This study of the subject will review past and present irrigation development in Korea. Particular attention will be given to water pricing structure and a case study on the purpose of rational operation and management of irrigation water and organizations, and the optimum irrigation water and organizations, and the optimum irrigation water fee inorder to reduce farmers burden and to rationalize the farmland associations management so as to achieve development of the rural environment. In 1971, the reservoir of the Farmland Improvement A sociation (FIA) produced only 775 millison $m^3$ of irrigation water or 77% of planned capacity of 1,015 million $m^3$. It was caused by inefficient maintenance of irrigation facilities; for instance, about 21% of reservoirs, pumping stations and weirs in Korea have been silted by soil erosion which hinder to water production according to an ADC survey. The first Irritation Association was established in 1906, whcih was renamed the Farmland Assoeiation by the Rural Development Enouragement Law in 1970. By the end of 1971, 411,000 ha of rice paddies were under the control of 267 associations nationwide. The average water price assessed by Associations nationwide rose from 790 won per 0.1 ha. in 1966 to 1,886 won in 1971. The annual growth rate was 20%. The highest water price in 1971 was 4,773 won her 0.1 ha. and the lowest was 437 won. This range was caused by differences in debt burden, geographic conditions and management efficiency among the Associations. In 1971, the number of Associations which exceeded the average water price of 1,886 won per 0.1 ha. was 144, or 55.1% of all Association. In determination of water price, there are two principles; one is determined by production cost such as installation cost of irrigation facilities, maintenance cost, management cost and depreciation ect. For instance, the Yong San River Development project was required 33.7 billion won for total construction and maintenance cost is 3.1 billion won for repayment, maintenance and management cost per year. The project produces 590 million $m^3$ of irrigation water annually. Accordingly, the water price per $m^3$ is 5.25 won. The other principle is determined by water value in the crop products and in compared with production of irrigated paddy and non-irrigated paddy. By using this method, water value in compared with paddy rice vs. upland rice(Average of 1967-1971) was 14.15 won per $m^3$ and irrigated paddy vs. non-irrigated paddy was 2.98 won per $m^3$. In contrast the irrigation fee in average association of 1967-1971 was 1.54 won per $m^3$. Accordingly, the current national average irrigation fee(water price) is resonable compared with its water value. In this study, it is found that the ceiling of water price in terms of water value is 2.98 won per $m^3$ or 2,530 won per 0.1 ha. However, in 1971 55% of the associations were above the average of nationwide irrigation fees. which shows the need for rationalization of the Association's management. In connection with rationalization of the Association's management, this study recommends the following matters. (1) Irrigation fee must be assessed according to the amount of water consumption taking intoaccount the farmer's ability. (2) Irrigation fee should be graded according to behefits and crop patterns. (3) Training personnel in the operation and procedures of water management to save O&M costs. (4) Insolvent farmland association should be integrated into larger, sound associations in the same GUN in order to reduce farmers' water cost. (5) The maintenance and repair of existing irrigation facilities is as important as expansion of facilities. (6) Establishment of a new Union of Farmland Association is required to promoted proper maintenance and to protect the huge investment in irrigation facilities by means of technical supervision and guidance.

