해외농업투자에 따른 유통체계 개선방안에 관한 연구 (A study on the improvement of distribution system by overseas agricultural investment)

세계경제 및 환경의 변화에 따라 농산물의 불안정적인 수급으로 인한 문제점이 노출되고 있으며, 우리나라의 경우 농산물의 안정적인 확보를 위하여 국가 전략적 차원에서의 해외농업투자의 필요성이 요구되고 있다. 하지만 정부차원의 지원 미진, 해외 농업에 대한 정보 및 기술 미비, 개발자금 확보의 어려움, 장기간의 투자금 회수기간, 사후관리 미흡 등의 이유로 성과를 이루지 못하고 있는 실정이며, 특히 해외 농산물의 국내 반입 시 관세의 장벽, 물류 유통비용 등으로 가격 경쟁력이 떨어지고 있어 국내에 반입되지 못하고 있는 실정이다. 이에 본 연구에서는 우리나라의 해외농업투자의 기본개념 및 실태를 살펴보고 해외농업투자의 필요성과 고려사항, 문제점 등을 도출하여 해외에서 재배된 농산물의 경쟁력을 위한 유통 측면에서의 개선방안을 정부의 간접적인 지원, 유통 현대화 및 유통정보기능 강화, 유통시설, 수송루트, 하역업무개선, 경쟁력 확보를 위한 정부의 정책적 지원, 교육 훈련을 통한 전문인력 양성 등 다섯 가지 측면에서 제시하였다.
대기업과 중소기업의 갈등이 심화되고 있고 낙수효과 또한 제대로 작동하지 않고 있으며 사업조정제도의 실효성에 대한 논란이 이어지고 있는 가운데 중소기업의 사업영역을 보호하고 중소 대기업간 양극화를 해소하며 더불어 골목상권도 보호하기 위한 방안으로 도입된 것이 중소기업 적합업종 지정제도이다. 중소기업 적합업종의 추진현황은 제조업분야로 중소기업 적합업종 품목 중 234개 품목을 신청 접수 받아 실태조사 및 분석하여 조정협의체의 품목을 선정하였다. 서비스업분야에서의 적합업종 지정은 사회적 갈등이 있는 업종부터 지정할 계획인데, 중소기업 및 소상공인의 생업과 관련된 3개 대분류 서비스업종을 대상으로 우선 지정하고 추후 순차적으로 확대할 예정이다. 하지만 중소기업 적합업종 품목으로 선정될 경우에는 중소기업의 성장 동기가 저해될 우려가 있으며, 중소기업 적합업종 품목 지정은 소비자 후생 감소가 나타날 수 있다. 또한 사전적 규제로 작용할 소지가 높을 뿐만 아니라 경쟁을 제도적으로 제한함으로써 부작용이 나타날 우려가 있으며 FTA 체제의 주요 규정에 대한 위배 가능성도 있다. 뿐만아니라 대기업에 대한 역차별 요인이 충분히 반영되지 않고 있다는 점도 문제점으로 지적된다. 특히 중소기업 적합업종제도가 대기업의 주력분야와 관계없는 서비스업에 대한 진출 확대로 인해 중소기업 및 소상공인과의 갈등을 초래하고 있는 실정이므로 중소기업이나 중소상인의 보호를 위해서는 프랜차이즈시스템을 통해서 지역 중소기업을 발전시키고 마스터 프랜차이즈나 지역 프랜차이즈 시스템과 같은 선진 계약 방식을 도입하는 것이 필요하다. 