  • Recently, Korea's electric industry is in the midst of a period of profound changes in the structure and function, including the introduction of market competition in the generation sector. Therefore, it is difficult to promote long-term capacity planning and new generating capacity construction which have been driven by KEPCO so far, after the introduction of market competition, so new generating capacity construction and security of reserve margin is needed through self·regulation plan of private generation producers by market mechanism. According to the competition in the generation sector, a new paradigm is necessary to the long-term capacity planning driven by the Government. This paper analyzes the plan and the incentive level able to guide the new generation capacity construction considering the uncertainty risk in a period of introduction of competition. In addition, this paper analyzes the plan able to guide the new capacity construction by market function at the stage which market become established and Government's role to solve the anxiety about the capacity supply and demand.

Remote Measurement of the Automobile′s ECU Signals with KWP2000 using Bluetooth Module (Bluetooth 모듈을 이용한 KWP2000 차량 ECU신호의 원격 계측)

  • This paper presents the remote measurement of the ECU signals adopted with KWP 2000 protocol using the wireless communication technique of bluetooth. The bluetooth technology will be the most promising network paradigm which can open the new area in the information technology. Especially, bluetooth module is able to link all the electrical products and personal computers to cellular phone or PDA. This research has a try to design a wireless measurement model of ECU signal based on the car telemery system using bluetooth device. In order to measure the ECU signals, we designed the interface circuits which is able to communicate between the ECU system and the terminal circuits according to the ISO, SAE regulation of communication protocol standard. A microprocessor S3c341 OX is used for the system control and communication of ECU signals. The embedded system software is programmed to measure the ECU signals using the ARM compiler and ANCI C based on Micro/OS-II kernel to communicate between two bluetooth modules using bluetooth stack. The remote measurement of ECU signals using the bluetooth was designed and implemented to evaluate the performance of wireless network to the transmit measurement data. The possibility for the remote measurement of the self diagnosis signals of ECU adopted with KWP2000 protocol verified through the developed systems and algorithms in embedded system.

  • The financial industry recently introduces several issues for utilizing the blockchain technology as the core infrastructure of future finance. Blockchain, first introduced as the underlying technology of Crypto-currencies, Bitcoin is a technology that can ensure the integrity and reliability of data by verifying, recording, and storing data jointly in the network without a central administration organization or a manager. This blockchain has its potential power as a technology for issuing digital currencies, providing transparency, and securing record management, that is expected to be useful in the financial sector. At the same time, considering the characteristics of financial transactions which emphasize privacy, questions are raised about whether a blockchain structure in which information is distributed and shared among participants can be successful. How will we support to implement the potential of the blockchain in order to change the paradigm of the financial industry? How can we manage the side effects of blockchain effectively? Such a policy discussion is necessary. This study introduces the meaning of the blockchain technology, various utilization attempts, and possible problems facing technology from the viewpoint of financial industry, and suggests a policy direction for utilizing this technology as a catalyst to the progress of the financial industry or as a new technology power.

An Empirical Research on Current Status and Developmental Countermeasures of Language Services Industry in China

  • This paper uses Delphi Method and statistics provided by the State Administration of Market Regulation of China, attempts to develop the scale index of language service industry in China. Coupled with practical investigation and theoretical framework of SCP paradigm, a deep analysis on market behavior, market structure, and market performance of the industry have been explored. First, the study indicates that the scale index of Chinese language services industry has experienced an upward trend from 10.481million RMB in 2008 to 351.403 million RMB in 2017. Second, majority of language services enterprises are situated in Chinese coastal provinces and there are variations in demand for language services. Third, the standardization of language services are minimal while most of the talents involve a single discipline background. Fourth, most enterprises utilize language tools while there is lack of technological innovation for utilization of language resources and enhancement of service quality. The author mainly suggests four strategies which include: cultivating multilingual services, strengthening the development of industrial informatization and technical innovation, and optimizing the industrial talents structure while also adjusting for industrial distribution and regional coordination, which propose the meaningful implications for the development of language service industry in China.

A Study on the Institutional Application and Its Implications of a BPO (BPO의 제도적 운용과 그 시사점에 관한 연구)

  • This study reviewed the perspective of the institutional application and trade finance settlement of Bank Payment Obligation(BPO). The BPO is a payment method based on trade data-matching which can be used for risk mitigation and payment. The BPO offers the institutional advantages such as an automated solution, an assurance of payment, an improved overall efficiency of business, risk mitigation for all parties, trade financing, etc. The BPO will be developed as a new trade payment method that meets the periodic paradigm thanks to many benefits and usefulness. The BPO will greatly improve the efficiency and stability of the trade payment system in that it is operated by a technology-enabled, databased mechanism that can be applied to a variety of trade transactions. So, the BPO is expected to evolve into an alternative instrument of the trade payment system. This paper is based on documentary research focusing on papers, websites of ICC and SWIFT, and international regulation and laws and so on.

