Chinese Naval Power Build-up and Measures for Regional Maritime Cooperation (중국의 해군력 발전과 지역 해양안보 협력 방안)

  • This research deals with the PLAN's capabilities and its implication for regional security, and suggests some measures for maritime security cooperation among regional states. China has began to focus its national strategy more on 'rising as a new maritime power' since the 18th Party Convention in November 2012. Chinese new strategy aims at building a strong navy, contributing economic prosperity and national security, and thus elevating its prestige in international society. Most of all, building a strong navy is the foremost task at this time, and that is why the PLAN has the priority for military modernization. Chinese new maritime strategy could cause naval arms race in East Asia and aggravate maritime territorial disputes among concerned parties. It is the time for regional states to discuss some measures to build confidence, such as arms control of naval weapons, establishment of multilateral maritime security mechanism, and foundation of regional security regime, thus enhancing regional maritime cooperation.

  • This surveillance research drafted a conservation plan of regional green spaces, on a metropolitan area level, geared toward the Minuma Tanbo area of 1260 ha, located in Saitama City, in the suburbs of Tokyo. It was an effective method, applied to an area where Japan's current issues on regional green space were epitomized, as it formed symposiums consisting of various personnel, and the opinions of the citizen had been reflected.

  • The purpose of this design plan is a method for opening the church to regional society to contribute to make up the community within regional society and to achieve the desirable common society of christianity like following. 1)For opening churchs to regional society, the church has to make up exterior spaces sufficiently. 2)The main chapel has to planned with mutipurpose for fiexibility and various functions of contemporary church. 3)The whole facilities have to be organized with a kind of the complex or multifunctional building which can accommodate activities of education, recreation and culture, therefore, content with the community's requirements. 4)The architectural form of the church has to planned with human scale, considering harmonization with regional environment. Modern church architecture needs a centralized plan, a variety of shapes such as square, round oval and polygon rather then a rectangular which is able to bring about a closer reationship between the priest and the congregation in the church.

Strategic Environmental Assessment for the Master Plan of Tonkin Gulf Coastal Economic Belt Development: Lesson Learnt

  • Methodology and application of Strategic Environmental Assessment (SEA) for policies, plans, and programs are still new approach in Vietnam. With a support from Vietnam-Swedish Project (SEMLA) and Ministry of Natural Resources and Environment (MONRE), SEA for the Tonkin Gulf Coastal Economic Belt Development Plan was conducted in 2008. Lessons obtained from this SEA may contribute to improving methods and practicing SEAs for regional development. The main lessons summarized in this paper are: (i) close cooperation between the planning and environmental teams from the beginning phase of a master plan; (ii) SEA should focus not only on impacts to the natural environment but also on main issues of socio-economic aspects; (iii) approaches and methods used in SEA should be appropriate to properly predict the impacts at regional-levels and cumulative impacts; (iv) a good SEA study may be achieved when detailed data on the environment and socio-economy of the study area are available and have active engagement of stakeholders, including project affected sectors, ecologists, planners, policy makers, etc. This paper is useful for whom, those work in SEA in regional development.

  • The purpose of this study is to induce the activation of public libraries in community through make use of public libraries as a plan for accomplishing regional informatization which based on regionalization and informatization. To acquire the twin goal of regional informatization and activation of public libraries, I propose a strategic plan which makes use of regional public libraries as an infrastructure of educating informatization and community-network concept. Especially those plans would cover recent background issues of super-national interest in rural welfare & development venture.

  • To establish the transmission system expansion plan based on reliability, valuation of outage cost become more important. In previous studies about outage cost estimation, macroscopic, microscopic and analytic methods are proposed but they have some limit. For instance, microscopic method involves a complex field survey process and macroscopic method can not estimate regional outage cost. So in this paper, a new method to estimate regional macroscopic outage cost using the reduction of value added due to power outages is proposed. This method uses regional add value according to production activities called Gross Regional Domestic Product(GRDP) and regional electricity sales.