하지만 이러한 방식은 기업들의 경쟁력과 운영방식을 한층 더 진일보 시켜 중소 프랜차이즈기업의 경쟁력 강화에 기여하는 효과도 있지만 부정적 측면이 더 많다고 볼 수 있다. 첫째, 지식경제부가 밝히고 있듯이, 프랜차이즈산업은 자영업자의 창업 성공률을 높여주고, 기존 자영업자를 조직화하여 규모의 경제를 통한 경쟁력 강화에 기여할 뿐만 아니라 다양한 서비스를 소비자에게 제공함으로써 내수시장을 확대하고, 일자리 창출에 기여하는 등 자영업자 경쟁력 제고와 서비스 산업 활성화를 위한 '유용한 수단'임을 강조하고 정부 서민안정 대책으로 밝힌바 있다. 이러한 관점에서 본다면, 프랜차이즈는 적합업종 제도의 취지에 부합하는 것이며 이에 반하는 것이 아님을 알 수 있다. 둘째, 적합업종으로 지정될 경우 국제적 경쟁력을 갖고 있는 국내 프랜차이즈 대기업들의 위축과 사기저하로 인하여 해외진출과 R&D, 식품안전에 대한 투자 감소와 더불어 국내 진출한 해외 기업들의 사업 확장에 부정적 영향을 끼칠 수 있다. 또한 국내 진출한 다국적 해외 프랜차이즈기업들과의 경쟁력을 확보하는 것이 무엇보다도 시급한 국내 프랜차이즈산업 현실에서 국제적 경쟁력 확보의 어려움뿐만 아니라 국내에 진출한 해외 프랜차이즈기업들과의 역차별이 발생할 수도 있다. 셋째, 중소기업 적합업종 품목 지정은 지금까지 제품을 사용해 왔던 소비자들의 선택의 기회를 제한함과 동시에 소비자의 후생을 감소시키는 부정적인 효과를 초래한다. 또한 중소기업 간의 역차별 문제를 발생시켜 소수 중소기업이 시장을 독점함으로써 소비자 선택의 폭이 줄어들 가능성이 있으므로 제품의 효용을 판단하는 역할은 국가가 아닌 소비자의 몫으로 남겨두어야 한다. 마지막으로는 프랜차이즈와 관련하여 이미 가맹사업법과 그리고 공정거래위원회의 모범거래기준 등의 시행으로 공정거래는 확보하고 있으므로 앞으로도 부족한 부분은 이들을 보완하여 진행하는 것이 바람직하다고 본다. 중소기업 적합업종 지정으로 이중삼중으로 규제하는 것은 오히려 프랜차이즈 분야에 과도한 제한이 될 것이다. 이제 국내 프랜차이즈산업에서도 한국의 문화를 전파하는 세계적 프랜차이즈기업이 성장할 수 있는 환경조성과 정부의 적극적인 지원이 필요하다. 따라서 프랜차이즈 기업의 성장 과정이나 배경을 고려하지 않고 현재 대기업이라는 이유만으로 이들에게 불이익을 주는 일은 없어야 한다. 프랜차이즈기업의 성장억제로 인하여 결국 가맹점의 매출감소는 물론이고 심지어는 폐업하는 가맹점의 숫자를 증가시키는 또 다른 문제를 발생시킬 수 있다는 것이다. 따라서 중소기업 적합업종제도가 대기업의 발목을 잡는 것이 아니라 소상공인과 중소기업의 경쟁력 제고와 동반성장을 목표로 하고 있는 만큼 대기업과 소상공인 및 중소기업이 상생과 협력을 바탕으로 거래관계를 지속하는 프랜차이즈 기업들이 포함되지 않도록 하는 것이 타당할 것이다.
