Study on Earthquake Hazard Response Process by 'Pohang Earthquake' Case Analysis (포항지진사례 분석을 통한 지진재난 대응 프로세스에 관한 연구)

  • The 2017 Pohang earthquake left us with issues related to long-term repair and restoration from massive earthquake damage. The existing Earthquake response manual was insufficient to consider the flow of earthquake disaster work and the characteristics of long-lasting earthquake disaster. Accordingly, It is important to analyze and record how to earthquake response work was carried out during the Pohang earthquake. The functions that require the most work and manpower in the event of an earthquake disaster were emergency life stabilization support, facility emergency recovery, and energy functional restoration. As a result of analyzing the difficulties and problems of disaster response by function, it was found that the prevention and preparation for damage in advance was insufficient for each function. In conclusion, we subdivided the response step applied with the concept of time and presented the overall work flow process for thirteen collaboration functions. It is expected that this result will help disaster managers to work effectively in the event of a large scale earthquake.

  • The maintenance management system of domestic public facilities is shifting from the concept of diagnosis and repair for maintaining safety of facilities to performance evaluation method that improves and maintains the performance of facilities. However, in Korea, the performance evaluation method for the maintenance of facilities has not been established, so the performance evaluation has not been properly performed. In this study, we propose an asset management model that introduces the concept of performance evaluation to complement the simple maintenance strategy focused on safety management of current facilities. This model differentiated from the existing model by proposing a method for using WBS as a method for collecting facility maintenance information. This model proposed the most important level of service evaluation method and performance measure factors in the performance evaluation of facilities, and conducted a case analysis to assess the appropriateness of this model.

A Study on Improved Inspection Method of the Foundation Scouring and Establishment of 3D Underwater Surface Map (개선된 교량 기초세굴 점검방법 및 3D 하상지도 구축 연구)

  • The maintenance of bridges installed in rivers is carried out through facility safety inspection and repair & reinforcement procedures according to the results. Many studies have been so far conducted on the safety check of the bridge upperstructure because of the ease of access. However as it is impossible to directly investigate whether the pier foundation installed in the river has been scoured. Management of underwater foundations has remained based on theory. In this study, the scour of the bridge foundation installed in such a river was realized in 3D form by using an echo sounder and VRS. This made it possible to predict the scour pattern through comparison and analysis with the ground height of the riverbed at the time of the bridge installation. Based on these results, if the pier foundation is used as an initial data to determine whether or not local scour is present and to predict long-term scouring, bridge collapse due to foundation scour can be prevented.

  • Proton therapy facility, which is recently installed at National Cancer Center in Korea, generally produces a large amount of radiation near cyclotron due to the secondary particles and radioisotopes caused by collision between proton and nearby materials during the acceleration. Although the level of radiation by radioisotope decreases in length of time, radiation exposure problem still exists since workers are easily exposed by a low level of radiation for a long time due to their job assignment for maintenance or repair of the proton facility. In this paper, the working environment near cyclotron, where the highest radiation exposure is expected, was studied by measuring the degree of radiation and its duration for an appropriate level of protective action guide. To do this, we measured the radiation change in the graphite based energy degrader, the efficiency of transmitted beam and relative activation degree of the transmission beam line. The results showed that while the level of radiation exposure around cyclotron and beam line during the operation is much higher than the other radiation therapy facilities, the radiation exposure rate per year is under the limit recommended by the law showing 1~3 mSv/year.

Development of an Economic Evaluation model for Coating System Based on Environmental Conditions of Power Generation Structure (발전구조물의 환경조건을 반영한 도장계 선정 경제성 평가 모델 개발)

  • Currently, life-cycle cost analysis methods are introduced to maintain large infrastructure facilities in Korea. However, there are not many cases in which maintenance models are applied that reflect conditions such as the location of a facility and its surroundings. In order to establish an appropriate maintenance strategy, a cost prediction, deterioration model, and a decision model reflecting uncertainty should be established. In this study, an economic analysis model was developed for long-term cost planning and management based on user decisions based on maintenance methods and judgment criteria for painting specifications applied to power generation structures. The performance of the paintwork was assessed through the paint deterioration test for the application of the economic analysis model, and the results of the economic analysis according to the applied paint specifications (Urethan, polysiloxane, fluorine) were verified by applying the proposed economic analysis model. In this study, it is believed that the selection of the repair cycle and evaluation methods applied with the development model rather than the performance of the painting can be expected to be used as basic data for the maintenance cycle, even if it is not limited to the painting.

