In order to address the crisis of the regional employment structure caused by the recent restructuring of the shipbuilding industry, this study estimates the shipbuilding industry's Employment Linkage Effect(ELE) across regions and industries. Consequently, the study uses the hypothetical extraction method on the shipbuilding industry from the 2013 Regional Input-output Table. The analysis results are as follows. First, the shipbuilding industry's ELE across industries is estimated at its highest in wholesale and retail, followed by shipment, other manufacturing, project supporting service, machine and equipment manufacturing, and metal product manufacturing. These industries either have a high employment to GDP ratio or are directly related to the shipbuilding industry in terms of production activities. Second, the Southeastern Korea's ELE on South Jeolla Province is very low, and, accordingly, South Jeolla Province is isolated in the employment structure of the shipbuilding industry. Therefore, when the government establishes measures to tackle the crisis of employment caused by the shipbuilding industry's restructuring, it should prioritize identifying such regional employment structures, as demonstrated above, and incorporate them into the regional industry policy.
The average age of CEOs of the small and medium-sized enterprises(SMEs) in Korea is 58.8, and discussions are actively underway regarding the support towards the succession companies. Government authorities are also operating a system to support the succession companies, and recently global support is also being demanded. In order to have justification over the support for succession companies, the fact that it greatly contributes to the revitalization of the national economy and the regional economy must be acknowledged in advance. This study analyzed the degree of corporate succession revitalization of the national and regional economy through statistical and empirical analysis. With the purpose to secure the reliability of the analysis, the study has referred to the database of the "Integrated Management System for Small Business Recruitment Project" and the Korea Enterprise Data (KED), which can be the most differentiated aspect compared to the existing research of the past. According to the analysis, it shows that the old companies' performance is significantly higher than the general companies in terms of sales, number of employees, assets, and operating profits⋯etc. The management performance of the old companies (which lasted over 30 years) more than doubles the performance of the start-ups (with less than 10 years of experience) in sales, triples the number of employees, doubles the assets, and more than doubles the operating profit. Thus, it is seen that the contribution to the overall economy is significant. Additionally, as a result of the empirical analysis of the relationship between the regional old companies and the regional economic revitalization, the non-metropolitan area shows better performance than the metropolitan area in terms of the number of employees, assets, borrowings, and rent, which entails policy implications of the polarization between the metropolitan and non-metropolitan areas. In other words, it is found that old companies make a significant contribution to revitalizing the local economy, suggesting that further policies regarding corporate succession are required to support the old companies in the future.
In the recent rapidly changing technology environment the computerization of administration business using GIS is driven or will be driven to give improved information services for the people by local government or central government with huge budget. Development of GIS for local governments is investigated with huge budge. Development of GIS for local governments is investigated to prevent local government from investing redundant money and to reuse the existing investment at this time. The purpose of this study is finding the development method of Land Management Information System (LMIS) to give service and share data in various computing environment of local governments. To do this, we have to develop LMIS as open system with interoperability and we explain it with a focus to framework of Open LMIS. According to recent trend of technology we developed Open LMIS for convenient maintenance with nationwide LMIS expansion at hand. This system was developed at the $\ulcorner$Land Management Information System Development$\lrcorner$project which was managed by Ministry of Construction and Transportation (MOCT). GIS application was based on OpenGIS CORBA specification for development of standard interface and RUP(Rational Unified Process) for development method and LML(Unified Modeling Language) for system design. Developed systems were land administration system for local government, spatial planning support system for regional government, and land policy support system for MOCT.
In this study, in order to grope for local governments' roles for effective countermeasures for disasters, the researcher did comparative research on such roles of local governments of the USA and japan. In case of the USA and japan, their local governments take the 1st responsibility for quick countermeasures for disasters and cope with disasters in cooperation with central government and NGO, etc. In conclusion, in order to make Korea's system to cope with disasters more effective, first it is necessary to readjust roles of central government and local governments. In other words, in case of the USA and japan, law provides that initial responsibility for coping with disasters lies in local governments. Accordingly, when disaster happens, initial countermeasures are quickly made by local governments. It is also possible for local governments to secure organizations, tools and manpower in their own ways. Therefore, in case of Korea, it is also urgently required to divide roles for disaster management between central government and local governments. Second, it is necessary to establish local disaster management system per type that is proper for regional characteristics and situations. Third, it is necessary to form organic networks between civic groups, local private enterprises, and central government. Fourth, informatization of local disaster management system must be prepared quickly. Finally, in order to do local governments' activities to cope with sites smoothly, specialization of manpower is required. Accordingly, it is necessary to train professional manpower of local governments for disaster management and to develop programs to improve specialty.
Sejong, Korea's special multifunctional administrative city, was created as a national project to relocated government ministries, the aim being to pursue more balanced regional economic development and boost national competitiveness. During the second phase development will focus on mitigating the challenges raised due to the increasing population and urbanization development. All of infrastructure, apartments, houses, private buildings, commercial structures, public buildings, citizens are producing more and more complex data. To face these challenges, Sejong city governments and policy maker recognizes the opportunity to ensure more enriched lives for citizen with data-driven city management, and effectively exploring how to use existing data to improve policy services and a more sustainable economic policy to enhance sustainable city management. As a city government is a complex decision making system, the analysis of astounding increase in city dada is valuable to gain insight in the affecting traffic flow. To support the requirement specification and management of government policy making, the graphic representation of information and data should be provide a different approach in the intuitive way. With in context, this paper outlines the design of interactive, web-based dashboard which provides data visualization regarding better policy making and risk management.
