Two Paths of Korea's Clustering: Centralized De-concentration and Regionalized Concentration

  • This paper presents, from a broad perspective, the manner in which various types of clusters and options for regional development have evolved in Korea over the past decade, with particular emphasis on who have taken initiative in establishing the clusters. Characterized by not only progress but also setbacks, two distinctive patterns have emerged: centralized de-concentration and regionalized concentration. Both the Korean government and numerous localities have continuously extended efforts to create different clusters, technology parks, special districts, etc. In many cases, local or regional governments have competed intensely for clusters to be located in their jurisdictions; in particular, concerted efforts to convince national governments to set up special districts have been witnessed. On the other hand, major localities have made their own efforts to generate large- and small-scale clustering projects. It remains to be seen how different outcomes or effectiveness these two approaches will make in the future. Following the review of relevant literature and practices, I examine the well-known national campaign and projects in the previous administration in Korea in the context of 'de-concentration' of economic values and resources. Thereafter, other cases initiated mostly by local governments are discussed; some of these clustering efforts and regional projects have fared well thus far, but some haven't. In the case of Daegu, the progress of some critical projects, such as the Daegu Technopolis and a Free Economic Zone, is elaborated.

Current Status of Community Information Services in Regional Central Libraries (지역대표도서관의 커뮤니티 정보서비스 운영 현황과 과제)

  • The purpose of this study is to analyse the characteristics and limitations of community information services and to explore an activation strategies. Included in this study are as follows: (1) investigate what is an appropriate representative term through the history of terminology related to community information services, (2) examine how community information services are operated in the regional central libraries from the librarian's perspective, (3) suggest the directions of community information services. The data were collected literature studies and interview with 20 librarians in regional central libraries.

  • Recently SW is the key industry which leads the HW industry and service industry, but market size of SW is only 0.9% of GDP. It is necessary systematic and strategic support to create new SW market through SW convergence and to secure the global competitiveness. This paper deals with some strategic suggestions for progress of SW industry in company with regional economy. We survey and analyze the many SW support projects by government and take professional advice from some specialists of regional information industry promotion agency. We draw 10 strategic suggestions for support of SW industry. Also we analyze the relative importance of 10 strategic suggestions by AHP analysis.

A Study on Role of Local Archives-focusing on the Cases of Regional Council Activities of Local Archives in Japan (지방아카이브의 역할 일본 지역협의체 활동 사례를 중심으로)

  • This paper examines the characteristic records management activities and meanings of the regional council of the Gunma Prefectural Archives and the Tottori Prefectural Archives. Gunma Prefectural Archives and the Tottori Prefectural Archives have established a cooperation system between the municipalities and the municipalities and have promoted the establishment of the regional archives and developed various methodologies to improve the records management. This case study of the Japanese local archives will provide insights on the direction of the archives of the Korean local archives in the new transition period and the work design, especially the 'cooperation and cooperation' program with the local government.

Study on the Delineation of City-Regions Based on Functional Interdependence and Its Relationships with Urban Growth (기능적 상호작용에 따른 도시권 설정과 성장관계에 대한 연구)

  • The central government has implemented policies to strengthen the competitiveness of small and medium sized cities for balanced development at the national scale. However, since it is often difficult to enhance the competitiveness through partial projects of each jurisdiction, many local governments collaborate at the regional scale. This suggests that a regional approach is important for the management of small and medium sized cities. On the one hand, the concept of network city suggests that various functional networks can affect the growth of small and medium sized cities. Given this background, the purposes of this study are to delineate regional boundaries at national scale and identify their relations of growth by using functional network and Moran's I index. The study uses the Markov-chain model and cluster analysis to delineate the regions, and Moran's I is employed to identify the relations of growth. The results show that interactions between jurisdictions through networks could be crucial factors for growth of small and medium sized cities, while the networks based on passenger travel and freight movement have different implications. The results suggest that policy makers should not only consider local level investments, but also take the characteristics of networks between cities into account for achieving balanced development and developing regeneration policies.

A Study of the Cooperative System Models for the Regional Central Library (지역대표도서관 중심의 도서관 협력체계 연구)

  • The Library Act, which was revised in 2006, stipulates that systematical organizations should be established concentrating on the responsibilities and roles of the central government and local metropolitan municipalities in connection with the application of library policies. According to the Act, the Regional Central Library is supposed to apply the library policies covering all kinds of local libraries. Through trial cooperative operation led by the Regional Central Library and survey and discussion among staff, this study reviewed the possible alternatives for coordination in a region focusing on the Regional Central Library. The study proposed a 'Cooperative systematic model led by the Regional Central Library', an 'Operational model', and a 'Step-by-step execution plan' in consideration of the types of regions, the class of the libraries, and their fields. In addition, it presented a 'Scheme for the appointment, establishment, and coordination of the Regional Central Library', a 'Scheme for systematic enhancement', and a 'Scheme for the capacity building of respective libraries'.

