S. Korea's Approach Strategy through Policy Analysis of Major Countries to Promote the Use of Forest Biomass as Renewable Energy (재생에너지로서 산림바이오매스 활용 촉진을 위한 주요국의 정책분석을 통한 한국의 접근전략)

  • Forest biomass energy is based on scientific evidence in response to carbon neutrality and the climate crisis, international consensus, and environmental-geographic characteristics of each nation. In this study, the authors aimed to analyze macroscopic forest biomass energy policies for ten major countries. They categorized them into six detailed categories (Sustainable utilization, Cascading Uutilization, Replacement of fossil fuel/Carbon intensive products, Utilization of forest by-products/residues as the source of energy, Contribution to carbon-neutral/climate change, and Biomass combined with CCS/CCUS ). In addition, the surveyed nations have developed a policy consensus on the active use of forest biomass with sustainable forest management except for the cascading utilization category. Furthermore, the authors evaluated the mid to long-term plans of the Korean government for improvements in the policy and legal aspects. As a result, the authors derived four major directions that South Korea should approach strategically in the future (1) secure financial resources for sustainable forest management and stimulating investment in the timber industry, (2) promote unified policies to establish a bio-economy, (3) enhancement of the forest biomass energy system, and (4) reorganization and promotion of strategy centered on the opinions of field experts in internal and external instability.

Estimation of Optimal Angle for PV Panels Considering Building's Shadow in Daejeon (대전지역 건물음영을 고려한 PV 최적각도 산정)

  • By blocking irradiance, shadows cast by high-rise buildings in urban areas can reduce the power generation efficiency of PV panels installed on low-rise buildings. As the conventionally installed PV panel is not suitable for the urban environment, which is unfavorable for power generating, a more radical solution is required. This study aims to help solve this problem by estimating the optimal PV panel angle. Using the proposed method, the optimal PV angle was calculated by considering shadows that could be cast by nearby buildings throughout the year, and the correlation between solar shading and elevation angle was discovered based on the calculated data.

  • Recently, with the rise of environmental issues and the change of government policy (Renewable Energy 3020 Implementation Plan), a large amount of renewable energy such as solar and wind power is connected to the power system, and most of the renewable energy is concentrated in the power distribution network. This causes many problems with the voltage management and the protection coordination of the grid due to the its intermittent power generation. In order to effectively operate the distribution network, it is necessary to deploy more intelligent terminal devices in the field to measure the status of the distribution network and develop various operation functions such as visualization and big data analysis to support the power distribution system operators. In addition, the failover technology must be supported for the non-stop operation of the power distribution system. This paper proposes the system architecture of new power distribution management system to cope with high penetration of renewable energy. To verify the proposed system architecture, the functional unit test and performance measurement were performed.

  • As our government is actively introducing the RPS (Renewable Portfolio Standards) as a national renewable energy obligation policy, power producers are using the various renewable energy to meet the RPS supply quota since 2012. Recently, it is appling to use power bio-fuel oil in bio-fuel oil demonstration project with power companies. In general, power bio-fuel oils are composed of mixture products of vegetable oil, animal fat, fatty acid ester and waste oil. It is already developing for a power plant as a renewable energy abroad. In Korea, it is studying a 100% combustion and blended combustion of heavy fuel oil and bio-fuel oil. In this study, we investigated fuel characteristics of mixed power bio-fuel oil and its emission performance. Especially, it was reduced emissions of bio-oil in industrial boilers due to bio-fuel properties as compare with fuel oil.

  • Recently, the energy industry is implementing renewable energy supply policy to reduce energy consumption. The purpose of this study is to build a database that can help promote the supply of geothermal energy system to prepare for the increase of renewable energy demand and to develop a method to evaluate the possibility of geothermal energy system installation by using database information. The data used in the study was reliable using open data provided by national agencies. We obtained information necessary for the possibility of geothermal energy system installation, constructed a dedicated database, and studied the method of calculating the geothermal well capacity by using the database information. In the future, this study will establish a local environmental evaluation standard and add information on other renewable energy to contribute to the activation of renewable energy supply.

