  • Having been speed development of The Information Technology, Local Governments have been constructed the GIS(Geographical Information System) for supporting regional development. This paper will intend to find the problems of constructing spatial DB, the scheme of solving the problems. In addition, this paper will intended to present the direction of establishing spatial DB, which reviewed the case of Naju City on constructing GIS.

  • The purpose of this study is to carry out a comparative analysis of Korean and US Sea Grant College Program (SGCP). The important lesson learned from the US SGCP is that ocean policy requires active interaction among public and oceans since oceans are far from constituents, law makers and government officials. Also, Sea Grant Program (SGP) should be based on universities so as to facilitate the use of equipment and expertise, there is a need for a well-organized control system, legislative mandates and strong government financial support, and sea grant activities must be well combined with regional/local outreach, education and research at the appropriate level.

  • This paper is the result of simulation modeling concerning high-level radioactive waste repository(HLRWR) and people's mind for the facility. We describe a procedure of simulation modeling for resident's policy acceptance and perceived risk of HLRWR facility by using System Dynamics approach. To Complete some complicated works, we made the 20 pieces of stock-flow diagrams based on the causal loop diagram that is a blue print of whole variables and relations. The simulation outputs clearly show that cental government efforts to siting the HLRWR will be failed if nothing to give for the region's residents. On the contrary, a monetary incentive and a regional development program help to turn this gloomy situation into a desirable and acceptable condition dramatically. Government has to prepare the schemes considering the HLRWR acceptance and total supporting program including the cash and local development programs.

How Distinct are Technology-Based Start-Ups in India? Features, Policies and Evolving Ecosystems

  • Tech start-ups and their ecosystems are gaining increasing prominence globally and so are in India, due to their potential to contribute to employment generation, innovations, productivity, national income and exports. Against this backdrop, this article analyzes the key characteristics of tech start-ups relative to traditional start-ups and modern start-ups in India. Further, the salient features of tech start-up promotion policies initiated by the government of India and government of Karnataka as well as the current regional and sectoral distribution of start-ups is elucidated. Subsequently, the structure and components of entrepreneurial ecosystems currently under evolution in the metro cities of India are examined. Finally, the key factors contributing to the growth of different ecosystem components and its implications for the future growth of tech start-ups are outlined.

  • Korean government has announced declared prices of apartment reflecting market condition each year. Therefore, on that basis, apartment owners have used as basic data trading apartments and the government has been used to calculate the tax. However, the sales prices and declared prices of apartment has occurred difference depending on the region and the brand. This study has analyzed and compared regional differences in sales price of apartments. The results of this study, we have known that sales price of apartments was a big difference depending on the region and the gross area. Especially, Seoul and Gyeonggi Province are the highest. And sales price of Southeast and urban area are the highest in Seoul. In the future, it is necessary that gap analysis between sales price and declared prices of apartment. And It is needed to develop apartment index considering the region and the gross area.

  • The pumped-storage power system is the one of the hydroelectric power systems, generating electricity with hydraulic head difference. In this system, the electricity is produced during the hours of peak demand by using water that has been pumped into an upper reservoir from a lower reservoir during the hours of low demand. Generally, the system consists of an under-ground power house and tunnels such as the headrace, pressure, and tailrace tunnels. The Chungsong pumped-storage power station is the sixth one In the pumped-storage power station in Korea. Both the regional self-government and the population of chungsong -Goon had made a great effort to draw this power station construction into this area. The proposed Chungsong pumped-power station construction project was accepted by the central government as a part of the national electricity plan for the first time in Korea.

A Study on Building the Regional Cluster: The Case of Fire and Emergency Industrial Cluster in Samcheok-si

  • Korea has relied on top down development method, in which companies, research and education institutions move into the industrial complexes established by the government. However, to improve local competitiveness, the paradigm is shifting from the government initiated industrial complex to the clusters based on the cooperative network of the region. Representative case is 'Samcheok-si Fire & Emergency industry cluster construction project' that begun in 2007. AHP technique analysis results on first-stage showed that priority was on policy and network elements, and the results of second-stage analysis show that priority was on Policy incentives to internationalize the cluster and strengthen link,. Cluster branding, Sharing of organizational culture to cope with changes in environment, Creation of group learning culture. The subject of this research is limited to Samcheok-si's the Fire and Emergency Industry cluster formation project. Therefore, the research area and standard should be expanded to increase generality in further researches.

  • By investigating various information promotion plans by Taegu Metropolitan City Government, Kyungbuk Provincial Government or by the ministry of Agricultural, Forestry, and Fishery Affairs, this paper intends to analyze current trends of information approached from wider perspective, and to propose multi-layered alternatives which improve informatization promulgation in rural areas of Taegu, Kyungbuk areas. This research proposes following 6 alternatives, as informatization strategies to develop rural economics ; (1) construction of Agricultural Techno Park to advance and develop informatization in rural areas, (2) construction of communication super highway to strengthen information infrastructure, (3) construction of region-specific information system to provide agricultural information unique to its region or areas, (4) provision of agriculture-related information by establishing regional information centers separated by regions like North, South, Eastern regions etc., (5) establishment information, (6) establishment of information gallery of village to provide information needed. And this research also investigates specific contents progresses of various plans by various actors.

Economic Prospects and Policies for Sustainable Agriculture in Korea (친환경농업의 경제성과 육성방안)

  • Sustainable agriculture in Korea will gain important momentum by implementing The Direct Payment Scheme for Environmentally Friendly Agriculture in 1999. The farmers who want to participate in the program will be paid 530,000won/ha directly by the Government in return for engaging sustainable agriculture. The policy scheme which is a pilot program will be restricted to environmentally regulated areas to apply such as water supply protection zone, environmental protection districts and national parks. As a consequence of the policy, the supply of transitional organic agricultural products is expected to increase significantly. However the increased supply of low input agricultural products may have difficulties to find an appropriate marketing channel which is differentiated from the general agricultural product market. Development of an open market system for mass transaction of the low imput agricultural products is necessary. Also various government programs and projects which are designed for clean environment and regional community development must be integrated into the sustainable agriculture program to have synergy effects.

  • As Russian government signs the Kyoto Protocol on November 2004, it will go into effect on Feb. 16 2004. Under the Protocol, 38 industrialized countries are to reduce their combined emissions of six major greenhouse gases, including carbon dioxide and methane, to below 1990 levels during the 2008-2012 period. Korea ratified the Protocol in 2002 and is currently exempt from the reduction measures. It is expected, however, that Korea will be pressured to join the reduction scheme from 2013. Although the Kyoto Protocol is national-level agreement each country's urban governments are expected and have to play important role to make it successful one. It is more so for such mesa cities as Seoul which has experienced rapidly worsening environment recent years. Statistics shows that the annual average temperature in Seoul has increased by $1.5^{\circ}C$ for the last century, which is much higher than the national average. 'Heat Island' effect is not unusual any more in Seoul. This study reviews the key points of the Kyoto Protocol, urban warming phenomena in Seoul and its policy responses. In doing so, this study evaluates Tokyo case as a comparative one. It is found that Seoul needs to develop more concrete and feasible policy measures to get current efforts more effective.
