A Study on the Relationship between the Freedom of Information and Records Management: Focusing on Local laws and Regulation about Information Disclosure (기록물관리와 정보공개의 상관성에 관한 연구: 지방자치단체의 정보공개 자치법규를 중심으로)

  • This study aims to shed light on the relationship between information official disclosure and records management in the local government's authority regulations. To that end, analyzed 337 local autonomy laws found in ELIS and the Ministry of Office of Legislation. As a result, it found a link between the 'Public Records Act' in terms of 'records preservation (making minutes)', 'information disclosure procedures for transferred records,' and claims receiving department. 'Record keeping (written minutes)' was similar to that of the 'Public Records Act,' and the 'Claims Receiving Department' mentioned 'Record Management Department.' However, the 'Claims Reception Department' had a strong characteristic of the civil service department, and the 'Public Record Act' did not specify the clause in terms of 'minutes of the minutes.'   • Shiga toxins (Stxs) are the main virulence factors expressed by the pathogenic Stx-producing bacteria, namely, Shigella dysenteriae serotype 1 and certain Escherichia coli strains. These bacteria cause widespread outbreaks of bloody diarrhea (hemorrhagic colitis) that in severe cases can progress to life-threatening systemic complications, including hemolytic uremic syndrome (HUS) characterized by the acute onset of microangiopathic hemolytic anemia and kidney dysfunction. Shiga toxicosis has a distinct pathogenesis and animal models of Stx-associated HUS have allowed us to investigate this. Since these models will also be useful for developing effective countermeasures to Stx-associated HUS, it is important to have clinically relevant animal models of this disease. Multiple studies over the last few decades have shown that mice injected with purified Stxs develop some of the pathophysiological features seen in HUS patients infected with the Stx-producing bacteria. These features are also efficiently recapitulated in a non-human primate model (baboons). In addition, rats, calves, chicks, piglets, and rabbits have been used as models to study symptoms of HUS that are characteristic of each animal. These models have been very useful for testing hypotheses about how Stx induces HUS and its neurological sequelae. In this review, we describe in detail the current knowledge about the most well-studied in vivo models of Stx-induced HUS; namely, those in mice, piglets, non-human primates, and rabbits. The aim of this review is to show how each human clinical outcome-mimicking animal model can serve as an experimental tool to promote our understanding of Stx-induced pathogenesis.

Tax is Involved in Up-regulation of HMGB1 Expression Levels by Interaction with C/EBP

  • The high mobility group box 1 (HMGB1) protein is a multifunctional cytokine-like molecule that plays an important role in the pathogenesis of tumors. In this study, real-time polymerase chain reactions and Western blot assays indicated that HMGB1 transcriptional activity and protein level are increased in $Tax^+$-T cells (TaxP). To clarify the mechanisms, a series of HMGB1 deletion reporter plasmids (pHLuc1 to pHLuc6) were transfected into $Tax^-$-T cells (TaxN, Jurkat) and $Tax^+$-T cells (TaxP). We found that promoter activity in $Tax^+$-T cells to be higher than that in $Tax^-$-T cells, indicating a significant increase in pHLuc6. Bay11-7082 (NF-${\kappa}B$ inhibitor) treatment did not block the enhancing effect. Chromatin immunoprecipitation assays revealed that Tax was retained on a HMGB1 promoter fragment encompassing -1163 to -975. Bioinformatics analysis showed six characteristic cis-elements for CdxA, AP-1, AML-1a, USF, v-Myb, and C/EBP in the fragment in question. Mutation of cis-elements for C/EBP reduced significant HMGB1 promoter activity induced by Tax. These findings indicate that Tax enhances the expression of HMGB1 gene at the transcriptional level, possibly by interacting with C/EBP.