According to the 2nd Renewable Basic Plan : 2003-2012 the Government showed a very aggressive Solar Thermal Deployment Plan including Solar Thermal Apartment Housings Program. Owing to the Vision Statement such as Million Solar Thermal Roofs Program Korean Solar thermal Industry also can bring another shinny days Especially the more solar thermal applications such as to the Apartment Housings and Green Villages could bring a sustainable Solar Society Korea The RPA Program by the 9 Major Non-Private Energy Corporal ions and the RPS Program for the Solar Thermal Energy shall be another useful policy for the realization of Million Solar Korea era.

Review on Data Acquisition of Renewable Power Generators (신재생발전기의 데이터 취득방안에 대한 고찰)

  • In accordance with the Government's policy, renewable power generation is expanding very largely. This leads to increasing uncertainty in the power market and power system owing to the intermittent and fluctuating output characteristics of renewable power generators. Data on the acquisition of renewable power generators can be largely classified according to the operation of the power market and power system. Data on the settlement for the payment for the power amount are acquired in the power market, and real-time data for monitoring the status and output of the generators are acquired in the power system. However, renewable power generators operating in the power market have different acquisition cycles depending on the method of communication of the power meter. They acquire data only for settlement purposes and have no real-time data, which requires improvement. In this paper, the acquisition status is reviewed by classifying the data of renewable power generators into settlement and real-time data. In addition, measures and acquisition criteria for real-time data of renewable power generators for improving the acquisition method are proposed.

Urban energy transition and energy autonomy in Daegu (대구의 도시 에너지 전환과 에너지 자립)

  • Depletion of fossil fuels and sharp rise of international oil price as well as climate worming and frequent environmental disasters have required to strengthen resource(esp. energy) and environmental policy and discourse. And hence highly influential discourses and policies such as the concept of sustainable development and strategy for carbon regulation have been developed and pursued world-widely. But these concept and strategy have seemed to be subsumed in the process of neoliberalism, so as to have little effective results. This leads us to energy transition and energy autonomy or autarky as alternative strategic and normative concepts. Daegu has shown strong interests in urban energy problems relatively earlier than other cities, and developed the so-call 'Solar City' project. But it could not properly tackled with the problems, while tending to meet with the global imperatives. This paper considers urban energy problems and energy policy of Daegu with its significance and limitations, and suggests 4 principles for urban energy transition and autonomy with some concrete alternative measures; that is, the transition from fossil and nuclear energy to renewable energy, the transition from supply-led policy to demand side focusing policy, the transition from central governing energy system to locally distributed one, and the transition from market-dependent management to citizen-participatory energy governance.

  • The economic development of most countries in the world has negatively impacted fossil energy resources. Fossil energy sources such as petroleum and coal are increasingly depleted. When energy sources are exhausted, renewable energy sources are growing strongly. Renewable energy development can help to replace diminishing fossil fuels. Furthermore, the usage of renewable energy can contribute to a green economy and sustainable development by protecting the environment. Solar power on the roof is one of the many renewable energy sources available. But at present, the investment in roof voltage systems has not developed strongly in Vietnam. This paper uses the SEM model to evaluate the factors affecting investment in rooftop solar power in some provinces of Vietnam. The article uses the household interview method. The article has given 8 factors affecting the decision to invest in rooftop solar power for households. Research results show that most of the factor variables have a positive impact on the decision to invest in rooftop solar power. Based on assessing the factors affecting the decision to invest in rooftop solar power, the article will provide conclusions and policy suggestions to increase investment in rooftop solar power in Vietnam.

  • In this paper, we simulate the contribution of an increasing renewable energy to demands for fossil fuels and power supply price by estimating a cost function for the Korean electric power generation sector. Since the renewable energy is a composite input, it is not feasible to compute the price index for renewable energy due to data limit. We estimate a restricted cost function, which is derived by minimizing the costs of fossil fuels conditional on the quantity of renewable energy set to its optimal level, jointly with supply relation. In particular, derivation of the shadow price of renewable energy would make it possible to analyze potential costs incurred by power plants.
