  • The economic growth of China, an average of 9% as an external performance, has caused lots of side effects in the country. The social issues such as income gap, especially the wide gap between the rich and poor, and regional divide are the main cause of concerns that China's economic growth is not sustainable. It prompted the Chinese government to realize that institutional regulations on CSR are not optional but required to promote the sustainable development of corporations. In 2006, CSR was addressed for the first time in China, as the government established the November 5 Plan and revised "Company Law". The government garnered social attention by introducing CSR for the first time in November 5 Plan. Also, the government established December 5 Plan in 2011 to set a key goal as 'sustainable development' and reflect concrete measures for CSR in its corporate policy. In particular, Commercial Bank has a social responsibility to establish more concrete, forceful regulations than those of general corporations, as a financial intermediary. Thus, this study is aimed at exploring how the social responsibility of Commercial Bank is reflected in the Banking Act, the issues, and legislative directions on the social responsibility of Commercial Bank in China.

Asymmetric Changes in Korean Industry and Labor after Economic Crises (경제위기 전후 산업과 노동의 불균형 변화와 미래 전략)

  • This paper examines how Korean economy has been asymmetrically changed after economics crises. The three crises during the last three decades, covid19, global financial crisis, and currency crisis, have deteriorated the economic inequalities of Korea in various ways. First, manufacture industry has been affected larger by economic crises, but recovered fast. The shocks in service sector were small but persist longer or were permanent. Second, although the covid19 spreaded out more to the capital area, the negative economic shock was greater in the non-capital region. That is, the crisis in the capital region transferred or amplified to the other region. Third, the inequality between permanent and temporary workers became worse after crises. Fourth, the sluggish small business growth problem became more serious during the covid19. In order to overcome the industrial and labor inequality, it is desirable to government strategy for economic development from focusing on high value-added industry to a balanced growth for all industry and region. To this end, governemt support should be asymmetric. That is, it should focus on indirect support such as regulatory reforms in the high value-added and private-led industries, and, for small business related service sector and non-capital region which have had limited opportunity of renovation and growth, the more active effort of government and government-driven gowth strategy would be desirable.

  • The agricultural sector's economic structure in Korea is regarded to encounter major barriers on the way toward revitalizing its economic prosperity. Among many, the energy-related problem is one of prime nuclei embedded in the country's agricultural sector. The ought-to-come structural changes in the country's agricultural energy system hinge upon the central government's policy direction as well as efforts of local governments and local farming community members. The indirect aids via 'cross subsidy' of electricity tariff rate and 'tax-exempt price' of oil fuels are two notable causes of the unsustainable energy consumption pattern in the country's agricultural sector. As measures, demand-side management(DSM) and energy-efficiency promotions are regarded to be the most attractive methods for energy conservation and economic productivity as well. Development of renewable energy sources are also receiving a great deal of attention for the long-term alternatives to the country's existing oil-based agricultural production mode. This study examines the contributive potential of DSM approaches and renewables-based technologies. With the critical evaluation on the concurrent adversities of the country's agricultural energy system, various sources of renewable energy-solar power, wind power, biomass, etc.-are examined for the purpose of technological and economical viability. As sufficient potentials of renewable energy sources are being estimated, both the system production cost and the installation cost for the county's rural areas are expected to lower in the long term. DSM options are also evaluated to be fruitful even in the short term. Both the public and civil arenas must galvanise each side's effort in order to promote these policy options and community potentials.

Location, Structure, and View of Nakan Eupseong (낙안읍성의 입지와 구조 그리고 경관 - 읍치에 구현된 조선적 권위 상징의 전형을 찾아서 -)

  • The transferal of districts encircled with walls and the characteristics of newly formed districts' location, structure and view are analyzed in this study with an example of Nakan Eupseong in Suncheon, Jeolla-do, which shows the best case of restoration of districts and interior structures to the original state of those in Joseon Dynasty. The results can be summarized as following: First of all, the district of Nakan-gun has transferred in 1424 from today's Goeup-ri in Beolgyo-eup, Boseong-gun to Nakan Eupseong in Nakan-myeon, Suncheon-si. Secondarily, Nakan Eupseong, the newly formed district, followed the example of Hanyang, the capital city, almost exactly in location, structure, view, and etc, due to the drastically planned designs under the participation of the central government. Thirdly, the native forces of Nakan wanted to deny the new district till 1451, and the inertia of old district had strongly remained until the late 1400's. Last of all, Joseon dynasty's typical theory of divination based on topography was clearly systemized and stated in the materials written after the 1700's.

  • This study is to analyze the Korean translation of "Goseong Chongswaerok" by O Hoeng-muk as a local governor through political ecology. It focuses on how O Hoeng-muk recognized and wrote the interrelation among weather, agriculture, local resident's life, and local policy. The results are summarized in the followings. Firstly, weather was recorded into three types of expression, simple and dynamic expression and agriculture-related expression. Its dynamics was much meaningful and important when weather was related to local resident's life and local or non-local economy and politics. Secondly, weather and local government were conflict under a particular natural condition like severe drought. And society and politics are affected by such a conflict. Thirdly, local people's demonstration was occurred under a certain condition. Bounded agency can be founded in O Hoeng-muk's behavior as a local governor like jinhyul(賑恤), rain rituals, tax collection. Fourthly, the interrelation among weather, agriculture, local people's life, and local policy implemented in a particular local like Goseong ought to be interpreted in terms of multiple scales.

