중국 제14차 5개년 계획 산업 정책 및 한중 협력에 관한 연구 - 글로벌 가치사슬 측면으로 - (Research on the Industrial Policy in China's 14th Five-Year Plan and China-Korea Cooperation: Based on Global Value Chains)

  • China adopts the "Outline of the 14th Five-Year Plan for National Economic and Social Development of the People's Republic of China and the Long-Range Objectives Through the Year 2035" in the context of tremendous changes in the international environment. A new development paradigm is proposed to prioritize domestic circulation, reinforcing both domestic and international circulations. The industrial policies of China's "14th Five-Year Plan" will have an impact on Korea. Thus it is necessary for Korea to cooperate with China to actively respond to changes in the industrial chains and value chains in Asia and the world. Over the past 29 years since the establishment of diplomatic relation between China and South Korea, the two countries have enjoyed close economic and trade relations. China-ROK cooperation is critical to regional economic development in the Fourth Industrial Revolution and the era of remarkable changes in the world's political and economic structure. China is a robust developing country, while Korea is a developed one in with steady foothold in the world economy. China and South Korea should work together to contribute to the rapid recovery and development of the world economy instead of becoming competitors.

한국의 공간계획과 지역연구 (Regional Planning and Area Studies in Korea)

  • 국토계획이나 지역계획과 같은 공간계획은 사회${\cdot}$문화${\cdot}$경제적인 기능이 복합적으로 존재하는 공간인 '지역'을 대상으로 한다. 따라서 공간계획을 수립하는 일은 해당 지역의 특성과 기능에 대한 이해를 기초로 한다. 본 논문에서는 계획의 대상이 되는 국내 지역에 대한 연구가 계획수립과 갖는 관계에 관하여 논의한다. 우리나라 국토계획과 지역계획을 수립하는 데 있어 지리학, 지역학, 민속학, 인류학 등의 분야에서 이루어진 지역연구는 큰 기여를 해왔다. 이것은 크게 세가지 영역에서 확인되는데 그것은 지역구분에 의한 계획단위의 확인, 생활권 조사에 기초한 계획권역의 설정, 그리고 각 지역특성의 조사에 의한 각 지역 기능의 부여라는 면에서 이다. 과거 지역연구가 계획수립에 이처럼 큰 기여를 해왔지만 일부 부족한 점은 앞으로 보완될 수 있으리라 본다. 이것은 공간계획가와 지역연구학자 모두의 책임이다. 지역연구를 체례적으로 조직하여 계획에서 활용할 수 있는 형태로 축적하는 일이 필요하다. 이를 위해서는 순수 학문적인 지역연구 이외에 표준화된 형태의 계획 지향적인 지역연구가 필요할 것이다. 계획수립은 결국 사람에 의하여 이루어지는 것이므로 지역연구학자들이 계획수립과정에 다양하게 참여할 수 있는 방안이 마련되어야 할 것이다. 이를 위해서는 지역연구가 보다 활성화 되어야 할 것이며 계획마인드를 갖춘 지역연구 인력의 양성도 필요하리라 본다.

지역전략산업 연계 중소기업지원 인력양성정책의 효율화 방안 (A Plan of Efficiency of Human Resource Policy for Small-Medium Enterprises in Regional Strategic Industry)

  • 본 연구는 지역전략산업과 연계되어 추진되고 있는 중소기업 산업인력 양성 정책의 효율화방안을 제시하고자 한다. 특히 산업인력부문의 공급측면과 수요측면을 동시에 접근함으로써 실무적.정책적 시사점을 파악하고자 하였다. 공급측면에 대해서는 지역산업인력 종사자 현황 및 전략산업별 인력공급현황, 지역전략산업 내 인력양성사업을 다루었다. 수요측면에 대해서는 지역전략산업진흥사업에 참여하고 있는 201개의 중소기업을 대상으로 인력수급현황과 산업인력 양성에 관한 기업수요에 대하여 설문조사를 실시하였다. 연구결과 전략산업별 기업수요의 특성이 다르게 나타나고 있어 전략산업별 차별적인 정책방향과 효율성 개선을 위한 시사점을 찾을 수 있었다. 이러한 결과들은 중앙정부의 산업인력 정책기조와 지역산업 현장의 기업수요를 반영하여 산업인력정책의 효율성을 증대하기 위한 시사점이 될 것이다.

