An Exploratory Research on Measuring the Local and Regional Impacts of Universities (대학이 지역에 미치는 영향 지표 개발을 위한 탐색적 연구)

  • As a new duty of universities, contributions to localities and regions are magnified as an important issue and overseas universities are creating it as the index to use self evaluations and public relations actively. The universities in Korea are expanding resources usage of university and proceeding various businesses to enhance co-operation with local government, civic groups and companies lately. However, it is still in an embryo. This study is aiming to analyze cases of foreign universities and the socio-economic impacts of university on the region and discover evaluation index based on the results to be applied to the universities in Korea. This study had considered the evaluation of local effect by the university conducted by the Higher Education Funding Council for England(HEFCE) which is the representative case to analyze the impacts of university on the region at the level of government and independent organizations. The applicable common index had been extracted for universities in Korea from case studies on University of Rochester in the US and University of Birmingham in the UK considered as a representative university in North America and Europe respectively which are publishing a white paper on local and regional impacts of the university by using various index. As a result, 24 items in six areas(economic influence, research, education, art & cultural services, regional development, and the field of university specialization) had been deducted as the evaluation index which represents the local and regional impacts of university. This index could be secured through holding materials of each university and 'Higher Education in KOREA' as university information disclosure service and it might be applied to the universities in Korea.

  • This paper seeks to Produce a typology of enterprise-support services. Drawing upon this typology, this study will attempt to identify the status quo of the government enterprise-support services system and also examine the demand for and supply of these services according to regional differences and industrial characteristics (old versus new). Based on results of the survey taken in the Seoul software industry cluster especially around the Seocho, Gangnam-Gu, the Daejeon ICT industry cluster and the Gumi electronics industry cluster, it can be said that the demand for and supply of enterprise-support services are differentiated by the nature of an industry, the characteristics of a region and the growth stage of a firm. Finally, some policy suggestions will be addressed.

  • The purpose of this paper is to find out the investigation of overseas case in Street Furnitures of Public Design. Thus this research regions select among the waterfront cities; Tokyo/Yokohama(Japan), Nies/Cannes(France), Shanghai(China), Vancouver(Canada), in addition to the city of art and romance; Paris. Above all, it is necessary to study concept of public design and definition of street furnitures. The survey data collected from forenamed cities and the items of street furnitures are various installments such as kiosk, bench, bollard, litter-bin, sign board, toilet, bus/taxi station, fence, shelter, lighting column, fountain, telephone-booth, clock-tower, automaton, bicycle stand, playing object etc. In this study street spaces are analysed that is related to regional surroundings and pedestrian's culture. Consequently, design trend of street furniture in foreign case analysis are going into thoroughly modern image as well as checking of form, color, material and maintenance system. According to the above findings, this paper will provide basic data for establishing of the street furniture and improving of public design to the regional citizen, local government officials and regional experts.

Entrepreneurial Universities for Science and Technology: Cases of KAIST and POSTECH

  • The entrepreneurial university concept is a new challenge and opportunity for science and technology universities in Korea. The traditional university functions of education, research, and community service are still highly relevant, but increasingly so are new types of collaboration for research outcomes and funding resources. Strategic university management is needed to handle socioeconomic contribution, involving the creation and maintenance of proactive relationships with firms, national and regional governments, and other regional entities. The emergence of the entrepreneurial university in Korea is similar to the socioeconomic changes observable in the history of university development in America and in many other developed countries. In this paper, we examine the emerging paradigm of entrepreneurial universities in Korea and discuss the interactions among universities, firms, and government strategy and policy by investigating and comparing two universities, POSTECH and KAIST, in their leadership, adaptation to changes in the environment, business strategies, organization, and cooperative network. We conclude with policy points that emphasize the fact that while entrepreneurial universities are an emerging concept, they can expand innovation and creativity in education and research in Korean universities in the mid-to-long term if university administration, policymakers and public administrators, and regional innovation actors take an interest in the need for a new organization and system where university research can contribute socioeconomically.

  • The existing landslide warning guideline was mostly issued in 1990's and did not consider recent weather changes such as focused area heavy rainfall or regional geographic features. And every regional government applies the guideline equally which results in continued disasters. Thus it is necessary to conduct a research on landslide with regards to the correlation between the increased focused rainfall and regional geographic features. We propose a renewed emergency escape guideline against steep slope landslides that can assess most likely avalanche time according to amounts of rain and a continued raining time, for a swift escape of the residents of the affected area.

