A Study on Relationships between Performance of University-Industry Cooperations and Competency Factors of University (산학협력성과와 대학의 역량요인의 관계에 관한 연구)

  • Korean government drives various programs to improve the performance of university-industry cooperation since 1998 such as BK 21(Brain Korea), NURI(New University for Regional Innovation), Connect Korea Program, and so on. We analyse the relationships between performance of university-industry cooperations and university competency factors(research competency and management competency) through multi-regression model, and propose policy implication. We used the basic data related to the performance of university-industry cooperation and university competency factors from Korean 61 universities. We set up some hypotheses and try to verify them with the method of multi-variable regression analysis including dependent variable(licensing fee, the number of technology transfers, the number of spin-offs) and independent variables(research competency, management competency). We, through this analysis, find both the research competency variables and management competency variables are significant to the performance of university-industry cooperation. Firstly, for licensing fee and the number of technology transfers, research competency variables such as the number of SCIE papers, the number of patent registration were significant, but management competency variables such as the scale of technology leasing organization, the number of specialist were not significant. Secondly, for the number of spin-offs management variables are significant, but research competency varialbles are not. These results imply that both the research competency and management competency of universities are the critical factors for the effective commercialization of university technology not only in United States but also in Korea. In the conclusion, we propose government drive university-industry cooperation policy to enhance the quality of research papers and patent as well as management capabilities of technology leasing organization.

The Evolution of the IT Service Industry in the U.S. National Capital Region: The Case of Fairfax County (미국 수도권 IT서비스산업 집적지의 진화: 페어팩스 카운티를 사례로)

  • This study aims to explore an evolutionary path of the IT service industry in Fairfax County using the Cluster Adaptive Cycle model in economic geography. The analysis is based on detailed historical and industrial information obtained through a variety of data sources including local archival materials, economic census, and interviews. This study also performs a shift-share analysis during the period of 1990 to 2011. Using the adaptive cycle model, the local IT service industry is indicated by a trajectory of constant cluster mutation. The evolution of the local IT service industry has been closely related to federal government policy due to the regional specificity of the National Capital Region and the proximity of the Department of Defense. Although the economic downturn of the late 2000s, the local IT service industry has been notable resilience and adapted to a changing market and technological environment. This constant mutation of the local industry is resulted from not only high resilience which is based on the large government procurement market, the reinforcement of adaptive capacity of the local firms and the network of economic agents such as firm and supporting institutions, but also high flexibility of the knowledge-based service industry to a changing business environment.

The Effect of Function of the Complex Cultural Space on the Intention to Revisit (복합문화공간의 기능이 재방문의도에 미치는 영향)

  • According to industrialization and urbanization, the complex cultural space have been developed for residents within a region. Focusing on these changes, we wanted to find out what functions the complex cultural space have and how these functions affect the customer's perceived value and revisit intention of customers. This study have a purpose to help the local government and the corporation who manage the complex cultural space to build operation strategy by utilizing the function of the complex cultural space. To this end, a questionnaire was compiled based on a literature study related to a complex cultural space, and data was collected. It was analyzed using SPSS Win Ver. 22.0 and PROCESS macro v3.4. As a result, it was found that the function of the complex cultural space had some significant influence on customer's perceived value and intention to revisit. and showed how each function had a an influence on customer's perceived value and on re-visiting intention. This study has significance in that it can contribute to the local government and the corporations' operation strategy and management direction of the complex cultural space. And it will contribute to the study of the complex cultural space's macro role as e tool of regional revitalization.

A Review of Research Trend Related to NPS and Suggestion for Research Direction in the Future (국내 비점오염 관련 연구 동향 및 향후 연구방향 제언)

  • Research trend about nonpoint pollution source(NPS) that have studied since 1980 was divided into 4 categories: 1) runoff characteristics of NPS, 2) treatment technique, 3) LID and green infrastructure(GI), 4) management practices and policy. This study reviews them and recommends the future research direction. The research on runoff characteristics of NPS until 2010 was mainly carried out. But recently, many researchers has been conducting studies on technology development, effect evaluation and field application. Providing best measures on NPS should be tried to conduct studies that many fields such as society, geography, meteorology and environment are fused. But it has not been enough yet. Because the cause material and optimum measures of NPS are different from each other regionally, it is considered that it needs studies to prepare measures and guidelines with regional characteristics rather than a uniform measures and guidelines by the central government. In addition, more comprehensive studies must be carried out to establish rules and regulations to manage NPS not only by government sector but also the private sector.