LPS Stimulated B Lymphocytes Inhibit the Differentiation of Th1 Lymphocytes (LPS에 의해 자극된 B 림프구에 의한 Th1 림프구 분화 억제)

  • The lymphocyte component of the immune system is divided into B lymphocytes and T lymphocytes. B lymphocytes produce antibodies (humoral immunity) via maturation into plasma cells, and T lymphocytes kill other cells or organisms (cellular immunity). A traditional immunological paradigm is that B lymphocyte and T lymphocyte interactions are a one-way phenomenon, with T lymphocytes helping to induce the terminal differentiation of B lymphocytes into immunoglobulin class-switched plasma cells. A deficiency of T lymphocytes was reported to result in defective B lymphocyte function. However, evidence for a reciprocal interaction between B and T lymphocytes is emerging, with B lymphocytes influencing the differentiation and effector function of T lymphocytes. For example, B lymphocytes have been shown to induce direct tolerance of antigen-specific CD8+ T lymphocytes and induce T lymphocytes anergy via transforming growth factor-beta (TGF-β) production. The present study showed that LPS-stimulated B lymphocytes inhibited the differentiation of Th1 lymphocytes by inhibiting the production of interleukin-12 (IL-12) from dendritic cells. An interaction between the B lymphocytes and dendritic cells was not needed for this inhibition, and the B lymphocytes did not alter dendritic cell maturation. B lymphocyte-derived soluble factor (BDSF) suppressed the LPS-induced IL-12p35 transcription in the dendritic cells. Overall, these results point to a novel B lymphocyte- mediated immune suppressive mechanism. The findings cast doubt on the traditional paradigm of immunological interactions involving B lymphocyte and T lymphocyte interactions.

Proposal for a Custody and Federated Service Model for the Decentralized Identity (분산 ID 보관 및 연계 서비스 모델 제안)

  • Until today, the personal information of subjects has been centralized in many companies or institutions. However, in recent days, the paradigm has gradually changed in the direction that subjects control their personal information and persue their self-sovereignty. Globally, individual data sovereignty is strengthened by the European Union's General Data Protection Regulation(GDPR) and the US California Consumer Privacy Act(CCPA). In Korea, a few alliances consist of various companies are creating technology research and service application cases for decentralized ID service model. In this paper, the current decentralized ID service model and its limitations are studied, and a improved decentralized ID service model that can solve them is proposed. The proposed model has a function of securely storing decentralized ID to the third party and a linkage function that can be interoperated even if different decentralized ID services are generated. In addition, a more secure and convenient model by identifying the security threats of the proposed model and deriving the security requirements, is proposed. It is expected that the decentralized ID technology will be applied not only to the proof of people but also to the device ID authentication management of the IoT in the future.

A study for Promoting Digital Healthcare in Korea through an Improved Regulatory System (디지털 헬스케어 발전을 위한 규제 개선 방안에 관한 연구)

  • Healthcare is on the verge of a paradigm shift towards an emphasis on wellbeing, integrative health, and prevention of disease, while the traditional medical model focuses solely on end-point treatment. The development of digital technologies has played a major role in this change as digital technology and health have converged. Therefore, many developed countries promote the digital healthcare industry as a new economic growth engine, and Korea is no exception. To promote the digital healthcare industry, the Korean government provides institutional support by improving the legal and regulatory system for medical devices and health data. However, Korea still has an underdeveloped legal and regulatory framework for digital healthcare compared with other countries. In this study, we review the relevant regulatory systems in the United States, United Kingdom, Germany, and Japan. We then explore newspaper articles and conduct expert interviews to analyze the regulatory situation in Korea and the problems the digital healthcare industry faces. In conclusion, we discuss a regulatory reform plan for development of the digital healthcare industry in Korea.

A Study on Building Maintenance Institutionalization by Comparing with the Foreign Countries' Cases (국내외 건축물의 유지관리 운영실태의 비교분석에 의한 건축물 유지관리 제도화 방안 연구)

  • Under the 'Sustainability Paradigm', the building maintenance system is getting more important because more efficient maintenance means more sustainable building. This paper aims at improving present building maintenance system by comparing with the foreign developed countries' systems. The comparing countries are selected according to the level of building maintenance. As the results, 4 countries including USA, England, Germany, and Japan become the benchmark. The results show that building maintenance regulations are various by social, economic, and cultural characteristics. In addition, though building maintenance policy must be established, first of all, the related regulations and policy targets are prepared before the enforcement of maintenance regulation. The results provide some policy implications: 1. Building maintenance must be controled under the condition that a building can guarantee the safety of people and function of it. 2. Building maintenance system should contribute to the desirable urban environment and architectural culture.

A Feasibility Study to Adopt BIM-based Infrastructure Management System (BIM기반 사회기반 시설물 유지관리 도입을 위한 경제적 타당성 분석)

  • BIM (Building Information Modeling) is a new paradigm that includes construction life-cycle, and BIM has become mandatory regulation according to the Public Procurement Service since 2016, which accelerates its application. BIM is now expand from architectural field to infrastructure industry. Through pilot projects, BIM has been challenged with verification process. This trend has affected to maintenance and operation (M&O) phase of construction life-cycle. Advanced country has already published their research and result with feasibility study and guidelines. In this paper, we conduct the feasibility study to adopt BIM-based infrastructure management system. Bridges and tunnels were selected as application target, and benefit/cost ratio were used. The result shows that BIM-based infrastructure management system is feasible when the level of detail is more than "Medium" in bridge, and "High" in tunnel.