Such factors as the increase of population and me development of information technology were raised the needs of citizens in Korea. To meet these needs for the better services, Korean government has built up the computer networks that connect forty-two administrative operations of the central government since 1984. Through the computerization of administrative services, Korean government has been pursuing the balanced development among the regions in the country. To this end, regional informationization has been implemented since the mid 1980s. Specifically, rural villages has become information network villages (invils) by adopting computers and networks. Consequently, three hundred thirty-seven invils were implemented in the country. By selecting forty-six invils in Kyeongbuk province in Korea, this research was intended to find efficient and effective ways of operating invils. To find the problems and opportunities of the invils, the researcher has visited each of the forty-six invils between January 12th. and February 12th. in 2009. Two-round surveys were distributed to the managers of these forty-six invils. This research identified ten problems as below. a. Problems after the implementation of invils b. Problems occurred at the same rime as the operation of invils c. Problems with regard to the invil managers d. Problems with regard to the criteria of success or failure e. Problems with regard to the cooperation of administrative offices f. Problems with regard to the boosting of invil experience g. Problems with regard to software assurance developed in invils h. Problems with regard to incentives to invlis i. Since China opened its door to the world in 1978, its economic development had been concentrated in the Eastern and Western area compared with the middle area. From 2000s, the Chinese government started to develop the middle area in terms of balanced development. With this goal, "Plan on Zhengzhou Airport Economy Zone", and "One Belt and One Road" has implemented in Zhengzhou, where is the an important traffic center in middle area. Meanwhile, the foreign trade of Zhengzhou has been increased about 10 times between 2009 and 2018. In particular, its growth is the fastest among six central cities in 2018 from the lowest in 2009. This study investigates whether the Chinese government policy has an effect on the foreign trade of Zhengzhou. We find that based on the regression analysis of the Principal Component Analysis (PCA), the government policies has a positive impact on the development of Zhengzhou's foreign trade. It is meaningful that the government policy focused on the advantage of Zhengzhou contributes its development of foreign trade.
This thesis aims to research ways for the regional balanced development of cartoon creation & production environment being centered in metropolitan area in Korean cartoon industry which has rapidly changed since 2013. As a cartoon can not only be produced with relative lower production cost comparing to those of other cultural contents industries, but also can be produced only if the minimal requirements for cartoon production is prepared, so the cartoon is a field that the decentralization can be accomplished very easily. Currently, most cartoon-relevant companies and cartoon promotion institutions are located in Seoul an Bucheon, etc. However, cartoon artists live nationwide, and even cartoon artists producing their works abroad are reached to a significant number. In some regions like Daejeon, Busan, Suncheon and Gyeongbuk (Gyeongsangbuk-do), there have been appeared full-scale movement to construct regional cartoon creation & production centers since 2015. This thesis aimed to investigate each region's movement to construct cartoon creation & production center with oversea cases, and to check how such movement could be balanced and harmonized with each region's unique features. First of all, this thesis analyzed the status quo of government's policy nurturing the cartoon industry. Korean government's cartoon-promotion policy around the axis of the Cartoon Industry's Mid.Long-Term Development Plan has been developed around the Korea Creative Content Agency and the Korea Manwha(cartoon) Contents Agency in Bucheon, but as the webtoon industry has rapidly grown up, the necessity for building a cartoon promotion institution in each region has been raised since 2015. With the establishment of 4th Cartoon Industry Mid.Long-Term Development Plan to be executed from 2019, it seems that full-scaled support framework for cartoon regional balanced development should be occupied. For the case of foreign countries, cartoon promotion institutions and relevant events have been developed around regions from early times like San-Diego, USA(Comicon), Angouleme, France(National Image Center), Kyoto (Cartoon Museum), Sakaiminato(Misuki Sigeru Road), Japan gave a lot of implications. In the section of conclusion, this study aimed to suggest the importance of and necessity for establishing a cartoon creation & production center in each region appropriately for the region's identity and characteristics with specific plans. Based on that, this thesis aimed to suggest a vision for cartoon & webtoon industry that regional creation & production system can be settled almost only in the cultural contents industry.

This paper presents optimum policy of water supply distribution of the Osaka Prefecural Waterworks System located in the midwest of Japanese Islands. Owing to the ever increasing demand for water, the Osaka Prefectural Government endeavors to expand potable and industrial water distribution system to satisfy the growing water demand of the constituents under its jurisdiction. In this regard, the paper discusses a problem of establishing an efficient and effective water distribution system. The criteria to be considered are stability of water level at the reservoirs, stability of flow in the network, and the water treatment and distribution cost. These objective functions may be combined to form a multiple objective optimization problem or may be used independently and formulated into single objective optimization problems.

This study is to retest of seoul traffic, all sorts of statistical data, the present condition of urban railway that local government and all sorts of research institution had researched. Even though, or something else with population and regional industrial distribution of seoul with worker and the present condition of the registrated cars and the change of increase, we have predicted the medium term and long-range solution. we have proposed the alternative plan about both of the problem that is the developmental construction direction of seoul urban railway and the resource insurance for urban railway construction.