  • The objective of this study is to examine and provide guidelines for regional governments, communities, and the private sector in planning and implementing poverty-reduction activities that are more effective, efficient, and targeted. Besides, this research's specific aims are: 1) increasing the rate of regional economic growth through optimization of potential sources of local income, 2) increasing per-capita income, and 3) reducing poverty, unemployment, and social-economic inequality of the community. The study was conducted in North Morowali District, Central Sulawesi Province, Indonesia, in 2018-2019. The research approach used quantitative and qualitative descriptive analysis. Data sources include sources from the Focus Group Discussion (FGD) and Regional Statistics. The results of this study are based on the Millennium Development Goals (MDG's) indicators that there are four priority scales in poverty reduction, namely, Health and Infrastructure (Priority I), Education (Priority II), Food stability (Priority III), and Population and Employment (Priority IV). Therefore, as a solution to poverty alleviation strategies, the cost approach through regional economic optimization and local income sources and community empowerment factors are essential. Apart from that, the involvement between elements (government, organizations, society, universities, and institutions) is expected to continue as an effort to realize poverty reduction can be optimally overcome.

A Modified RCA Index for Identifying Regional Strategic Industries (변형된 현시비교 우위지수와 지역전략산업의 식별)

  • In this paper, we suggested a modified revealed comparative advantage(RRCA) index for identifying regional strategic industries. The index is developed under the assumption that the concentration of industries in Korea is not based entirely on the comparative advantages. The Korean government has set up balanced development strategies since 2003 under the assumption too. The index is the ratio between the comparative advantage index and economic imbalance of the region. By the index, we selected strategic industries for 15 regions under the rule of 1) relative ratio of the index is more than 15%, 2) 1 to 3 regions for a industry according to the industry's output.

  • The purpose of this study is to examine the task of the policy on the collecting cargoes of the Japanese container ports. Although the ports of Asia countries such as China, South Korea have increased the amount of cargoes dramatically since the latter half of 1990s, the amount of cargoes Japanese container ports deal with have increased within narrow limits. As a result of this trend, the position of Japanese ports as hub-ports has been falling down. The times of main liners linked with North America and Europe stopping at Japanese ports have continued to decrease. So Japan container ports need the policy to increase the amount of cargoes in order to avoid becoming feeder ports. This policy is to collect domestic cargoes which are transshipped in Asia ports such as Busan port from Japanese regional ports to core ports. By collecting domestic cargoes to Japanese core ports intensively, the times of international main liners stopping at Japanese core ports will increase. It's important to support the domestic liners linking between Japanese regional ports and core ports in order to collecting domestic cargoes to Japanese core ports effectively. In addition the role of Japanese government to achieve the coordination between Japanese regional ports and core ports is indispensable.

  • This research would be the first step toward in the long processes of proton technology industrial cluster development by focusing on the region's readiness and acceptability of the proton technology project. As is shown in our questionnaire survey, the top priorities needed to consider for the Proton Technology project are found to be job creation (mean 3.74), regional economic development (mean 3.72), industry infrastructure(3.54), institution for science and education(3.53), economic inequalities(3.33), tourism industry revitalization(3.20). For public servants top priorities in order found to be regional economic development, job creation, industry infrastructure, institution for science and education, economic inequalities, tourism industry revitalization. Universities' priorities in order found to be job creation, regional economic development, institution for science and education, industry infrastructure, economic inequalities, tourism industry revitalization. The mean reliability score for the each party was found to be mayor((3.04), citizens(2.99), province(2.97), private corporation(2.96), and universities((2.93). Of particular note, the mean score except the mayor were all below median (3.00). province(3.24), city council member(3.20), public employees (3.09), private corporation(3.03), nonprofit organization (2.97), mass media (2.96), citizens(2.96), and universities(2.89). The universities and colleges also should revise their strategic plans and thus restructure their internal academic programs, and must develop their own collaborative programs with Proton Engineering Frontier Project, related industries, city, and other government units. Not only educating, training, and providing top-notched man powers to the proton technology industries will be one of their primary missions.

  • This study aims to analyzing economy of agricultural investment to the Ukraine based on survey and analysis of environment of agricultural investment to the Ukraine. The Ukraine had been used as a grain belt for Russia for some 60 years among CIS nations so that agricultural environment is excellent and capital investment on agricultural field is on the rise every year. Accordingly, agricultural investment to the Ukraine should be approached not only in economy but also in the dimension of diversification of foreign agricultural investment area and food security. And it is necessary to seek measures for both government and private body to make inroads into the country together.
