A Study on the Usefulness of Birth Registration Data in Rural Korea (한국(韓國) 일부(一部) 농촌지역(農村地域)의 출생사건(出生事件)과 출생신고(出生申告)에 관(關)한 연구(硏究))

  • The improvement of civil registration reguires continuous study rather than periodic efforts. More and better statistics, however, are urgently required to formulate development programs and planning. Data obtainable from the civil registration are usually marred by errors of omission which are difficult to correct. This study aimed at finding out the problems occuring when a set of crude birth registration data in a rural area is used. Data Sources of this study are: 1) For birth registration: government birth registration records obtained from myun office and other government offices. 2) For the actual number of births: birth and child records from the Kang Wha Community Health Project The study area is Sunwon Myun and Naega Myun in Kang Wha Gun, Gyunggido. The referrance period for the accumulated data is one full year: Jan. 1st 1975-Dec. 31st 1975 Major findings are as follows: If the number of registered births is compared with the actual number of births which occured in the target area, the former is far greater than the latter. The general assumption usually is, that the actual number of births exceeds the registered number of birth in Korea. The observation from this specific study in this specific target area, shows the opporsite trend. The number of births which were registered is 550. This is more than two times as much as the number of births which actually occured during the year of 1975 in the study area namely 256. The difference comes mainly from the fact that many cases of births from other areas were registered in the target area. In other words birth is not registered where it occured but where the permanent residence adress is. Among 550 births registered in the target area 66% did not occur in the target area. Only one third of all registered births were registered within the legal period for birth registration which is 2 weeks. 34% of the registered births actually occured in 1974, but were registered in 1975. In 55% of the cases a difference was observed between the actual date of birth and the registered date of birth. From the 256 births which occured in the target area, only 153 births (59%) were registered at the myun office and the remaining 130 births (41%) were not resistered there in the year of study. 6% of the 550 cases listed as registered have no seperate registration sheets. Nevertheless, they definitly have been registered in the birth list at the myun office. 3% of the 550 cases are not recorded in this list but have a separate registration sheet at the myun office. In conclusion, birth registration data have many errors and problems. Their usefulness as. a source for vital and other statistics should be reconsidered. A series of sound methological studies will be necessary to establish their actual usefulness. A continuous and permanent compulsory system of birth recording is needed.

Accuracy Evaluation by Point Cloud Data Registration Method (점군데이터 정합 방법에 따른 정확도 평가)

  • 3D laser scanners are an effective way to quickly acquire a large amount of data about an object. Recently, it is used in various fields such as surveying, displacement measurement, 3D data generation of objects, construction of indoor spatial information, and BIM(Building Information Model). In order to utilize the point cloud data acquired through the 3D laser scanner, it is necessary to make the data acquired from many stations through a matching process into one data with a unified coordinate system. However, analytical researches on the accuracy of point cloud data according to the registration method are insufficient. In this study, we tried to analyze the accuracy of registration method of point cloud data acquired through 3D laser scanner. The point cloud data of the study area was acquired by 3D laser scanner, the point cloud data was registered by the ICP(Iterative Closest Point) method and the shape registration method through the data processing, and the accuracy was analyzed by comparing with the total station survey results. As a result of the accuracy evaluation, the ICP and the shape registration method showed 0.002m~0.005m and 0.002m~0.009m difference with the total station performance, respectively, and each registration method showed a deviation of less than 0.01m. Each registration method showed less than 0.01m of variation in the experimental results, which satisfies the 1: 1,000 digital accuracy and it is suggested that the registration of point cloud data using ICP and shape matching can be utilized for constructing spatial information. In the future, matching of point cloud data by shape registration method will contribute to productivity improvement by reducing target installation in the process of building spatial information using 3D laser scanner.

RNCC-based Fine Co-registration of Multi-temporal RapidEye Satellite Imagery (RNCC 기반 다시기 RapidEye 위성영상의 정밀 상호좌표등록)

  • The aim of this study is to propose a fine co-registration approach for multi-temporal satellite images acquired from RapidEye, which has an advantage of availability for time-series analysis. To this end, we generate multitemporal ortho-rectified images using RPCs (Rational Polynomial Coefficients) provided with RapidEye images and then perform fine co-registration between the ortho-rectified images. A DEM (Digital Elevation Model) extracted from the digital map was used to generate the ortho-rectified images, and the RNCC (Registration Noise Cross Correlation) was applied to conduct the fine co-registration. Experiments were carried out using 4 RapidEye 1B images obtained from May 2015 to November 2016 over the Yeonggwang area. All 5 bands (blue, green, red, red edge, and near-infrared) that RapidEye provided were used to carry out the fine co-registration to show their possibility of being applicable for the co-registration. Experimental results showed that all the bands of RapidEye images could be co-registered with each other and the geometric alignment between images was qualitatively/quantitatively improved. Especially, it was confirmed that stable registration results were obtained by using the red and red edge bands, irrespective of the seasonal differences in the image acquisition.

  • A big database utilizes the establishing network technology, and it became an emerging trend in the computing field. Therefore, there is a necessity for an optimal and effective data distribution approach to deal with this trend. This research presents the practical perspective of designing and implementing distributed database features. The proposed system has been establishing the satisfying, reliable, scalable, and standardized use of information. Furthermore, the proposed scheme reduces the vast and recurring efforts for designing an individual system for each university, as well as it is effectively participating in solving the course equivalence problem. The empirical finding in this study shows the superiority of the distributed system performance based on the average response time and the average waiting time than the centralized system. The system throughput also overcomes the centralized system because of data distribution and replication. Therefore, the analyzed data shows that the centralized system thrashes when the workload exceeds 60%, while the distributed system becomes thrashes after 81% workload.

