The Local Council Members' Attitudes to the Health Policy (지방의회의원들의 보건정책에 대한 인식)

  • In order to understand the local council members' attitudes to the health policy, we conducted mail surveys using self-administered questionaire for 2 months(February and March. 1995). The study subjects were 2.312 local council members in Korea, but only about 11% among whom. 257 persons, responded to 2 times mail survey. This response rate revealed that the local council members was not interested in health care fields. The main results were as follows; The respondents thought that the economic and income development was most important among 15 regional policy agendas and the health care was the 5th or 7th important agenda. They. who had more health needs of and poor access to health care, tended to think that the health care was more important. They considered lobbying to and persuading the civil servants as the best method to tackle the local health care policy agenda. The respondents, who had poor access to health care facilities. tended to set the highest priority for the expansion of public and private health care resources. They expected that the election of local governor would activate the public health program more than thought that the program was implemented more actively than other region. The main opinion of respondents was that the central government had to take over planning and financing for the public health program, and the basic local government had to implment the program and budgeting. The majority of respondents agreed the private dominant medical care delivery system and nation-wide uniformed financing mechanism. Over 60% of them suggested that they were ready to suffer environmental pollution inducing health hazards for the purpose of regional economic and income development. About 75% of them favour the campaign for antismoking regardless of reducing local government's revenue from sale tax.

A Ripple Effect of Regional Economy by Government Aid for Forest Fire Restoration through the Input-Output Analysis (산불피해지역 복구를 위한 정부지원이 지역경제에 미치는 파급효과 분석)

  • The purpose of this study was to analyze a ripple effect of the regions, Samcheok city, Goseong county and Donghae city, in Gangwon province by government aid for forest fire restoration through the input-output analysis. These regions were devastated by forest fire in 2000. Direct production inducement effect was higher than indirect production inducement effect except for construction industry. Income inducement effect similarly showed production inducement effect Indirect employment inducement effect was higher than direct employment inducement effect. The efficiency of government aid took a side view of three effects. Production inducement effect and income inducement effect in Donghae were more efficient than these in Samcheok and Goseong. Employment inducement effect in Samcheok was more efficient than it in Goseong and Donghae.

Urban-Rural Exchange through Rural-studying Programs in Japan and its Possibility of Application in Korea (일본의 산촌유학을 통한 도농교류의 실태 및 국내적용 가능성 모색)

  • In recent time, rural-studying programs have emerged as an alternative to promoting exchange between urban and rural areas. The purpose of this research will be to take a look at such exchange activities through the study of cases involving rural areas using its human and material resources. The research will also consider the implications resulting from the possibility of its application in Korea. According to a Japan's rural-studying program, there was a whole family participation and there was cooperation between the school, village and the local government. There are some domestic places that applied this program, but only a few are successfully being implemented. To increase the possibility of successful application, building network systems between rural-studying schools will be vital. So will be the building of critical infrastructure to induce the return to farming and the establishment of assistance institutions. Also, visible assistance towards farms in rural area and conversion of recognition upon exchange activities between urban and rural will be necessary. Legislation of rural-studying program, establishment of local government assistance ordinance and continual education to local inhabitants will be central to the role of central and local government.

Consciousness of Fire Officers and Improving the Working Conditions (소방공무원 의식과 처우개선에 관한 연구)

  • This research intended to show a reasonable way to improve working conditions of fire officers in Korea. It shows that fire officers have dignity of their social roles even though they have the unfairness in a work time, rewards, promotions and opportunities of overseas training compared with those of other government officers. The unfairness needs to be solved. In addition, there are more demands in fire fighters, but part of a regional government system already composed of 64.06% of fire officers, which means, there are too many fire fighters in one regional government. Therefore, it is difficult to employ more fire fighters. This is one of barriers to prevent from improvement of the working conditions. To improve the working conditions and to overcome the barriers, there are important solutions to counter the problems. Those are application of alternative policies and systems. Compared with the employment system and workload of fire officers in USA, Japan and other advanced countries, it is necessary to introduce alternative policies which include operation of partial three-shift system, expansion of oversees training, expansion of rotational-off system and improvement of employees' welfare policies.

Land Price in Korea: Land Speculation and Market Failure (한국의 지가: 토지투기와 시장실패)

  • The major purpose of this paper is to examine two closely related issues. An attempt is made here to examine internationally high land price in Korea from the perspectives of market fundamentals (MF) and bubble theory, respectively. Another theoretical issue, whether land speculation can result in market failure, is also examined. It has been concluded that the primary causes for the rapid increases in land prices in Korea, could be found in the perspective of MF. (1) The financial intermediaries has been controlled by the government since 1960s. Real Interest rates in the commercial banks has been controlled at the level of zero or sometimes negative; scarce financial resources has been rationed by the government. The governmental control of the bands has also resirained the development of securities market. Money, which can not find the appropri opportunity for saving in financial market, moves to land market. (2) Socially created land value, based on rapid economic gorwth and big public investment, has been appropriated mainly by the private: The effective tax rate of land holding tax has been under 0.02 percent; Real Estate Capital Galns Tax has, in fact, affected few persons, mainly because examptions and preferential taxation have been widely permitted. (3) The government has ploaced severe limitations on rural-to-urban land conversion, although the demand for urban uses has repidly grown. All factors above caused the cyclical land speculation. This, in turn, created the myth that land prices will inevitably continue to rise. Based on the myth, the growing bubble in land price has been created. This is the secondary reason for high land price relative to income in Korea. It is also shown that it is possible that speculation in land results in market failure because land is fixed in quantity and can be used for production and speculation purposes simultaneously.

