인천광역시 접경지역 토지이용규제에 관한 연구 (A Study on Land Use Regulation on Border Area of Incheon Metropolitan City)

  • 인천시 강화군 및 옹진군은 접경지역이라는 특수성으로 인해 군사규제 등의 상이한 토지이용규제를 적용받고 있으며, 행정구역상 수도권이라는 이유로 각종 토지이용규제를 중첩적으로 적용받으면서 경제적 낙후와 쇠퇴가 심화된 지역으로 전락하였다. 접경지역을 위한 접경지역지원특별법, 특수상황지역 개발사업 등 상이한 지원 또한 실시되고 있으나 지원사업의 비현실성, 법령의 위계 등의 문제로 여전히 규제로부터 자유롭지 못한 현실이다. 따라서 본 연구는 인천시 접경지역이 갖고 있는 지역적 특성, 즉 접경지역으로서 상이한 토지이용규제에 대한 중첩규제를 이제는 완화해야할 시점이라고 판단하고 본 연구를 실시하였다. 인천시 접경지역에 대한 군사규제의 유연한 해제 및 운영, 수도권정비계획법 규제완화, 문화재 보호구역 등의 완화 등을 통한 전반적인 토지이용규제의 완화가 요구되며, 특히 인천시 접경지역은 접경지역의 특수성과 수도권과의 지역적, 문화적 여건이 상이함을 인정하여 수도권 범위에서 제외시켜 중첩규제로 인한 피해를 최소화해야 할 것이다.

  • This study analyzes the problems of environmental laws, development planning laws, Metropolitan Area Development Planning(MADP), and the level of environmental pollution at Pusan and Asan-Bay Metropolitan Area where MADP will be realized in the near future. In order to prevent the environmental pollution by realization of MADP, Environmental Impact Assessment Act and environmental impact assessment systems in Korea should be revised so as to reflect the followings. First, the impact of national landuse planning change on the environment should be considered at the beginning of environmental impact assessment procedures. Second, the overlapping and greater impact of many projects, whose part is the subject of environmental impact assessment, upon surrounding metropolitan area should be simultaneously evaluated and the environmental pollution protection and abatement alternatives must be made according to the above impact of the projects. Thirdly, total effluent regulation of water pollution, air pollution and solid wastes should be enforced based on the self-purification of the metropolitan area environment.

어린이집에서 실시된 정서조절 프로그램이 유아의 정서조절 능력 및 사회적 행동에 미치는 효과 (The Effect of an Emotion Regulation Training Program on the Emotion Regulation and Social Behavior of 5-year-olds)

  • The purpose of this study was to develop an intervention program for the improvement of the emotion regulation of 5-year-olds and to analyze the effects of this program on their emotion regulation and social behavior. The participants consisted of 56 5-year-olds from two day care center located in a metropolitan area of Korea. The experimental group (n=28) participated in the intervention program, and the comparative group (n=28) did not. This intervention program was developed to deal with peer relationships, and consists of activities designed to cover all domains of the Korean National Early Education Standard. The emotion regulation and social behavior were measured before and after the experiment. The data were analyzed making use of ANCOVA. Our results indicate that this program had the effect of improving the emotion regulation and social behavior on the part of 5-year-olds.

자기조절에 대한 교사신념, 유아의 행동적 자기조절 및 학교준비도의 관계 : 유아 성별에 따른 차이 (The Relations Among Teachers' Beliefs Regarding Self-control, Preschoolers' Behavioral Self-regulation and School Readiness : The Gender Difference)

  • The current study examined the relations among teachers' beliefs, behavioral self-regulation and school readiness of preschoolers. The study sample included 229 preschoolers aged 3 to 5 attending child care centers located in Seoul and Gyeonggi area of Korea. Using Structural Equation Modeling, the paths from teachers' beliefs to children's school readiness via the mediation of their behavioral self-regulation were examined. Children's self-regulation was directly assessed using Head-to-Toe Tasks. The results showed that teachers' stronger beliefs in and responsibility for children's self-regulation and interpersonal skills significantly predicted greater behavioral self-regulation among children, which in turn, significantly influenced greater social skills and work-related skills. The contribution of teachers' beliefs and behavioral regulation to social skills and work-related skills was positive and stronger for boys.

수도권 정책변화에 따른 산업입지 수요의 변동 (The Variation of Industrial Location Demand by Changing Policy of Seoul Metropolitan Area)

  • 본 연구는 2008년 국가경쟁력강화위원회의 발표를 필두로 현 정부가 추진하고 있는 수도권정책의 변화의 방향과 그 영향을 고찰하기 위하여 수도권정책의 변화에 민감하게 반응하는 기업의 공간수요 변화를 분석하였다. 연구내용은 수도권 정책이 기업의 입지에 미치는 영향을 살펴보고 현 정부의 수도권 규제완화 정책에 따른 기업들의 입지행태 변화 및 공간수요의 변화방향을 분석한다. 연구방법은 실증분석과 설문분석을 활용하였다. 실증분석은 1980년대 이후 통계자료를 활용하여 제조업체의 공간수요 변화추이를 분석하였다. 설문분석은 외생적 충격인 수도권 정책 변화가 기업체의 의사결정에 미치는 영향을 고찰하여 향후 기업들의 제조업용지 수요방향을 도출하였다. 연구결과 기업체들은 그동안 수도권정책으로 인하여 기업입지 결정이나 공장규모결정에 영향을 많이 받았으며 가장 큰 규제정책은 수도권정비계획법상의 권역규제와 공장총량제인 것으로 조사된다. 현 정부의 수도권규제완화로 인하여 제조업용지 수요증가가 예상된다. 특히 수도권과 충청권을 중심으로 제조업용지 수요가 증가될 것이며 강원도는 수요감소가 전망된다. 이는 수도권지역이 우리나라 중에서 가장 교통 물류 조건과 시장조건이 양호한 지역이므로 이 지역에 대한 기업선호도가 높은 까닭이다. 그러나 독자적인 경제권을 형성하고 있는 동남권이나 대경권의 경우 수도권 정책변화로 인한 영향력이 적다. 수도권지역 경우도 전체 지역에서 수요가 증가하는 것이 아니라 성장관리권역에서의 수요증가가 예상된다.