한국(韓國)에 있어서 벼 잎집무늬마름병(病)의 발생변동(發生變動), 병원균(病原菌)의 배양적(培養的) 특성(特性)과 병원성(病原性), 발병환경(發病環境), 재배법(栽培法)과 발병관계(發病關係), 품종(品種)의 저항성(抵抗性) 등(等)에 관(關)하여 연구(硏究)한 결과(結果)를 요약(要約)하면 다음과 같다. 1. 한국(韓國)에 있어서 벼 잎집무늬마름병(病)의 발생면적(發生面積)은 다비재배(多肥栽培), 조기조식재배(早期早植栽培) 및 통일계품종(統一系品種)의 확대보급등(擴大普及等)으로 인(因)하여 매년(每年) 증가(增加)되었고 특(特)히 1971년(年)부터 전국적(全國的)으로 급격(急激)히 발생면적(發生面積)이 증가(增加)되어서 1976년(年)에는 전체수도재배면적(全體水稻栽培面積)의 약 65.2%에서 본병(本病)이 발생(發生)하였다. 2. 우리나라에 분포(分布)하는 벼 잎집무늬마름병균(病菌)의 배양적(培養的) 성질(性質) 및 병원성(病原性)에는 많은 변이(變異)가 있었으며 병원균(病原菌)의 생육최적(生育最適) 온도(溫度)도
To say nothing of the orient and the west, the human beings discover the method of Jin Mac(診脈) by the way that observe disease. But oriental medicine devise special method of Jin Mac(診脈) in the study of Kyoung Mac(經脈). Although sip-ei Kyoung Mac Jin(十二經脈診), Sam Bu Gu Who Jin(三部九候診), In Young Mac Gu Jin(人迎脈口診), Chon Kwan Chuck Jin(寸關尺診) namely Yuk Bu Jung Wee Jin Mac (六部定位診脈) that is used today are devised, it has changed naturally by the changing treatment and the introduction of Yuin Yang(陰陽) and five element(五行). Many methods dg Jin Mac(診脈), it had not developped successing alternative, it had developped of declined by it's own way. 1. Results for the birth of Mac(脈) 1) Mac(脈), it means Kyoung Mac(經脈), at first entirelly Mac(脈), is seized a blood vessel that flows in the body. As presumed today, after finding many acupunture point, a general idea of Mac(脈) is not maked by the line that connect point and point, it connect between acupunture point and acupunture point. 2) Like blood flows in Hyul Mac(血脈), Gie(氣) flows in Kyoung Mac(經脈). The two things relate deeply each other. In a general idea or actrally Kyoung Rak(經洛), the two things sometimes accord, sometimes seperate, sometimes mix alternative. 3) Hyul Mac(血脈) and Kyoung Mac(經脈), we call it Mac(脈) entirely Kyoung Mac(經脈), is a way that manifest disease through Kyoung Mac(經脈) or a boundary that disease belongs to it method of Mac Jin(脈診) individual that disease of Kyoung Mac(經脈) is diagnosed by the jumping situation of Hyul Mac(血脈). 4) In method of Moxa, athough the pathology and the diagnostic of Mac(脈) are created by finding Mac(脈). Finding acupunture have opportunitty fot Mac Jin(脈診) and treatment. 2. Results of Kyoung Mac Mac Jin(經脈脈診) 1) In theory of kyoung Rak(經洛), disease are resumed for malfunction of Young Wee(榮衛) that flows in Kyung Rak(經洛). So to speak, in treatment of Kyoung Rak area, the purpose of diagnosis observe the situation of disease and cause. For fitting the purpose of diagnosis, the dead had esatablised four-diagnosis method mangMunMnnJeul(望聞問切), in four-diagnosis(四診法), the core is Mac Jin(脈診). 2) sip-ei Kyoung Mac Mac Jin(十二經脈診) had existed as Kyoung Mac Mac Jin(經脈脈診), it precedes Sam Bu Gu Who Jin(三部九候診). In Young Ki Gu Mac(人迎脈口診). 3) Although Bu Yang Mac(趺陽脈), So Um Mac(少陰脈) is a part of Sip-ei Kyoung Mac(十二經脈診), they developped especially because they located in the point of Won Hyul(原穴) and they are convenient for diagnose. 4) Sip-ei Kyoung Mac Mac Jin(十二經脈診), which belongs to Bu Yang Mac(趺陽脈) and So Urn Mac(少陰脈), is not important for the comming age medical books compared with Mac Kyoung(脈經). 3. Results gor Sam Bu Gu Who Jin(三部九候診) 1) Mac Jin(脈診) of Sam Bu Gu Who(三部九候), which is noted in the theory of Sam Bu Gu Who(三部九候診) of So Mun(素問), belongs to Kyoung Mac Mac Jin's(經脈脈診) geneology, Sip-ei Kyoung Mac Mac Jin(十二經脈診) is arranged, simplicated by the idealogy three talents(三才思想) in the heaven and the earth. 2) What Sam Bu Gu Jin(三部九候診) is regardded as very important in So Mun(素問), the editor of So Mun(素問) recognize the meaning that one discover disease early in this method of diagnosis. 3) After Young chu(靈樞), Nan Kyoung(難經) it is lacked the method of Sam Bu Gu Who Jin(三部九候診) in the books that treatment has changed. Sam Bu Gu Who Jin(三部九候診) based on actually clinic appropriate. 