Local Participation, Festival Motivation, Satisfaction Level, and Support Level: Focusing on Yudalsan Mountain's Spring Festival (지역주민의 축제 참여동기와 만족도가 지지도에 미치는 영향: 유달산 봄꽃 축제를 중심으로)

  • Purpose - There have been local government systems since June 1955. Many local governments have made use of festivals for regional public relations and the achievement of competitiveness. This study analyzes effective components of local festivals. There has been extensive research in relation to variables such as participation motivation, satisfaction level, recall intention, royalty, and recommend purpose. However, as a variable factor, attachment to the participation motivation of a festival has been overlooked along with support level to a festival. This study has added new variables named "attachment to local society" and "support level," which are dependent variables. We will study the relationship of these two variables. Research design, data, and methodology - This study has devised a cause-and-effect relationship model, which deduces that local residents' participation motivation for the festival will have positive influence on the festival support level and satisfaction level. We circulated questionnaires to local residents to get the data required to prove the hypothesis. To analysis the data, we used SPSS 21.0, and accomplished basic analysis through the analysis of frequency as well as descriptive statistical analysis. Further, we verified our measurement tools through reliability analysis, and examined the research hypothesis through multiple regression analysis. Results - With regard to the festival satisfaction level, the variables of local society attachment, festival attraction, escaping from the daily life, and family harmony have influence upon a positive effect (+) in this order. Among them, the variable of local society attachment has the greatest influence. However, in respect of support level for the festival, only the variables of local society attachment and escaping from the daily life have a valid influence on the positive effect (+), and local society attachment has relatively greater influence. In addition, not only does the festival satisfaction level affect the support level for the festival in terms of positive effect, the influence is also far-reaching, which verifies the mediating effect. Conclusions - The result shows that the local residents' satisfaction level with the Yudalsan Mountain Spring Flower Festival is comparatively high, which is due to the local society attachment. It also shows that it is difficult to create support without local residents' attachment with their area. Consequently, this study insists that the Yudalsan Mountain Spring Flower Festival should exceed its limitation as just a village-level party, in order to become a remarkable and outstanding festival, and suggests three operational implications: macro-environmental development, task environment development, and internal operational environmental development. From the macro-environmental perspective, the constant development of local culture and local business is proposed. In the task environment perspective, a new functional development for the festival is proposed. From the internal operational environmental perspective, improvements in festival operation methods are proposed. If these weak points are addressed and resolved through a more detailed approach, it will be very helpful for local government systems to operate the festival.

The Study on the Characteristics of Technology Innovation Activities of High Growth Firms (고성장기업의 기술혁신활동 특성에 대한 연구)

  • This paper explores the characteristics of innovation activities in high growth firms that contribute to national and regional economic growth and job creation. The analysis is based on the 2016 KIS data to analyze the difference in innovation activities between high growth firms and general firms. The main results are as follows: First, high growth firms have a higher proportion of R&D personnel than general firms. Second, high growth firms are actively introducing product innovation, process innovation, and organizational innovation as compared to general firms. In the innovation activities related to product innovation and process innovation, there is no statistically significant difference between high growth companies and general companies except for external R&D. Third, High growth firms are more likely to cooperate with other technology partners than general firms. But, there is no statistically significant difference between high growth firms and general firms in the external knowledge search and the diversity of cooperating partners. Fourth, in terms of protecting innovation, high growth firms are more likely to use all kinds of innovation protection method, such as 'utilizing intellectual property rights', 'maintaining confidentiality', 'adopting complex design methods', 'market preemption ahead of competitors', and the most important means is the intellectual property rights. Fifth, government innovation policies that high growth firms chose as important are 'innovation subsidies and loans', 'acquirement, utilization and protection of intellectual property rights' and 'human resource support'.

