Recently, natural disasters caused by climate change have become more frequent across the world. Our country is also not exceptional, and it is urgent to come up with appropriate measures in the agricultural sector as the size and intensity of drought are becoming severe. Consequently, the Ministry of Agriculture and Food has continuously raised the need for efficient water management and governance to overcome the periodic drought. Thus, there is a need for water-saving education and water conservation governance for sustainable and efficient use of agricultural water. Governance is a cooperative mechanism involving various stakeholders, such as central, local, civil society, and businesses, to solve regional or social problems, with different definitions and concepts depending on the field or scope. In this study, we aim to present basis of a governance framework for direct water management participation involving the key agricultural water use stakeholders to imbibe the culture of water savings and conservation practices. Based on this, water-saving governance was established and operated in Gyeongju and Yeoju, in South Korea as a 'water conservation practice', while the water management status of local farmers, the reliability and importance of stakeholders, and the need for governance were investigated. The results indicate that the involvement of various stakeholders in the governance of water management yielded water-saving effects. This study provides the directions of making a framework for water-saving governance establishment and operation. It is expected that sustainable agricultural water use can be achieved in response to climate change if the governance builds and operates with agricultural water use stakeholders based on the continuous government supports.

The purpose of this study is to draw implications for revitalizing public-private partnership system that can reduce the financial burden of the government and utilize the creative know-how of the private sector by analyzing the cases of public building construction projects by public-private partnership method in Japan. In this study, first of all, I looked at the current state of public-private partnership policy in Japan and then selected 8 representative projects as an analysis target. Next, in order to grasp the specific situation that is aimed at securing publicity and revitalizing private participation, I analyzed the role sharing between public and private sectors in the maintenance and management of public buildings, and examined the conditions for private revenue facilities. As a result of the analysis, the following implications were drawn. First, the methods of public building construction by public-private partnership in Japan are largely divided into BTO method based on the PFI method, and the method of installing public facilities and private revenue facilities based on the term leasehold rights system. Second, measures were taken to mitigate the burden of the state and local governments in establishing public facilities. Third, the public has delegated to the private sector actively about the role that the private sector can play, expanding the role of private sector widely from design to operation in the public building construction projects. Fourth, in order to actively participate in private sectors and promote regional revitalization, private profit-making projects are widely accepted, but consideration has been given to guarantee a certain level of publicity.
This study aims to suggest the direction of urban regeneration policies of Gangwon-do in accordance with COVID-19 outbreak, and the results are as follows. First, it is inevitable to urgently execute the project from the perspective of cities and counties in Gangwon-do, where the promotion of urban regeneration projects has been delayed due to COVID-19 incident. As a result, it is highly likely to cause the employees overloaded and have negative effect on achieving the goals of urban regeneration, so, it is necessary to provide support measures at the government and provincial level, such as the actual execution index and the adjusting time of start and completion of particular business. Second, as the uncertainty of COVID-19 continues, it needs to strengthen the operation and monitoring of urban regeneration support centers in Gangwon-do and examine the changes in business operation plans in advance. In particular, the decrease in visitors to traditional markets and restaurants is expected to have a direct effect on small business owners engaged in the service industry. Therefore, it is necessary to actively consider the utilization plans of smart city regeneration, such as online shopping and non-contact payment. Third, it is necessary to phase in smart urban regeneration training focused on information weakness to narrow the digital gap, in preparation for general lifestyle changes such as contactless and non-face-to-face interactions. At a time when new light is being shed on local areas, which are quieter than heavily populated cities, a project that reflects the regional characteristics and culture of Gangwon-do is necessary.
This study examined the constitutional engineering of the Philippine democracy in terms of power sharing and accountability, and the effectiveness and stability of the Philippine democracy as a result were assessed. Based on the analysis, the nature of the present Philippine democratic system since 1986 was brought to light. This study argues that the system of power sharing between the President and the congress in the Philippines tends to serve for negotiating political interests among the power elites rather than functioning in a constructive way. And the public accountability system is not functioning as it was designed to do. Due to the defects the Philippine democracy continuously suffers the lack of political effectiveness and stability. Despite of the problem, the reason not to break down the system would be the fact that the system served for the oligarchic power elites to circulate and recreate the political power exclusively. The direction of the Philippine constitutional engineering should be weakening the present traditional elite dominated political system, and strengthening the chances of political participation from the various classes. Some concerned people suggested the constitutional change to parliamentary system in order to strengthening party politics, and federal system to cope with the problems of regional conflicts, but such efforts failed repeatedly due to the conflict of political interests. Considering the present circumstance, it would be advisable to reform political party law and election system in the direction of strengthening political party system, and to expand the scope of local government system in the direction of devolving the centralized political power.
Previous studies cannot effectively explain the rise of piracy in Somalia and NIgeria. First, there is a lack of explanation for the process that from a small maritime robbery into a org anized pirate g roup. Second, it is difficult to explain the low level of piracy in countries with extreamly poor conditions, from Somalia to Nigeria. In this study, I argue that the more severe foreign countries infringe on economic maritime sovereignty in vulnerable countries, the higher the intensity and frequency of piracy. If the infringement of economic maritime sovereignty caused by foreign groups occurs in a fragile state, the government could not respond to the acts of foreign groups, resulting in increased damage to maritime people, deteriorating the regional economic situation. As hostility grows, a culture favorable to piracy is created, which is actively utilized by local forces to inspire the people's hostility, and a favorable environment for piracy emerges in a way that responds politically to foreign powers. In Somalia and Nigeria, the infringement of economic maritime sovereignty by foreign groups emerged severe. And based on the stagnation of the local economy and hostility toward foreign groups, favorable conditions were formed for piracy, resulting in the rise of piracy. Meanwhile, Somalia's neighbor, one of the most fragile states in the world, Yemen have not suffered piracy. Also, the foreign infringement to the maritime economic sovereignty has rarely been observed.
