  • Because the local governments has closet contact for public services compared to central government, their role is important in the age when welfare issue is more important than before. So Local Public Finance being important than ever, but regrettably local financial issues related to the mostly negative. In particular, many local government face problem of local fiscal independence, as a result, they have hard time to secure financial resources. Reliant local finance by central government can be alternative, however, it causes negative effect for autonomous management of local finance and fiscal soundness. In this study, public data by public institutions is suggested as solution to secure financial resources. Although, utilization of public data is initial level, this paper deal with exploratory discussion for public data as self-reliant local finance with validity and suggestions.

  • We propose an electrically self-reliant structural health monitoring (SHM) system that is able to wirelessly transmit sensing data using electrical power generated by vibration without the need for additional external power sources. The provision of reliable electricity to wireless SHM systems is a highly important issue that has often been ignored, and to expand the applicability of various wireless SHM innovations, it will be necessary to develop comprehensive wireless SHM devices including stable electricity sources. In light of this need, we propose a new, highly efficient vibration-powered generator based on a tuned-mass-damper (TMD) mechanism that is quite suitable for vibration-based SHM. The charging time of the TMD generator is shorter than that of conventional generators based on the impedance matching method, and the proposed TMD generator can harvest 16 times the amount of energy that a conventional generator can. The charging time of an SHM wireless transmitter is quantitatively formulated. We conduct wireless monitoring experiments to validate a wireless SHM system composed of a self-reliant SHM and a vibration-powered TMD generator.

  • This study examines the policy direction for energy self-reliant islands using marine energy. In other words, it was suggested that the environmental characteristics of the ocean should be considered by conducting a strategic marine environmental impact assessment when establishing an energy-independent island project plan. It was also suggested to proceed with preemptive site selection. In particular, it was emphasized that continuous monitoring of the marine environment should be carried out during the construction and operation of the marine energy development project. In addition, I emphasized the need to seek ways to expand marine environmental impact data and to actively participate and support the residents of the island, which is important in promoting self-reliant islands using ocean energy. This can be said to have a high probability of success when the government-led smart grid project group and KEPCO collaborate with each other. The results of the study analyzed through literature review are as follows. First, active participation and support for initiatives led by residents are needed. second,. KEPCO must collaborate with specialized public institutions such as the Smart Grid Project Group. Third, a strategic marine environment impact assessment should be introduced. Fourth, continuous marine environmental impact investigations should be conducted.

  • In this study, the objectives are to provide rural experience tourism village business courses and development direction in between individual farmers and the village in base on rural development business of Hapjeon-village. The developmental process of a farm-stay village can be categorized into the period of six stages: 1) a conception stage 2) an adoption stage 3) a growth stage 4) an expansion stage 5) a stagnation stage 6) a recovery stage. Farm Stay Villages, Individual Farmhouses or Producer Groups can be placed in four different quadrant areas of a graph, depending on the pursuing direction and results of core values by having the X-axis for economic factors (public profits, individual profits) and by having the Y-axis for emotional factors (self-actualization, conflicts). The first quadrant area is designated for ideal individual farmhouses and producer groups for having achieved the status of economic self-reliant and high emotional satisfaction. The second quadrant is for ideal self-actualized communal villages having achieved the independent public interest and public profitable status. The third quadrant is reserved for villages experiencing communal conflicts and no economic self-reliant stagnant status. The fourth guardant area is allocated for individual farmhouses and producer groups having achieved self-reliant economic status, yet having communal conflicts. Using the aforementioned concept, the government shall design village development projects and prepare realistic and achievable goals and place them in as a systematic device in future projects.

  • In the United States, a marked emphasis on personal achievement has been among enduring values characterizing American culture from the beginning of the republic. Particularly, Americans have attached great value to the spirit of self-reliance in striving for personal achievement. However, there have been few empirical studies focusing on the effects of Americans' self-reliant spirit on American electoral politics. Through a field experimentation focusing on the voters of Portage County in Ohio, this study examined the effects of Americans' self-reliant spirit on the evaluations of presidential candidates' personal traits, which constitute the candidates' character. The results of this study demonstrated that American voters evaluated those presidential candidates who were described as self-reliant significantly more favorably than the presidential candidates who were not so described, for 8 out of the 11 personal traits. The findings provide meaningful evidence for ascertaining the potential and legitimacy of the influences of the spirit of self-reliance, in the American society including electoral politics.