Senescence Effects of Angelica sinensis Polysaccharides on Human Acute Myelogenous Leukemia Stem and Progenitor Cells

  • Leukemia stem cells (LSCs) play important roles in leukemia initiation, progression and relapse, and thus represent a critical target for therapeutic intervention. Hence, it is extremely urgent to explore new therapeutic strategies directly targeting LSCs for acute myelogenous leukemia (AML) therapy. We show here that Angelica sinensis polysaccharide (ASP), a major active component in Dong quai (Chinese Angelica sinensis), effectively inhibited human AML $CD34^+CD38^-$ cell proliferation in vitro culture in a dose-dependent manner while sparing normal hematopoietic stem and progenitor cells at physiologically achievable concentrations. Furthermore, ASP exerted cytotoxic effects on AML K562 cells, especially LSC-enriched $CD34^+CD38^-$ cells. Colony formation assays further showed that ASP significantly suppressed the formation of colonies derived from AML $CD34^+CD38^-$ cells but not those from normal $CD34^+CD38^-$ cells. Examination of the underlying mechanisms revealed that ASP induced $CD34^+CD38^-$ cell senescence, which was strongly associated with a series of characteristic events, including up-regulation of p53, p16, p21, and Rb genes and changes of related cell cycle regulation proteins P16, P21, cyclin E and CDK4, telomere end attrition as well as repression of telomerase activity. On the basis of these findings, we propose that ASP represents a potentially important agent for leukemia stem cell-targeted therapy.

A Study on the Combustion Test of Artificial Turf Installed on Field (실외에 설치되는 인조잔디의 연소시험에 관한 연구)

  • In this study, we would evaluate fire risk by domestic standard for artificial turf installed on field and roofs. Today domestic regulation for artificial turf only applies to outdoor uses and especially KS M 3888-1 has compulsion but limited to school athletic facilities. Indoor regulation complying with National Emergency Management Agency (No. 2012-35) was enacted as recommendations. Thus this study did combustion test of artificial turf installed on field. Analyzed result by 45 degree flammability test, standard was inadequate to judge the fire risk so we compared and analysed its characteristic through combustion test of flame retardant finishing carpet used as flooring. Test and assessment result of its ignitionability by 45 degree flammability test showed that carpet was satisfied with flame retardant finishing performance standard contrary to artificial turf. For this reason, by conducting cone calorimeter test, the combustion property after ignition would be analyzed and evaluated and then this study will suggest a countermeasure for strengthening standard.

  • Korea High-Speed Railway has various safety systems to secure safe and stable transportation and makes assurance doubly sure to minimize casualty and property damage caused by natural disasters. But, there is no regulation that reflects domestic railway line, climate, topographical and geological characteristic in introducing the foreign regulations yet. Therefore, it is necessary for us to modify a regulation which is suitable to domestic high-speed railway. In this study, it is possible to establish more reasonable boundary rainfall by grasping and improving the troubles with existing boundary rainfall that is scheduled to be utilized for high-speed rail-transport operation control under rainfall. Also, it is possible to insure the safety of train by four steps such as 'normal operation', 'warning issue', 'train speed control' and 'train stop' using the established boundary rainfall. It will go far toward minimizing the occurrence of natural disasters.

A Study on Fire Hazard Analysis and Smoke Flowing for the Semiconductor Manufacturing Process (반도체 제조공정의 연기유동에 관한 연구)

  • The power of semiconductor, Korea is continuously constructing semiconductor production line for keeping a front-runner status. however, studies and data about potential risks in semiconductor factory are still short. If fire does not initially suppressed, the fire causes a great damage. To decrease fire risk factors, in addition to fire fighting safety equipment, more important thing is how to design and construct fire protection system. The current fire protection codes about semiconductor factory come under functional law, and this law is short of consideration about particularity of factory. The existing prescriptive fire codes depending on experience compose without evident engineering verifications, thus equipments which is created by the current prescriptive fire code may bring about a variety of problems. For example, the design under the current regulation can not cope with the excessive investments, low efficiencies, and the diversifying construction designs and be applied to the quick changes of new technologies. Ergo, an optimal design for fire protection is to equip fire protection arrangements with condition and environment of production field. Manufacturing factory of semiconductors is a windowless airtight space. And for cleanliness, there exists strong flow of cooperation. Therefore, there is a need for fire safety design that meets the characteristic of a clean room. Accordingly, we are to derive smoke flow according to cooperation process within a clean room and construction plan of an optimal sensor system. In this study, in order to confirm the performance of proposed smoke-exhaust equipment and suggest efficient smoke exhaust device when there is a fire of 1MW of methane in the clean room of company H, we have implemented fire simulation using fluid dynamics computation.

