해외 신재생연료 의무혼합제도 비교분석 연구 (Study on Comparison of Nenewable Fuel Standard Policy on Global)

  • The global rise of greenhouse gas(GHG) emissions and its potentially devastating consequences require a comprehensive regulatory framework for reducing emissions, including those from the transport sector. alternative fuels and technologies have been promoted as a means for reducing the carbon intensity of the transport sector. Renewable fuel policies were historically motivated by energy security concerns, and to promoted agricultural industries. In the last decade, biofuels have also been discussed as low or net-zero carbon soures of energy for transportation. Hence, the development of biofuels has been supported by a range of policy instruments, including volumetric targets or blending mandates, tax incentives or penalties, preferential government purchasing, government funded research, development in world-wide. As one of the most powerfuel instruments, renewable fuel mandates require fuel producers to produce a pre-defined amount(or share) of biofuels and blend them with petroleum fuel. In this study, we reviewed Renewable Fuel Standard(RFS, USA), Renewable Transport Fules Obligation (RTFO, UK) as a renewable fuel mandate policy to reduce GHG. This includes not only mandate system for blending of biofuels in transport fuels, but also sustainability to use biofuels in this system.

  • Renewable Portfolio Standard (RPS) is a regulatory policy that requires the generation companies to increase the proportion of renewable energy sources such as wind, solar, LFG, fuel cell, and small hydro. Recently, Korean government decided to increase the portion of renewable energy to 3% to total electricity generation by 2012 from the current level of 0.13%. To achieve this goal, an innovative plan for market competitiveness would be required in addition to the present Feed-In-Tariff (FIT). That is Korean government has taken it into consideration to introduce a Renewable Portfolio Standard (RPS) as an alternative to FIT. This paper reviews the impact of RPS on the long-term fuel mix in 2020. The studies have been carried out with the GATE-PRO (Generation And Transmission Expansion PROgram) program, a mixed-integer non-linear program developed by Hongik university and Korea Energy Economics Institute. Detailed studies on long-term fuel mix in Korea have been carried out with four RPS scenarios of 3%, 5%, 10% and 20%. The important findings and comments on the results are given to provide an insight on future regulatory policies.

  • Recently, Korea government decided to introduce RPS (Renewable Portfolio Standard) mechanism which requires electricity providers to gradually increase the amount of renewable energy sources such as wind, solar, bioenergy, and geothermal. As a consequence, it is expected that the long-term fuel mix would be changed to result in more expensive production and the increased production costs would be distributed to the rate payers via electricity tariffs. This paper presents the change in long-term fuel mix in year 2020 with the four RPS scenarios of 3%, 5%, 10% and 20%, and the methodologies for collecting the increased production costs through new tariff schedule. The studies on long-term fuel mix have been carried out with the GATE-PRO (Generation And Transmission Expansion Program) optimization package, a mixed-integer program developed by the Korea Energy Economics Institute and Hongik university. Three methodologies for distributing the production costs to the rate payers have also been demonstrated.

  • 최근 신재생 연료에 대한 관심이 증가하고 있다. 그중에서도 신재생 연료 혼합의무화 제도(Renewable Fuel Standard, 이하 RFS)는 정부가 내년부터 시행을 추진하겠다고 밝혔고 그에 따른 관심이 집중되고 있다. RFS란 차량 등의 수송용 연료 공급자로 하여금 자신이 공급하는 연료의 일정비율을 재생연료, 즉 바이오 연료로 혼합하여 공급하도록 의무화하는 제도를 말한다. 이미 유럽, 미국 등 선진국들에서는 에너지원을 다양화하고 있는데 이와 더불어 자국의 농촌 발전을 위해 오래전부터 RFS를 도입하여 시행해 오고 있다. 또한 RFS를 통해서 이루어 질 기후변화에 대한 대처를 알아보고자 한다. RFS의 지속성을 다섯 개의 축으로 나타내보기도 할 것이다.

  • As our government is actively introducing the RPS (Renewable Portfolio Standards) as a national renewable energy obligation policy, power producers are using the various renewable energy to meet the RPS supply quota since 2012. Recently, it is appling to use power bio-fuel oil in bio-fuel oil demonstration project with power companies. In general, power bio-fuel oils are composed of mixture products of vegetable oil, animal fat, fatty acid ester and waste oil. It is already developing for a power plant as a renewable energy abroad. In Korea, it is studying a 100% combustion and blended combustion of heavy fuel oil and bio-fuel oil. In this study, we investigated fuel characteristics of mixed power bio-fuel oil and its emission performance. Especially, it was reduced emissions of bio-oil in industrial boilers due to bio-fuel properties as compare with fuel oil.