  • As many universities introduce e-Learning classes as formal courses, numerous research topics relating to c-Learning such as, defining e-Learning, identifying factors affecting successful e-Learning deployment and examining relationships between the factors in e-Learning classes need to be focused on. However, most researches thai have been undertaken only consider the positive side or right functional dimension. This can result in e-Learning dissemination at universities being overlooked. In accordance with this indispensability, the negative factors, which are potentially inherent in e-Learning learner's perception and affect personnel e-Learning acceptance in university classes need 10 be acknowledged. The purpose of this study was to identify the negative factors affecting personnel e-Learning acceptance and to analyze the interrelation among the factors in this research model. The two independent variables avoidable convenience and reliant convenience, based on pilot test results, and self-efficacy and perceived playfulness, based on the relevant literature, are used to examine the research model. The research problem was tested with data collected from 446 respondents in 12 universities. This study developed and empirically analyzed a model representing the relationship by using the Structural Equation Model. The major findings of this study are, firstly, that the higher reliant convenience is negatively affecting the degree of system use and learner satisfaction, whereas avoidable convenience is only affecting the learner satisfaction. Secondly, the higher self-efficacy and stronger perceived playfulness affects the degree of system use as well as learner satisfaction. • During the last four decades, 16 Pressurized Water Reactors (PWR) and 4 Pressurized Heavy Water Reactors (PHWR) have been constructed and operated in Korea, and nuclear fuel technology has been developed to a self-reliant state. At first, the PWR fuel design and manufacturing technology was acquired through international cooperation with a foreign partner. Then, the PWR fuel R&D by Korea Atomic Energy Research Institute (KAERI) has improved fuel technology to a self-reliant state in terms of fuel elements, which includes a new cladding material, a large-grained $UO_2$ pellet, a high performance spacer grid, a fuel rod performance code, and fuel assembly test facility. The MOX fuel performance analysis code was developed and validated using the in-reactor test data. MOX fuel test rods were fabricated and their irradiation test was completed by an international program. At the same time, the PWR fuel development by Korea Nuclear Fuel (KNF) has produced new fuel assemblies such as PLUS7 and ACE7. During this process, the design and test technology of fuel assemblies was developed to a self-reliant state. The PHWR fuel manufacturing technology was developed and manufacturing facility was set up by KAERI, independently from the foreign technology. Then, the advanced PHWR fuel, CANFLEX(CANDU Flexible Fuelling), was developed, and an irradiation test was completed in a PHWR. The development of the CANFLEX fuel included a new design of fuel rods and bundles.. The nuclear fuel technology in Korea has been steadily developed in many national R&D programs, and this advanced fuel technology is expected to contribute to a worldwide nuclear renaissance that can create solutions to global warming.

  • Energy self-reliance is important for economic growth and development for any nation. An energy self-reliance technological analysis for Kampala the capital city of Uganda is presented. Three renewable energy sources: Municipal Solid Waste (MSW), solar and wind are assessed for the period of 2014 to 2030. Annual MSW generation will increase from $6.2{\times}10^5$ tons in 2014 to $8.5{\times}10^5$ and $1.14{\times}10^6$ tons by 2030 at 2% and 3.9% population growth respectively. MSW energy recovery yield varies from 136.7 GWh (2014, 65% collection) to 387.9 GWh (2030, 100% collection). MSW can at best contribute 2.1% and 1.6% to total Kampala energy demands for 2014 and 2030 respectively. Wind contribution is 5.6% and 2.3% in those respective years. To meet Kampala energy demands through solar, 26.6% of Kampala area and 2.4 times her size is required for panel installation in 2014 and 2030 respectively. This study concludes that improving renewable energy production may not necessarily translate into energy self-reliant Kampala City based on current and predicted conditions on a business as usual energy utilization situation. More studies should be done to integrate improvement in renewable energy production with improvement in efficiency in energy utilization.
