Vacant houses are increasing across the country, but the appropriate measures have not been set up yet. Accordingly, vacant houses are left unattended for a long time, and become deserted to degrade the residential environment. They are often used as the space for the deviation of youth or even for crimes, threatening the safety of rural society. Vacant houses are not only personal properties but also public assets that form the residential environment of a town. Therefore, the problem should be better taken care of with appropriate policies. In this study, the present situation of vacant houses in Korea, the causes of the vacant house and the limits and lessons of the improvement projects were reviewed, along with the vacant house improvement systems in the UK and Japan. The most significant difference between the cases in Korea and other countries are the method of vacant house improvement. In terms of policies and support, Korea focuses on demolition, whereas other countries focus on reuse. In addition, the vacant house improvement projects in Korea are performed mostly by government agencies, whereas local governments and private organizations in other countries cooperate to improve vacant houses and go beyond mere residential environment improvement towards the local revitalization. Based on the study results, the following are proposed to efficiently improve and use the rural vacant houses. First, the Rearrangement of Agricultural and Fishing Villages Act, which allows the vacant houses to be left unattended and not improved, should be revised. Second, the intermediate support organizations that connect the demand and supply should be fostered and supported so that the use of vacant houses can be vitalized and privately led. Third, the best practices of using the vacant houses should be found and promoted, and the vacant house remodeling technique should be developed and propagated. Fourth, a special law should be enacted to comprehensively plan, support and execute the vacant house improvement, as in Japan. Finally, the value of the vacant houses as public properties should be shared in public so that all citizens can participate in addressing the vacant house issue to derive the detailed plans to solve the problem.

In the mandatory application of the CPTED, only negative parts of urban parks and vegetation were reflected. Therefore, this study tries to present the positive effects of urban parks and vegetation. The purpose of this study is to demonstrate the effects of urban parks and vegetation on crime occurrence and to suggest the planning implications of this to CPTED based on theory related to crime, environmental psychology, and crime occurrence analysis. This study used the crime occurrence data of Seoul, NDVI, population, distance from urban park, floating population, and the like. This study collected data from the Statistics Korea, the local government, and Landsat 8 satellite images provided by the USGS and created data of environmental variables and social variables by district using ArcGIS and statistical program. Literature analysis, correlation analysis, regression analysis, and geographically weighted regression were used to determine the relationship between crime occurrence and environmental variables, and to discuss its implication. It was found that crime occurrence has a relationship with the total population (${\beta}=.663$), the number of amusement facilities (${\beta}=.447$) and the area of a police station jurisdiction (${\beta}=.395$). This confirms that a crime rate is low when the floating population is large (${\beta}=-.241$) and vegetation vitality is high (NDVI, ${\beta}=-.281$). Vegetation vitality (NDVI) is effective in lowering violence through psychological stabilization, strengthening territoriality and improving regional image. The implications for the allocation of urban park and vegetation, program and management plan of urban park and vegetation to reduce crime occurrence have therefore been presented.

Purpose: Recently, social interest in an organized trauma system for the treatment of patients has been increasing in government and academia and the establishment of trauma center is being considered across the country. However, establishing such a system has not been easy in Korea, because enormous experiences and resources are necessary. The objectives of this study were (1) to estimate a trauma patient's demands during the course of treatment and (2) to provide appropriate direction for trauma centers to be established in Korea. Methods: The records of 207 patients who were admitted to the Department of Trauma Surgery in Ajou University Medical Center due to trauma were retrospectively reviewed for a 1 year period from March 2010 to February 2011. Patients were reviewed for general characteristics, number of hospital days, numbers and kinds of surgeries, numbers and kinds of consultations, ISS (Injury Severity Score) and number of patients with ISS more than 15. Results: All 207 patients were enrolled. The average number of hospital days was 36.7 days. The ICU stay was 15.9 days, and the general ward stay was 20.8 days. Admitted patients occupied 9.02 beds in ICU and 11.80 beds in the general ward per day. The average number of surgeries per patient was 1.4, and surgery at the Department of Trauma Surgery was most common. Number of consultations per patient was 14.23, and consultations with orthopedic surgeons were most common. The average ISS was 18.6. The number of patients with ISS more than 15 was 141 (61.8%) and the average number of patients treated per trauma surgeon as a major trauma patient was 94.3. The number of mortalities was 20, and the mortality rate was 9.7%. Conclusion: To reduce mortality and to provide proper treatment of patients with major trauma, hospitals need some number of beds, especially in the ICU, to treat patients and to prepare them for emergent surgery. An appropriate number of trauma surgeons and various specialists for consultation are also needed.