This paper proposes a 2-kW solid-state power amplifier (SSPA) developed by employing power amplifier pallets designed using gallium-nitride high electron mobility transistors, which is used in S-band military radars and to replace existing traveling-wave tube amplifier (TWTA). The SSPA consists of a high-power amplifier module, which combines eight power amplifier pallets, a drive amplifier module, a digital control module, and a power supply unit. First, the amplifier module and component were integrated into a small package to account for space limitations; next, an on-board harmonic filter was fabricated to reject spurious components; and finally, an auto gain control system was designed for various duty ratios because recent military radar systems are all active phase radars using the pulse operation mode. The developed SSPA exhibited a max gain of 48 dB and an output power ranging between 63-63.6 dBm at a frequency band of 3.1 to 3.5 GHz. The auto gain control function showed that the output power is regulated around 63 dBm despite the fluctuation of the input power from 15-20 dBm. Finally, reliability of the developed system was verified through a temperature environment test for nine hours at high (55 ℃) / low (-40℃) temperature profile in accordance with military standard 810. The developed SSPA show better performance such as light weight, high output, high gain, various safety function, low repair cost and short repair time than existing TWTA.
Even though the cost associated with the repair and rehabilitation of existing structures are rapidly increasing, vast number of the repaired and rehabilitated structures do not function properly as expected during their remaining service lives. This paper focused on the flexural behavior of reinforced concrete slabs repaired and reinforced by PS strand and polymer mortar in the tension face. The slabs have the size of 700${\times}120{\times}$2200 m and 700${\times}120{\times}$1300 mm. Variables of experiment were space of strengthening, chipping, the number of strand, the kind of mortar in this experimental study. Attention is concentrated upon overall bending capacity, deflection, ductility and failure mode of repaired and reinforced slabs. Test results show that deflection of repaired and reinforced slabs reduced to approximately $40 \%$ comparison to standard slabs. Boundary cracking of chipping slab started ultimate load afterward. Concrete-mortar interface cracked 64.5 kN in repaired slab with AP mortar and 36.0 kN in repaired slab with general polymer mortar. Reinforcement effect increased with reducing space of strand. Also, Reinforcement effects are more by strand than by polymer mortar.
LED light has various advantages such as an energy saving effect of over 80% compared to existing lighting and environmentally friendly characteristics; however, there has been no affordable market for LED lighting because of its expensive price. This study discussed the validity of the expansion of distribution of LED lighting through an assessment of economic efficiency concerning LED lightening in order to analyze its efficiency in terms of energy savings and maintenance and repair, which will be generated as a result of the change from existing incandescent bulbs to LED lighting in the public sector. As to the target of analysis, the paper reviewed the validity of change to LED lighting as a result of the elimination of existing incandescent bulbs, by referring to 'the current incandescent bulb use and elimination performance' published by the Ministry of Knowledge Economy based on the "Elimination management system" executed by Korea Energy Management Corporation. The paper considered expenses for change, annual power savings amount and electric charges savings amount, repair and maintenance cost, $CO_2$ reduction volume, and the profit from the sale of CER (certified emission reduction). As a result of analyzing economic efficiency, when the discount rate during the change of existing incandescent bulb lighting to LED lighting is 3.26%, the profit was 8,648,400,000 won. Accordingly, NPV was analyzed to have a 'positive (+)' value, which means that this change is profitable.

A discounted cost model for preventive maintenance of armor units of rubble-mound breakwaters is mathematically derived by combining the deterioration model based on a discrete-time stochastic process of shock occurrence with the cost model of renewal process together. The discounted cost model of condition-based maintenance proposed in this paper can take into account the nonlinearity of cumulative damage process as well as the discounting effect of cost. By comparing the present results with the previous other results, the verification is carried out satisfactorily. In addition, it is known from the sensitivity analysis on variables related to the model that the more often preventive maintenance should be implemented, the more crucial the level of importance of system is. However, the tendency is shown in reverse as the interest rate is increased. Meanwhile, the present model has been applied to the armor units of rubble-mound breakwaters. The parameters of damage intensity function have been estimated through the time-dependent prediction of the expected cumulative damage level obtained from the sample path method. In particular, it is confirmed that the shock occurrences can be considered to be a discrete-time stochastic process by investigating the effects of uncertainty of the shock occurrences on the expected cumulative damage level with homogeneous Poisson process and doubly stochastic Poisson process that are the continuous-time stochastic processes. It can be also seen that the stochastic process of cumulative damage would depend directly on the design conditions, thus the preventive maintenance would be varied due to those. Finally, the optimal periods and scale for the preventive maintenance of armor units of rubble-mound breakwaters can be quantitatively determined with the failure limits, the levels of importance of structure, and the interest rates.