Test and Analysis of 3-D of Leakage Impedances in a Single-Phase 1MVA HTS Transformer (단상 1MVA 고온초전도 변압기의 누설임피던스 3차원 해석 및 시험)

  • In this paper, 3-D nonlinear electromagnetic analysis of a single phase 1MVA 22.9 kV/6.6 kV high temperature superconducting(HTS) transformer with double pancake windings was accomplished. The characteristics of 1MVA HTS transformer such as The efficiency, voltage regulation and % impedance voltage drop were obtained by the 3-D non-linear electromagnetic analysis. And in order to verify the 3-D non-linear electromagnetic analysis of a single phase 1MVA HTS transformer, a 1MVA test transformer with windings made of copper tapes with the same size as BSCCO-2223 HTS tape was manufactured. The energy conservation method to perform the analysis of leakage impedances of both a 1MVA HTS transformer and test transformer was used. The characteristic analysis such as efficiency, voltage regulation and % impedance voltage drop of transformer was performed. And the obtained values of both 1MVA HTS transformer and test transformer were compared.

Ecological Characteristics of the Asparagus cochinchinensis (Lour.) Merr. Population in South Korea (우리나라 천문동 개체군의 생태 특성)

  • This study was carried out to investigate the distribution of native Asparagus cochinchinensis and ecological characteristic in South Korea. Natural vegetative areas were investigated at 5 areas; Taean, Buan, Geoje, Namhae and Jindo. In this study, the $5m{\times}5m$ quadrat was established for recording coverage and appearance species by phytosociological method. The flora of the studied area in native habitats were listed as 130 species. The native habitats was classified into Pinus thunbergii community and typical community. Two communities were located in a coastal cliff and have been destroyed. Therefore Asparagus cochinchinensis native habitats must be protected by regulation. In the studied sites, soil pH, organic matter, nitrogen, available phosphorus, exchangeable K, exchangeable Ca, exchangeable Mg and cation exchange capacity were ranged from $5.1{\sim}5.7%$, $1.77{\sim}3.59%$, $0.19{\sim}0.54%$, $5.4{\sim}18.7$ (mg/kg), $0.24{\sim}0.48$ (cmol+/kg) $0.76{\sim}2.83$ (cmol+/kg), $3.11{\sim}6.22$ (cmol+/kg) and $8.7{\sim}24.5$(cmol+/kg), respectively.

Studies on the Regulation of Calcium Activity in Myocardial Contraction (심근 수축에 있어서 Calcium작용의 조절에 관한 연구)

  • Influences of trigger calcium on myocardial contraction from several sources were investigated on the frequency reduction-induced changes of contraction in rat left atria driven by electrical field stimulation. Rat atria elicited characteristic three phase-changes according to frequency reduction: the first rapid rise in twitch tension, the second transient fast decrease in tension and the third maintenance of twitch tension at about 200% of resting tension during high frequency. Caffeine treatment enormously suppressed the frequency reduction-induced twitch tension increase. The atrial contraction during high frequency vanished after verapamil treatment. But, during low frequency, atrial contraction revived in the presence of verapamil. Ouabain treatment and sodium depletion in superfusing solution abolished the characteristic second phase with slow frequency. These results suggest that slow calcium channel is an indispensable calcium entry route and calcium release from sarcoplasmic reticulum is an major source for trigger calcium in cardiac contraction. And sodium-calcium exchange has a modulatory roles in the regualtion of trigger calcium according to the changes of intracellular sodium concentration.
