연구를 위한 건강보험 청구자료 요구 및 이용 요인분석 (Assessment of Needs and Accessibility Towards Health Insurance Claims Data)

  • Objectives : This study examined the health policy researchers' needs and their accessibility towards health insurance claim datasets according to their academic capacity. Methods : An online questionnaire to capture relevant proxy variables for academic needs, accessibility, and research capacity was constructed based on previous studies. The survey was delivered to active health policy researchers through three major scholarly associations in South Korea. Seven-hundred and one scholars responded while the survey as open for 12 days (starting on December 20th, 2010). Descriptive statistics and logistic regression analysis were carried out. Results : Regardless of the definition for operational needs, the prevalent needs of survey respondents were not met with the current provision of claim data. Greater research capacity was shown to be correlated with increased demand for claim data along with a positive correlation between attempts to obtain claim datasets and research capacity. A greater research capacity, however, was not necessarily correlated with better accessibility to the claim data. Conclusions : The substantial unmet need for claim data among the healthcare policy research community calls for establishing proactive institutions which could systematically prepare and make available public datasets and provide call-in services to facilitate proper handling of data.

호주의 연구데이터 정책 및 지원체계에 대한 사례 분석 (A Case Study of the Australian Research Data Policy and Support Services)

  • 최근 우리나라에서도 관련 법개정을 통해 해외 국가의 연구비 지원기관 등에서 시행하고 있는 데이터관리계획 정책이 도입되었다. 본 연구는 앞으로 연구데이터의 공유 및 재사용을 지원할 수 있는 인프라와 지원 서비스를 개발함에 있어 참고가 될 수 있는 호주의 사례를 분석하여 시사점을 도출하고자 하였다. 이를 위해 호주의 연구비 지원기관, 연구데이터 전담기관, 대학도서관의 다양한 전문가와의 면담을 시행하고 관련 문헌을 조사하였다. 호주의 경우 연방 차원에서 2015년 제정된 Public Data Policy에 연구데이터를 공공데이터 범위에 포함시키고, 연구비 지원기관의 정책 가이드라인에 연구데이터의 체계적인 관리와 공유를 권장하고 있지만 의무규정은 아니다. 연구데이터 전담기관인 Australian National Data Service(ANDS)는 국가의 연구인프라 구축의 중요한 부분이며 연구데이터 인프라의 구축, 교육, 정책 지원, 소규모 연구개발사업 지원 등의 다양한 역할을 수행하고 있다. 호주 대학도서관은 연구데이터 관련 일부 자체 시스템을 제공하고 있으나 아직까지는 연구데이터와 관련된 주요한 수요는 없는 것으로 보인다. 호주 사례의 시사점으로는 연구데이터 관련 정책 수립에 있어서 높은 투명성과 예측가능성, 연구데이터 전담 기관 설립을 통한 전문적 인프라 구축 및 교육/홍보 기능 수행, 대학도서관의 데이터 역량 개발을 들 수 있다.

Policy Direction for Promoting the Satellite Data Use in Public Sector

  • With the ready access to the high resolution satellite image data, users of and areas covered by satellite image data are constantly on the rise world-widely. Korea will also be able to take full advantage of the satellite data once the Korea Multi-Purpose Satellite 1 (KOMPSAT-l) is successfully launched. Harmonizing satellite data production and application technology and users' needs, along with the guiding policy is essential for promoting satellite data use. Up to now, the Korean government has mainly concentrated on developing production technology for the satellite instruments. However, the imminent task of independent satellite data production demands a promotion policy for satellite data use. In this context, the policy is defined as an important medium for identifying the role and status of satellite image information at the national level and also preparing the legal as well as systematic foundation for producing, building, distributing, and packaging satellite data. The present paper aims to examine the role and status of the satellite data as well as their current status and problems in Korea in reference to the National Spatial Data Infrastructure, and finally to provide the policy directions to promote the satellite data use in public sector on the basis of the preceding analyses.

  • Data, by itself, will not reveal the optimal policy choice. Nor will data alone tell us what problems to focus on or how to direct resources. It should be recognized upfront that data-driven policy making cannot provide all the answers to the challenges of good governance. Policy decisions always depend on a combination of facts, analysis, judgment, and values. In this paper, we research on factors to design an organizational policy making for Big Data.

Identifying Stakeholder Perspectives on Data Industry Regulation in South Korea

  • Data innovation is at the core of the Fourth Industrial Revolution. While the catastrophic COVID-19 pandemic has accelerated the societal shift toward a data-driven society, the direction of overall data regulation remains unclear and data policy experts have yet to reach a consensus. This study identifies and examines the ideal regulator models of data-policy experts and suggests an appropriate method for developing policy in the data economy. To identify different typologies of data regulation, this study used Q methodology with 42 data policy experts, including public officers, researchers, entrepreneurs, and professors, and additional focus group interviews (FGIs) with six data policy experts. Using a Q survey, this study discerns four types of data policy regulators: proactive activists, neutral conservatives, pro-protection idealists, and pro-protection pragmatists. Based on the results of the analysis and FGIs, this study suggests three practical policy implications for framing a nation's data policy. It also discusses possibilities for exploring diverse methods of data industry regulation, underscoring the value of identifying regulatory issues in the data industry from a social science perspective.