  • The residence plan of Korea has been formed with bias for quantitative growth and uniformity failing at obtaining human value. Also, rapid growth brought about severe problems of deteriorated human life and destruction of environment. The solution for these problems is pursued in many directions, but there is short of active plan yet. The residence shall develop into new direction to satisfy the demand by reflecting society and culture as well as residents. This study examines external design with symbolic representation of regional feature as an alternative for uniform residence environment problem. This study will be a basic data upon suggesting the direction for planning high quality residence environment. This study examined the elements which form external space of residence complex, designed plan for external space of residence complex, and examined how to reflect regional feature which is important element of local community and culture on the space plan for residence complex based on the evaluation by local residents centered on Gimcheon-si, Gyeongbuk which just started local specialty by fostering. A Study on the Direction of the Public Environment Design based on the Regions' Sense of Identity (지역정체성을 기반으로 한 공공환경 디자인의 방향 연구)

  • The purpose of this study is to present the direction for effective public environment design by becoming aware of the social, cultural and historical values that are inherent to the specific regions once again. Concept of regions' sense of identity, regions' resources and regionality were identified as a means based on the basic cityscape plan and guideline for public design. Sample city was analyzed by extracting the regionality elements, and the results are as follows. First, appropriateness of the direction for the public environment design based on the regional identity was confirmed. The need to establish regional identity in the cityscape plan is specified when it comes to the basic goal, strategy and direction. Second, public environment design should be planned within the context of the cityscape. It is necessary to improve with integrated plan by setting up the consistent goal, direction and detailed guideline based on the basic concept of cityscape plan. Third, 'design city' requires the development of the unique design and planned techniques based on the harmony with the existing resources. It is necessary to uncover the powerful design elements that are exclusive to specific regions, and to search for differentiation and visualization to form consensus. Public environment based on regional identity will improve if the above mentioned research results are used as the basic data when it comes to the implementation of public environment design.

Linkage Between Catastrophic Disaster Recovery Plan and Regional Comprehensive plan in Japan - Focus on the Great East Japan Earthquake Case - (일본의 대규모재해 부흥계획과 지역종합계획과의 연계체계 연구 - 동일본 대지진 사례를 중심으로 -)

  • The purpose of this paper is to analyze the linkage between Si-Jeong-Chon (municipalities of Japan) catastrophic disaster recovery-regeneration plan (DRRP) and regional comprehensive plan (RCP), each of which was made after the Great East Japan Earthquake, and to make implications on establishment of a disaster recovery plan of Korea. In order to explore the relationship between the two plans, the DRRPs and RCPs of 30 municipalities are collected and categorized according to their characteristics. The results show that DRRPs of the municipalities are not always in a consistent form and contents because regulations and guidelines on DRRP are not definite and specific. The relationship between DRRP and RCP in terms of its form and contents can be divided into 3 categories; Reflective Type (RT), Complementary Type (CT), and Substitutive Type (ST). The 22 RT plans as the majority of those DRRPs appear to reflect the development strategies of municipalities' RCPs. Both 3 CT plans and 5 ST plans seem to be integrated with RCPs in some way. The plan in CT of a municipality supplements its RCP by adding some new strategies to its recovery section and the plan in ST of a municipality appears to replace its RCP. Finally the influential factors which are considered to determine linkage type are identified as remaining time which is legally required to re-establish its RCP, the extent of damage, and socioeconomic condition changes.

A Study on the Representation Process of Architectural Design Concepts considering Regional Characteristics (지역특성을 고려한 건축 디자인 개념 표현 과정)

  • It was the purpose of this study that propose architectural design process through analysis of concepts considering regional characteristics. The procedure of this study was as follows : First, classifying design process through investigating paper-survey and case studies. And We would investigate representation process of design concepts applied to design competitions entries. Finally, we would investigate design process applied to buildings in various districts. In the results, we could find that domestic architects were applying to site plan, floor plan, elevation plan, section plan and mass plan-led design process to express design concepts. And according to survey on buildings in various districts, we could verify that architects were applying various design process to express design concepts according to site characteristics. These results could help architects to design appropriately, according to site characteristics.
