Recently, owing to the development of ICT industry and wide spread of smart phone, the number of people who use car sharing service are increased rapidly. Currently two-way car sharing system with same rental and return locations are mainly operated since this system can be easily implemented and maintained. Currently the demand of one-way car sharing service has increase explosively. But this system have several obstacle in operation, especially, vehicle stock imbalance issues which invoke vehicle relocation. Hence in this study, we present an optimization approach to depot location and relocation policy in one-way car sharing systems. At first, we modelled as mixed-integer programming models whose objective is to maximize the profits of a car sharing organization considering all the revenues and costs involved and several constraints of relocation policy. And to solve this problem efficiently, we proposed a new method based on particle swarm optimization, which is one of powerful meta-heuristic method. The practical usefulness of the approach is illustrated with a case study involving satellite cities in Seoul Metrolitan Area including several candidate area where this kind systems have not been installed yet and already operating area. Our proposed approach produced plausible solutions with rapid computational time and a little deviation from optimal solution obtained by CPLEX Optimizer. Also we can find that particle swarm optimization method can be used as efficient method with various constraints. Hence based on this results, we can grasp a clear insight into the impact of depot location and relocation policy schemes on the profitability of such systems.
Many domestic and international countries recently apply the blockchain technology to its related application fields. Not the enterprise-centered economy, the concept of the sharing economy which is controlled by individuals has been expanded. However, the development of the necessary system to realize the sharing economy in the agricultural sector has still been insufficient. Because the agricultural machinery rental business in the recent agricultural policies is managed by the government and the local government keeps and provides limited quantities and resources, its operation system has several problems. In case of high-priced agricultural machines, the machines can not be supplied adequately at the right time due to the limited quantities during the busy farming season. This paper proposes the sharing system that individual owners rent their agricultural machinery to growers using the blockchain technology. Thus, the proposed system provides the distributed method to solve agricultural machines of a lack of resources and also gives the secure service to all the growers.

Recently, the importance of non-face-to-face has been emphasized due to COVID-19, and the use of sharing spaces is also expanding. The use of uncontact check-in technology for access control of sharing spaces reduces waiting time and optimizes workers' efficiency, resulting in operational cost savings. In this paper, we propose a sharing space access management system based on a mobile key and RCU (Room Control Unit), access to the facility using a mobile key, and monitor the facility using an RCU. Proposal system is for shared accommodation, rental field (residence, sale-selling hotel), shared office, etc. when there is a one-time visitor on a specific day and time, the corresponding password is delivered to the mobile platform to expose and key the existing password. It is supported by a field-adaptive system that can reduce discomfort such as delivery. In order to test the operation of the proposed integrated system, tests were conducted according to scenarios to understand the overall status of the user's reservation, check-in, and check-out, and a 100% success rate was derived for each item by setting performance indicators to prove test reliability.

This study involved elementary schoolchildren in Busan Metropolitan city and assumed the foundation of social cooperative associations that provide education services for meteorological fields, then we analyzed expected profits in a year for successful operation of first year. Twelve variables relating to profits and expenses were derived, and we used the decision tree for analyzing optimal expected profits. Profit-related variables were lecture's fee per hour and price of textbooks. Expense-related variables were production costs for the textbooks, annual salary for a teacher, education costs for a teacher, developing costs for the textbooks, traveling expenses, rental fees, and operating costs. Besides, by adding education demands, the number of grades, and the number of teachers, we analyzed changes in expected profits, considering variability of profits and expenses. As a result, despite of expected lower demands, to increase price of textbooks and education costs per hour was of advantage to enhance expected profits. The reason is that the more demand, the more increased production costs for textbooks, which is because not to make enough profits to offset the increased expenses due to lowered price of textbooks and education costs. Considering the value of public interest for social cooperative associations, price determination only concerning increase in demands will be avoided.

Domestic vehicle penetration rate is growing at 3% per year, but consumers are increasingly buying used cars due to steady price hikes Nevertheless, the used car export market is expected to decline due to import regulations of major countries and the low grade environment of Used car export complex. Therefore, this study using Fuzzy-AHP was aimed to find operational factors of Used car logistics complex and establish a practical management plan of Used car logistic complex in incheon port. Fuzzy-AHP is the method that can be calculated weight of multi-level criteria and change linguistic ambiguity of human to Fuzzy Number. So it's able to propose the realistic decision making alternatives. As a result of the literacture reviews, present study focused on the analysis of the present situation of the logistics of the used car and the activation of the complex, suggested the activation plan and activation of the logistics complex. In the analysis of operational factors, logistic complex cost factors were found to be the most important factors by recording the weighted value of 0.306 in the above factors. The detailed factors were as follows: rent, accessibility, and logistics site size. It is necessary to compute competitive rent for the highly-advanced used car logistics complex, and to realize the rental support policy and to consider designating the free trade zone. In addition, it is necessary to expand the access infrastructure and secure the scale of the company for overseas buyers, and it is necessary to improve the overall government laws and introduce IT system for the future.
This study proposes the big data policy and case studies in Korea and the application of land and housing of spatial big data to excavate the future business and to propose the spatial big data based application for the government policy in advance. As a result, at first, the policy and cases of big data in Korea were evaluated. Centered on the Government 3.0 Committee, the information from each department of government is being established with the big-data-based system, and the Ministry of Land, Infrastructure, and Transport is establishing the spatial big data system from 2013 to support application of big data through the platform of national spatial information and job creation. Second, based on the information system established and administrated by LH, the status of national territory information and the application of land and housing were evaluated. First of all, the information system is categorized mainly into the support of public ministration, statistical view, real estate information, on-line petition, and national policy support, and as a basic direction of major application, the national territory information (DB), demand of application (scope of work), and profit creation (business model) were regarded. After the settings of such basic direction, as a result of evaluating an approach in terms of work scope and work procedure, the four application fields were extracted: selection of candidate land for regional development business, administration and operation of rental house, settings of priority for land preservation, and settings of priority for urban generation. Third, to implement the application system of spatial big data in the four fields extracted, the required data and application and analytic procedures for each application field were proposed, and to implement the application solution of spatial big data, the improvement and future direction of evaluation required from LH were proposed.