4. results for In Young Mac Gu Jin(人迎脈口診) 1) In Young Mac Gu Jin(人迎脈口診) is the method of comparative Mac Jin(脈診) according to the theory of Yin Yang(陰陽), it is presumed after Sam Bu Gu Who Jin(三部九候診), it had perished in parallel with the development of the theory of five elelment(五行). The development of the acupunture, the perishment of the treatment of negative(刺絡). 2) In Young Mac Gu Jin(人迎脈口診), Wang Suk Wha(王叔和) recreated that the left is In Young(人迎), the right is Kie Gu(氣口). In future generations by Jin Mu Taek(陳無擇) who is the writer of Sam In Bang(三因方). In Young Mac Gu Jin(人迎脈口診) is a measure for disease which classify it's inside and outside cause. 5. Results for Chon Gu Mac Jin(寸口脈診) 1) What we say Mac Jin(脈診) of Chon Gu(寸口) two means are used in commn. First case, we simply say the area of Chon Gu(寸口), second case, we say Chon Kwan Chuk Jin(寸口尺診) reducingly. Chon Gu(寸口) is the area which is the radial artery of wrist joint. What we attemp diagnose by only Chon Gu Mac(寸口脈), it is clearly shoued in the method of Nan Kyoung, five Nan(難經五難). 2) Because Jin Mac(診脈) is made in only Chon Gu(寸口), that is the area in which is concentated Kyoung Kee(經氣). That is the birth of Jin Kee(眞氣) and Jin Kee(眞氣) is related with disease. We can diagnose disease by taking Chon Gu(寸口). 3) Chuk Jin(尺診) in Nae Kyoung(難經) have two things. One is Il Chuk(一尺), the other is Chon Kwan Chu(寸關尺). 4) Chuk Chon Jin(尺寸診) is the method which diagnose the difference of point and the condition of Mac(脈) by dividing a part of Chuk(尺) in the area of Chon Gu(寸口). In Chon Gu Jin(寸口診), by introducing the theory of Yin Yang(陰陽), the method of Chon Gu Jin(寸口診) is developed by chon Gu Jin(寸口診). 5) What Chuk Kwan Chon Jin(寸關尺診) is that area of the Chon Gu(寸口) are divided fot three point, we can diagnose. By consulting Sam Bu Gu Who Jin(三部九候診), developping of the method of acupunture, utilzing the theory of five element(五行) it is devised by concentrating way of thinking of the method mac Jin(脈診) exiting. 6) Chon Kwan Chuk Jin MaC(寸關尺診脈) begin from Nae Kyoung(內徑) exiting. After Nan Kyoung(內徑), spread out widely from Mac Kyoung(脈診) of Wang Suk wha(王叔和), the future medicins followed it. Yang Hyun Jo(楊玄操) and established Chon Kwan Chuk Jin(寸關尺診) which is used widely today. This right and left Chon Kwan Chuk Jin(寸關尺診), we call it method of Yuk Bu Jung Wee Jin Mac(六部定位診脈). 7) We can think the base which presume the arrangement of the viscera for Chon Kwan Chuk(寸關尺) of the right and the left. 8) The origin, which seperate the right and the left of Mac(脈), is showed at the treory of Ji Jin Yo Dae(至眞要大論) in So Mun(素問) which Chon Chuk(寸尺) seperate the right and the left. But the method of diagnosis in Nan Kyoung(難經) have no seperation the fight and the left. Otherwise this. there is clearly writtened the seperation for the right origin of the method of Yuk Bu Jung Wee Jin Mac(六部定位診脈) seek for Cang Gong(倉公). 9) Yang Hyun Jo(楊玄操) notice that the Chuk(尺) is mentioned for Sam Cho(三焦) in the method of Mac Kyuong(脈經), Sim Po Kyung(心包經) which put together with Sam Cho(三焦) allot on this, he had established the method of Yuk Bu Jung Wee Jin Mac(六部定位診脈). 10) On the method of Paen Jak Yin Yang Mac(扁鵲陰陽脈) in Mac Kyoung(脈經), equal article exist with the theory of Pyung In Kee Sang(平人氣象論) in So Mun(素問). When Wang Suk Wha(王叔和) write Mac Kyung(脈經), we can presume that the book of Mac(脈) which Paen Jak(扁鵲) had experienced the origin have exited besides So Mun(素問), Young Chu(靈樞). If so he must be make Chon Kwan Chuk Jin(寸關尺診) very fairly standard. So Nae Kyoung(內經), which must be fllowed the method of Paen Jak Mac(扁鵲脈), do the method diagnosis of Chon Kwan Chuk(寸關尺), diagnise of disease and treat.