  • Recently, the researches on the durability design of concrete structures have been studied. As the examples, models to evaluate the service life prediction of the structure have been developed. The purpose of this article is to develop the model for predicting remaining service life. The final aim is to provide the user time for repairing the concrete structures. In addition, it makes possible to maintain the concrete structure economically. 70 reservoirs out of the inland concrete structures were selected and concrete structures of their components were surveyed. Two methods were used for measuring carbonation; TG/DTA method and Phenolphtalein indicator and, the value of pH was measured by the pH meter, After deriving correlations of calcium carbonate and used year, duration from completion year to 2002, pH value, and concrete cover depth the model was developed for predicting remaining service life by measuring data as small as possible. The conventional models had been developed on the basis of experiment data obtained from the restricted lab environment like as carbon gas exposure. On the other hand this model was developed on the basis of measuring data obtained from the real field that the complex deterioration actions are occurred such as freezing and thawing, carbonation, steel corrosion, and so on. The reliability of the developed model will be evaluated high in this point and this model can help to maintain concrete structures economically by providing the manager time to repair the deteriorated concrete structures in site of facility management.

Development of Education and Training Programs and Job Analysis on 'Mechanical Facilities Maintenance Manager' Using DACUM (DACUM을 활용한 기계설비유지관리자 직무분석 및 교육훈련 프로그램 개발)

  • The purpose of this study is to provide basic data on the development of education and training programs for training 'mechanical facilities maintenance manager'. To this end, the DACUM technique was used for job analysis and education and training programs were developed through expert consultation meetings. The job analysis was based on the 10-member DACUM Committee to derive the job definition, job model, job description, and task description of the 'mechanical facilities maintenance manager'. The main findings are as follows. First, the 'mechanical facilities maintenance manager' was defined as those who operate, inspect, diagnose, and repair mechanical facilities to provide the best performance and efficient operation management, provide a safe and pleasant environment, and perform energy saving and facility life extension tasks. Second, the duties of the 'mechanical facilities maintenance manager' analyzed in the job model consist of the comprehensive plan for operation of mechanical facilities, energy management of mechanical facilities, operation management of mechanical facilities, maintenance of mechanical facilities, safety environment management of mechanical facilities, and customer support management of mechanical facilities. Considering the nature and content of the duties, 4 to 11 tasks per duty were derived and a total of 33 tasks were presented as job model. Third, the curriculum for the 'mechanical facilities maintenance manager' was set up in two courses: Practice I for Mechanical Facilities Maintenance and Practice II for Mechanical Facilities Maintenance. Considerations and policy suggestions were presented when applying and implementing education and training programs based on the results of the research.

A Study on Analysis of Damaged Facilities in Rural Area by Storm and Flood Hazard (풍수해에 의한 농촌지역 피해시설 현황 분석)