A Study of Business Support Policy for Small-Medium Enterprises in Regional Strategic Industry (지역전략산업 연계 중소기업 지원정책의 효율성 개선방안)

  • In this study, We will find approach to improve the efficiency of business support policies for small-medium enterprises(SMEs) in the regional strategic industries. Especially, based on the customized needs of SMEs in strategic industries, we intend to find directions of the business support policy. we can use the decisions criteria(for example, business strategy, business portfolio, effective budget allocation, core business plans, etc.) by research results. To achieve the research objectives, we surveyed from 243 SMEs in regional strategic industry. we found the differences of industry characteristics, strategy and industry-specific by growth stages. Thus, this result implies the necessity of creating a customizing policy for SMEs. We found implications about the efficiency improvement of regional industrial policy. In conclusion, regional industrial policy must reflect the central government's policy direction of regional industries and the demand of SMEs.

Regional Disparity of Cardiovascular Mortality and Its Determinants (지역별 심뇌혈관질환 사망률의 차이 및 영향요인)

  • Background: Many studies have explained regional disparities in health by socioeconomic status and healthcare resources, focusing on differences between urban and rural area. However some cities in Korea have the highest cardiovascular mortality, even though they have sufficient healthcare resources. So this study aims to confirm three hypotheses. (1) There are also regional health disparities between cities not only between urban and rural area. (2) It has different regional risk factors affecting cardiovascular mortality whether it is urban or rural area. (3) Besides socioeconomic and healthcare resources factors, there are remnant factors that affect regional cardiovascular mortality such as health behavior and physical environment. Methods: The subject of this study is 227 local authorities (si, gun, and gu). They were categorized into city (gu and si consisting of urban area) and non-city (gun consisting of rural area), and the city group was subdivided into 3 parts to reflect relative different city status: city 1 (Seoul, Gyeonggi cities), city 2 (Gwangyeoksi cities), and city 3 (other cities). We compared their mortalities among four groups by using analysis of variance analysis. And we explored what had contributed to it in whole authorities, city and non-city group by using multiple regression analysis. Results: Cardiovascular mortality is highest in city 2 group, lowest in city 1 group and middle in non-city group. Socioeconomic status and current smoking significantly increase mortality regardless of group. Other than those things, in city, there are some factors associated with cardiovascular mortality: walking practice(-), weight control attempt(-), deficiency of sports facilities(+), and high rate of factory lot(+). In non-city, there are other factors different from those of city: obesity prevalence(+), self-perceiving obesity(-), number of public health institutions(-), and road ratio(-). Conclusion: To reduce cardiovascular mortality and it's regional disparities, we need to consider differentiated approach, respecting regional character and different risk factors. Also, it is crucial to strengthen local government's capacity for practicing community health policy.

Analyzing Regional Public Hospitals' Efficiency and Productivity Change (지방의료원의 효율성 및 생산성변화 분석)

  • The purpose of this study is to evaluate the performance efficiency and productivity change of the regional public hospital in Korea. We use DEA(Data Envelopment Analysis) for CCR, BCC model, and MPI(Malmquist Productivity Index). DEA is a useful nonparametric technique for measurement of efficiency of a DMU(Decision Making Unit) and MPI is a evaluation method to measure DMU's productivity change. We utilize 34 regional public hospital's time-series data over 6 years from 2003 to 2008.The results of this study were as follows. First, technical efficiency(TE) shows that approximately 3.6% of inefficiency exists on the regional public hospitals and it reveals that the cause for technical inefficiency is due to scale inefficiency. Second, MPI's results show that regional public hospital made effort to improve total factor productivity change to raise technical efficiency. In order to raise efficiency, the regional public hospitals should deploy internal innovation and the government should support welfare policies.

The Regional Financial Market Vitalization of Kyungbuk: East Coast Region and The Credit Union (지역금융 활성화와 신용협동기구 -경북 동해안지역을 중심으로-)

  • This paper analyses the regional financial market of Kyungbuk-East Coast region. The result shows that the credit unions do not do much for easing the credit constraints of small firms in the region. Many papers suggest that it is necessary for them to adhere closely to the regional economy. But they do not do their best to collect borrowers' private informations. Instead they rely on the credit scoring system to assess their creditworthiness and require collaterals to reinforce their weak credits. That is the real root of weak competitiveness of credit unions. To overcome such a problem they need to actively participate in the development of the regional economy, bearing in mind the cooperative principles, especially commitment for the community. On the other hand the government should contrive plans to foster them. When they function actively the regional financial market will become efficient and the regional economy grow smoothly.