본 연구의 목적은 가정과교육에서 창의 인성 교육에 대한 가정과 교사의 관심 단계와 실행 수준, 그리고 실행 실태를 알아보는데 있다. 연구 자료는 전국의 중학교 가정과 교사를 대상으로 체계적 표집과 편의 표집을 하여 우편과 이메일을 통해 설문지를 배포하고 회수된 187부를 최종 분석에 사용하였다. 조사 도구는 주로 Hall(1987)이 개발한 혁신에 대한 교사의 관심도와 실행 수준에 대한 질문지를 수정 보완하여 사용하였고 그 외는 선행연구를 기초하여 개발하였으며 타당도와 신뢰도를 검증하였다. 자료는 SPSS/window(12.0) 프로그램을 이용하여 빈도, 백분율, 평균, 표준편차, t-test, ANOVA를 실시하였다. 본 연구를 통해 밝혀진 결과를 요약하면 다음과 같다. 첫째, 창의 인성 교육에 대한 가정과 교사의 관심 단계는 정보적 관심 단계(85.51)가 가장 높았으며 다음으로 개인적 관심 단계(85.18), 운영적 관심 단계(81.88), 지각적 관심 단계(82.15), 강화적 관심 단계(68.80), 협동적 관심 단계(61.97), 그리고 결과적 관심단계(59.76)의 순으로 나타났다. 둘째, 창의 인성 교육에 대한 가정과 교사의 실행 수준은 기계적 실행 수준(수준 3; 21.4%)이 가장 많았으며, 다음으로 탐색 수준(수준 1; 20.9%), 정교화 수준(수준 5; 17.1%), 사용하지 않는 수준(수준 0; 15.0%), 준비 수준(수준 2; 10.2%), 통합 수준(수준 6; 5.9%), 갱신 수준(수준 7; 4.8%), 일상화 수준(수준 4; 4.8%) 순이었다. 셋째, 창의 인성 교육에 대한 가정과 교사의 실행 실태를 조사한 결과, 반 이상의 가정과 교사(56.1%)는 가정과 수업에서 인성 교육에 치중하고 있으며, 31.0%의 교사는 창의 인성 교육을 모두 실행한다고 응답하였다. 반면 소수의 교사(6.4%)는 창의성 교육을 실행한다고 응답하였고 같은 수의 교사(6.4%)는 창의성과 인성 교육 어느 것도 실행하지 않는다고 응답하였다. 가정과 교사의 창의 인성 교육 요소의 실행 정도를 조사한 결과, 창의 인성 교육 요소의 실행은 평균은 5점 만점에서 3.76이었고 창의성 요소의 평균은 3.59, 인성 요소의 평균은 3.94로 보통보다 높았다. 창의성 교육 요소의 실행 정도에 대해서, 개방성/민감성(3.97)을 가장 많이 실행하였고 다음으로 문제해결능력(3.79), 호기심/흥미(3.73), 비판적 사고(3.68), 논리/분석적 사고(3.63), 문제발견능력(3.61), 독창성(3.57), 유추성(3.47), 유창성/융통성(3.46), 정교성(3.46), 상상력(3.37), 몰입/공감(3.37)의 순으로 실행하였다. 인성 교육 요소는 실천력(4.07)을 가장 많이 실행하였고, 다음으로 협동/배려/공정(4.06), 자기관리능력(4.04), 시민의식(4.04), 진로개발능력(4.03), 환경친화능력(3.95), 책임(감)/소유(3.94), 의사결정능력(3.89), 신뢰/정직/약속(3.88), 자율성(3.86), 글로벌역량(3.55)의 순으로 실행한 것으로 나타났다. 창의 인성 교육을 실행할 때 어려운 점으로, 많은 가정과 교사(64.71%)는 창의 인성 교육을 실행할 수업 자료가 부족한 데 있다고 하였으며, 40.11%의 교사는 창의 인성 교육의 연수 기회가 적은데 있다고 응답하였다. 한편 38.50%의 가정과 교사는 창의 인성 교육에 대한 평가 기준을 설정하거나 평가 도구를 개발하는 것이 어렵다고 응답하였고, 25.67%의 교사는 창의 인성 교육 방법을 모른다고 응답하였다. 창의 인성 교육 실행을 위해서 필요한 지원에 대해서, '창의 인성 교육과 관련된 학생들의 체험활동의 확대'(4.34), '창의성과 인성을 중시하는 가정과 수업 문화 조성'(4.29), '학생 발달 단계에 적합한 창의 인성 교육 내용'(4.27), '창의 인성 교육을 담당할 교수 인력 확보'(4.21), '창의 인성 교육의 개념과 가치 확립'(4.09), '지역 사회 기업 등과 연계한 창의 인성 교육 추진'(3.94)의 순으로 응답하였다.
The wall shear stress in the vicinity of end-to end anastomoses under steady flow conditions was measured using a flush-mounted hot-film anemometer(FMHFA) probe. The experimental measurements were in good agreement with numerical results except in flow with low Reynolds numbers. The wall shear stress increased proximal to the anastomosis in flow from the Penrose tubing (simulating an artery) to the PTFE: graft. In flow from the PTFE graft to the Penrose tubing, low wall shear stress was observed distal to the anastomosis. Abnormal distributions of wall shear stress in the vicinity of the anastomosis, resulting from the compliance mismatch between the graft and the host artery, might be an important factor of ANFH formation and the graft failure. The present study suggests a correlation between regions of the low wall shear stress and the development of anastomotic neointimal fibrous hyperplasia(ANPH) in end-to-end anastomoses. 30523 T00401030523 ^x Air pressure decay(APD) rate and ultrafiltration rate(UFR) tests were performed on new and saline rinsed dialyzers as well as those roused in patients several times. The new dialyzers exhibited a relatively flat APD, whereas saline rinsed and reused dialyzers showed considerable amount of decay. C-DAH dialyzers had a larger APD(11.70