  • Disasters that occur most frequently in rural areas are drought, flood, damages from wind and cold weather. Among these, damages from storm and flood and drought are the main disasters and recently, these are occurring on a large scale due to unusual weather conditions. Under such circumstances, projects and researches on disasters in rural areas are under way but they are mostly targeting one area or making approaches focusing on repair facilities, maintenance project of facilities in small streams, and disaster management, so there have not been enough studies on the current status of overall damaged facilities in the rural areas. Against this backdrop, through the analysis of the current status of damaged facilities due to storm and flood in rural areas, this study aims to provide base data for policies needed for disaster recovery planning and maintenance work of rural areas. For the analysis of damaged facilities due to storm and flood in rural areas, using the annual report on disasters issued by Ministry of Public Safety and Security and based on the occurrence rate of estimated damage in each city and district for the past 10 years(2004~2013), 8 areas with the highest number of occurrence and cost of damage were found from each province and target areas were selected. Then, regarding the selected target areas, the General Plan for Reducing Damages from Storm and Flood, which is the report on top-level plan for preventing disasters, was secured and the current status of damaged facilities were analyzed. After organizing the analysis of current status, the tendency of damaged facilities due to storm and flood in rural areas, the items of damaged facilities depending on the types of storm and flood damages, and risk factors were suggested. Based on this result, in order to generalize the results of follow-up researches, it is thought that disaster recovery planning and establishing the system of remodeling items necessary for maintenance work would be possible by analyzing damage investigation items recorded in additional researches on rural areas, researches on natural disasters, and recovery plan instructions and by conducting on-site investigation on the damaged villages from storm and flood in rural areas.

Analysis of the Typology and Factors Affecting the Decline in Old Industrial Parks (노후산업단지의 쇠퇴 영향요인과 유형화에 관한 연구)

  • This study attempts to diagnose and categorize the characteristics of old industrial parks, and eventually link the results to the regeneration of industrial complexes. For this reason, we performed a factor analysis by utilizing 15 indices of 89 industrial parks, excluding 5 large equipment industry sites. The 15 indices were classified into 5 factors. Factor 1 can be described as a category of 'urbanization possibility' for the indices of building age, plot ratio of less than $1,650m^2$, and urbanization ratio of the surrounding area. Factor 2 can be described as a category of 'productive efficiency' for the indices of land productivity, amount of exports by land, employment productivity, and repair costs of industrial areas. Factor 3 can be described as a category of 'infrastructure amenity' for the indices of road ratio, plot ratio attached to the road, and parks and recreation ratio. Factor 4 can be described as a category of 'location potentiality' for the indices of land price, infrastructure age, and distance to the highway, while factor 5 can be described as a category of 'availability of supporting facilities' for the indices of parking lot ratio and supporting facility land ratio. By using these 5 factor scores, we were able to extract industrial parks included in the lower 25% of the factor score and searched for what kind of factor problem they have for each industrial park. Based on these results, this research will provide sufficient information on the decline of industrial parks with respect to their demerits. The results of this study show significant implications and contribute to the establishment of policies for regional competitiveness, as well as job creation, in the process of industrial regeneration.

The Risk Assessment of Carbon Monoxide Poisoning by Gas Boiler Exhaust System and Development of Fundamental Preventive Technology (가스보일러 CO중독 위험성 예측 및 근원적 예방기술 개발)

  • We devised the system to automatically shutdown the boiler and to fundamentally block the harmful gases, including carbon monoxide, into the indoor when the exhaust system swerves: (1) The discharge pressure of the exhaust gas decreases when the exhaust pipe is disconnected. The monitoring system of the exhaust pipe is implemented by measuring the output voltage of APS(Air Pressure Sensor) installed to control the amount of combustion air. (2) The operating software was modified so that when the system recognizes the fault condition of a flue pipe, the boiler control unit displays the fault status on the indoor regulator while shutting down the boiler. In accordance with the ventilation facility standards in the "Rules for Building Equipment Standards" by the Ministry of Land, Infrastructure and Transport, experiments were conducted to ventilate indoor air. When carbon monoxide leaked in worst-case scenario, it was possible to prevent poisoning accidents. However, since 2013, the number of indoor air exchange times has been mitigated from 0.7 to 0.5 times per hour. We observed the concentration exceeding TWA 30 ppm occasionally and thus recommend to reinforce this criterion. In conclusion, if the flue pipe fault detection and the indoor air ventilation system are introduced, carbon monoxide poisoning accidents are expected to decrease significantly. Also when the manufacturing and inspection steps, the correct installation and repair are supplemented with the user's attention in missing flue, it will be served to prevent human casualties from carbon monoxide poisoning.
