Information Systems in Project Management of The Public Sphere

  • Project management is a current trend of management in the public sphere, based on different principles, methods and tools. The tools include information technologies providing control over time, cost, quality and planning process in order to ensure accountability to interested parties. The goal of the research was to examine the impact of the integration of information systems in project management of the public sphere on the quality of public governance and administration using the example of infrastructure projects involving the private sector in developing countries. The methodology of the research is based on the concepts of "digital-era governance" (DEG), "Information governance" and "project governance" to determine the effectiveness of information systems and technologies in the management of infrastructure projects in the public sphere. The data from the countries with Lower middle income (India, Indonesia, Philippines, Ukraine, Vietnam) and Upper middle income (Argentina, Brazil, China, Colombia, Mexico, Peru, Romania, Russian Federation, Thailand, Turkey) for 1996-2020 were used to study the effects of DEG. The results show two main trends in the countries with Lower middle income and Upper middle income. The first trend is the development of digital governance, the concept of "digital-era governance" through information systems and performance measurement of the governance system, forecasting of investment flows of infrastructure projects, measurement of payback and effectiveness parameters for investment management in the public sector, decision support. The second trend is the existence of systemic challenges related to corruption, social and institutional factors through the development of democracy in developing countries and the integration of NPM similar to developed countries. The confidence of interested parties, especially private investors, in public authorities is determined by other factors - the level of return on investment, risks and assignment of responsibility, probability of successful completion of the project. These data still remain limited for a wide range of project participants, including citizens.

A Study on the Spatial Configuration for Regional Trauma Center in Korea by Using Space Syntax (공간구문론을 이용한 국내권역외상센터 공간구성에 관한 연구)

  • The regional trauma center should be a trauma treatment center equipped with facilities, equipments, and manpower capable of providing optimal treatment from emergency surgery to a severely traumatized patient upon arrival at the hospital. In order to establish a medical system for effective severe diseases, it is necessary to prepare architectural planning guidelines for the regional trauma centers. This study analyzes the connectivity, control, integration, and mean depth of current trauma centers using the convex map of space syntax, And to provide basic data for building for more efficient regional trauma center. The major areas that must be included in the regional trauma center are trauma resuscitation room, trauma operating room, trauma intensive care unit, and trauma general ward. It is necessary to carry out the architectural planning to increase the interconnection of the four areas. Also, the elevator plan for trauma patients should be emphasized. In addition, a regional trauma center should be separated from the existing facility for independent operation. According to the case analysis of the space configuration of the regional trauma center, the location of the operating room is most important considering the connection with each department of the hospital and the treatment flow of the severe trauma patients.

  • The impact of a new stadium on the urban context and regional development is significant. Especially where several new stadiums are built for single mega events like the Olympic Games, Commonwealth Games or the Soccer World Cup the impact is even higher. Objective of this paper is to identify and analyze the key drivers for sustainable integration of stadiums within the existing context. The level of sustainability is analyzed based on four different categories: urban, social, environmental and economics. Particular focus is on the project management strategy for implementation of the key drivers during pre-design, design and execution. In conclusion key elements of the project management strategy for sustainable integration of a stadium within the urban, environmental, social and economic context are summarized.

Governance, Institutional Quality and the Euro Area Crisis: What Lessons to East Asian Integration?

  • We find that institutional quality of an individual country was highly and significantly correlated with its economic performance in the euro area. We argue that governance reforms proposed at present do not suffice to resolving the fundamental problems of the EMU governance system unless disparities of institutional quality in member states are dissolved. Regarding regional integration, East Asia is far behind the Eurozone not only in institutional elements of the governance system but also in institutional quality at the level of individual nations.

  • The development of the TSR-TKR Network will be regarded as the most important step towards the realization of integrated regional transportation system. If the TSR-TKR is constructed, there may be a possibility for the TKR to be used for shipments to Europe relacing marine shipments that take place at present. However, major forwarders think that it will not be easy to ensure the economic competitiveness of the TSR-TKR route. In this study, we have analyzed the optimim route for integration of opreation line on TSR-TKR.

Regional Asymmetries and Development Cooperation in MERCOSUR (남미공동시장의 역내 비대칭성과 지역개발협력)

  • This paper deals with the regional asymmetries of MERCOSUR and regional development cooperation for its solution. Through the formation of a common market, the countries of Southern Cone expected to grow evenly. However MERCOSUR had structural asymmetry from the beginning and exposed policy asymmetry over time. It is basically due to the overwhelming influences of Brazil on MERCOSUR. With regard to asymmetries, Paraguay calls for special and differential treatment. Uruguay wants equitable application of market liberalization. Argentine emphasizes production integration based on the development of value chains. In the issue of asymmetries, while Paraguay, Uruguay and Argentine act as petitioners, Brazil is capable of selecting the initiatives. Under these circumstances MERCOSUR has established FOCEM as regional redistribution mechanism. FOCEM has achieved some results as seen in Paraguay, but there are still problems such as financial limitations and lack of enforcement. In oder to activate the redistributive mechanism for regional integration and to coordinate the policies to resolve regional disparities, transnational governance is essential but all member countries are reluctant to it. To date, regional asymmetries or development gaps have persisted and disparities in individual countries remains a problem.