The objective of this research is to test the feasibility of developing a statewide truck traffic forecasting methodology for Wisconsin by using Origin-Destination surveys, traffic counts, classification counts, and other data that are routinely collected by the Wisconsin Department of Transportation (WisDOT). Development of a feasible model will permit estimation of future truck traffic for every major link in the network. This will provide the basis for improved estimation of future pavement deterioration. Pavement damage rises exponentially as axle weight increases, and trucks are responsible for most of the traffic-induced damage to pavement. Consequently, forecasts of truck traffic are critical to pavement management systems. The pavement Management Decision Supporting System (PMDSS) prepared by WisDOT in May 1990 combines pavement inventory and performance data with a knowledge base consisting of rules for evaluation, problem identification and rehabilitation recommendation. Without a r.easonable truck traffic forecasting methodology, PMDSS is not able to project pavement performance trends in order to make assessment and recommendations in the future years. However, none of WisDOT's existing forecasting methodologies has been designed specifically for predicting truck movements on a statewide highway network. For this research, the Origin-Destination survey data avaiiable from WisDOT, including two stateline areas, one county, and five cities, are analyzed and the zone-to'||'&'||'not;zone truck trip tables are developed. The resulting Origin-Destination Trip Length Frequency (00 TLF) distributions by trip type are applied to the Gravity Model (GM) for comparison with comparable TLFs from the GM. The gravity model is calibrated to obtain friction factor curves for the three trip types, Internal-Internal (I-I), Internal-External (I-E), and External-External (E-E). ~oth "macro-scale" calibration and "micro-scale" calibration are performed. The comparison of the statewide GM TLF with the 00 TLF for the macro-scale calibration does not provide suitable results because the available 00 survey data do not represent an unbiased sample of statewide truck trips. For the "micro-scale" calibration, "partial" GM trip tables that correspond to the 00 survey trip tables are extracted from the full statewide GM trip table. These "partial" GM trip tables are then merged and a partial GM TLF is created. The GM friction factor curves are adjusted until the partial GM TLF matches the 00 TLF. Three friction factor curves, one for each trip type, resulting from the micro-scale calibration produce a reasonable GM truck trip model. A key methodological issue for GM. calibration involves the use of multiple friction factor curves versus a single friction factor curve for each trip type in order to estimate truck trips with reasonable accuracy. A single friction factor curve for each of the three trip types was found to reproduce the 00 TLFs from the calibration data base. Given the very limited trip generation data available for this research, additional refinement of the gravity model using multiple mction factor curves for each trip type was not warranted. In the traditional urban transportation planning studies, the zonal trip productions and attractions and region-wide OD TLFs are available. However, for this research, the information available for the development .of the GM model is limited to Ground Counts (GC) and a limited set ofOD TLFs. The GM is calibrated using the limited OD data, but the OD data are not adequate to obtain good estimates of truck trip productions and attractions .. Consequently, zonal productions and attractions are estimated using zonal population as a first approximation. Then, Selected Link based (SELINK) analyses are used to adjust the productions and attractions and possibly recalibrate the GM. The SELINK adjustment process involves identifying the origins and destinations of all truck trips that are assigned to a specified "selected link" as the result of a standard traffic assignment. A link adjustment factor is computed as the ratio of the actual volume for the link (ground count) to the total assigned