제주도 권역별 농업용수 수요량 산정에 대한 고찰 (Estimation of Regional Agricultural Water Demand over the Jeju Island)

  • Over 96.2% of the agricultural water in Jeju Island is obtained from groundwater and there are quite distinct characteristics of agricultural water demand/supply spatially because of regional and seasonal differences in cropping system and rainfall amount. Land use for cultivating crops is expected to decrease 7.4% (4,215 ha) in 2020 compared to 2010, while market garden including various vegetable crop types having high water demand is increasing over the Island, especially western area having lower rainfall amount compared to southern area. On the other hand, land use for fruit including citrus and mandarin having low water demand is widely distributed over southern and northern part having higher rainfall amount. The agricultural water demand of $1,214{\times}10^3\;m^3/day$ in 2020 is estimated about 1.39 times compared to groundwater supply capacity of $874{\times}10^3\;m^3/day$ in 2010 with 42.4% of eastern, 103.1% of western, 61.9% of southern, and 77.0% of northern region. Moreover, net secured amount of agricultural groundwater would be expected to be much smaller due to regional disparity of water demand/supply, the lack of linkage system between the agricultural water supply facilities, and high percentage of private wells. Therefore, it is necessary to ensure the total net secured amount of agricultural groundwater to overcome the expected regional discrepancy of water demand and supply by establishing policy alternative of regional water supply plan over the Island, including linkage system between wells, water tank enlargement, private wells maintenance and public wells development, and continuous enlargement of rainwater utilization facilities.

지역거점공공병원의 지속가능한 외부공간에 대한 연구 (A Study on Sustainable Outdoor Space of Regional Public Hospitals)

  • Purpose: Since hospitals have a big impact on the natural and social environment, hospitals' sustainability must be considered in various aspects including environmental, social, and economical aspects. So far, research on sustainable hospitals has mainly been conducted on indoor environment, but outdoor space of hospital is as important as well. The purpose of this research is to study the sustainability of hospital outdoor space and to make proposals for improving sustainable regional public hospitals. Methods: Through preceding research analysis and literature review, the concept of sustainable outdoor space of hospital was defined. Also, the evaluation contents of outdoor space were extracted from domestic and foreign green building certification criteria. With this analytic frame, we visited 4 regional public hospitals in Korea, interviewed the facility managers, and analyzed sustainability of hospital outdoor space. Results: Analysis of 4 regional public hospitals reveals that there is a lack of consideration for sustainability in all 4 categories; urban and network, natural environment, community, and user. In terms of community, sustainability has rarely been applied to all four hospitals. The site selection and terrain of the site were essential to sustainability. Implications: Establishing a master plan considering future expansion is critical. Also more attempt to show regional characteristics is needed. It is necessary to design a comprehensive outdoor space that considers sustainability and also healing environment. Level difference in the site can be used as a design element.

지역별 노인 만성기 의료 및 요양·돌봄 공급체계 유형화 (Categorization of Regional Delivery System for the Elderly Chronic Health Care and Long-Term Care)

  • Background: By applying the suggested criteria for needs-based chronic medical care and long-term care delivery system for the elderly, the current status of delivery system was identified and regional delivery systems were categorized according to quantity and quality of delivery system. Methods: National claims data were used for this study. All claims data of medical and long-term care uses by the elderly and all claims data from long-term care hospitals and nursing homes in 2016 were analyzed to categorize the regional medical and long-term care delivery system. The current status of the delivery system with a high possibility of transition to a needs-based appropriate delivery system was identified. The necessary and actual amount of regional supply was calculated based on their needs, and the structure of delivery systems was evaluated in terms of the needs-based quality of the system. Finally, all regions were categorized into 15 types of medical and care delivery systems for the elderly. Results: Of the total 55 regions, 89.1% of regions had an oversupply of elderly medical and care services compared to the necessary supply based on their needs. However, 69.1% of regions met the criteria for less than two types of needs groups, and 21.8% of regions were identified as regions where the numbers of institutions or regions with a high possibility of transition to an appropriate delivery system were below the average levels for all four needs groups. Conclusion: In order to establish an appropriate community-based integrated elderly care system, it is necessary to analyze the characteristics of the regional delivery system categories and to plan a needs-based delivery system regionally.

국토계획과 환경계획 통합관리 지표 개발 연구 (A Study on Assessment Indicators for Integrated Management on Korea National Planning and Environmental Planning)

  • Both the national land plan and the environmental plan reflect the need for sustainable land use and management. However, the linkage between the plans is reduced due to the lack of integrated management. Therefore, this study developed indicators to achieve integrated management. A total of 59 environmental plans were reviewed for the development of indicators, and a total of 74 integrated management indicators were derived through a three-stage process. In this process, the relevance of the integrated management indicators of this study to the UN 's sustainable development goals (SDGs) is presented in order to derive indicators that meet the level of international consultation. In order to facilitate the utilization of the indicators, the final indicators are divided into seven areas: natural ecology, water resource and quality, urban and green space, atmospheric, energy, landscape, resource circulation and waste. Furthermore, the indicators were classified into national, regional, and city level. Accordingly, the final indicator can be adapted to the field of influence of the planned to be established, and the indicator can be selected and applied to the level of the plan. The final indicators can be used to examine the extent to which the national plan reflects the contents of the environmental plan and can be used as an aid to confirm the contents to be included in the plan when establishing a new national plan.

