications infrastructures, and more practical and data-driven analysis researches are conducted in a recent decade. The citation analysis results presented that the publications are generally received citations, but most of them did not receive high citations in the telecommunications policy. However, although recent publications did not receive high citations, the productivity of papers in terms of citations was increased in recent ten years compared to the researches before 2004. Also, the distribution methods of infrastructures, and the inequity and gap appeared as topics in important references. We proposed the necessity of new research domains since the analysis results implies that the decrease of political approaches for technical problems is an issue in past researches. Also, insufficient researches on policies for new technologies exist in the field of telecommunications. This research is significant in regard to the first bibliometric analysis with abstracts and citation data in telecommunications as well as the development of software which has functions of web services and text mining techniques. Further research will be conducted with Big Data techniques and more text mining techniques.

Effect of Liquidity, Profitability, Leverage, and Firm Size on Dividend Policy

  • This study aims to investigate the relationship between the variables of Current Ratio (CR), Return-on-Equity (ROE), Return-on-Assets (ROA), Debt-to-Equity Ratio (DER), and Firm Size (FS) on Dividend Policy (DP) in real estate and property companies listed on the Indonesia Stock Exchange in the period 2016-2019, looking at nine real estate companies in Indonesia. The research methodology uses an explanatory analysis approach and linear regression. Based on the eligibility and homogeneity of the data, the number of sample companies selected was nine companies. The company's financial statement data derived from primary data obtained on the Indonesia Stock Exchange, such as current ratio (CR), return-on-equity (ROE), return-on-assets (ROA), debt-to-equity ratio (DER) and firm size and dividend policy variables. The data analysis procedure is first to transform financial data from the original ratio data into interval data and, then, transform it to ordinal data. Furthermore, the validity and reliability process are ignored because the data is primary. Finally, regression testing is part of the hypothesis testing stage. The results of this study showed that the CR, ROE, and firm size had no positive and significant effect on dividend policy. In contrast, DER and ROA have a positive and significant impact on dividend policy.

A Survey Research on Attracting Foreign Technology Professionals and Policy Recommendations (해외기술인력 유치 활성화를 위한 조사연구)

  • The purpose of this paper is to develop a desirable government policy for attracting highly skilled professional foreign human resources. To achieve the purpose, following research methods were pursued; 1) a review on the current status of government policy on highly qualified foreign professionals, 2) case studies on foreign governments' policy on the issue, 3) a survey over Korean firms which are employing foreign high-tech professionals. Based on above research results, policy suggestions for the Korean government are recommended as follows: formulating a basic framework of the government policy to attract foreign high-tech professionals, revising the nonimmigrant visa policy for foreign professionals, collecting and distributing personnel data of foreign applicants for jobs In Korea, developing external and internal public relations, revising the method of supporting small and medium-sized firms, taking a systematic approach to attract korean-American scientists, redesigning sponsorship programs for inviting world famous scholars and scientists, increasing global joint research projects, facilitating favorable infrastructure for foreign engineers and scientists.

Approaches to Studying Low Birth Rate in Korea: A Critical Review (우리나라 저출산 관련 연구 동향 분석)

  • This study was dedicated to searching better course of low birth rate study in Korea by carefully analyzing past and present low birth rate researches. For this 179 studies(101 master thesis and 78 journal articles) from 1991 to 2009 were analyzed. Next, using SPSS Win 12.0, the research type, topic, participants, data collection and method of data analysis were compared to the studies' years of publication. The most frequently applied research approach, topic, sampling method, data collection procedure and data analysis method in the research was found to be a literature study, solution and prevention of low birth rate related policy, literature study, literacy analysis. In conclusion, low birth rate studies should become more diversified in terms of types of the research, data collection method, and data analysis. Additionally, research topics should become more realistic and specified. Moreover, research results should be verified before they are applied to the policy.

Research and Publication Ethics: Developing Procedures to Avoid Questionable and Poor Academic Activities

  • Purpose: This paper aims to evaluate and reinstate preventative guidelines necessary for a sound academic journal (or academic conference) for the articles published by KODISA and its branch journals. As questionable or predatory academic journals and academic conferences are rapidly increasing, preemptively establishing preventative standards have become essential to obviate questionable academic activities. Research design, data and methodology: This is an analytical study that explores and examines research, publication ethics, and misconducts. For this purpose, research ethics related data in overseas and domestic academic journals have been examined and analyzed. Results: The issues identified from this research are as follows: enhancing the expertise of editor-inchief (no concurrent jobs for major and non-major area); clarifying the index; complying with the review policy (The review policy should be publicly announced); complying with anonymous review process; complying with 3 peer-review policy, complying with the publication policy as per field of study; avoiding conference hosting at holiday resorts unless unavoidable; complying with the planned programs and cancelling events if not feasible; following proper review standards and management for all journals, including the journals publishing large number of articles (all materials should be prepared in case explanatory data is required); complying with the marketing policy standards; complying with the impact factor; excluding personal solicitation; and complying with the general policy. Conclusions: Questionable and predatory academic activities by academic organizations and journals will continue, and it is the responsibility of the individual scholars to identify and reject these types of dubious academic activities. This study provides standards to prevent the possibility of questionable academic activities that have been conducted in the past. The analysis and findings will strengthen the continued efforts of KODISA as it strives to be a transparent, ethical, and professional academic association, and the association will continue to foster an academic environment that is well-respected by scholars and practitioners throughout the world.
