A Study on a Safety Life Cycle of IEC 61508 for Functional Safety (기능안전을 위한 IEC 61508의 안전수명주기에 관한 연구)

  • The IEC 61508 standard was established to specify the functional safety of E/E/PE safety-related systems. Safety life cycle to provide the framework and direction for the application of IEC 61508 is included in this standard. In this paper, we describe overviews, objects, scopes, requirements and activities of each phase in safety life cycle. In addition, we introduce safety integrity level(SIL) which is used for verifying the safety integrity requirements of E/E/PE system and perform a case study to estimate hardware SIL by FMEDA. The SIL is evaluated by two criteria. One of them is the architectural constraints which restrict the maximum SIL by combination of SFF and HFT. The other is the probability of failure which is classified into PFD and PFH based on frequency of demand and calculated by safe or dangerous failure rates.

  • Battery Disconnecting System (BDS) is the important equipment in electric vehicle system. Therefore, most of electric vehicle companies, i.e. Hyundai Motors, Renault Motors, General Motors, want to have the reliability of 15 years - 150, 000 miles. Recently, reliability prediction through Siemens Norm SN 29500 is considered without testing. In this paper, we will introduce the standard and various input parameters. Also the case study will be shown for BDS. Prediction model is constructed by listing all the components of BDS. It calculates the $\pi$ factors for each components using the conversion equation in the standard and converts the reference failure rates to the expected operating failure rates. According to the result, the parts which will be improved are EV-Relays.

  • The reliability performance measures for low and high or continuous demand modes of operation of safety instrumented systems(SISs) are examined and compared by analyzing the official definitions in IEC 61508 standard. This paper also presents a status of common cause factor(CCF) models used in IEC 61508 and problems relating CCF modelling are discussed and ideas to solve these ones are suggested. An example with mixed M-out-of-N architecture is carried out to illustrate the proposed methods.

  • Having analysed educational goals and admission examination types in four-year colleges and reviewed those types and their particularized orientations, this study expects one would take into account the following considerations: First, the end users, high schools, are able to obtain collect information on colleges or universities for the preparedness for admission. Second, they can derive their optimum standard practical examination types fit to animation. Third, objectivity, transparency and reliability can be secured for college admission examinations. Finally, colleges may utilize themselves as the foundation to reinforce their specialization, providing examines with specialized information on particularized colleges.

Technical Specifications for Manufacturer Approval in Railway Safety Law (철도안전법의 제작자 승인 기술기준에 대한 연구)

  • The amended law of railway safety in Korea has recently come into effect in order to strengthen the railway safety management system. The new law, which took effect March 1, 2014, will implement stricter oversight of railway companies. As a result, a company that manufactures railroad system or components for domestic use must obtain an approval in accordance with the technical specifications of manufacturer approval. Although Korea had established the legal system in enforcing railway safety, the government wants the companies continue to develop the more improved safety systems until they gain competitive edge on the world class railway manufacturers. This paper presents an in-depth analysis of the technical specifications for manufacturer approval in International Railway Industry Standard (IRIS), which is the global standard. This paper also proposes measures and guidelines that would help Korean manufacturers those who want further develop their safety management systems, as a prerequisite for them to obtain the manufacturer approval.

ISO 26262 automotive functional safety: issues and challenges

  • Recently, the automotive industry has been introduced to ISO 26262 in November 2011 to address the necessity of safety risk from sensor to actuator by providing guidance in the form of requirements and processes. The malfunctioning behaviour of these systems could have significant impact on the safety of humans and/or the environment. Most of the modern automobiles are equipped with embedded electronic systems which include lots of Electronic Controller Units (ECUs), electronic sensors, signals, bus systems and coding. Due to the complex application in electrical, electronics and programmable electronics, the need to carry out detailed safety analyses which focuses on the potential risk of malfunction is crucial for automotive systems. In this paper, the international trends on pre and post introduction of ISO 26262 through publications will be analyzed as well as to take a glimpse in the activities for implementing this standard by the automotive manufacturers. The issues and challenges which have been occurring from implementing this standard also will be highlighted.

  • Korea Hydro & Nuclear Power Co. (KHNP) has developed and implemented the maintenance effectiveness monitoring (MR) programs for the operating nuclear power plants. The MR program is developed by reflecting design characteristics of the operating nuclear power plants to monitor the plant performance for improving the safety and reliability. Recently, KHNP has built a new nuclear power plant, and developed the MR program to establish the advanced maintenance system by reflecting unique design characteristics based on the OPR1000 standard model. So, the MR program developed in this study has another characteristics in comparison with the OPR1000 standard model, and we will verify the suitability of the MR program through evaluating initial performance of the plant. The safety and reliability of the new plant will be improved by developing and implementing the MR program.

  • The 5G system standardization body has been developing standard functions to provide ultra-high speed, ultra-high reliability, ultra-low latency, and ultra-connected services. In 3GPP Rel-16, which was recently completed, this system has begun to develop ultra-high reliability and ultra-low latency communication functions to support the vertical industry. It is expected that the trend in the adoption of mobile communication by the vertical industry will continue with the introduction of 5G. In this paper, we present the industrial Internet-of-Things (IIoT) service scenarios and requirements for the adoption of 5G systems by the vertical industry and the related standardization trend at present. In particular, we introduce the 5G time-sensitive networking standard technology, a core technology for realizing 5G-based smart factories, for IIoT services.

  • The demand against the risk analysis and information security of system from the companies or the agencies which operate an information system is increasing. ISO/IEC 27001 was established by ISO (International Organization for Standardization) and IEC (International Electrotechnical Commission). Also this standard is international and authoritative standard of ISMS (Information Security Management System). This paper is to review how the ISO 27001 ISMS Requirement has been established and improved, and to communicate the significant changes from ISO27001 : 2005 to ISO 27001 : 2013 focusing on reasons for revisions. Additionally, This paper shows case study for understanding ISO 27001 : 2013 implementation.

  • With the increasing popularity of renewable generation systems and the advancement of power electronics, DC distribution systems have recently received considerable research attention. DC distribution has numerous advantages, including reliability, power quality, and efficiency. Owing to these advantages, DC distribution has been applied to data centers and power quality-sensitive electronic load conditions. Because grounding electrodes in DC are much more susceptible to corrosion than in AC, the IT system defined in IEC Standard 60364 may be a good candidate for an earthing method for DC distribution systems. In addition, IEC Standard 61557 specifies the requirements for insulation monitoring devices (IMD) for protection of the IT system, which continuously monitors the insulation resistances between the power lines and the earth. This paper discusses the development and evaluation of IMD to promote the reliability of distribution systems and increase safety of humans and facilities.