  • The case for study in this paper is the Main Plan and Management for the Fukutoshin; the restructure of Nishi Shinjuku, This plan was first outlines in 1960, and includes a vast area of 96 ha for redevelopment. It aims to create a totally new center in the city. This was the first case in Japan, and in the world of a plan of these magnitudes. involving urban landscape restructuring from three points: Landscape (open spaces for public use: the Shinjuku Central Park and the surrounding area of the buildings), transport and commercial building developments. The Landscape plan for the green areas was decided in a way to compensate the population of the area and the visitors. As a rule, high-rise building constructions are placed each one in single lots and are surrounded by open spaces and greenery. Pedestrain areas are widened and also connected by bridges in a way to allow free circulation, and interconnection between the constructions and the green areas. Another important factor is the role that Private Corporation, and public interest plays. Joining these two forces has allowed the concretization of this project. This interpolation between public and private roles was an innovation in Japan, and it also the key for the concretion of the project. The historical review of the process and management of this project help us to put into perspective the introduction of new concepts and ideas, which were not related at that time to traditional Japanese Landscaping. Furthermore we are better able to understand the substantial increase in the percentage of land dedicated to green areas in contrast to the typical standards of Japanese cities.

국내 광역상수도 요금제도의 개선 방향에 관한 연구 (A Study on the Improvement of Price Structure of Multi-regional Water Supply System in Korea)

  • 본 연구에서는 다음과 같은 세 가지 측면에서 광역상수도 요금제도 개선 방향을 분석하였다. 첫째, 지금까지 기존 연구에서는 거의 논의가 없었던 용도별(생활용수, 공업용수) 차등요금을 부과하는 방안을 분석하였다. 먼저 현행 용도별 동일 요금체계의 문제점을 지적하고 용도별 차등화 요금 설정을 위한 몇 가지 방법론을 제시하였으며, 다소 제약적인 가정에서지만 실증자료를 이용하여 람지(Ramsey) 가격을 계산해 보았다. 둘째, 첨두부하요금(계절별 차등 요금)과 관련하여 일반론적인 측면에서의 첨두부하 요금 적용의 근거 외에 광역상수도 공급 시스템이 특수하게 가지고 있는 댐 설비와의 관련성을 고려한 계절별 차등요금의 근거도 있음을 지적하고 이러한 두 측면을 모두 종합적으로 고려해야 함을 지적하였다. 셋째, 현재 계획 부하에 대한 책임소재를 불분명하게 만드는 배분량, 급수 결정량 제도의 문제점을 자세히 지적하고 지방자치단체에게 광역상수도 건설 수요(계획 부하)에 대한 책임을 부과하고 지방자치단체간 비용부담의 형평성을 유지하게 해주는 '책임수량제(責任水量制)'의 광역상수도 적용필요성을 제시하였다.

광주.전남 공동혁신도시 입지선정과 지역발전 효과 (Common Innovative City in Gwangju and Jeonnam Province: Location Selection Process and Regional Development Effects)

  • 전국의 10개 지역에서 건설되는 혁신도시(지구) 중에서 많은 광주와 전남의 공동혁신도시는 중앙부처 및 관련 전문가 집단으로부터 매우 모범적인 사례로 평가받고 있다. 이런 측면에서 본 연구는 광주시와 전남도가 공동으로 혁신도시를 건설하게 된 배경과 입지선정 과정에 나타난 특징을 고찰하는 것이다. 공동혁신도시 건설은 광주시장과 전남도지사의 리더쉽, 광주와 전남의 상생발전을 염원하는 지역주민의 사회적 합의, 공동혁신도시의 장점을 확산시킨 혁신주체들의 노력 등이 결합된 결과였다. 공동혁신도시의 입지선정과정은 광주전남지역혁신협의회가 추진주체가 되어 진행되었고, 입지선정위원회에서 나주시 금천지역이 제1순위로 선정되었다. 광주 전남의 신도시 건설구상은 성장거점의 기능과 역할 확대, 규모 경제의 확보와 도시자체의 자생력 확보, 건설비용 절감과 도시개발의 효율성 제고, 공공기관 종사자들에게 대한 유인책, 광주 전남의 공동발전에 미치는 효과, 공동의 지역발전을 위한 협력체제 구축 등이라는 측면에서 지역사회에서 중요한 의미를 갖게 될 것으로 기대된다.
