승강기작업자 안전사고예방을 위한 안전관리 개선 방안 (Safety Management Improvement Plan for Elevator Worker Safety Accident Prevention)

  • Korea's elevator industry is one of the world's eighth-largest industrial sectors and the third largest in the world by new installations. This year, the number of elevators has exceeded 700,000, and the number of new installations is 30,000-40,000 every year. However, the news of elevator-related accidents is reported continuously through the media and the accident rate is not decreasing. In particular, among the recent accidents related to elevators, accidents related to elevator workers are increasing, causing social problems. This year, the National Assembly's Environmental Labor Relations Commission's National Auditors lost five lives a year and 12 elevator workers were killed in fall and stenosis accidents during the installation, maintenance and replacement of the elevators for about two years since 2018. It took place to adopt the representatives of four domestic elevator companies as witnesses. An elevator worker is a collective term for workers involved in the design, manufacturing, installation, replacement, maintenance, inspection, management, and supervision related to the elevator industry, and the related accidents are called elevator worker accidents. Analysis of elevator-related accidents in the past has shown that the fault of the user accounted for 70% of the total, and the fault of the worker accounted for about 2.5%, and the accident occurred to the user or the user due to carelessness of the worker during the lift-related work. Currently, elevator-related accidents are reported by the Korea Elevator Safety Agency under Article 48 of the Elevator Safety Management Act under the Ministry of Interior and Safety. If deemed necessary for the prevention and prevention of recurrence of an elevator accident, the cause and condition of the elevator accident may be investigated. However, the current draft law is limited only to elevators after installation inspection, and is separated from the Ministry of Employment and Labor's data on accidents occurring in the manufacturing and installation stages related to the elevator industry. This study analyzes the recent safety accidents of elevator workers and prepares safety measures to prevent them through the risk analysis, and also draws out the problems and improvements of the current elevator worker accident investigation to find the elevator worker accident rate that is on the increase trend.

Comparison of the Association Between Presenteeism and Absenteeism among Replacement Workers and Paid Workers: Cross-sectional Studies and Machine Learning Techniques

  • Background: Replacement drivers represent a significant portion of platform labor in the Republic of Korea, often facing night shifts and the demands of emotional labor. Research on replacement drivers is limited due to their widespread nature. This study examined the levels of presenteeism and absenteeism among replacement drivers in comparison to those of paid male workers in the Republic of Korea. Methods: This study collected data for replacement drivers and used data from the 6th Korean Working Conditions Survey for paid male workers over the age of 20 years. Propensity score matching was performed to balance the differences between paid workers and replacement drivers. Multivariable logistic regression was used to estimate the adjusted odds ratio (OR) and 95% confidence intervals for presenteeism and absenteeism by replacement drivers. Stratified analysis was conducted for age groups, educational levels, income levels, and working hours. The analysis was adjusted for variables including age, education, income, working hours, working days per week, and working duration. Results: Among the 1,417 participants, the prevalence of presenteeism and absenteeism among replacement drivers was 53.6% (n = 210) and 51.3% (n = 201), respectively. The association of presenteeism and absenteeism (adjusted OR [95% CI] = 8.42 [6.36-11.16] and 20.80 [95% CI = 14.60-29.62], respectively) with replacement drivers being significant, with a prominent association among the young age group, high educational, and medium income levels. Conclusion: The results demonstrated that replacement drivers were more significantly associated with presenteeism and absenteeism than paid workers. Further studies are necessary to establish a strategy to decrease the risk factors among replacement drivers.

Assessment of Radiation Dose from Radioactive Wedge Filters during High-Energy X-Ray Therapy

  • This paper evaluated the amount of radiation generated by wedge filters during radiation therapy using a high-energy linear accelerator, and the dose to the worker during wedge replacement. After 10-MV photon beam was irradiated with wedge filter, the wedge was removed from the linear accelerator, and the dose rate and energy spectrum were measured. The initial measurement was approximately 1 uSv/h, and the radiation level was reduced to 0.3 uSv/h after 6 min. The effective half-life derived from the dose rate measurement was approximately 3.5 min, and the influence of AI-28 was about 53%. From the energy spectrum measurements, a peak of 1,799 keV was measured for AI-28, while the peak for Co-58 was not measured in the control room. The peaks for Au-106 and Cd-105 were found only measurement was done without wedge removement from the linear accelerator. The additional doses received by the radiation worker during wedge replacement were estimated to be 0.08-0.4 mSv per year.

