It is necessary to secure a budget according to the selection of public offering projects in the village plan, such as promoting public housing projects without setbacks by prioritizing land purchases for public housing sites and establishing specialized strategies considering regional characteristics. Second, a public housing project that responds to local demand is required. The evaluation factors such as continuous promotion of the urban architecture integration plan and strengthening of regional linkage plans such as specialization of regionally tailored designs should be supplemented so that regional resources and village plans are linked with the public housing specialization plan. Third, surrounding area maintenance plan (village plan) should be secured by the strengthen of the legal status or establishing related provisions. In recent years, the insistence that the central government should hand over the right of establishing and managing housing policies to local governments is growing. And, it is needed that local governments should pursue their own original housing policies. The purpose of this study is to explore the characteristics of the prefectural plans of the national basic act for housing in Japan to envision the future directions of regional housing policies. This study analyzed the structure, main policy contents, and the outcome indexes of all 47 prefectures' plans in Japan. This paper introduced the affordable housing support programs and system of the State of Michigan and Lansing Metropolitan Area and reviewed the affordable housing plan of Lansing area. This paper also examined their challenges and efforts to solve the affordable housing issues with additional analysis. The affordable housing planning process was also presented with a comprehensive analysis and future prediction of demographic characteristics and housing supply and demand for affordable housing. Especially, the trend and future forecast of the elderly and low-income households who have a significant impact on the affordable housing demand are considered. The U.S. and South Korea have different housing characteristics and situations. A part of the plan and suggestions of Lansing are somewhat unfamiliar, and it is difficult to introduce their suggestions into our policies. However, the affordable housing plan of Lansing Metropolitan Area suggested various solutions to solve the issues, and some of them deserve to be considered on our housing policy making.
The aim of this paper is to study on the background and the reasons of the uniformity of housing type and planning, and to find ways of coping with the related problems, focusing on the uniformity of apartment housing and it's excessive typical planning. In this process, I try to take suggestive hints from the case of Japan which already made an issue of uniformity of housing type and promoted the handling measure for the problem in a national level. The result includes that supplied apartment housing in Korea occupies about 80% of total housing supply each year, and the reasons for the increased apartment housing supply are attributed to many interactive influence factors. One of the influence factors is ascribed to mass housing system where many academic theories have supported the system under the interdisciplinary cooperation. In the case of Japan too many supplied condominium housing provoked the uniformity problem, however, the establishment of HOPE plan and a special association board oriented to the study of regional housing planning under Architectural Institute of Japan have considerably relaxed the uniformity problem.

This study focused on low fertility and population decline which threaten national competitiveness. Therefore, a comprehensive analysis was attempted on the impact of housing characteristics and residential area characteristics of newlyweds on their birth plan. To this end, the hierarchical linear model(HLM) was implemented using '2016 Korea Newlyweds' Housing Survey' data. The main findings of this study are as follows. First, the birth plan of newlyweds is affected not only by housing characteristics, but also residential area characteristics such as the average housing price, average private education expenses and the number of local child centers. Second, the use of housing loans and the housing tenure have an interaction effect with the average housing price and the number of local child centers among the residential area characteristics. In other words, the use of housing loans has a negative effect on the birth plan if the housing price is high in the area, and being renter household has a positive effect on the birth plan if the number of local child centers is high in the area. These findings suggest that governmental effort to raise the birthrate of newlyweds should take into account their housing characteristics as wells as residential area characteristics.

Population growth in Korea is slowing down, and the ratio of 1~2 person households has exceeded 53.3% of the total. And in the future, it is becoming more important how to accommodate as proper planning in residential areas. In this paper, we examine whether the existing district unit plans respond appropriately to the trend of the increase in small-sized housing, and we propose improvement plans for elements of the district unit plan and measures to enhance its applicability in response to small-sized housing. To do this, we analyzed the guidelines and contents of the district unit plans related to small-sized housing in recent 6 residential sites, and derived problems and improvements through literature review and expert consultation. As a result of the study, we proposed the items that need to be reflected in the district unit plan related to various housing type for one person household. And planning elements related to households, housing site, building layout, and architectural shape and appearance were also proposed, which were suitable for single-person households, such as small-sized communal housing, share-house, and single-person housing. It also suggested that single-person households should be considered for housing characteristics, including introduction of auxiliary welfare facilities such as unmanned delivery box and guest houses, and exclusion of low-demand auxiliary welfare facilities such as kindergartens. The suggested content can be used to make guidelines for small-sized housing in district unit plan.
