Status Analysis of the Spectrum Management System in USA (미국의 전파관리제도 분석)

  • 미국의 전파관리 정책은 1990년대에 들어서 새로운 변화를 맞이하고 있다. 특히 경매에 의한 전파통신 사업면허의 부여, 전파사용료(Regulatory Fee)제도의 도입 등과 같은 새로운 제도의 시행과 이러한 제도의 시행을 뒷받침하기 위한 새로운 행정기구의 설립이나 기존 기구의 역할변화 등의 정책변화를 시도하고 있다. 본 논문은 FCC, NTIA 그리고 이들 두 기관사이의 협조와 조화업무를 담당하는 IRAC 등 미국의 전파관리 행정기구의 구성과 역할을 분석하고자 한다. 이러한 분석을 통하여 연방국가인 미국에서의 연방 정부와 민간간의 전파자원 이용에의 조화와 장기적인 전파지원 개발을 위한 각 기구의 노력을 엿볼 수 있다.

  • 원자력발전소 화재방호는 소방법령에서 요구하는 인명안전 및 재산보호에 대한 요건이외에도 원자력법령에서 요구하고 있는 원자로의 안전정지 및 방사성물질 누출제한에 대한 요건을 만족시켜야 한다. 본 논문에서는 소방시설에 대한 소방법령 적용시 문제점과 현재 원전에 대한 화재방호 규제현황에 대하여 소개하고 원전 화재안전성 향상을 위한 규제방향을 제시하고자 한다.

The Study on Sustainable Development Strategy of the Insurance Agency : Focusing on the Case of Japan (보험대리점의 지속가능 발전방안에 관한 연구 : 일본 사례를 중심으로)

  • The purpose of this study is to analyze and evaluate the role and merits and demerits of insurance agencies, which are the main sales channels of the domestic insurance market, from a neutral standpoint, and to present a roadmap by finding ways and tasks for the sustainable development of the insurance agency industry. Recently, criticisms and regulations on independent distribution channels have been strengthened due to deterioration in growth potential and profitability, and increase in civil complaints of insurance companies. In the 2000s, as the center of insurance sales channels shifted to GA and bancassurance, the supervisory authorities regarded the irrationality of project costs and recruitment fees as the root causes and announced a regulatory improvement plan. In view of these circumstance, the operating status, problems of domestic insurance agencies and their contribution to the insurance industry were reviewed. In addition, we tried to find a mid-to-long term development plan by analyzing the case of insurance agency operation in Japan. This study identified the operating status and contribution of insurance agencies in South Korea, and focused on the major status of the Japanese insurance agency industry, ways to improve management efficiency, and the status and role of self-regulatory organizations for insurance agencies. Based on this, it was proposed to improve the professionalism of the sales organization, introduce a company specializing in insurance sales, and to strengthen the status of the association of the insurance agency as for the development plan of the insurance agency industry in South Korea.

  • The purposes of this study were to review current status and problems of national qualification sys tem in the field of industrial hygiene, focusing on the deficiencies in the regulatory system and the quality of individual professionals including the Industrial Hygiene Management Professional Engineer and the Industrial Hygiene Management Engineer, and to suggest new directions for the industrial hygiene qualification system. In addition, comparable systems adopted in other countires were reviewed.

  • Medical device performance management is an activity that allows a device to be safely used and maintained even after it is put on the market. The purpose of this study is to provide procedures and criteria for selection of medical device items that should manage the safety and performance among medical devices in hospital. Investigate the performance management status of medical devices in hospitals and identify the performance management status by domestic and advanced regulatory agencies. Provides selection procedures and test methods for medical devices subject to performance management in hospitals based on medical device risk management and reliability. In addition, a case study on drug infusion pumps was conducted.

Association of DNA Methylation Levels with Tissue-specific Expression of Adipogenic and Lipogenic Genes in Longissimus dorsi Muscle of Korean Cattle

  • Epigenetic factors, such as DNA methylation status, may regulate adipogenesis and lipogenesis, thus affecting intramuscular fat (IMF) deposition in longissimus dorsi muscle (LM) of beef cattle. In Korean cattle steers, the LM consists mainly of muscle tissue. However, the LM tissue also contains IMF. We compared the gene expression levels between the IMF and muscle portions of the LM after tissue separation. Real-time polymerase chain reaction analysis showed that the mRNA levels of both adipogenic peroxisome proliferator-activated receptor gamma isoform 1 (PPARG1) and lipogenic fatty acid binding protein 4 (FABP4) were higher (p<0.01) in the IMF than in the muscle portion of the LM. We determined DNA methylation levels of regulatory regions of the PPARG1 and FABP4 genes by pyrosequencing of genomic DNA. DNA methylation levels of two of three CpG sites in the PPARG1 gene promoter region were lower (p<0.05) in the IMF than in the muscle portion of the LM. DNA methylation levels of all five CpG sites from the FABP4 gene promoter region were also lower (p<0.001) in the IMF than in the muscle portion. Thus, mRNA levels of both PPARG1 and FABP4 genes were inversely correlated with DNA methylation levels in regulatory regions of CpG sites of the corresponding gene. Our findings suggest that DNA methylation status regulates tissue-specific expression of adipogenic and lipogenic genes in the IMF and muscle portions of LM tissue in Korean cattle.

Characterization of the Methylation Status of Pax7 and Myogenic Regulator Factors in Cell Myogenic Differentiation

  • Epigenetic processes in the development of skeletal muscle have been appreciated for over a decade. DNA methylation is a major epigenetic modification important for regulating gene expression and suppressing spurious transcription. Up to now, the importance of epigenetic marks in the regulation of Pax7 and myogenic regulatory factors (MRFs) expression is far less explored. In the present study, semi-quantitative the real-time polymerase chain reaction (RT-PCR) analyses showed MyoD and Myf5 were expressed in activated and quiescent C2C12 cells. MyoG was expressed in a later stage of myogenesis. Pax7 was weakly expressed in differentiated C2C12 cells. To further understand the regulation of expression of these genes, the DNA methylation status of Pax7, MyoD, and Myf5 was determined by bisulfite sequencing PCR. During the C2C12 myoblasts fusion process, the changes of promoter and exon 1 methylation of Pax7, MyoD, and Myf5 genes were observed. In addition, an inverse relationship of low methylation and high expression was found. These results suggest that DNA methylation may be an important mechanism regulating Pax7 and MRFs transcription in cell myogenic differentiation.

The Status, Problem and Improvement Method for Cross-ownership between Agency and Production (매니지먼트사와 외주제작사간 상호겸영 실태와 문제점 및 개선 방안)

  • Korean management agency and production's size is bigger than ever applying diversification strategy since the Korean Wave started in 2000. Thus, the cross-ownership between two sectors is widespread and it's side effect such as unfair trading occurred among them. Came up with this problem, this study has focused on the analysis of the cross-ownership status of the entire Korean listed agencies and productions and the quest of the alternatives to solve the problem through in-depth interviews of the stakeholders and experts. Results showed that the horizontal regulation and American regulatory systems should be applied considering the previous law because the cross-ownership level was so high. In conclusion, it was proposed three regulatory models as follows : first, accept the cross-ownership and prohibit casting their contracted actors in their art, second, ban on the cross-ownership and allow mutual investment within a 10 to 20 percent stake, third, blanket ban on the cross-ownership and investment.