The simple and easy treatment with cast or splint has been applied to stabilize long bone fractures in farm animals. Applying cast or splint is relatively easier than surgical fixation and may temporarily stabilize fracture site. However, the internal fixation provides strong stabilization and early recovery of limb function. In this report, we describe six cases of limb fractures in calves repaired by internal fixation. Fracture sites are various and affected ages are between 1 day and several months old. In some cases, patients were treated with cast or splint before admitting to Veterinary Medical Center. In these patients, regardless of initial treatment fractures were not immobilized. Consequently we decided to treat these patients with open reduction and internal fixation. The fracture repair with implants(bone plate, screw, cerclage wire, and intramedullary pin) were effective and satisfactory in calves which had been failed by application of cast. Although the cost of orthopedic treatment in farm animal is one of the most important considerations from the practical point of view, internal fixation has many benefits in newborn and young calves. And simplicity of postoperative management is also practically significant benefit expected from infernal fixation In conclusion, we suggest that internal fixation will produce better result than external coaptation in calve.
This paper presents the research of Low Pass Filter(hereinafter called "LPF") which is the part of Chopper Gate Control Unit on the electric rolling stock. Chopper Gate Control Unit controling the propulsive equipments of electric rolling stock consists of several electronic parts, PCB, Power Supply, Gate Circuit Amp, Freon Cooling Device, and has been used the parts made by japan manufacturer Mitsubish. But these parts recently have been more broken down and slow down performance because of long-term use, deterioration. Most of the malfunctions are low performance of LPF. Furthermore, it is physically impossible to repair LPF. Because it is molding type part and no longer manufactured. Also it needs high cost for custom-building. Therefore, it is now making up for through self-developed LPF and operating on Busan metro 1st after on-board testing. This research performed the PS Pice simulation testing, analysis of self-developed LPF performance and the wave form characteristic by multi-function synthesizer, spectrum analyzer, oscilloscope.

Thanks to various benefits, low-cost real-time communication networks so called fieldbus have been widely used in many industrial applications including military systems, such as aircrafts, submarines, and robots. This paper presents a reliability analysis of dual-channel CAN(Controller Area Network) fieldbus which is used for controlling various equipment of submarine combat system. A submarine combat system playing a critical role to the success of missions and survivability consists of various devices including sensors/actuators and computers. Since a communication network for submarine combat system must satisfy an extremely high level of reliability, a dual channel technique is commonly adopted. In this paper, a Petri Net based reliability model for dual-channel CAN is discussed. A reliability model called generalized stochastic Petri Nets (GSPN) is built by utilizing the information on physical faults with CAN. The effectiveness of the proposed model is analyzed in terms of unreliability with respect to failure rate and repair rate.

Apartment housing has rapidly increased since the housing supply policy implemented in the late 1980s. However, various defects have occurred because the policy focused only on quantity supply, while neglected quality control. In addition, disputes related to various defects are increasing. ; accordingly, studies defects of apartment houses have been continuously conducted to solve various problems. In this study, I analyzed the research trends regarding long-term accumulated defects of apartment buildings by keyword network analysis, and suggest implications. As ananalysis method, I collected journal articles using the portal of the Korea Educational and Scientific Information Agency and constructed data analysis by filtering collected academic papers and keyword refinement. Ialso performed visualization modeling for keyword network relationships, connection degree centrality analysis, and mediation centrality analysis. The results revealed that Mortgage, Dispute, Repair, Case, Response, Condensation, Cost, Institution, Standard, and Valuation are the main keywords that characterize apartment housing defects.
Shape memory alloys (SMA) exhibit superelasticity which refers to the capability of entirely recovering large deformation upon removal of applied forces and dissipating input energy during the cyclic loading reversals when the environment is above the austenite finish temperature. This property is increasingly favored by the earthquake engineering community, which is currently developing resilient structures with prompt recovery and affordable repair cost after earthquakes. Compared with the other SMAs, NiTi SMAs are widely deemed as the most promising candidate in earthquake engineering. This paper contributes to evaluate the seismic performance of properly designed concentrically braced frames (CBFs) equipped with NiTi SMA braces under earthquake ground motions corresponding to frequently-occurred, design-basis and maximum-considered earthquakes. An ad hoc seismic design approach that was previously developed for structures with idealized SMAs was introduced to size the building members, by explicitly considering the strain hardening characteristics of NiTi SMA particularly. The design procedure was conducted to compliant with a suite of ground motions associated with the hazard level of design-basis earthquake. A total of four six-story CBFs were designed by setting different ductility demands for SMA braces while designating with a same interstory drift target for the structural systems. The analytical results show that all the designed frames successfully met the prescribed seismic performance objectives, including targeted maximum interstory drift, uniform deformation demand over building height, eliminated residual deformation, controlled floor acceleration, and slight damage in the main frame. In addition, this study indicates that the strain hardening behavior does not necessarily impose undesirable impact on the global seismic performance of CBFs with SMA braces.