volume. This link adjustment factor is then applied to all of the origin and destination zones of the trips using that "selected link". Selected link based analyses are conducted by using both 16 selected links and 32 selected links. The result of SELINK analysis by u~ing 32 selected links provides the least %RMSE in the screenline volume analysis. In addition, the stability of the GM truck estimating model is preserved by using 32 selected links with three SELINK adjustments, that is, the GM remains calibrated despite substantial changes in the input productions and attractions. The coverage of zones provided by 32 selected links is satisfactory. Increasing the number of repetitions beyond four is not reasonable because the stability of GM model in reproducing the OD TLF reaches its limits. The total volume of truck traffic captured by 32 selected links is 107% of total trip productions. But more importantly, ~ELINK adjustment factors for all of the zones can be computed. Evaluation of the travel demand model resulting from the SELINK adjustments is conducted by using screenline volume analysis, functional class and route specific volume analysis, area specific volume analysis, production and attraction analysis, and Vehicle Miles of Travel (VMT) analysis. Screenline volume analysis by using four screenlines with 28 check points are used for evaluation of the adequacy of the overall model. The total trucks crossing the screenlines are compared to the ground count totals. L V/GC ratios of 0.958 by using 32 selected links and 1.001 by using 16 selected links are obtained. The %RM:SE for the four screenlines is inversely proportional to the average ground count totals by screenline .. The magnitude of %RM:SE for the four screenlines resulting from the fourth and last GM run by using 32 and 16 selected links is 22% and 31 % respectively. These results are similar to the overall %RMSE achieved for the 32 and 16 selected links themselves of 19% and 33% respectively. This implies that the SELINICanalysis results are reasonable for all sections of the state.Functional class and route specific volume analysis is possible by using the available 154 classification count check points. The truck traffic crossing the Interstate highways (ISH) with 37 check points, the US highways (USH) with 50 check points, and the State highways (STH) with 67 check points is compared to the actual ground count totals. The magnitude of the overall link volume to ground count ratio by route does not provide any specific pattern of over or underestimate. However, the %R11SE for the ISH shows the least value while that for the STH shows the largest value. This pattern is consistent with the screenline analysis and the overall relationship between %RMSE and ground count volume groups. Area specific volume analysis provides another broad statewide measure of the performance of the overall model. The truck traffic in the North area with 26 check points, the West area with 36 check points, the East area with 29 check points, and the South area with 64 check points are compared to the actual ground count totals. The four areas show similar results. No specific patterns in the L V/GC ratio by area are found. In addition, the %RMSE is computed for each of the four areas. The %RMSEs for the North, West, East, and South areas are 92%, 49%, 27%, and 35% respectively, whereas, the average ground counts are 481, 1383, 1532, and 3154 respectively. As for the screenline and volume range analyses, the %RMSE is inversely related to average link volume. 