  • Website usability has been considered as a critical success factor for e-business. It has been widely acknowledged that website design with high level of usability results in positive outcomes including the increased number of visitors and vigorous user activities. Navigation which is an action for accessing and finding information is closely related with web usability when user access website providing information. The purpose of this study is to obtain design insights for improving website navigability of Korean Ministry of Health and Welfare (MHW). Action research and gaze analysis methods were applied, and we found design issues with regard to navigability in MHW website and the way how to improve. The lessons and implementation experiences will be beneficial in stimulating further theoretical work from researchers in the area of web usability. We also expect our study provide significant insights for design practitioners.

  • The purpose of this research is to propose a plan on migration policy based on features, through analyzing the migration adaption process and the farming life of the back-to-countryside population throughout the nation. For this, survey has been conducted to find out urban-to-rural migrants' motives and characteristics. The major reason for the migration was the household's financial condition, and the most of migration decisions were made by either one's spouse or parents. The migration fund was primarily spent in early agricultural activities and it was the neighbors who aided them the most whilst teaching them many farming techniques. Some government-supported policies are being highly demanded regarding the lower level of income (than urban life) and difficulties of raising cultivation funds; these two things are what migrants consider as the most inconvenient and suffering matters in farming life. Many surveyee have responded that they would constantly stay in the rural area and continue on their life as a farmer, giving a promising prospect for future farmland life. Based on these trends and features, development strategy regarding elaborate settlement plan of urban-to-rural migration is necessary.

  • Unlike the past, modern urban intersections have dramatic growth in size and utilizations. As a result, continual traffic signal control is essential. Hence the individual or regional electrical blackout may bring about uncontrollable traffic congestion. Late summer of 2011 a regional blackout brought about traffic nightmare not including time and revenue loss associated with this disaster. Due to this disaster our national police agency and other government agencies are in process of introducing an UPS (uninterruptible power supply) system into essential intersections. This study estimates the power consumption necessary to sustain at least 2 continuous hours for a standard four-legged intersection. Prototype was studied using these standards. The field experiment of prototype showed positive results and was able to meet standard guidelines set forth. Prototype tested was able to meet standards in medium to large capacity of traffic size.

Environmental Investigation of a Long-term Care Hospital with Respect to COVID-19

  • Objectives: Coronavirus disease 2019 (COVID-19) first emerged in December 2019 in Wuhan, China, and has rapidly become a global pandemic with over 26.4 million confirmed cases and approximately 871,000 fatalities worldwide as of this writing. In the Republic of Korea, disease clusters frequently occurred in long-term care hospitals where the majority of residents are elderly with underlying medical conditions. Despite the fact that public health authorities and local community health centers have put tremendous efforts into preventing the spread of disease, positive cases have continued to occur. Thus, the Korea Centers for Disease Control & Prevention rapid response team decided to conduct an environmental investigation of a long-term care hospital to identify whether environmental contamination has remained and contributed to the spread of COVID-19. Methods: An environmental investigation was conducted at Hospital A. The characteristics of the facility and its HVAC system were assessed by checking the layout and interviewing the people in charge. A total of 64 surface samples were collected from areas of concern, including patient rooms, toilets, elevators, and nurses' station. These samples were tested by a regional health and environmental research institute using real-time reverse transcription polymerase chain reaction. Results: All samples from Hospital A were confirmed to be negative. Through interviews with high-level personnel at the regional community health center, we found that extensive disinfection is frequently performed on potentially contaminated areas in Hospital A in accordance with government guidelines. Conclusion: The environmental control measures implemented in Hospital A had been sufficient for mitigating the risk of further infection, suggesting that such measures may also be effective for other long-term health care facilities.

An Empirical Analysis on Correlation between Carbon Emission and Urban Spatial Structure (도시공간구조와 탄소배출량간 상관관계 실증 분석)

  • The government is carrying forward a sustainable development which reduces green-house gas and environmental pollution by preparing 'Low Carbon Green Development' policy basis as a new paradigm of national development. This study aims to understand the status of atmosphere contamination which Seoul has by finding correlation among social, economical indexes and carbon, the humanities and social characteristic materials which best express types of city and correlation and to suggest implications. According to the results of the analysis, first the carbon emission volume of Seoul recorded 0.56 ppm, Jongno, Jung-Gu, Kuro, Kangnam and Songpa were more than the average of Seoul and Kwangjin-Gu & Kangbuk-Gu, relative north east regions, Yeongdeungpo-Gu and Dongjak-Gu, south west regions showed lower CO occurrences. Second, according to the correlation and factor analysis, elements which affect CO emission volume of Seoul are largely represented by regional level, traffic level and development density level. Third, when the importance of influence factors based on the analyzed standard coefficient by a regression model, traffic and development density level were most important by recording traffic level (0.967), environmental level (0.385), regional level (0.530) and development density (0.561). Consequently, it was revealed that the traffic level most affected CO emission.