A Study on the System Improvement of Registered Cultural Properties for the Preservation of Modern and Contemporary Landscape Heritage (근현대 조경유산 보존을 위한 등록문화재 제도개선 방안 연구)

  • Efforts are being made internationally to pay attention to the landscape value of modern and contemporary heritage and to pass it on. However, in Korea, the registration of modern and contemporary landscape heritage as registered cultural properties is insignificant. There has also been little discussion on ways to improve the system in this regard. This study sought ways to improve the registration criteria and classification system of the registered cultural property system so that modern and contemporary landscaping heritage could be protected. Currently, the registration criteria for registered cultural properties are not stipulated for each type of heritage, but are stipulated as a single comprehensive standard. Registration criteria should be separately prepared so that the landscape value of the heritage can be reviewed. First, the registration criteria have an important value in understanding the development of landscape culture. Second, well-preserved landscaping reflects or characterizes the times. Lastly, it should be defined as related to the works of major artists or important figures or historical events. The classification system must match the studied building cultural property classification system, and the detailed types of modern and contemporary landscape heritage should be specified. The major classification follows the building cultural property classification system, but parks and green spaces, squares, and gardens, which can be called a single landscape heritage, should be added to the middle classification. Landscaping heritage, such as gardens combined with building heritage, shall be specified in the subcategory based on building use.

  • In this paper, we develope the simulation model for Ethernet passive optical networks (Ethernet-PON) by using OPNET. Ethernet-PON is an emerging access network technology that provides a low-cost method of deploying optical access lines. The simulator uses a Request/Grant TDMA MAC protocol based on IEEE 802.3ah EFM. It also executes registration, ranging and dynamic bandwidth allocation algorithm by exchanging control packets between OLT and ONUs. We have evaluated for success ratio of initial registration process and delay of late registration process. We also have simulated for dynamic TDMA protocol and static TDMA protocol in terms of channel utilization and queueing delay. We expect that this simulator can help to determine various parameters which are considered for designing Ethernet-PON system.

AR system for FAB construction management using BIM data under fast track condition (패스트트랙 환경에서 FAB신축을 지원하는 BIM기반 AR 시스템 개발)

  • New Fabrication Facility (FAB) construction is performed with Building Information Modeling (BIM) based design. The BIM design data keep updated during the FAB construction. To improve fast-track construction management, a Fabrication Facility Augmented Reality (FABAR) was developed. This study introduces a FABAR system development process and shows performance evaluation results of the FABAR prototype system. The FABAR is implemented with three major modules: Augmented Reality (AR) visualization unit (Room-box) to transfer big BIM data to AR data, AR registration and tracking unit to match AR with real scape and to keep AR coordination in real, and AR data management unit to enhance usability. The prototype performance results were as follows: visualization of design BIM data via AR within 24 hours, precise AR registration and tracking registration, and appropriate usability to support FAB construction management at site. The results indicate that the FABAR is applicable for FAB construction management. Especially, the BIM data transformation method using Room-box in this study signifies a new construction management approach using fluctuating BIM design data in the fast track construction condition.

  • In this paper, we propose an user-centered integrated lost-goods management system through a ranking system based on weight and a hierarchical image classification system based on Deep Learning. The proposed system consists of a hierarchical image classification system that automatically classifies images through deep learning, and a ranking system modules that listing the registered lost property information on the system in order of weight for the convenience of the query process.In the process of registration, various information such as category classification, brand, and related tags are automatically recognized by only one photograph, thereby minimizing the hassle of users in the registration process. And through the ranking systems, it has increased the efficiency of searching for lost items by exposing users frequently visited lost items on top. As a result of the experiment, the proposed system allows users to use the system easily and conveniently.

  • Introduction of domestic digital content identification system mean to building district identification by supplying international identification system and interoperability that reflect domestic special state than accept it as it is. An identification system is composed to a registration authority, registration agencies, registrants. There should be defined their roles and set up their cooperative system to be able to bring efficiency into more.

Cancer Registration in India - Current Scenario and Future Perspectives

  • Cancer registration, an important component of cancer surveillance, is essential to a unified, scientific and public health approach to cancer prevention and control. India has one of the highest cancer incidence and mortality rates in the world. A good surveillance system in the form of cancer registries is important for planning and evaluating cancer-control activities. Cancer registration in India was initiated in 1964 and expanded since 1982, through initiation of the National Cancer Registry Program (NCRP) by the Indian Council of Medical Research. NCRP currently has twenty-six population based registries and seven hospital based registries. Yet, Indian cancer registries, mostly in urban areas, cover less than 15% of the population. Other potential concerns about some Indian registries include accuracy and detail of information on cancer diagnosis, and timeliness in updating the registry databases. It is also important that necessary data collection related quality assurance measures be undertaken rigorously by the registries to ensure reliable and valid information availability. This paper reviews the current status of cancer registration in India and discusses some of the important pitfalls and issues related to cancer registration. Cancer registration in India should be complemented with a nationwide effort to foster systematic investigations of cancer patterns and trends by states, regions and sub populations and allow a continuous cycle of measurement, communication and action.
