Suggestion of the Worth Evaluation of Cool Air and the Allocation Methodology of Cooling Cost (냉기의 가치평가 및 냉방비 배분방법론 제안)

  • Our government will make a plan regulating the cooling limit temperature of the summer season to 26 degree and the heating limit temperature of the winter season to 20 degree for energy saving. Where, the key point of this politic pursuit can be the charge system on heating and cooling cost. We have suggested new cost allocation methodology as a worth evaluation method in the precedent study, and preformed the worth evaluation and cost allocation on four kind of warm air produced from a heating system as an example. In this study, we applied the suggested method to four kind of cool air, and preformed the worth evaluation and cost allocation on each cool air. As a result, similarly to the precedent study, the more energy a customer saved, the more cooling unit cost decreased, and the more energy a customer consumed, the more cooling unit cost increased. From this analysis, we hope that the suggested methodology can offer a theoretical basis to the energy charge policy of government, and induce the spontaneous energy saving of consumers.

Economic analysis of biomass torrefaction plants integrated with corn ethanol plants and coal-fired power plants

  • Torrefaction technologies convert assorted biomass feedstocks into energy-concentrated, carbon neutral fuel that is economically transported and easily ground for blending with fossil coals at numerous power plants around the world without needs to retrofit. Utilization of torrefied biomass in conventional electric generating units may be an increasingly attractive alternative for electricity generation as aging power plants in the world need to be upgraded or improved. This paper examines the economic feasibility of torrefaction in different scenarios by modeling torrefaction plants producing 136,078 t/year (150,000 ton/year) biocoal from wood and corn stover. The utilization of biocoal blends in existing coal-fired power plants is modeled to determine the demand for this fuel in the context of emerging policies regulating emissions from coal in the U.S. setting. Opportunities to co-locate torrefaction facilities adjacent to corn ethanol plants and coal-fired power plants are explored as means to improve economics for collaborating businesses. Life cycle analysis was conducted in parallel to this economic study and was used to determine environmental impacts of converting biomass to biocoal for blending in coal-fired power plants as well as the use of substantial flows of off-gasses produced in the torrefaction process. Sensitivity analysis of the financial rates of return of the different businesses has been performed to measure impacts of different factors, whether input prices, output prices, or policy measures that render costs or rewards for the businesses.

Effect of extraction conditions on radical scavenging and cholesterol metabolism regulating capacity of silkworm larvae

  • High blood cholesterol levels and oxidized cholesterol are risk factors for cardiovascular disease, which displays high annual incidence. Although studies on sericulture products, including pupae, silk protein, and blood lymph, as hypocholesterolemic substances have been reported, insufficient research in this field has been focused on silkworm larvae. Six larval extracts (Low temperature distilled water, LW; hot temperature distilled water, HW; and 30-100% ethanol, E30-E100) were prepared, and their effects on cholesterol metabolism were examined. LW most potently reduced the risk of cholesterol-related disorders. Polyphenols were highly represented in LW, corresponding with its increased antioxidant potency. The cholesterol biosynthesis enzyme, 3-hydroxy-3-methyl-glutaryl-coenzyme A reductase (HMGCR) was strongly inhibited by LW. Hepatocytes over-expressed LDL receptor (LDLR) after LW stimulation, promoting cholesterol elimination from plasma. LW also increased ATP binding cassette transporter 1 (ABCA1) gene expression, upregulating HDL biogenesis. In conclusion, LW exhibited strong antioxidant activity, suppressed cholesterol biosynthesis, improved LDL uptake from plasma, and upregulated HDL biosynthesis. In aggregate, these activities could reduce blood cholesterol levels and prevent cardiovascular disease.

The Development of Coin Circulation Institutes and their Regional Impact during the Reign of King Hyojong(孝宗) (효종조(孝宗朝) 행전사목(行錢事目)과 행전책(行錢策), 성과와 한계)