위상변환장치를 이용한 새로운 배전변압기 무정전 교체방법 (A New Replacement Method of Distribution Transformers without Outage using the Phase Converter)

  • 전력 소비자들에 의한 전기품질 요구 수준이 날로 높아지고 있어 배전변압기 교체시 발생되는 정전에 의한 소비자들의 불편을 줄이기 위한 선진국형 무정전 배전변압기 교체방법이 요구되고 있다. 현재 시행되고 있는 주상변압기 무정전 교체공법은 변압기 이용률과 현장여건에 따라 1-2차를 고압 바이패스하는 방법이므로 작업공정이 불편하고, 편법작업에 의한 고장발생과 이에 따른 작업자 안전사고가 발생하는 문제점이 있어 새로운 무정전 교체방법이 절실히 요구되고 있다. 따라서 본 논문에서는 새로운 위상변환장치를 이용한 무정전 공법을 제안한다. 제안된 무정전 공법은 기존의 고압 바이패스 작업방법에 비해 작업공정을 줄이면서 안전하고 저렴한 방법으로 변압기 교체를 할 수 있다. 그러므로 본 논문에서 제시한 공법은 배전공사 원가 절감에 따른 전기요금 하락과 무정전 전력공급으로 국민생활에 편리함을 더하고 국가 경제 발전에 기여할 것으로 기대된다.

신선한 딸기의 생산 및 유통 단계에서의 미생물 모니터링 및 미생물 오염 방지 또는 저감화 방법 모색 (Microbial Monitoring and Exploring Ways to Prevent or Minimize Microbial Contamination at the Production and Distribution Stages of Fresh Strawberries)

  • 이 연구는 수확 및 유통 단계에서 딸기의 미생물 오염 수준을 확인하고 수확 단계에서 사용 된 작업자 장갑을 교체하고 유통 온도를 제어함으로써 딸기에 대한 미생물 오염을 줄일 수 있는 방법을 확인하고자 하였다. 모니터링 결과 수확 단계에서 일반세균의 오염 수준은 토양 평균 $7.12{\pm}0.61{\log}_{10}CFU/g$, 장갑 평균 $6.06{\pm}1.80{\log}_{10}CFU/g$, 딸기 평균 $3.28{\pm}0.98{\log}_{10}CFU/g$, 용수 평균 $3.08{\pm}0.55{\log}_{10}CFU/g$ 순으로 높았다. 수확 단계의 딸기에서 평균적으로 $3.3{\log}_{10}CFU/g$의 일반세균이 검출되었으며, 저온 및 상온에서 각각 분포 된 딸기에서 $1.85{\pm}0.21{\log}_{10}CFU/g$$2.6{\pm}0.21{\log}_{10}CFU/g$수준의 일반세균 수가 확인되어 수확단계보다는 감소된 결과를 확인할 수 있었다. 작업자의 장갑 교체 및 냉장 유통 조건에 따라 딸기의 일반세균은 작업자의 장갑을 교체하지 않고 처리 한 딸기와 실온에서 유통 한 딸기의 일반세균 수준보다 유의적으로 낮게 확인되었다. 교체 된 장갑을 재활용하기 위해 시판 소독제 clorox로 세척하는 것과 삶아서 세척하는 것은 사용 후 작업자의 장갑에서 오염 된 미생물을 제어하기 위한 효과적인 세척 방법임이 확인되었다. 이 결과는 수확 단계에서 장갑을 주기적으로 교체하고 현장에서 쉽게 수행 할 수 있는 냉장 유통 조건이 딸기의 미생물 오염을 감소시키는데 효과적이라는 것을 확인할 수 있었다.

Radiological safety assessment of lead shielded spent resin treatment facility with the treatment capacity of 1 ton/day

  • The radiological safety of the spent resin treatment facility with a14C treatment capacity of 1 ton/day was evaluated in terms of the external and internal exposure of worker according to operation scenario. In terms of external dose, the annual dose for close work for 1 h/day at a distance of more than 1 m (19.8 mSv) satisfied the annual dose limit. For 8 h of close work per day, the annual dose exceeded the dose limit. For remote work of 2000 h/year, the annual dose was 14.4 mSv. Lead shielding was considered to reduce exposure dose, and the highest annual dose during close work for 1 h/day corresponded to 6.75 mSv. For close work of 2000 h/year and lead thickness exceeding 1.5 cm, the highest value of annual dose was derived as 13.2 mSv. In terms of internal exposure, the initial year dose was estimated to be 1.14E+03 mSv when conservatively 100% of the nuclides were assumed to leak. The allowable outflow rate was derived as 7.77E-02% and 2.00E-01% for the average limit of 20 mSv and the maximum limit of 50 mSv, respectively, where the annual replacement of the worker was required for 50 mSv.