This study was designed to evaluate the possible DNA damaging effects of T-2 toxin using an alkaline single cell gel electrophoresis (SCGE) comet assay and also to investigate toxic effects in chickens. A total of 20 chickens were used in these experiments. Graded concentrations of dietary T-2 toxin (0, 4, 8, and $16{\mu}g/g$ of diet) were given to groups of 5 broiler chickens. In comet assay, The DNA damage was analysed by the tail extent moment (TEM) and tail length (TL), which were used as markers of DNA strand breaks in SCGE. A significant dose-dependent increase in the extent of DNA migration as well as in the percentage of cells with tails was observed after treatment with T-2 toxin (P<0.05). Treatment with the low T-2 toxin ($4{\mu}/g$ of diet) induced a relatively low level of DNA damage in comparison with the high T-2 toxin ($16{\mu}/g$ of diet) group. The growth rate was significantly reduced by concentrations of 8, and $16{\mu}/g$ of diet (P < 0.05). The feed conversion ratio were significantly affected by any concentrations (P < 0.05). The relative weight of the spleen, and lung was decreased by the growth inhibitory concentrations. The bursa of Fabricius, thymus, and kid- ney were decreased in relative weight by concentrations of $16{\mu}/g$ of diet. The relative weight of the liver and heart were unaffected. The hemoglobin (Hb), hematocrit (HCT), and mean corpuscular hemoglobin (MCH) were decreased at concentration of $16{\mu}/g$ of diet. As compared with control chickens, there was no marked change in serum components except uric acid in T-2 treated chickens. All lymphoid tissues retained atrophic and lymphoid cell depletion throughout the three weeks trial.

This study aimed to verify the relationship of a city's history and identity through an architectural assets survey of Daejeon Metropolitan City. To achieve these purposes, the architectural assets survey was carried out, and the characteristics were reviewed. The results of this study are as follows. (1) The architectural assets are composed of 86.5% buildings, 7.4% space environments, and 6.1% infrastructure. (2) Of the architectural assets, 52.7% were constructed in the 1960s~1980s, and 25.0% were built before the Korean War. (3) The physical characteristics of the architectural assets are represented by the single floor, housing and religious facilities, traditional Korean roof tiles, and cement mortar and wood finishing. The characteristics of the architectural assets of Daejeon Metropolitan City are related to the allocation of public offices, banks, and government buildings after the relocation of Chungnam-Do Province Office in the 1930s, and reconstruction and revival around Daejeon station after the Korean War. In particular, the accumulation of Hanok for the shrine in Isa-dong and the townhouse for railroad officers in Soje-dong represent the regional and modern history of Daejeon Metropolitan City.
The purpose of this study was to identify the influence factors on understanding the financial structure and activating of citizen participation budgeting system, which is implemented local governments. And Identify the factors that will influence participation intention of citizen participation budgeting system The activating citizen participation factors previously classified as sub-factors in the Edbon & Flanklin's(2006) design of the budget process was constituted independent variables to accomplish research purpose. the results were as follows in summary. First, The significant affecting variables for activating the citizen participation budgeting system were found to the policy perception, the committee representation, the fairness of the selection process, the budget project adequacy for regional development, the methods of budget allocation. Second, The significant affecting variables for understanding financial structure were found to the policy perception, the committee representation, the fairness of the selection process, the guidelines given by the local government. Finally, The Activating citizen participation budgeting system and understanding financial structure also showed the significant variables to the participation intention. However, It was the Limitation of this study that it's results did't represent all regions because of operating citizen participation budgeting system in Jeju.