  • As Korean government has activated the renewable portfolio standard (RPS) since 2012, producers have been seeking and using the various renewable resources to meet the RPS quota. One of these efforts, Power Bio-Fuel oil demonstration project is being conducted to check the operability and compatibility with fossil fuel, Fuel oil (B-C) from 2014. The oil is a mixture of vegetable oil and animal fat or fatty acid ester of them and should satisfy some specification to use the power generation. The oil's quality and combustion characteristics are different from conventional oil, Fuel oil (B-C) in current power plant facility. In this study, it was investigated the storage stability and malodor intensity of Bio-Fuel oil.

  • 최근 정부는 신재생에너지 연료 혼합 의무화 제도(RFS)와 신재생에너지 공급 의무화제도(RPS)를 적극 추진하고 있어 신재생에너지 연료의 중요성은 그 어느 때보다도 부각되고 있으며 적극적인 연구가 필요한 때이다. 이의 일환으로 발전용 바이오중유 시범보급사업과 관련 연구가 활발히 진행 중에 있다. 본 연구에서는 바이오중유의 성능평가기준(안) 마련을 위해 중유와 바이오중유의 연료품질 특성 및 산업용 보일러에서 연소 후 배출되는 먼지, 배출가스의 양을 비교 연구하였다. 연구결과 바이오 중유를 사용할 경우 먼지와 황산화물 등 유해배출가스가 현저히 저감 되는 것이 밝혀졌다.

신재생에너지 적용에 따른 화력발전 경제성분석 (Analysis of Economical efficiency for renewable energy in Steam Power Plant)

  • Since the Renewable Portfolio Standard (RPS) would be started in 2012, the use of renewable energy should be 11% of total energy use including bio-fuel in 2030. The economic efficiency for renewable energy in B power plant was considered with the bio-diesel, wind power and solar power. The Net Present Value (NPV) and Benefit/Cost Ratio(BC) were used for the economic efficiency with the cost and benefit analysis. In case of bio-diesel, the cost resulted from the fuel conversion and the benefit would be created with trade and environmental improvement. With regard to wind power and solar power, the construction cost would be required and benefit factors would be same as the bio-diesel. The wind power was the best of economic efficiency of renewable energy as the results of NPV and BC ratio. Whereas, the market of wind power was very popular and the techniques of wind power has been developing rapidly.

  • 전 세계적으로 에너지원 다양화 및 온실가스 저감을 위한 다양한 신재생에너지 보급활성화 정책이 추진되고 있다. 국내에서도 500MW 이상의 발전설비를 보유한 발전사업자에게 신재생에너지 공급 의무화제도(Renewable Portfolio Standard(RPS))를 시행중이다. 발전사업자들은 의무공급량 이행을 위해 발전용 바이오중유를 사용하고 있다. 발전용 바이오중유란 동 식물성 유지, 지방산에스테르 및 그들의 혼합물로서 동점도, 유동점, 전산가 등의 품질특성을 만족해야 한다. 발전용 바이오중유는 원료물질에 의해 품질특성이 결정되었고, 중유와의 혼합비율이 증가할수록 유동점, 밀도, 황분 및 동점도는 감소하고 전산가, 요오드가, 산소함량은 증가하였다. 본 연구에서는 중유 대체연료로서의 발전용 바이오중유의 품질특성과 C 중유에 혼합 시, 혼합비율에 따른 물성 변화에 대해 검토하였다.

  • 파리협정의 체결로 신 재생에너지 보급이 활발해지고 있다. 국내의 경우 공공건물 중심으로 신 재재생에너지 보급 정책이 진행되고 있으며, 건물 내에 설치가 비교적 수월한 연료전지 시스템의 보급이 확대될 전망이여서 계통연계형 연료전지 전력변환장치의 단독운전방지 평가 연구가 중요하다. 본 연구에서는 연료전지 전력변환장치의 국내 인증기준 KGS AB934 PC53이 해외 규격과 부합하는지 검토해보고 계통연계 시 중요한 안전성능인 단독운전방지 평가에 대해 분석하였다. 또한, 병렬로 연결된 두 대의 전력변환장치의 단독운전방지 평가를 위한 시작품을 제작하고 실증 평가를 통해 여러 대의 연료전지 시스템이 설치되고 있는 상황에 맞는 안전성능 확보 방안을 연구하였다.