'The SELINK adjustments of productions and attractions resulted in a very substantial reduction in the total in-state zonal productions and attractions. The initial in-state zonal trip generation model can now be revised with a new trip production's trip rate (total adjusted productions/total population) and a new trip attraction's trip rate. Revised zonal production and attraction adjustment factors can then be developed that only reflect the impact of the SELINK adjustments that cause mcreases or , decreases from the revised zonal estimate of productions and attractions. Analysis of the revised production adjustment factors is conducted by plotting the factors on the state map. The east area of the state including the counties of Brown, Outagamie, Shawano, Wmnebago, Fond du Lac, Marathon shows comparatively large values of the revised adjustment factors. Overall, both small and large values of the revised adjustment factors are scattered around Wisconsin. This suggests that more independent variables beyond just 226; population are needed for the development of the heavy truck trip generation model. More independent variables including zonal employment data (office employees and manufacturing employees) by industry type, zonal private trucks 226; owned and zonal income data which are not available currently should be considered. A plot of frequency distribution of the in-state zones as a function of the revised production and attraction adjustment factors shows the overall " adjustment resulting from the SELINK analysis process. Overall, the revised SELINK adjustments show that the productions for many zones are reduced by, a factor of 0.5 to 0.8 while the productions for ~ relatively few zones are increased by factors from 1.1 to 4 with most of the factors in the 3.0 range. No obvious explanation for the frequency distribution could be found. The revised SELINK adjustments overall appear to be reasonable. The heavy truck VMT analysis is conducted by comparing the 1990 heavy truck VMT that is forecasted by the GM truck forecasting model, 2.975 billions, with the WisDOT computed data. This gives an estimate that is 18.3% less than the WisDOT computation of 3.642 billions of VMT. The WisDOT estimates are based on the sampling the link volumes for USH, 8TH, and CTH. This implies potential error in sampling the average link volume. The WisDOT estimate of heavy truck VMT cannot be tabulated by the three trip types, I-I, I-E ('||'&'||'pound;-I), and E-E. In contrast, the GM forecasting model shows that the proportion ofE-E VMT out of total VMT is 21.24%. In addition, tabulation of heavy truck VMT by route functional class shows that the proportion of truck traffic traversing the freeways and expressways is 76.5%. Only 14.1% of total freeway truck traffic is I-I trips, while 80% of total collector truck traffic is I-I trips. This implies that freeways are traversed mainly by I-E and E-E truck traffic while collectors are used mainly by I-I truck traffic. Other tabulations such as average heavy truck speed by trip type, average travel distance by trip type and the VMT distribution by trip type, route functional class and travel speed are useful information for highway planners to understand the characteristics of statewide heavy truck trip patternS. Heavy truck volumes for the target year 2010 are forecasted by using the GM truck forecasting model. Four scenarios are used. Fo~ better forecasting, ground count- based segment adjustment factors are developed and applied. ISH 90 '||'&'||' 94 and USH 41 are used as example routes. The forecasting results by using the ground count-based segment adjustment factors are satisfactory for long range planning purposes, but additional ground counts would be useful for USH 41. Sensitivity analysis provides estimates of the impacts of the alternative growth rates including information about changes in the trip types using key routes.