This study aims to provide implications for the realization of the SDG goal for higher education through a comparative analysis of the UK and Australia's inclusive higher education policies. The cases of the UK and Australia were chosen for analysis since both countries have developed various policies to strengthen the inclusiveness of higher education since the early 2000s. The implications for the Korean government are as follows. First, it should approach the concept of underprivileged students by applying various categories such as 'race, region, and etc.,' not just for a category of income level. Second, it should enhance higher education opportunities for underprivileged students not only by expanding admission opportunities for them, but also by assisting them to adapt to college life and develop a student career. Third, it should provide underprivileged students with the customized support in consideration of their characteristics and merits. Finally, it should develop the "Inclusive Higher Education Project" which would help them complete higher education courses through regional partnerships.

The development of technology speeds up the process of obtaining information and its analysis to track the level of corruption in different countries and develop countermeasures. This study examines the role of information and analytical support of anti-corruption policy as a tool for government accountability and analysis, evaluation, combating corruption in Eastern Europe. The purpose of the article is to identify the components of the information-analytical system that help reduce the level of corruption. The research methodology is based on a qualitative content analysis of the functioning of information and analytical systems of Ukraine used by anti-corruption bodies. A quantitative analysis of the CPI score was conducted, according to Transparency International, to identify the effectiveness of anti-corruption policies in developing countries. The results show similar trends in countries developing on the effect of the use of information and analytical systems in the implementation of anti-corruption policies, strategies and measures. The strategy to combat corruption mainly involves increasing the independence and powers of anti-corruption bodies. Therefore, the development of information and analytical support is aimed at automating the processes of pre-trial investigations and criminal proceedings, information protection. As a tool for accountability, information and analytical systems may be ineffective due to the abuse of power by higher anti-corruption bodies due to political pressure from elite structures. Restrictions on political will are a major problem for the effectiveness of anti-corruption policies.
The materials, parts, and equipment industries are the backbone of the manufacturing industry and a key element of competitiveness. However, in the case of Korea, as it relies on foreign countries for core materials, parts, and equipment, it is in danger of not only industrial competitiveness, but also security. This study first looked at the outline and current address of the materials, parts, and equipment industries, identified problems and improvements, and examined the efforts and achievements so far for the localization of materials, parts, and equipment in Korea. In addition, after looking at the improvement measures for the government's material, parts, and equipment industry at the institutional level or at the ecological level, the current status and actual condition of localization of local materials, parts and equipment were investigated, and problems and improvements were analyzed. Lastly, this study presented a technology development plan for localization of parts and materials in the region and various institutional improvement plans related to commercialization.
Kazakhstan's cities experience high concentrations levels of atmospheric particulate matter (PM), which is well-known for its highly detrimental effect on the human health. A further increase in PM concentrations in the future could lead to a higher air pollution-caused morbidity and mortality, causing an increase in healthcare expenditures by the government. However, to prevent elevated PM concentrations in the future, more stringent standards could be implemented by lowering current maximum allowable PM concentration limit to Organization for Economic Co-operation and Development (OECD)'s limits. Therefore, this study aims to find out what impact this change in environmental policy towards PM has on state economy in the long run. Future PM10 and PM2.5 concentrations were estimated using multiple linear regression based on gross regional product (GRP) and population growth parameters. Dose-response model was based on World Health Organization's approach for the identification of mortality, morbidity and healthcare costs due to air pollution. Analysis of concentrations revealed that only 6 out of 21 cities of Kazakhstan did not exceed the EU limit on PM10 concentration. Changing environmental standards resulted in the 71.7% decrease in mortality and 77% decrease in morbidity cases in all cities compared to the case without changes in environmental policy. Moreover, the cost of morbidity and mortality associated with air pollution decreased by $669 million in 2030 and $2183 million in 2050 in case of implementation of OECD standards. Thus, changing environmental regulations will be beneficial in terms of both of mortality reduction and state budget saving.
Purpose: The study was done to compare the status of dispatch of public officials in charge of health care in response to COVID-19 according to location of primary health care posts and the practitioners' knowledge, attitude and support related to COVID-19. Methods: Among the 193 practitioners surveyed, 175 people in Chungcheong-do, Jeolla-do and Gyeongsang-do were selected for final analysis according to work status and differences in knowledge, attitude and support. Data were analyzed using χ2 and one-way ANOVA, followed by a Scheffé-test. Results: There was a statistically significant difference by region in the number of days and places for dispatch teams to respond to COVID-19. In particular, in the case of support, the overall score was low, but Gyeongsang-do, which had the longest number of dispatch days due the occurrence of a large-scale confirmation of patients, showed higher support compared to other regions. Knowledge of COVID-19 was high, but there were no regional differences. Conclusion: Regarding performance of COVID-19 response tasks, the support level was low, indicating that psychological support and appropriate compensation from the local government are required. In addition, it is necessary to prepare a system for the provision of alternative services to prevent a work gap in health clinics.
