Thus, an information strategy for developing of regional economy must be changed toward 21st century of electronic commerce era. In this paper, we present an information strategy for activating the electronic commerce of regional small and medium-sized business organizations. The paper stresses creation of a network organization comprising local government, regional business organizations, universities, research institutes, and citizens' coalitions as groups of organizational actors. Necessary conditions of a successful network organization in electronic commerce are to build the public key infrastructure for developing the trust of transactions among partners, and to create an information center to manage a web of partners. In the network organization, the information center must play critical roles as a creator of value and the certification authority in order to issue and manage participants' electronic certificates.

  • As Asia becomes increasingly integrated economically, opportunity particularly in managing financial flows, as bases to coordinate regional production networks, and as staging points for the penetration of new markets. The paper argues for a path-dependent logic to understanding the efforts of the Singapore State in hosting hub functions. As a city-state without a national economic hinterland, Singapore's response to increasing business costs and regional competition has been to create a set of policies designed to encourage multinational companies to keep administrative control functions in Singapore while moving the more labour and land intensive production functions to nearby Malaysia and Indonesia. An understanding of the competition among cities in the Asia Pacific for hub functions must also take into account corporate strategy within particular industry dynamics. The second half of the paper provides a number of case studies to show this interplay between corporate strategy, industry dynamic and government policy.

  • This paper suggests policy implications for Daedeok Innopolis (DI) in Daejeon by comparing the development and problems of DI with the San Diego biotechnology cluster. DI has strengthened its capabilities for technology commercialization and business activities after having created and managed by the Korean central government. While DI has been successful in increasing the number of institutes, researchers, research activities, however, its dynamism is not rigorous enough to be a regional innovative system. San Diego's scientific and entrepreneurial community shows the importance of formulating social and spatial contexts for mutual interactions and engagements. In San Diego, UCSD and networking organizations, especially CONNECT, are central in promoting interactions and communications between regional constituents including entrepreneurs, academics and local governments. The mechanisms of San Diego biotechnology imply that DI should provide more attention to designing and developing social and geographical space that can unleash the creative power of social interactions. To build an innovative regional system, DI needs to renovate its space, public-private relationship and networking platforms.

  • This study investigates regional financial markets and proposes some policy measures for boosting up the regional financial system. Financial supports for start-ups, small and medium sized enterprises(SMEs) in early stage growth have been constrained due to expanded financial gaps among regions during financial restructuring period. The bank consolidation through M&A is associated with widening financial gaps between Seoul area and others, and between regions where regional banks survives or not. Loans to small firms are associated with relationship lending techniques that may be better supported by smaller regional banks. The loan rate to SMEs in locals where regional banks are activated has tended to be 10%point higher than the locals where regional banks closed, and also drive the greater contribution for preventing local capital outflow and promoting local capital investment by local penetrating strategy. Government should develop regional financial policies to boost up regional financial system, and expand the business area of regional financial institutions for supporting start-ups and SMEs.