Analysis Methodology of Industrial Integration by Spatial Unit: Based on Root Industry (공간단위별 산업집적 분석 방법 연구: 뿌리산업을 중심으로)

  • Spatial distribution analysis of industrial locations plays a very important role in the establishment of relevant spatial policies and plans. The first thing to consider in this analysis is what analysis indicators and spatial units are used, because the interpretation of the analysis results may vary depending on the analysis indicators and the spatial units. Therefore, this study first examines various industrial integration indicators considering spatial autocorrelation and suggests the classification of regional types of industrial aggregation through the combination of related indicators. And then, this paper aims to empirically analyze the root industry by presenting a methodology for analyzing industrial integration by various spatial units such as individual locations, grids, and administrative districts. The results of the empirical analysis show that the grid in the spatial unit can be analyzed in more detail than the administrative unit. In addition, it is expected to overcome the limitations such as differences in interpretation that may occur due to the setting of spatial units. In the classification of regional types, the south-eastern region of Ulsan, Busan, and Changwon, and the western region of the SMA of Incheon, Hwaseong, and Ansan were analyzed as the industrial cluster type.

The Problems of the Social Integration Policy - A Case Study of Social Tolerance Policy in Japan - (일본의 '다문화공생' 정책을 사례로 본 사회통합정책의 과제)

  • One feature of the multicultural policy practiced in Japan is that the central government stresses the importance of local administrations in executing the policy, providing a systematic framework through which local administrations can actively promote and execute multicultural policy intended to foster social tolerance. In other words, the multicultural policy practiced in Japan seeks to overcome some of the limits and issues inherent to such policy by encouraging the delivery of opinions from below that reflect differences among different localities, while the central government proposes the policy aims and recommendations from above down to local administrations. The multicultural policy of Japan, which allows local administrations to administer such networks by actively carrying out the roles of arbitration and integration within communities where multiculturalism is found, presents meaningful points of comparison and learning to the multicultural policy in Korea that has only recently begun to seek for the aims and ways of multicultural policy from the perspective of social integration.

A Genotypical Analysis of Korean REMCs and Generation of Base Line Data for the Analysis and Evaluation for Future (REMCs) Designs Using Space Syntax

  • Purpose: The purpose of this paper is to analyze the spatial configurations of a sample of Korean regional emergency medical centers (REMCs) to explore its underlying genotypes and thus produce a base line data for the analysis and evaluations of future REMCs designs using space syntax theory. Methods: Space syntax analysis was used as a major tool for the analysis and exploration of Genotype. The measures of Integration(overall integration with exterior and without exterior as well as the integration of individual clinical spaces for each center), base difference factor (DF) and Space link ratio were calculated for a sample of seven Korean REMCs. Results: The result shows a strikingly similar pattern of Syntactic measures across the sample, the mean integration of sample ranges from 0.82-0.99 with exterior (while considering the exterior space as a root) and 0.81-1.01 without exterior (considering the connections of interior spaces only with no outside connection). The base difference factor (DF) of the sample varies from 0.60-0.81 with exterior and from 0.59-0.82 without exterior. Case number-1 was identified as non-genotype with differing order of Syntactic values. Although the genotype had different forms, layouts and even sizes, these results cannot be explained by Phenotypical comparisons. Implications: This study will contribute to the configurational analysis and evaluation of existing and future Korean REMCs design and practice of emergency healthcare delivery system in Korea.

Exploring Possibilities of Social Integration in Inclusionary Housing: Focusing on Inclusionary Zoning in the United States (포용주택 공급을 통한 사회적 혼합 가능성 탐색 - 미국의 포용주택 제도를 중심으로 -)

  • This study aims to explore the possibilities of social integration focused on the inclusionary housing scheme developed in the United States. Inclusionary housing is produced by inclusionary zoning with planning power. One of the main goals of developing inclusionary housing is to achieve social integration in neighborhoods. The author investigates the origin, evolution, characteristics, and mechanism of the inclusionary housing scheme in the United States. Results show that the inclusionary housing scheme utilizes market mechanism such as the incentives of floor ratio bonus, fast tract permit approach as well as the affordability obligation for the low-income households. Considering the policy orientation in the United States toward market mechanism, the inclusionary housing program has played a significant role in producing and preserving affordable housing for the underprivileged in affluent neighborhoods and has produced meaningful results in academic achievements, better job outcomes, health results, and social interaction even though it has been also criticized with by its superficiality. Finally, the author draws policy implications for housing policy in Korea from the lessons and limitations of the inclusionary housing mechanism.