These days, the majority of public service area presents increment of utilizing a contracting-out with the following reasons such as cost-efficiency, maintenance of population changes in flexible manner, and convenience of management. The social changes have influence on policing structure and regional security system as well as problems associated with accepting the contracting-out in the public policing sector. However, many issues such as limited contracting-out sector, difficulty of encouragement of participation to private sector, and limitation of making a contract with contracting-out would be brought up when initiate contracting-out to the public policing sector. Changing security system to lower budget, planning restructure of organization, developing alterable partial contracting-out, establishing private and public cooperate system and rationalizing contract system are the suggestions to solve and modify the raising problems. This study suggests a differentiate regulation of policing services compare to currently existing contracting-out method to consider a distinctive working environment. The suggestions are as follows: 1. develop a security segregate model, 2. build a cooperative system between private and public policing sector, 3. broaden opportunity of participation of private policing sector, 4. open-competition among qualified private tender to make a contract. The private contracting-out in the public security service sector should be manage in different manner compare to other private contracting-out in government-oriented public service sector. Since work performance of each private contracting-out agency is strongly bond to safety of every civilian in the nation, it is essential to increase its standard of qualification of each agency.
Due to the climate change in South Korea the annual total precipitation will increase by 17 percent by 2100. Rainfall is concentrated during the summer in South Korea and the landslide of farmland by heavy rain is expected to increase. Because regional torrential rains accompanied by a storm continue to cause the damage in farmland urgent establishment of adaptation plant for minimizing the damage is in need. In this study we assessed vulnerability of landslide of farmland by heavy rain for local governments. Temporal resolution is 2000 year and the future 2020 year, 2050 year, 2100 year via A1B scenario. Vulnerability of local government were evaluated by three indices such as climate exposure, sensitivity, adaptive capacity and each index is calculated by selected alternative variable. Collected data was normalized and then multiplied by weight value that was elicited in delphi investigation. Current vulnerability is concentrated in Jeju island and Gyeongsangnam-do, however, it is postulated that Kangwon-do will be vulnerable in the future. Through this study, local governments can use the data to establish adaptation plans for farmland landslide by climate change.

The purpose of this study related to the liquidity impact of the housing market variables using vector auto-regressive model(VAR) and empirical analysis is to derive some policy implications. October 2003 until May 2012 using monthly data for liquidity variables mortgage rates, mortgage, financial liquidity, as the composite index and nation, Seoul, Gangnam, Gangbuk, the Apartment sales prices were analyzed. Granger Causality Test Results, mortgage rates and mortgage at a bargain price two regions had a strong causal relationship. Since the impulse response analysis, Geothermal difference there, but housing price housing price itself, the most significant ongoing positive (+) reactions were liquidity-related variables are mortgage loans is large and persistent positive (+), financial liquidity weakly positive (+), mortgage interest rates are negative (-), KOSPI, the negative (-) reacted. Liquidity and housing prices that the rise can be and Gangnam in Gangbuk is greater than the factor that housing investment was confirmed empirically. Government to consider the current economic situation, while maintaining low interest rates and liquidity of the market rather than the real estate industry must ensure that activities can be embedded and local enforcement policies should be differentiated according to the policy will be able to reap significant effect.
This paper attempted a content analysis on the S&T comprehensive plans in Korea focusing on five-year plans. They include twelve plans from the 1st five-year plan for technological promotion($1962{\sim}1966$) to S&T basic plan in participatory government($2003{\sim}2007$). The result of content analysis on such plans was explained according to policy environments, formative system, policy goals, policy scopes, and policy subjects. In the case of policy subjects, this paper reconstructed nine policy categories such as national strategic technology development, S&T investment, S&T manpower, basic science research, private technology development, international S&T cooperation, regional S&T innovation, S&T infrastructure, and S&T culture. In conclusion, this paper proposed future directions for the making of S&T comprehensive plans in Korea.