There is a need to develop diverse cultivation species with reference to the favorites and farming experiences of allotment garden participants, in addition to the crops being cultivated in the gardens. In this study, therefore, a survey on the status of cultivation and the demand for herb crops for the garden participants was conducted. Current trend of the programmes related to allotment garden for city dwellers, executed by various relevant organizations was analyzed. A questionnaire was accomplished by adult participants experiencing farming in allotments. Likewise, interview with farm proprietors was conducted. The results showed that the number of crop species cultivated in allotments was about ten species. The purchase of seeds and nursery plants was mainly dependent on the farmland proprietors. The selection of the crops was made by both wife and husband. The status of herb utilization indicated that 5.7% of participants were cultivating or had cultivated herb plants. Sixty-two percent of participants were not cultivating herb plants because they did not know how. The purposes of using herbs were for medicine and beauty (22.0%), for spices (22.0%) and for enjoyment (29.0%). Thirty-four percent (34.0%) of participants were interested or would like to use the herbs in the future for medicine and beauty, 39.0% for spices and 31.7% for enjoyment. It is expected that the demand for herbs would increase. Also, 78.3% of participants had the intension or had taken into consideration to cultivate the herb plants, if the farmland proprietors would provide the plants. And, they had interest in planting, management and post harvest utilization and if a reference material would be provided as well. An approach to plant new crops might be possible to those who have more than four years of farming experience and possess relatively high level of cultivation techniques. In conclusion, the favorable crop cultivation strategy corresponding to the participants' abilities; and rental process were essential for the sustainable operation of allotment gardens and expanded number of participants. Moreover, there is a need to pay attention to the city dwellers who have a lot of farming experiences in allotment gardens to maintain agriculture and rural community. This is so, because they are interested in agriculture and rural community and most of them replied that they had intentions to move to rural areas in the future.

The development of hot social networking services, including the Internet, has transformed rental car services into IT-based car-sharing services. The car-sharing service is a service that allows people to rent cars online without having to face-to-face. It has become the preffered service among young people who are accustomed to drinking and eating alone. Users can use their smartphones to book their types of cars and hours of rent, and then go to a nearby designated parking lot to use their reserved cars. You can open a designated car door with a smart phone and drive. It is a very convenient service to pay for the distance you drive. However, the car-sharing service already in use in business has the following problems: underage who do not have a driver's license may drive a car borrowed by an acquaintance, the status of a license registered at the time of join membership with a car-sharing company may change to a suspension or cancellation of a license while renting and driving, or even a drunk person may rent a car and drive. In this paper, the method to solve these problems has been studied and proposed. The proposed method is to reduce the cost of investment by a car-sharing service provider and to minimize user inconvenience. And, it was compared and analyzed with the existing method. For the method to be used efficiently, the active operation of the car-sharing company and the government's policies will have to be supported.

The city of Suwon has introduced a dockless bike for the first time in Korea. In this study, a questionnaire was conducted for citizens to suggest improvement through satisfaction analysis. As a result of the survey, 88 % of respondents awarded the presence of a bike, and 90 % answered positively in terms of bike policy; whereas mature civic ethics showed an low satisfaction. For the purpose of usage, approximately 75 % of users mainly used for commuting, business, shopping, and the connection with mass transit. In the result of the primary means of a trip, a private car was most preferred before operation; However, it was found that mode transition has been actively carried out. This suggests significant implications for implementing sustainable urbanism. Meanwhile, The level of satisfaction significantly differed in the field of payment method, charge, usage guidance and publicity by an occupation and age groups commonly. Satisfaction in bike maintenance was statistically differed by an occupation. Satisfaction in Rental-return and registration procedures showed differences by an age groups. The results of this study will contribute to establishment related policies and to more activate dockless shared bike.

Video-On-Demand system provides electronic video rental services from remote video servers on a broadband communication networks. Most of proposed VOD systems are typically designed for one-to-one conncetion between a user and video server. Therefore, video server stream services to customers individually by allocating a dedicated transmission channel and a set of video server resources for each customer. However, it is inefficiency and wxpensive way when server support multiple users who access the same video stream with a dedicated video channel. Therefore, to achieve cost-effectiveness, batching have studied method that uses multicast communication to simultaneously service all users requesting the same video with a single video with a single video stream. However, the application of the multicast communication by batching detract from the VCR-like function and on-demand nature of the system. In this paepr, we propose a scheme that can support an interactive VCR for all user requesting the same video stream with batching. To reduce a server I/O and network bandwidth requirement, dynamic buffer is allocated to access node which has variable playout poit. Consequently, it makes possible interactive VCR operation as if customer uses true VOD system. Also, this scheme can just deliver a multicast stream without delay after an initial request or VCR action occurred. The policy can guarantee acceptable services to number of users at minimum cost.