공학교육 정책제안을 위한 빅데이터 분석 시스템 사례 분석 연구 (A Case Study on Big Data Analysis Systems for Policy Proposals of Engineering Education)

  • The government has tried to develop a platform for systematically collecting and managing engineering education data for policy proposals. However, there have been few cases of big data analysis platform for policy proposals in engineering education, and it is difficult to determine the major function of the platform, the purpose of using big data, and the method of data collection. This study aims to collect the cases of big data analysis systems for the development of a big data system for educational policy proposals, and to conduct a study to analyze cases using the analysis frame of key elements to consider in developing a big data analysis platform. In order to analyze the case of big data system for engineering education policy proposals, 24 systems collecting and managing big data were selected. The analysis framework was developed based on literature reviews and the results of the case analysis were presented. The results of this study are expected to provide from macro-level such as what functions the platform should perform in developing a big data system and how to collect data, what analysis techniques should be adopted, and how to visualize the data analysis results.

Incidence of Online Public Opinion on Guangzhou Simultaneous Renting and Purchasing Policy - A data mining application

  • This paper adopts the big data research method, and draws 491 data from the Tianya Forum about the Simultaneous Renting and Purchasing policy of Guangzhou. The qualitative analysis software Nvivo11 is used to cluster the main questions about the Simultaneous Renting and Purchasing policy in the forum. The 36 high-frequency word frequencies are obtained through text clustering. Through rooted theory analysis, the main driving factors for summarizing people's doubts are 9 main categories, 3 core categories, and the model of driving factors for online forums is established. The study finds that resource factors are the most key factor, economic factors are the important drivers, and policy guiding factors are sub-important drivers.

텍스트 마이닝을 활용한 데이터 거버넌스 연구 동향 분석: 2009년~2021년 국내 학술지 논문을 중심으로 (The Study on Data Governance Research Trends Based on Text Mining: Based on the publication of Korean academic journals from 2009 to 2021)

  • 연구 목적은 데이터 거버넌스의 연구 동향을 파악하고자 하였다. 연구 대상은 데이터 거버넌스 개념과 전략이 제시되기 시작한 2009년부터 2021년까지의 논문 158편을 대상으로 하였다. 주요 연구방법은 텍스트 마이닝을 활용하였고, 주요 방법은 빈도분석, 워트클라우드, 네트워크 분석 및 토픽 모델링 기법을 사용하여 분석하였다. 연구 결과 최빈 키워드는 정보, 빅데이터, 관리, 정책, 정부, 법률, 스마트가 확인되었다. 또한 네트워크 분석 결과 데이터 산업 정책, 데이터 거버넌스 성과, 국방, 거버넌스, 데이터 공공 등의 주제로 연관된 연구 수행이 이루어지고 있었다. 토픽 모델링을 통해 도출된 4개 토픽은 "데이터 거버넌스 정책", "데이터 거버넌스 플랫폼", "데이터 거버넌스 관련 법률", "데이터 거버넌스 구현"이며, 이중 "데이터 거버넌스 플랫폼" 관련 연구는 증가 추세를 보였고, "데이터 거버넌스 구현"은 축소되고 있는 경향이었다. 본 연구는 데이터 거버넌스 관련 연구를 종합적으로 정리하였다. 데이터 거버넌스는 조직 차원의 데이터 경영 및 데이터 통합 정책, 관련 기술 등 관련 분야와 다양한 시각에서 연구영역 확대가 필요하다. 향후 해외데이터 거버넌스들을 대상으로 한 분석 대상을 확대하고 4차산업혁명, 인공지능, 메타버스 등 데이터 기반 미래 산업이 요구되는 산업 분야에서의 연구 방향과 정책 방향 수립 관련 후속 연구를 기대할 수 있다.

For example, in the countries with the advanced satellite technology, such as the United States, the United Kingdom, and Australia, digital ortho image and digital elevation model (DEM) are mandatorily included in the National Geographic Framework Data through policy measures. In addition, in order for the efficient provision of the satellite data, separate organization or agency is being in operation for the exclusive production and distribution of the satellite data. The present paper aims to examine the role and status of the satellite data as well as their current status and problems in Korea in reference to the National Spatial Data Infrastructure, and finally to provide the policy directions to promote the satellite data use in public sector on the basis of the preceding analyses.
