Analyzing the Current Situation and Issues of Urban Renewal Projects in Korea: Focused on Housing Redevelopment Projects and Housing Reconstruction Projects (전국 도시재정비사업 추진실태 분석을 통한 개선방안 고찰: 주택재개발사업 및 주택재건축사업을 중심으로)

  • The detailed current situation of urban renewal projects which have implemented in all over the country is sorted by regional and divisional groups, researching press reports. Problems in the progress of promoting urban renewal projects made the paper are analyzed in this research. This research examined the actual condition about urban renewal projects synthetically and then, deduced the following improvement plan. First, formulating long-term renewal plan is needed. Secondly, It should be changed into the gradual urban renewal project on a small scale according to various conditions of each local area. Finally, support of the central government in consideration of local conditions should be carried out.

  • Under the guise of a residential environment improvement, distendedly designated Pre-Housing Renewal districts and Renewal Districts by Basic Plan for Renewal Projects are not promoted and leaved for a long-term so that residential problems have become worse. In case of the canceled Housing Renewal district, at the time when the district are canceled, the residential environment has become already superannuated for more than 10 years but there is no follow-up plan to manage that problem so that the exact management plan for those neglected districts is urgently needed. Therefore, the purpose of this study is to analyze the aspect of change of residential environment after the cancellation and indicate appearing problems by conducting on the case of Canceled districts of Daegu Housing Renewal District. This study will be the first step to seek practical management measures for canceled districts, and on the basis of this, the research will become a precedent to seek the sustainable planning measures for the designation and management of Renewal Projects from now on.

  • The block-unit housing renewal project was presented as an alternative method to overcome the side effects of large-scale renewal projects while improving poor residential conditions. However, projects implementation is prolonged and even the pace of projects, which was considered an various incentives, is being delayed for the most part. In this study, delay factors are drawn by eight; conflict among association members, contract delay of joint implementation, participation paucity of constructor, inadequate project guidelines, alteration of project plan, lack of renewal project professionals, stricter loan restriction of HUG, lack of capacity of project operator. We categorized those eight factors to three aspects such as implementation, participants and proposition and suggested improvement alternatives according to three aspects.

  • A number of urban renewal projects are currently being implemented around the world. Current project management tools are limited in effectively dealing with numerous issues regarding management of these projects (e.g., simultaneous execution of multiple projects). As an effort to address this deficiency, an Intelligent Program Management Information System (i-PgMIS) was developed for effective management of urban renewal projects. The i-PgMIS is a web-based system consisting of various modules including cost management, schedule management, risk management, change management, eco-value engineering (EVE) and so on. Based on the recognition of increasing awareness of creating sustainable built environment, this paper focuses on the EVE module that can support eco-value analysis at program-level management. The EVE module is expected to enhance value and sustainability of construction processes throughout the whole 'program' lifecycle and further to support program feasibility study based on life cycle costing.

  • The urban renewal type redevelopment project is a project to improve the urban environment for the recovery of urban functions and revitalization of commercial districts in commercial and industrial areas. Urban regeneration projects are not progressing smoothly. The urban renewal type is not so for landowners, who require a high level of professional knowledge and experience to carry out smooth projects. In addition, the core part of business conflicts can be seen as the problem of management and disposal methods. Therefore, as landowners, etc. become the actual subjects, the public will take charge of project execution, but all development gains and losses will be attributed to the owner of the land, etc.

  • Construction projects are vulnerable to diverse internal and external factors, requiring systematic and consistent performance management along the entire life cycle of a project. In particular, urban renewal projects have a range of performance measures, including policy reconciliation and permits, project development, project financing, design, construction, and occupancy and maintenance. This requires a program-level megaproject approach, which integrates each stage of a project as well as variety of stakeholders' interests in pursuing a project from different perspectives. However, previous research on performance management has focused especially on the limited scopes of factors, including cost, quality, and schedule at the project level or on financial factors at the firm level. Given the lack of current approaches, this study suggests an integrated and systematic performance management scheme to control urban renewal megaprojects at the broadened perspectives of the program level. To this end, this study adopts the balanced scorecard approach and elicits key performance indices associated with various project configurations. Finally, an algorithm is presented for quantitatively assessing the level of performances along whole life cycle of urban renewal megaprojects.

Renewal Methods of Public Space Using Abandoned sites in Works of 'European Prize for Urban Public Space' ('European Prize for Urban Public Space'의 참가작에서 나타나는 유휴지 활용 공공공간 재생방식)

  • Recently, public concerns about renewal of abandoned sites centered in Industrial Heritage are increasing in Korea. For this reason, the purpose of this study was to analyze characteristics of renewal methods of public space using abandoned sites. To achieve the proposed goal, the first part of this study focused on showing public properties involved in the fundamental reasons for the birth and life(persistence) of abandoned sites, which testified that they should be regenerated into public spaces to maximize the potentiality of abandoned sites. Upon preliminary analysis, main values of public space renewal were drawn through the analysis of the selection criteria, type of information about selected works, and classification system in 'The European Prize for Urban Public Space' hosted by the CCCB(Centre of Contemporary Culture of Barcelona). Then, 427 projects participating in this prize from 2000 to 2010 were analyzed to identify characteristics of each level (site-program, process and space). Although this study was limited to the analysis of European projects, it proved that citizens' lives and activities should be involved in projecting-practicing-designing of renewal project using abandoned sites to create a successful public space.

Development of Program Management Information Systems for Urban Renewal (도심 재생 종합 사업관리 시스템의 개념 및 개발)

  • Due to the variety of processes that are mainly influenced by the modification of law and regulations, it is difficult to propose a formal procedure of urban renewal projects. In addition, conflicts among various participants and stake-holders have made urban renewal difficult to manage. Needs for new systems to support management of this type of projects have been raised. This system should enable users to manage program aspects as well as projects given that the urban renewal consists of several projects. According to analysis of current context, the requirements of the system are classified as follows: a method to create flexible systems to cope with various process; functions to provide data on cost and schedule; user-friendly visualized tools enhancing understand of non-experts or less-experienced participants. This paper summarizes the background, requirements, concept and model of the system. Currently, prototype systems have been developed. Regarding outputs presented so far, potential benefits of the system are presented as well.

  • Urban renewal projects, in the form of mega-projects, are being actively implemented both nationally and internationally to revitalize inactive cities. These programs, however, are difficult to manage efficiently due to their need for a large budget over a long period of time and due to conflicts with stockholders. Moreover, existing cost and duration management systems are structured with emphasis on the design and construction stage of unit projects, thus limiting their application to long-term mega-projects that are integrated with various facilities. To solve these problems, this study developed a web-based system that can collectively manage the cost and duration of mega-projects at a program level. The unit modules included in the system--CBS organization, construction cost and duration prediction, and total cost and duration prediction--can support decision-making at the early stage of the program. Furthermore, the modules, which include contract management, execution management, change management, and program progress management, support the program operations for its successful accomplishment. The web-based cost and duration management system developed in this study is expected to be used as a valuable tool that supports the successful accomplishment of mega-projects through their efficient management throughout their life cycle.

  • Most recent programs in and out of the country are related to urban renewal projects. Contemporary project management information systems have been developed was to manage single or multiple projects focusing on their construction phase, and those have limitations to apply to large-scale complicated mega projects. So, this study explain the core concept of decision support modules for iPMIS (Intelligent Program Management Information System) and its major functions to support project owner and participants by introducing ontology in the web environment. This study confined the scope of research to the planning phase of urban environment improvement projects. Ontological logic structure and relation about planning works is essential parts and three functions to implement decision support module are developed.