Development of IoT-based non-cleaning water quality measuring equipment

  • It takes lots of time and labor if a worker have to measure the water quality at a certain but designated time every day in an un-automated aqua farm. In addition, if the equipment is soaked in the sea water consistently, it will be contaminated by diverse floating matters and barnacles, and it often becomes mal-functional within 2~3 months. Therefore, we need to develop a system with which the sensed data could be checked in real time and operated automatically, while preventing the contamination of the sensor, a crucial component for water quality measuring equipment, as much as possible, and increasing the replacement cycle. We have developed a non-cleaning water quality measuring equipment and its software which are used in the fishery household of offshore aqua farms. By providing the workers with a mobile application which has a function of monitoring the water quality in real time, they can check the situation directly without going to the fishery household.

생애주기를 고려한 산재보험 장해연금 개선 방안 연구 (Improvement of Permanent Disability Benefit System in Korean Worker's Compensation Insurance from the Perspective of Life Cycle)

  • 산재보험 장해급여제도는 근로 중 재해를 당한 근로자의 소득보장을 위한 사회보험으로서의 역할이 중요하며, 산재보험 내에서 급여의 비중 또한 급격히 증가하고 있는 추세이다. 장해 연금이 산재보험에서 차지하는 중요도가 높아지면서 급여의 적정성과 형평성에 대한 다양한 논의가 진행 중이다. 이 논문은 논의를 정책적으로 담기 위한 방안으로 생애주기를 고려한 장해연금 수준을 파악하고 이를 생애주기에 맞게 재분배하는 방법을 제안하고자 한다. 이를 위해 일반 근로자의 생애 소득과의 차이를 연령대 별로 비교하고 생애 주기에 맞는 급여 지급 조절 방안을 검토하였다. 소득 대체율 분석을 통해 장해급여의 급수별/연령대별 재분배 방안을 제안하였고 제도 도입의 편의성을 고려하여 현 제도에서 고시하고 있는 최고최저보상기준의 연령대별 조절을 통한 개선 방안도 함께 제시하였다.

경상남도 일부지역 산업간호사의 보건관리 현황 (The Status of Occupational Health Nursing Service of Kyung Sang Nam Do)

  • This study was carried out to idedtify Worker's general health diagnosis and specific health diagnosis state and provide the basic data about occupational health nursing services in Kyung Sang Nam Do. Data was obtained from 36 industry in Chang-won, Jin-joo, Geo-jeoi, Chung-moo area during Dec. 20. 1992-Feb. 18. 1993 through questionaire survey. Data was analyzed into frequency, percentage, average, standard deviation and score sum The main findings are as follows : 1) 83.3% of subject was manufactures. The factory which have over 1000 Worker's are 41.7% and 500-999 are 36.1%. 2) Health managers are composed of 5 man power. Doctors occupied in 44.4% of factories, average age of them are 43.9 years, average careers are 4.0 years. Nurses occupied in all factories and their average ages are 27.6, average careers are 3.0 years. Industrial hygienist occupied in 33.3% of factories, environmental hygienist occupied 69.4% of industries, and nurse aids occupied in 19.4%. 3) 99.9% of workers are received general health diagonosis. And 10.8% of workers are received elaborate health diagnosis. Among them 30.9% are C class and 23.4% are D class. Among D class, 50% of workers are treated as work time shortening, work replacement, being under treatment. Total specific health diagnosis' subject are 19.3% of workers but 79.9% of them are received specific health diagnosis. Among them 18.6% are needed follow up treatement. Only 44.9% of them are received follow up treatement. 4) 69.4% of industries have their referral hospital and 97.2% have their clinics. Among Occupational health services, health diagnosis are carried out first. of all and the next, environmental management, industrial diagnosis, health education are carried out.

  • 국내외 건설현장에서 사용빈도가 급격히 증가하고 있는 슬래브용 알루미늄 폼은 탈형시 바닥으로 그대로 떨어뜨리는 경우가 많아 소음으로 인한 주변 민원이 발생하고, 높은 위치에서 떨어지면서 형틀이 변형되거나 바닥에서 튀어 오로면서 주변 인부들에게 상해를 입히기도 하여 중대재해처벌법이 강화되는 현실에서 개선이 절실한 상황이다. 이에 본 연구에서는 공동주택의 1세대 슬래브 거푸집 전체가 동시에 작업자가 펼친 손이 닿는 위치까지 안전하게 낙하되면 자유롭게 분해하여 다음 층으로 인양할 수 있게 함으로써 안전성, 품질, 경제성, 공정이 개선된 필러서포터 존치형 공법으로써 슬래브의 처짐문제 해결 등의 장점을 확인되고 건설신기술을 획득하였으므로 적극적인 시장개척을 통한 적용 활성화가 가능할 것으로 판단된다.
