Development of an Annual Expenditure Assessment Model for Amenity-oriented Policy-making in Rural Areas (어메니티 지향적 지방행정을 위한 정책평가모델의 개발)

  • According to the growing concerns of the public with efficiency and effects of regional policies, their assessment works have become an important issue. Up to now, several studies have been carried out on economic effects of policies using conventional cost/benefit analysis, while there have been few studies on assessment of amenity oriented policies. From the above consideration, this study tried to develop An Annual Expenditure Assessment Model (AEAM) for amenity-oriented policy-making in rural area. As a pre-work for model development, the hierarchical indices system for rural development and the classification system of expenditure were designed. Being based on high significant relationship between rural amenities and local government expenditure, a linear optimization model for maximization of regional amenity was constructed. Through a case study of Sunchang-gun, Chonbuk-province, the model applicability was ascertained.

Korea Reunification and Factor Movement : The Policy for Interregional Balanced Economic Growth (남북통일과 지역균형개발정책)

  • This paper attempts to forecast regional economic changes and to analyze government polices for interregional balanced economic growth in case of Korea Reunification. It begins with be reunified at the year 2010. The model is largely neoclassical. Since the future of North Korea is unclear, two possible scenarios are presented. The paper projects economic growth of regions, specifically forecasting growth of regions, specifically forecasting GRDP, the number of migrants and the quantity of moving capital. The results obtained show that spatially unbalanced economic growth will take place in the reunified Korea through factor movement. Two polices including public capital provision policy and income subsidy policy are thus suggested and analyed.

An Assessment of Infrastructure Investment Policies in Korea (사회간접자본 정책의 성과와 문제)

  • This paper reviews the achievements of the infrastructure investment policies since around 1990 and identifies policy area in which further efforts should be made. Traditional definition of social overhead capital has implied that the government should be the main, if not sole, supplier of the service. However, many sectors or sub-sectors of infrastructure investment and service allow room for private sector involvement. Expanding the role of the private sector will supplement the resources of the public sector, but more importantly, introduce competition in infrastructure provision. Competition will enhance the efficiency even a particular service remains in the hand public supplier. Private sector involvement, however, raises special problems in Koran context. They are the concentration of the Capital region and regional imbalance; excessive economic powers of large business conglomerator, so-called land problems. We examine each problems in detail and suggests possible solutions.

  • As a result of an increase in population of the Metropolitan area and a steady change of circumstances in many parts, the city is sprawling out into the suburbs. This phenomenon causes the necessity of modification of present urban plan. It is risen as a point of issue that construction systems of new railway routes and underground construction, which should be followed the new urban plan in case of inter-regional railway and regional railway. It is hard to find sufficient financial resources, nevertheless the railway improvement definitely affects regional development and improvement of social environment. Also, there is a limit to government subsidies. In this respect, it is necessary to set up a new idea about movement of existing railway routes and improvement of the equipment. This study examines the present problems of railroad construction system in urban downtown area and introduces a suitable institutional way through referring to the instances of other countries.

  • This paper studies the economic development situation of eastern, central, and western regions in China, and the functions of Chinese universities, which include education, research and contribution to the society. A new Chinese innovation system has been emerging in forms of university-run enterprise. The commitment of Chinese government to further introduction of a market economy has been elaborated with a focus on the relations between university and industry. A new regional development scheme by using of the functions of university is considered as the effective strategy to promote economic development of China in this stage.

  • The purpose of this study is to present as an alternative to a new policy of the regional level about actively adopting of the Sharing Culture and to suggest policy direction of Talent Sharing activities as an intermediary Sharing activities. To achieve this, We derive a significant outcomes as compared mutual to the center of a volunteer manager and volunteer groups for talent sharing activities in Busan Area. As a result, several suggestion are presented as follow : First, we needed to build for systematic control of talent sharing activities around existing volunteer management institution. Second, Supply and Demand control system is needed to build for talent sharing activities at the local government dimension. Third, To reflect the trend of the people watching the activity with some degree of talent, expertise as a talent sharing activity, Talent sharing volunteers are needed for specialized capability verification. Finally, Sharing activities are needed to settle major policy for the systematic management of talent sharing activity and to expanded budget support of local government at the local government dimension.

The Development of Key Performance Indicators for Regional Co-Training Programs, Using Analytic Hierarchy Process Technique (가중치 분석을 적용한 지역공동형 훈련성과 평가지표 개발)

  • The purpose of this paper was to develop the key performance indicators of regional co-training programs, using analytic hierarchy process method. Firstly, we pooled indicators by reviewing the literatures. The researcher checked the properness and representative of them and then, the training professionals reviewed them again. Finally, we finalized the indicators, depending on the indicator domains such as MOU (Memorandum of Agreement) company (the training participation rate of MOU companies, training participation of employees, and etc.), training performance (the completion of the program, employment rate, and etc.), cost-effectiveness (training cost per capita), satisfaction (satisfaction rate of MOU companies and training participants), and regional co-training enhancement (the operation of the committee, the will for training of the regional municipal government, and etc.). The weight size varied by the regional training needs, satisfaction of MOU companies, and regional committees of human resource development. We also suggested the continuous revision of the key performance indicators for regional co-training.

Performance and Alternative Policies of Techno-Park Built-up Project in Korea (테크노파크 조성사업의 성과와 정책과제)

  • The techno-park built-up project of Korea had begun in order to support regional enterprises since 1997. The number of techno-parks increased from 6 in 1997 to 17 in 2009 with various enterprise supporting services such as a new enterprise breeding, pilot production, and education and training. By way of renewing regional innovation promoting system, revising technopark law, and starting second step techno-park project, techno-parks have become centers for regional technology innovation, and cultivation of regional technology-based companies. Alternative policies for the development of techno-park projects are as follows: revitalizing the network among enterprises, universities, research institutes, and government; strengthening the ability to draw up projects in nurturing regional industry; and the establishment of fixed channels to support SME in the region.

  • This study verifies a simple research question such as how the core factors of social capital impact the citizen's participation in the regional festival and suggests some agenda related to this issues. The result of this study show the necessity of some effective policy to help regional festival operating more citizen-oriented way which could lead citizen more corporative to the festival. Also Strengthening regional social capital could be the core factor to establish sustainability of regional society. Well-established social capital make regional festival more successful and regional economy more affluence. So Local Government have to make her various efforts to establish and activate social capital in regional level.

  • The aim of this paper is to examine the long-standing regional disparities and social division in the UK which are considered one of the crucial facts of Brexit. Since Brexit, also, the changed regional development policies are reviewed. Regarding policy perspective, we delve into the process of the UK government's strategic policy choices, such as privatisation of public enterprises and financial reform, amid the neoliberal globalisation in the late 1970s, drawing its implication to us having similar problems. Besides, the UK's self-sustaining regional development fund, policy, and changed governance are dissected with several ongoing debates. Finally, this study asserts the necessity of the social consensus of regional disparity policies and the establishment of the spatial environment particularly in regions left behind, giving the quality and equity of life.