  • The aim of this thesis was to examine the circumstances that led up to successful coin use across the entire nation in 1678 (the $4^{th}$ year of King Sukjong's reign), during the Joseon Dynasty. To this end, this thesis analysed the Sa-Mouk(事目, Provisions) that contained the institutional protocol for coin circulation, implemented by King Hyojong and the statesman Kim Youk(金堉) who had practical experience in these matters over the ten years of King Hyojong's reign(1649-1659). To regulate the problematic wide circulation of coarse cotton cloth as currency in the market of 1650 (the $1^{st}$ year of King Hyojong's reign), prohibition measures were implemented. Besides the superficial justification given for these measures(i.e., that the market price was disturbed by the use of coarse cotton cloth), there was another purpose to prohibiting the circulation of cotton cloth as money, following the standard ruled by the government: the state aimed to ensure momentum for the upcoming coin circulation policy, by strengthening its control of the current economy. In 1651 (the $2^{nd}$ year of King Hyojong's reign), the government fully cracked down on the use of coarse cotton cloth as currency, and simultaneously implemented its coin circulation policy in the Pyeongan(平安) region. The pretext for this policy was to raise finances to support people who were starving as a result of poor harvests and famine. People who received coins from government officials could purchase food in the market, and the coin circulation policy was judged to be successful. Subsequently, to extend coin circulation further throughout the region, the Sa-Mouk for Seoul was established. The Sa-Mouk included stipulations regarding the use of coin in transactions and for government expenditure; it aimed thereby to enhance the national policy's market credit. The hasty implementation of the policy for the expansion of coin circulation caused some problems that required its modification. In 1652 (the $3^{rd}$ year of King Hyojong's reign), coin circulation was increased to encompass the Gyeonggi(京畿) region, and some of the tax that had been paid in rice was now paid in coin. However, coins were in short supply, since there was insufficient copper, the main material used in coin production, and the policy faced a significant limitation. Therefore, in 1655(the $6^{th}$ year of King Hyojong's reign), a new Sa-Mouk for coin circulation was established. This Sa-Mouk included specifications regarding the determination of coin values based on rice and silver, and mandated the wide spread installation of stores for exchanging spot goods for coins throughout the region in which coins were circulating. This policy's objective was to secure stability for the national economy by further regulating coin circulation. The sustained implementation of the coin circulation policy for ten years by King Hyojong and the statesman Kim Youk offered the government an opportunity to accumulate experience in coin circulation in the market, and also to learn from institutional trial and error. This may have been one of the contributing factors to the nation-wide coin circulation that was established in 1678. The objective of the policy implemented during King Hyojong's reign was not to meet the market's requirements, but rather to ensure the preservation of the national economy, and this misjudgement constituted the policy's key limitation. At this time, the government urgently needed to secure finances to cope with the war against China's Qing Dynasty.

  • This study presents problems and improvement measures for the supply rate of single-alarm detector and fire extinguisher installed in households. Statistics from the NFDS show that 18 percent of all fires and 45 percent of deaths occurred in residential buildings over the past eight years. It was less than 60% that households be equipped rate of basic fire-fighting systems by 2019. In this study, I analyzed the law and statistics of fire to devise a method for fire safety. I proposed that the basic fire-fighting systems is be equipped in households. Like this : First, a free distribution policy for the over 60 years of age and Areas where is fire engine difficult to enter. Second, the policy of adopting safety pay in disaster. Third, the policy of expanding supply through the revision of the Licensed Real Estate Agents Act. Fourth, the policy of self-regulating installation by safety education and set up a data base system. Fifth make a law of household's National Fire Safety Standards.

Service Issues and Policy Directions for Promoting the O2O Industry in Korea (국내 O2O 서비스 이슈 진단 및 산업활성화 정책 방향 제안)

  • A variety of O2O (Online to Offline) services such as Uber, Airbnb, and KakaoTaxi that create new values by connecting offline and online have emerged in the world. O2O services support the convenience of online services and the real-life capability of offline services simultaneously. Thanks to the development of ICTs such as mobility, IoT (Internet of Things), Fin-tech, and big data technologies, the market size of O2O industry is growing very rapidly. This paper reviews various O2O services and industry trends in Korea. In addition, important issues on O2O services and industry promotion are reviewed and presented. Specifically, legislative issues regulating the O2O industry in Korea, interest conflicts between new O2O platform providers and existing traditional offline service providers, current technology infrastructures for O2O services, and negative or side effects of O2O services are reviewed and summarized. Finally, comprehensive policy directions are proposed based on these reviewed issues. It is expected that the proposed policy directions would be adopted by the government and this research could consequently contribute to strengthening the competitiveness of the O2O industry in Korea.