  • This study aims to examine the characteristics of interaction among innovative actors including industry, university and government, participating in cultural contents industry cluster in Daegu. Specifically, the study focuses on the change of role for each actor. Triple helix of cultural contents industry cluster in Daegu has been developed backed up by strong contribution of both industry and government, and by interaction between them. However, As technologies surrounding cultural contents industry become complicated and diversified, The role of the university as an entrepreneurial university is more important. In this sense, respective actors should strengthen its capacity in order to improve triple helix of cultural contents industry in Daegu. Based on this, government policy should be established and implemented toward to encouraging cooperation among participating actors.

An Empirical Analysis on the Fiscal Crisis of Local Governments in Korea (지방자치단체의 '재정위기'에 대한 실증분석)

  • In this study, the present state of fiscal crisis for local governments after IMF is analyzed, firstly. its implications Characteristics of structural reform of finance after IMF bailout in Korea are examined, secondly. Since Korea was shocked by the currency crisis at the end of 1997, its local governments have also faced fiscal difficulties. The Depression of national and local economies led to decreases in tax revenues of local governments. And these shrunken revenues led to their expenditure cuts. Many investment plans were curtailed, and ordinary expenditures were also reduced sharply. The negative influences of the currency crisis on local government's finances can be examined in terms of fiscal revenue, fiscal spending, and debt burden. As a result many local governments are now experiencing fiscal stress, and some of them are even faced with fiscal crisis although the possibility of extreme measures, such as moratoriums or bankruptcies, is very slim. This is due in part to the weight of debt in local governments' budgets having remained small since the debt of local governments has been controlled by the central government. Another reason is that, central government, which functions as a lender of last resort for the local governments, will pay the debt for them. Also, without a legal system which stipulates the adjudication of bankruptcy for municipalities in Korea, local Korean governments have no legal right to declare bankruptcy. Although not a single municipality has fallen into insolvency, yet, this trend will continue to deepen as the recession continues and may lead to a situation where manu local governments fall into virtual bankruptcy in the near future, and its effects on society, as a whole, will be serious. Therefore, measures to prevent and overcome such an extreme situation are necessary, but both short-and long-term policies should be to cope with the current fiscal crisis and to prevent the deepening of the current situation.

A study on Korean Climate Change Governance in Mass Media : Focused on Daily Newspapers (우리나라 언론에 나타난 기후변화 거버넌스 연구 : 일간지를 중심으로)

  • Climate change is tough global issue with human being to tackle in cooperative manners, because climate change affects globally and has long-term detrimental impacts. To get a clue to this intricate problem, vertical governance (global, regional, national, and local) with horizontal governance should be well orchestrated. In this research, we analyzed about 24,000 articles in Korean daily newspapers from 1990 to 2018 to find out vertical and horizontal governance characters of Korean climate change. The result showed that Korean government followed the global issues but lacks relations with neighbor countries. and found a little actions in local government. In horizontal governance aspect, Korean government approached the climate change as a tool for economic development and lead the issues without communication with other two player which are market and civil society. We proposed to use market mechanism to facilitate the participation and Climate Change Framework Act to setup the mechanism for cooperation.

  • The aim of this paper is to explore opportunities and limitations of the top-down approach to build institutional performance by analyzing the process of local government-led cluster's initiatives. In doing so, this paper investigates processes of the design and implementation of cluster's policy as well as firms' innovative capacities. As the result, it reveals the fallacy of the local government's policy in planning industrial clusters, the inconsistence of cluster initiatives due to changes of regional vision providers, weakness of innovative performance of IT firms supported by the local government in the region. It should be concluded that Chun-cheon City did not succeed in accumulating institutional capabilities which were crucial to implement a cluster initiative.

  • This study aims to understand regional specificity and its impact on the IT service industry in Fairfax County. Fairfax County primarily specializes in the IT service in the United States, and it has cultivated a resilient and unique industrial environment. Business-related initiatives by the federal government have resulted in the influx and expansion of IT service firms, the formation of new small firms, the abundance of skilled workers, and the growth of the IT services related with the federal procurement market, though the government policies do not explicitly intend to affect the industrial path in Fairfax County. Meanwhile, local institutions have provided various programs and services for both incumbent firms and potential entrants, and have recently focused on the accumulation and leverage of relational assets among economic actors through a variety of networking venues.