A Study on Introduction of Autonomous Police System in Korea (우리나라 실정에 맞는 자치경찰제 도입에 관한 연구)

  • The purpose of this study is to establish the Police Reform Committee on May 10, 2017, with the aim of enforcing the nationwide autonomous police system in 2020. In addition, the government is promoting reforms of autonomous police and investigative structures, On April 5, 2018, a special committee of autonomous police system consisting of academics, civic groups, and legal professors was established. In 1991, the local council was established in Korea. In 1995, the local autonomous government era was launched with the election of local autonomous governors, but the field of security did not bring decentralization. This study suggests direction of organization and manpower management, personnel management and distribution, financial management, and political neutrality in order to introduce autonomous police system considering regional characteristics. Also, it should be promoted in the direction of maximizing the advantages of the decentralization system and national police without causing civil unrest and social disorder caused by the introduction of the rapid system. Self-governing police should reflect on the trend of autonomous decentralization in order to secure the Republic of Korea with a more secure policing policy, along with organic cooperation and mutual competition system with the national police.

  • After establishing national greenhouse gas emission reduction goals, the South Korean government has been pursuing sector- and industry-specific greenhouse gas emission reduction measures; in support of which, metropolitan city / state governing entities, such as Gyeonggi Province, etc., have been in lock steps by establishing and executing climate change measures that are appropriate for the regional characteristics. However, in the case of local governments, difficulties abound due to the fact that the per-unit greenhouse gas emission amounts and the future emission estimates for establishing reduction targets are not clear. In order to establish correct climate change measure policies, the policy directions and the assessment of verified greenhouse gas emission amounts would need to serve as the basis, and along with the national level climate change effect and vulnerability assessment, there's a need to develop methodologies that take into consideration the local characteristics and conditions. To this end, this study calculated the greenhouse gas emission amounts of the City of Siheung, a basic local government in Gyeonggi Province, by using the GEBT (Greenhouse gas Emission Business-as-usual Tool) developed by the National Institute of Environmental Research to facilitate easy calculations of BAU (business-as-usual) emission quantities by local governing entities.

Issues and Challenges of Dental Hygienist Workforce Policy in Korea (우리나라 치과위생사 인력정책 현황 및 과제)

  • The purposes of this study was to confirm the current issues of workforce policy of dental auxiliary personnel in Korea. The literature review and data collection were conducted in terms of the auxiliary personnel supply, regional distribution, legal works, working environment. Despite the rapid increase in the number of dental hygienists, the number of active dental hygienists is less than half of the total, and the dental clinics still experience the shortage. Considering the dental hygienist's work, the available dental auxiliary personnel for the dental assistance is limited. The proportion of dental hygienists is concentrated in large cities, and the ratio of dental clinics composed of only dental hygienists is high. Thus, it is essential to look for a plan to solve the disparity. The criterion for judging the legality of the works is ambiguous because a large portion of dental hygienist's work is not specified in the Medical Technicians Act. The job life is also shortened, and occupational profession and satisfaction are lowered. Thus, job burnout is accelerating. The difference between the legal works and the practiced works of dental hygienist and the conflict between the personnel might be due to the lack of utilization plans for the dental personnel at the government level. Therefore, the government should establish the roles of dental hygienist in accordance with the demands of the dental health service, institutionalize the necessary policies accordingly, and make efforts to establish plans to improve the relevant laws and utilize the manpower appropriately.

Evolution Characteristics and Drivers of Gumi National Industrial Complex (구미국가산업단지의 진화 과정의 특성과 그 동인)

  • This study analyzes the characteristics of the evolution process of the Gumi National Industrial Complex as well as its external and internal drivers based on the cluster adaptation cycle model. The Gumi National Industrial Complex has made remarkable progress through expansion in spatial and industrial realm and has become a representative IT industry cluster in Korea. It evolved during a growth period from the 1990s, a maturity period from the mid-2000s, and a mature stagnation period from the mid-2010s. But it has now entered a period of decline. While external drivers at the international and national level greatly influenced the Gumi National Industrial Complex in its evolution from foundation-building to maturity, internal drivers such as the outflow of large firms as well as a lack of SME research capacity and institutional base have added to the management difficulties of SMEs in the mature stagnation period. Therefore, in order for the Gumi National Industrial Complex to move into a revitalization period that strengthens resilience against external shocks, it is necessary to enhance the capacity of SMEs by expanding the roles of the central government, local government, and support agencies. In addition, it is necessary to create and embed strong medium enterprises within the Gumi National Industrial Complex, so that the Complex can be reborn as a sustainable innovation ecosystem.