  • Cost of capital is one of the key factors of accounting regulation policy for telecommunication market. This paper aims at investigating efficient policy improvements concerning accounting regulation for telecommunication market focused on cost of capital calculation methods and its application. At First, cost of capital estimating method should be improved. In estimating the cost of equity capital, it is necessary to use benchmark method for Equity risk premium. It will reduce analytical errors caused by a rapid economic change and inflation. It is also more desirable to use debt premium adding method for the cost of debt capital. Optimal capital structure method may be considered a better way to estimates capital structure. Secondly, cost of capital estimating process also has to be reformed. Telecommunication industry changes rapidly so it does not reflect fast environmental changes. Therefore, cost of capital should be calculated every year. Cost of capital should be calculated by individual companies. There is information asymmetry between regulators and regulatees. Because of that cost of capital calculating process takes long time and cost a lot. To solve this problem, regulator should legislate on cost of capital calculation and then regulating companies report the calculating result. Lastly, major telecommunication companies are all listed now and it is possible to calculating it separately. We must continuously improve the estimating method and application of cost of capital and due to the fast growing of telecommunication industry. The process of determining the calculating method must be discussed and best method chosen.

  • This study is aimed at clarifying the influence of an elementary school student's leadership on the Entrepreneurial spirit, and whether the career awareness really gives a regulatory effect on the Entrepreneurial spirit. This study organized the students above 4th grade in an elementary school located in Seoul as research subject; then this study analyzed the collected 420 questionnaires in August, 2015, using SPSS 21.0 Statistical Program. This study used frequency analysis, descriptive statistic analysis and cross analysis as a statistic analysis method. The research issues include 1)Does the leadership of an elementary school student have a significant influence on the Entrepreneurial spirit? 2) Is it possible for career awareness to play a regulatory role in the relationship between an elementary school student's leadership and the Entrepreneurial spirit? The research results of this study are as follows: First, it was found that an elementary school student's leadership has a significant influence on the Entrepreneurial spirit. Second, about whether independent variable factors cause a difference in career awareness as regulating variable in the relationship, in which independent variable factors have an influence on the Entrepreneurial spirit, only a part shows a significant effect as a regulating variable. This study hopes that this research results could provide data to meet the educational alternative to the necessity of leadership education required by the present period, and provide the basis of the use for educational policy for elementary school students with this research results as the center.

Land Market of Ukraine: Problems of Legislative Regulation

  • The article examines the main problems of land market formation in Ukraine. The article is devoted to the study of problems and prospects of land market introduction after the abolition of the ban on alienation. The advantages and disadvantages of lifting the moratorium on the purchase and sale of agricultural land are highlighted. The experience of such European countries as France, Germany, Latvia, Romania and Poland in regulating the market of agricultural lands is analyzed. The historical stages of market formation, features of state policy in this area are considered. The authors found that in these countries the market for agricultural land is well developed and works effectively, which has positive consequences for the economy of these countries. After analyzing the experience, we identified common elements of an effective mechanism for regulating the land market in European countries, which can be implemented in Ukraine. It is emphasized that after the opening of the land market it is necessary to prevent the concentration of a large number of agricultural lands in the hands of one person or close persons and it is necessary to create an effective supervisory body, whose main functions will be supervising sales prevention of speculation in the land market. Emphasis is placed on the need to improve legislation in the field of land, organizational and informational conditions for land reform. The Law of Ukraine "On Amendments to Certain Legislative Acts of Ukraine Concerning the Circulation of Agricultural Land" was analyzed, the adoption of which put an end to the systematic extension of the moratorium on the sale of agricultural land. The positive aspects of such reservations are noted, such as the gradual introduction of the land market, quantitative restrictions, the lower limit of the value equivalent, which can not be less than the normative monetary value. At the same time, the problem is that the lack of an imperative norm on termination of the lease agreement in case of refusal of the lessee to purchase such land at a price not lower than expert assessment, will negatively affect its price formation and actually make the landlord hostage.

  • Advertising, while providing a linkage between sales and consumption, helps promote rational consumption patterns by expanding the scope of information for consumers facing an ever-increasing array of consumption decisions. In so doing, advertising promotes competition among suppliers and sellers, thereby improving market transparency. Intrinsically, advertising can influence the instantaneous decisions made by consumers, and because of this peculiar feature of advertising, ensuring fair advertising practices is a policy issue of great importance. Concurrently, discerning whether the amount of advertising, which is determined by the profit motive of advertisers, is socially appropriate or whether this amount constitutes a waste of scarce resources is a necessary and indispensable consideration in establishing a public policy to respond to the mounting deluge of advertising. Although the Fair Trade Act and numerous other related laws are being enforced with regard to advertising, it may be difficult to say that a unified, practicable and logical basis for regulating the variegated and complex forms of advertising has been established. This paper examines the various theoretical arguments on the welfare effects of advertising as a rationale to justify regulation from the viewpoint of economics. In this manner, this paper helps define the essential nature of advertising and seeks to present a rational approach toward the regulation of advertising.