감전사고 예방을 위한 지중함 구조 및 절연 관련 시설기준 개발에 관한 연구 (A Study on Electric-technical Regulation of Handhole Structure and Insulation for Preventing Electrical Shock Accident)

  • The underground electricity distributions are significantly increased because of the urbanization accompanied by rural area developments. However, it has also been increased the safety accidents such as an electric shock around the handhole where the underground cables are connected to each other. This paper provides the base materials on the necessity to amend the installation regulation for securing the insulation and structure strength of handholds using the cast iron or fiberglass reinforced plastic. Article 137 in the judgement regulation for the Korea electro-technical regulation which is one of the installation regulations for handhole is amended and announced in 2017 by being based on the materials in this paper. It is expected to continually reduce the electric shock occurrence around handhole by considering the amended installation regulation.

유역배율이 작은 저수지의 이수관리방법 (Operation Rule Curve for Reservoir with Low Areal Ratio of Watershed to Downstream Paddy Field)

  • To provide a operation rule curve for reservoir with low ratio of watershed area to paddy field area, Duckyong reservoir with watershed area of $15.8km^2$ and paddy field area of 1,071ha was selected, in which 4 meters are being heightened and full water levels will be increased from EL.26.0m to EL.30.0m, total water storages from 365.6M $m^3$ to 708.0M $m^3$. There was no operation rule curve that satisfied over 90% reliability of water supply in reservoir with watershed area of 1.48 times of paddy field area. The differences between observed and simulated reservoir daily water storages were minimized to determine parameters for simulating reservoir inflow in case of paddy field area of 550ha from 1991 to 2010. A operation rule curve was drawn to have a maximum storage with total water storage, which was in paddy field area of 700ha with ratio of 2.3 between watershed area and paddy field area. This case showed that annual irrigation water supply was 668M $m^3$ and instream flow of 57M $m^3$, water supply reliability of 55.6% in normal operation, and annual irrigation water supply was 605M $m^3$ and instream flow of 38M $m^3$, water supply reliability of 95.6% in withdrawal limited operation. Water supply reliabilities showed 35.6% without flood regulation and 17.8% with flood regulation in existing reservoir before heightening.

중추에서 혈압과 심박수 조절에 관여하는 후시상하부 콜린성 수용체의 일차적인 역할 (Primary Role of Posterior Hypothalamic Cholinergic Receptors in Central Regulation of Blood Pressure and Heart Rate in Rats)

  • The purpose of the present study is to determine the role of muscarinic cholinergic receptors of posterior hypothalamus in the central blood pressure regulation when respiration is controlled. In anesthetized and artificially ventilated rats, vasodepressor response was evoked by injection of L-glutamate(10 nmol) neuroexcitatory amino acid into the posterior hypothalamic area. The injection of $carbachol(0.5{\sim}8\;nmol)$ into the same area induced dose-dependent vasodepressor and bradycardic responses. Pretreatment with atropine(4 nmol) completely blocked the vasodepressor response to carbachol(2 nmol). In contrast, in spontaneously breathing rats, the injection of carbachol(8 nmol) into the posterior hypothalamic area induced the vasopressor and tachycardic responses. These results suggest that the muscarinic cholinergic receptors in the posterior hypothalamic area primarily play an inhibitory role in the central regulation of blood pressure and heart rate.

농촌활성화사업과 지역특화발전특구제도의 고찰 (A Study on the Rural Activation Project and the Special Economic Zone for Regional Development Policy)

  • Decrease in Population and graying of rural area by industrialization and urbanization are gone continuously. This makes happened various rural problems and the differential of standard of living with is arising day by day. Government is unfolding rural supporting project to solve continuously these problems. Recent Projects which are choosing not top-down process by government leading but bottom-up process through village inhabitants' participation and expert consultant get positive estimation. But those have difficulties because the support is attained only in the beginning step not continuously and inhabitants' number by graying is decreasing. The Special Economic Zone for Regional Development Policy is new access that regulation can differ according to special quality of each area depending on Localization Age. Through this transfer the competence that can mitigate or reinforce various regulations according to special quality of area in local government. So, back and maintain activation systematically so that each area could be developed specially. The purpose of The Special Economic Zone for Regional Development Policy is the activation of regional economy through development that regional specific character is. And there is characteristic that local government plans and takes the lead in all project contents, government gives regulation benefit by appointing the special economic zone and do not support finance and various tax remissions. Through investigation of such new policy, I wish to recognize what long-term plan and method could be possible to success rural activation continuously.
